Chaos as resident clashes with Chitungwiza Municipality over demolitions

Chaos as resident clashes with Chitungwiza Municipality over demolitions. The shop is situated at Chirunga Shopping Centre in Unit K where Nicholas was constructing a shop and won the case at the High Court, according to the court papers.

A resident is at odds with Chitungwiza Municipality after his shop was ‘wrongfully’ destroyed on Saturday. Nicholas Limula, was granted the rightful owner of stand number 37015 by High Court but events turned out that the municipality ‘defied’ the order and proceeded to destroy the structure.

Following his High Court appeal through his lawyers Nyika Kanengoni and partners, Nicholas won his case in which the municipality was ordered not to destroy the structure or disrupt him from developing the place. However, the municipality proceeded to issue an order compelling Nicholas to stop developing the stand forthwith and a demolition followed on July 17.

H-Metro contacted Acting Town Clerk Evangelista Machona who could not confirm the incident. “I am currently looking after a patient, can you call me tomorrow when I will be in office,” she said.

Tittle deeds

While Nicholas believes that there is a lot happening behind the back since all his papers are in order. “I have been paying all the rates and I purchased this stand properly.

“Everything is order, I even went to the High Court over this stand and I won against them only to find them bringing a letter of demolition. “They came and destroyed on Saturday after even seeing the order from the court.

“I don’t understand and I approached the police to report a case against people who were sent with the demolition papers because they saw this order and continued to destroy,” he said.

Roasted chicken with pesto – Recipe

A quick and easy grilled chicken salad that’s ready in 15 minutes. This is the kind of dinner that will see you through in summer. Serve with crusty bread.

Each serving provides 417 kcal, 40.5g protein, 10g carbohydrate (of which 8.5g sugars), 23g fat (of which 2.5g saturates), 5g fibre and 0.51g salt.

Ingredients
2 small boneless, skinless chicken breasts (each around 150g/5½oz)
½ lemon, finely grated zest and juice
1 tbsp fresh thyme leaves, or 1 tsp dried thyme
2 tbsp extra virgin olive oil
1 large courgette, diagonally cut into 1cm/½in slices
1 yellow pepper (or half red and half yellow), deseeded and cut into 2cm/¾in chunks
4 small vines cherry tomatoes, each holding around 5 tomatoes
large handful rocket
3 tbsp fresh basil pesto (bought or see recipe link)
sea salt and freshly ground black pepper

Method
Put the chicken breasts on a board and cover with a piece of foil or baking paper. Bash them with a rolling pin until just under 2cm/¾in thick all over. Put them in a bowl, add the lemon zest and juice, thyme leaves, 1 tablespoon of the oil, a good pinch of salt and lots of pepper. Turn the chicken in the marinade and leave to marinate covered in the fridge for 5 minutes.

Heat a large griddle pan over a medium-high heat. Put the chicken on the hot griddle and cook for 5–6 minutes on each side, or until cooked through. Toss the courgette, pepper and tomatoes in a clean bowl with the remaining oil and season with salt and pepper.

Transfer the chicken to plate and leave to rest. Add the vegetables to the griddle and cook for 2–3 minutes on each side, or until lightly charred and softened. Return to the mixing bowl, add the pesto and rocket and toss lightly. Divide between two plates.

Slice the chicken thickly and place on top. Drizzle with the resting juices and an extra dribble of olive oil if you like.

Govt orders 84-year-old MDC-A farmer to vacate his plot

Govt orders 84-year-old MDC-A farmer to vacate his plot. Obert Rukato of Plot 10, Ward 20, area 52 in Chikomba West told Masvingo Mirror he was allocated the piece of land in 2006.

But on Tuesday last week, Rukato was visited by officials from the Land Ministry who told him to vacate the land. The plot for which he has an offer letter is allegedly being given to Serina Chagonda.

An 84-year-old MDC Alliance official in Mashonaland East Province has reportedly been ordered to vacate a 70-hectare plot by officers from the Ministry of Lands even though he is in possession of an offer letter.

The officials allegedly told him that he was being evicted because he was too old and can no longer manage the farm. The heartbroken Rukato said he is an old man, has nowhere to go and the eviction was going to finish him off and his family. He said:

I am in a state of shock after officials from the Ministry entered my plot and ordered me to wind up operations and leave the farm. I am 84 years old. Where do I go, where do I put my family?

If they say they are taking away my piece of land because I am old, I will tell them that I have children and grandchildren who can also use this land. I have an offer letter for the piece of land issued in 2006

I was also involved in the liberation struggle which brought about this land. They cannot chase me away because I support MDC. I am appealing for help from those who can assist me so that my family is spared this looming disaster. We don’t have anywhere to go.

I will visit the Lands office in Marondera to find out what is going on. I have a number of projects on the plot including drilling a borehole. Asked for comment, Mash East Provincial Lands Officer Steward Blessing Musimwa said he was not aware of the case.

This is bizarre since there is a programme where Government is downsizing under-utilised farms and allocating them to new farmers. Said Musimwa: I am not aware of the issue but I will look into it. However, these cases should not be treated as politically motivated.

We are doing an assessment to identify underutilised farms through the downsizing programme. Chagonda said she was allocated the same piece of land recently, adding that she was not aware that there was someone already residing on it.

Meanwhile, MDC Alliance Mashonaland East provincial chairman Chengetai Murowa said there is a lot of victimisation of opposition members towards the 2023 elections. He said violence has also gone up in the province.

Nigeria Megachurch fires 40 pastors for failing to generate enough income

Nigeria Megachurch fires 40 pastors for failing to generate enough income. Winners’ Chapel [International] is led by its founder, David Oyedepo, a businessman, architect and the founder and presiding Bishop of the megachurch Faith Tabernacle in Ota, Ogun State.

One of Nigeria’s largest charismatic churches, the Living Faith Church International, popularly known as Winners Chapel, has fired about 40 pastors in Ekiti State for failing to grow their respective parishes.

According to an online publication, The Punch, the figure may be much higher than 40 nationwide. In a letter which is dated 25 June 2021 and signed by the Executive Secretary of the church, Adebisi Aboluwade, the pastors were asked to vacate their official accommodation and hand over their identity cards to their respective area pastors. One of the letters read in part:

Consequent to the recent performance reviews which revealed that your church growth index falls below expectations. Please be informed that your services as a pastor in charge are no longer required from this commission with immediate effect.

You are to vacate the official accommodation (where applicable) and hand over all properties of the ministry in your custody, including your staff identity card to the area pastor before departure.

May you find grace for a new beginning. Peace. In a trending video, Pastor Godwin, who claimed to be one of the pastors affected in Ekiti State, said he was employed on 20 August 2020.

He claimed that he was invited with about 40 of his colleagues by the state pastor on 1 July 2021, but was sacked for failing to grow the revenue of the church.

A source within the church, however, told The Punch that the sacking of the pastors had nothing to do with money; rather, the source said, it involved membership growth. Said the source:

As indicated in the letter, pastors were sacked for failing to grow membership, which is a key aspect of the ministry. It had nothing to do with money and nowhere in any of the letters of disengagement was it stated that it was about money.

President Mnangagwa mourns Mat South chair. In his condolence message to the Choeni family, the President described Cde Choeni as an advocate of progress. Cde Choeni (71) died at his rural home of Malusungani in Beitbridge District due to Covid-19-related complications last Friday.

Matabeleland South Zanu PF chairperson Cde Rabelani Choeni was a solid and principled veteran of the liberation struggle who won respect among his peers because of his devotion to unity and peace, President Mnangagwa has said.

“As provincial party chairman, Cde Choeni led the party from the front, always championing its interests ahead of all else. He advocated peace, unity and development in Matabeleland South province and in our nation as a whole.

“That progressive stance won him the respect of the province he led, and of us all. His departure is a great loss to the party and our nation.

“On behalf of the party, Zanu PF, Government, my family, and indeed on my own behalf, I wish to express my heartfelt condolences to the Choeni family, especially to his wife Lydia and the children, following the loss of a loving partner, father, and mentor,” the President said.

President Mnangagwa wished the Choeni family to be comforted by the fact that the Government and the party was standing with them during this dark period of grief. Cde Choeni joined the liberation struggle under Zipra in 1974 when he crossed to Zambia through Botswana.

He then travelled to Morogoro, Tanzania, where he received military training and was appointed medical man.

In 1976, he operated at GCB Gokwe region which was later known as the Northern Front. During the same year, he was promoted to zone medical man and later the zone commander.

In 1978, he was elevated to the position of deputy regional medical man, a rank he held until the ceasefire. He is survived by wife Lydia, one child and five grandchildren.

Kudzai Chipanga: I’m happy to be back. Although he is coy to speak about events leading to his expulsion as part of the G40 faction, he is enthusiastic about his return to the revolutionary home which has over the past few years been adding more members with each passing week.

After some years in the political wilderness, former Zanu PF youth secretary Cde Kudzai Chipanga, who was last week readmitted into the party says he is ready to play his part as a foot soldier to ensure that the party reaches the five million voters milestone.

“By being readmitted, I automatically assume the role of a foot soldier and join other cadres in the recruitment drive, starting from cell or village where I reside here in Rusape. Five million votes are achievable,” he said in a telephone interview.

After having been cut loose from Zanu PF in 2017, he kept knocking at the doors of the revolutionary party. He was re-admitted to Zanu-PF along with other former party senior officials.

“I would like to thank His Excellency the President Cde ED Mnangagwa and the entire party leadership for finally accepting me back in the revolutionary party where I belong.

“I also thank Zanu PF Manicaland Province, my home province for the support they had given me. I appreciate,” said Cde Chipanga.

In the intervals of trying to rejoin the party, Mr Chipanga turned to farming, finding comfort in contributing to the country’s economic fortunes in the bowels of mother earth.

“I have been tied up in agriculture especially in tobacco production. I had said to myself since I have been suspended from working for my country on the political front, I still have an obligation to work for my country hence I went for tobacco production so that I play a role in the economic sector.

“At the same time, the President is on record calling for production, production and more production, so I was influenced by the Presidential call as well,” Cde Chipanga said.

Now above 35 years, Chipanga no longer fits the grade in the youth league and even if he did, the party conditions for his return stipulate that he cannot hold any position for the next three years.

Zimbabwe Consolidated Diamond Company: Future bright for diamond production

Zimbabwe Consolidated Diamond Company: Future bright for diamond production. According to a report to Parliament, the company made a profit of US$26 356 890 and states that it is on course to meet its year-end target of a profit of US$62 119 436.

The Zimbabwe Consolidated Diamond Company posted a profit of US$26,35 million on production of 151,3kg of diamonds for the first half of this year, with profits being just over 40 percent of the diamonds sold.

While the company significantly missed its half-year production target, producing just 756 518 carats (151,3kg) against a target of 1 151 500 carats (230,3kg), it was helped by better than expected prices, receiving an average of US$85,6 for each carat against an expected price of US$68,3.

The company expects to produce 3 044 050 carats (608,81kg) by year end. Sales of diamonds in the six months brought in US$64 770 207, against a target of US$78 650 000, so the expenses and costs totalled just over US$38,4 million, or just under 60 percent of the revenue.

The company said it had inherited legacy debts from companies that were merged into it when it was formed in 2015 after the Government consolidated all the diamond mining concessions in Chiadzwa, Manicaland.

The company also responded in its report to queries raised by Auditor General Mrs Mildred Chiri in her 2019 report on the company’s inherited debts and its management of these debts. She said the company did not account for inter-related party debts and investments.

The diamond company replied: “Consolidation of mining concessions in Chiadzwa resulted in some financial obligations being transferred onto the ZCDC balance sheet from former mining companies in which Government had an interest through Zimbabwe Mining Development Corporation, eg DMC and Marange.

“ZCDC has created a provision for all the doubtful debts owed by related parties, while a comprehensive debt management framework is being worked on, through the Ministry of Mines and Mining Development,” ZCDC said.

The company has engaged an independent firm to do a business valuation of its investment in DTZ-Ozgeo to achieve a true and fair position.

Leakages, basically theft and poaching of diamonds, is being tackled through a number of measures, said the company. Last year ZCDC commissioned a security optimisation exercise aimed at enhancing product security across the entire value chain.

A surveillance point has been set up at the company’s head office and the head office of the Ministry of Mines and Mining Development while efforts are underway to open another surveillance point at National Joint Operations Command and the Office of the President and Cabinet so more entities can check and monitor the entire chain.

The company had procured long range drones to upgrade security around the mine.

Diaspora income tops US$1bn

Diaspora income tops US$1bn. On account of the improved remittances inflows, Zimbabwe managed to record a current account surplus. Zimbabwe’s Diaspora remittances jumped 58 percent last year, to about US$1 billion, a development that helped the country to cover gaps left by trade disruptions caused by the Covid-19 pandemic.

The current account records the value of exports and imports of both goods and services and international transfers of capital. Zimbabwe’s Diaspora remittances defied projected a slowdown in inflows due to the pandemic to hit record levels of about US$1 billion.

The World Bank, in its latest Zimbabwe Economic Update, said remittances contributed to the country’s resilience to the regional and global trade shocks.

“Despite trade disruptions and the sharp decline in global economic activity caused by the pandemic, Zimbabwe’s current account remained in surplus at 5,3 percent in 2020.

“A key driver of the surplus was remittances in 2020, which saw a growth of 58 percent. The increase in formal remittances may reflect the shift to greater use of official channels for remittance delivery due to the pandemic,” said the World Bank.

Although the pandemic-driven trade disruptions did have a negative impact on Zimbabwe’s foreign currency generation, a positive was that the country’s imports were significantly reduced.

Authorities have, for years, been fighting importation of ‘non-essential’ goods.  “Adjustment of trade started in April 2020, when the Government and neighbouring countries initiated pandemic containment measures affecting domestic and cross-border movement of goods and people.

“Trade disruptions were more pronounced on imports than on exports, but imports rebounded more quickly, growing by 4 percent in nominal terms on the account of higher demand for maize and other grains, fertiliser, and electricity – as a result of the persistent drought,” said the Bretton Woods institution.

“Fuel imports, however, dropped by 51,1 percent year-on-year in response to successive lockdowns, weakening economic activity and loss of disposable incomes. Exports grew by 2,7 percent, driven by platinum, nickel, and diamond with traditional key export commodities like tobacco, gold and chromium declining in 2020.

“Despite a sharp increase in global gold prices and gold incentives provided by RBZ, gold exports declined by 7,8 percent, partly reflecting an increased level of smuggling of gold from Zimbabwe.

“Travel and border restrictions and fear of contagion also led to sharply reduced international travel and transport receipts, which are important sources of foreign exchange.”

Meanwhile, with Zimbabwe (and most countries) still dealing with the “third wave” of the health pandemic, the threats to the performance of the current account are still potent.

And indications are that they may have been worsened by the recent violent protests in South Africa, which is Zimbabwe’s biggest trading partner and a vital part of trade routes into the region and into international markets.

“The economic impact is, firstly, two-fold. We are focused on the imports, but we need to focus on what we export through South Africa. What we are unable to move out of Zimbabwe for earning income is significant.

“There is a third dimension, which is what is being illicitly transacted during this time of chaos and what opportunities are being created for criminal networks and bypassing the accountability of the State for both South Africa and Sadc,” said international constitutional lawyer Brian Kagoro recently.

“I think the biggest impact on Sadc will also be the fourth dimension, which is Diaspora remittances. When you say the factories, the warehouses and health facilities are being burnt down, we are talking about South African jobs, but we are also talking about jobs for Sadc folks. Reconstruction will take time; it means those people who were employed in those sectors have lost sources of income.”

Foreign Affairs Minister Shava: Zim respects rights of citizens

Foreign Affairs Minister Shava: Zim respects rights of citizens. Covid-19 containment measures are not an attempt by the Government to curtail the rights of its citizens, Foreign Affairs and International Trade Minister Ambassador Frederick Shava has said.

He was speaking during the first resumed virtual briefing by members of the national Covid-19 taskforce to members of the diplomatic corps and international partners accredited here.

Zimbabwe has received rave reviews for its Covid-19 response and special praise from the World Health Organisation (WHO) for the way it has confronted the global pandemic. The plaudits have come from China, South Africa, as well as Australia.

“We are resuming our monthly briefings in order to keep each other updated on the Covid-19 and humanitarian situation in the country,” said Minister Shava.

“The country is currently witnessing an unprecedented surge in Covid-19 cases and related deaths which prompted the President to declare Level-4 lockdown restrictions on 29 June 2021 for a period of two weeks and a further extension by another two weeks on 13 July 2021.

“These restrictions, which include limiting the numbers of people attending funerals, revised working and business hours, and an extended curfew period, among other measures are aimed at curbing the spread of the Covid-19 virus in order to preserve lives.

“It is important that these measures be understood in that context and should not be viewed as attempts by Government to curtail the rights of its citizens,” said Minister Shava.

On vaccination rollout, he said the Government was determined to inoculate at least 60 percent of Zimbabwe’s population in order to achieve herd immunity. Minister Shava assured that the process of procuring more vaccines is continuing in order to sustain a robust vaccine rollout programme in view of the current spike.

“In the light of the steady progress achieved thus far, we call upon our partners to continue supporting these national efforts and ensure that all these gains that the country has made to date are not reversed.”

“Allow me to caution that while the effects of the Covid-19 pandemic rage on, we still have to deal with residual humanitarian needs emanating from the disastrous effects of Cyclone Idai and the drought situation of previous years, in spite of the very good 2020-2021 agricultural season.

“We therefore count on your continued support viz-à-vis Zimbabwe’s overall domestic and international humanitarian appeal. “Let me assure you, Excellencies, that Government remains true to its commitment to transparency at all levels in the handling and distribution of all donations received,” said Minister Shava.

He said the Government was grateful for the continued support rendered by all our cooperating partners, the private sector, individual citizens and the Diaspora, most of whom were represented in yesterday’s briefing.

“The invaluable support has included a wide array of goods and services from Personal Protective Equipment (PPE) to medical equipment, supplies and consumables, Covid-19 vaccines, service vehicles in the form of ambulances, ICT equipment and related consumables, capacity building initiatives, infrastructure rehabilitation, clothing, food, medicines, psycho-social support and funding.”

Minister Shava said the assistance has complemented Government programmes and initiatives to fight the pandemic. “The pandemic continues to claim many lives, destroy livelihoods and disrupt economies worldwide.

“With your support and collaboration, Zimbabwe has registered some successes that we are witnessing in its Covid-19 response,” said Minister Shava.

90% of Civil Servants ordered to stay at home. Since the tightening of the COVID-induced lockdown last month, only 40 per cent of civil servants were reporting for duty at workplaces and the figure has been reduced drastically by the latest development.

The Public Service Commission (PSC) has directed that only 10 per cent of civil servants in all line Ministries, Departments and Agencies shall physically report for work at their workplaces with immediate effect.

In a circular dated 19 July 2021, and addressed to all Ministries, PSC secretary Jonathan Wutawunashe said only the Ministry of Health and Child Care and designated critical services are exempted from the directive. He wrote:

All Ministries are directed to adhere to the following measures with immediate effect: Reduce the number of staff coming to work from 40% to 10% for all Line Ministries, Departments and Agencies with the exception of the Ministry of Health and Child Care and designated critical services with immediate effect.

Line Ministries to rotate staff in such a manner that no employee shall remain at home for more than twenty-one (21) days at a stretch.

The PSC shall ensure fumigation of buses daily and after each trip. Only members with proof of vaccination against COVID-19 shall board PSC buses. The PSC shall observe social distancing in buses with each bus carrying a maximum of 35 passengers.

Heads of Ministries to continue ensuring that staff members working from home are capacitated with ICT equipment and adequate internet facilities for them to work efficiently and productively. Those coming to workplaces must also be well supported with efficient and sufficient bandwidth to facilitate the holding of virtual meetings and other e-enabled communication.

There shall be strict monitoring and enforcement of staff attendance at workplaces. Daily staff attendance records should continue to be submitted to the PSC before 13:00 hours and any variation should be accompanied by a clear justification.

All civil servants are considered to be front line workers as indicated by the health authorities. All Heads of ministries are therefore directed to ensure that all civil servants under their jurisdiction are vaccinated. Wutawunashe said the PSC will continue to communicate any review as the situation is managed.

Drama as Mapostori deny police entry into their Marange shrine

Drama as Mapostori deny police entry into their Marange shrine. Members of the Johanne Marange Apostolic sect reportedly barred police officers at Marange Police Station from getting into their shrine in Mafararikwa village, Bocha.

Over 30 000 Mapositori (Apostolic sect) members were holding their annual Passover at the shrine since 3 July in contravention of a COVID-19-induced government ban on public gatherings.

The retreat was allowed to continue uninterrupted despite a government ban on public gatherings, with the Zimbabwe Republic Police (ZRP) saying it was only aware of a few permanent residents at the shrine. However, NewsDay reported some sect members as saying that the Passover had over 30 000 delegates.

One of the sect members, who identified himself as Madzibaba John, told the publication that their leaders had ordered them to vacate the shrine on Sunday night. He said:

We have started packing our bags since we have been told to start going back home.  Dozens of hired lorries and taxis were parked outside the shrine, ready to take the congregants back to their respective communities.

Officers at Marange Police Station claimed that they were denied entry into the shrine since the meeting started early this month. A police source said: We even requested permission from our officer-in-charge, Inspector Muruko, to teargas the sect members to disperse them, but she told us that we were ‘small fish in the game’.

National police spokesperson Assistant Commissioner Paul Nyathi last night said he was unaware that law enforcement agents had been denied entry into the shrine. Bocha Diamond Community Trust chairperson Moses Mukwada, who has been vocal about the super spreader gathering, said the Mapositori retreat is a COVID-19 time bomb.

He urged the police to mount roadblocks around Marange and make sure that all the pilgrims are tested for coronavirus. Said Mukwada: It won’t be surprising that many of them will test positive for COVID-19. Some of the congregants reportedly came from neighbouring countries including South Africa, Mozambique and Namibia.

UK Home Secretary urged to stop mass deportations to Zimbabwe

UK Home Secretary urged to stop mass deportations to Zimbabwe. A letter to Patel signed by seventy-five (75) Members of Parliament from all major parties, warns that a charter flight to Harare, due to fly on Wednesday, must be “urgently halted”.

United Kingdom Home Secretary Priti Patel has been urged to stop the impending deportation of up to 50 Zimbabwean nationals due to the “deteriorating” political and human rights situation in the country.

The MPs also called for a moratorium on all removals to Zimbabwe imposed until its government “ends their gross human rights violations”.

The letter to Patel, coordinated by Lord Jonathan Oates, co-chair of the All-Party Parliamentary Group (APPG) for Zimbabwe, states that it is “clear” from the engagement the group has had with Zimbabweans, that the human rights situation has “continued to deteriorate in the country”. It states:

The Zimbabwean government is systemically oppressing its political opponents, denying freedom of speech and committing gross human rights violations. These violations include subjecting political opponents, including MPs, to illegal detention, sexual assault, torture and murder.

A meeting on 23 June between Zimbabwe’s foreign affairs ministry and the British embassy resolved that a flight would be chartered from London to Harare for the purposes of “returning Zimbabwean nationals with no right to remain in the UK”.

A notice from the British Embassy in Harare, seen by The Independent, states that it was agreed during a meeting between the UK and Zimbabwe on 23 June that 100 people would be identified for deportation.

The notice said, however, “through attrition, due to a number of factors, this would become no more than 50”. It adds:

We agreed the Embassy would share names with the Ministry as they were gathered but that some of those indicated might not actually travel. The notice states that the flight would “focus on foreign national offenders (FNOs) and (if capacity allowed) some immigration offenders”.

Over 2 million WhatsApp accounts blocked

Over 2 million WhatsApp accounts blocked. These accounts were blocked in just one month for sending a “high and abnormal rate of messages”. WhatsApp has blocked about two (2) million accounts users breaking a little-known rule on the app intended to stop the spread of hoaxes.

The company said over 95% of the bans were “due to the unauthorized use of automated or bulk messaging”, not regular texting. Almost all the banned accounts are in India, WhatsApp’s biggest market with over 400 million users.

Bans were triggered when users forwarded messages too many times, blasting past the app’s strict new limit on how many times a message can be forwarded to other people or groups.

The limit, which was announced in April 2020, is in place to combat spam and the spread of viral rumours, photos and hoaxes. This is a huge problem in India, where many people rely on the app for news. Messages containing “fake news” have been blamed for outbreaks of violence and murder across India.

WhatsApp said in a statement: We are particularly focused on prevention because we believe it is much better to stop harmful activity from happening in the first place than to detect it after harm has occurred.

The abuse detection operates at three stages of an account’s lifestyle: at registration; during messaging; and in response to negative feedback, which we receive in the form of user reports and blocks.

It added that it had not read any of the spam messages sent on the app because of its end-to-end encryption.
