A clearly­shaky President Robert Mugabe has told President Jacob Zuma: “We are happy you are still in one piece in spite of what the papers are writing every day.”

Speaking at the opening of a Bi­National Commission in Harare on Thursday, the 92­year old leader told his South African counterpart: “Comrade president, we need each other even more now than before.” Both leaders are facing growing calls for them to step down, Mugabe from #ThisFlag protesters and Zuma in the wake of the #StateCaptureReport.

In a surprise turn of events, the Zimbabwe Anti­Corruption Commission (Zacc) summoned and detained Higher Education minister Jonathan Moyo for five hours on Wednesday, following weeks of ping­pong attacks between the statutory anti­graft body and the embattled Zanu PF politburo member.

The unexpected move came after the under siege Moyo stunningly accused Vice President Emmerson Mnangagwa, in an explosive statement on Tuesday, of using Zacc and other key institutions such as the National Prosecuting Authority (NPA) and State media to advance the VP’s mooted presidential aspirations. Well­placed sources told the Daily News that Moyo, who was interrogated on the much­publicised, but hotly­contested multiple charges of corruption that he faces, was released at around 8pm into the custody of his lawyer Terrence Hussein, having been detained at about 3pm.

A guarded Zacc spokesperson, Phyllis Chikundura, had earlier confirmed that they had summoned Moyo to their offices. “I can confirm that we have summoned him (Moyo) and he is being interrogated right away, but we have no official statement as yet. We are not sure when the process is going to end, so we may have the official statement by tomorrow (today),”

Chikundura told the Daily News ealier. Moyo and Gandawa are facing serious fraud, money laundering and criminal abuse of office charges, including claims that the former irregularly benefited from Zimbabwe Manpower Development Fund (Zimdef) donations that involved the purchase of bicycles which he donated to his Tsholotsho North constituency. The ensuing storm has not only exposed Zanu PF’s nasty tribal, factional and succession fissures, but also the ruling party’s gross abuse of State resources to advance its interests and those of its senior officials. Moyo’s hard­hitting statement on Tuesday once again laid bare the deadly factional and succession wars that are ripping apart President Robert Mugabe’s ruling Zanu PF, after he bluntly accused Mnangagwa and his supporters of allegedly abusing Zacc and other key State apparatus to destroy him and to allegedly advance the VP’s presidential ambitions

Zanu PF insiders who spoke to the Daily News then said the unprecedented statement was set to shake both the ruling party and the government to their core, after Moyo also gave notice of his intention to sue Mnangagwa, Information minister Christopher Mushohwe and Information permanent secretary George Charamba — among many others — for smearing him. One stunned insider described the statement as “one more nail in the coffin” of the bitterly­dived Zanu PF, adding ruefully that the former liberation movement had “long reached a point of no return and will never be the same again”.

In the hard­hitting statement, Moyo said instead of being an “independent body”, Zacc was now a vehicle for the furtherance of factional agendas, as Mnangagwa allegedly fought hard to succeed Mugabe. “On their own admission, as subsequently confirmed by … Mnangagwa, Zacc, in circumstances that are unclear, met with … Mnangagwa at least twice to discuss allegations that Zacc was putting together in relation to me. “After these meetings with the vice president, commissioner Goodson Nguni claimed to various persons that the vice president communicated to them that my arrest had been cleared (ostensibly by Mugabe) when this in fact was not true,” he said.

“I have learnt, and it has been established that these meetings with the vice president (Mnangagwa) are not meetings provided for by the law, and were intended to secure that the political ends currently being pursued by the vice president are advanced in relation to what has become public knowledge about the desire to secure a front foot in succession politics,” Moyo added. This comes as the Higher Education minister has come under withering assault from Zacc and State media over hotly­contested allegations that he abused Zimdef monies

The Daily News has not been able to ascertain what Mugabe’s position is with regards to his brawling lieutenants’ worsening succession wars, which are impacting negatively on Zanu PF, State institutions and the country as a whole. However, the increasingly frail nonagenarian chastised his underlings last week, further claiming that the media were exaggerating the party’s seemingly unstoppable factional and succession wars. But Moyo said bluntly in his statement that his current political and legal woes were allegedly part of Mnangagwa’s grand scheme to smear his reputation as a minister, MP and politburo member.

“It is clear from Zacc’s own records that the decision to effect my arrest was taken at the vice president’s office and subsequently rubberstamped, if at all, by the commissioners,” he said, adding that such decisions were unlawful and open to challenge. He also claimed that Zacc was being used in the ruling party’s ugly succession politics as a weapon to attack individuals who held divergent views on the country’s political discourse. “The events manifest at Zacc in the past few weeks in relation to me are a culmination of a calculated political strategy to use the so­called ‘anti­corruption campaign’ as a political tool,” he thundered. He also suggested that Nguni was the “emissary” of the Lacoste political faction at Zacc, adding that the Zacc commissioner had a “political relationship” with Mnangagwa.

Moyo, a former Information minister, also said State media were being used to malign him. “It is clear from the Anti­Corruption Act that the chairperson of the commission, who by qualification, is eligible for appointment as a judge of the High Court, did not address the press conference nor did his deputy who happens to be the commissioner responsible for the media. “How it happens that a constitutional body finds itself hijacked by one person who actually delivers a press conference in his personal capacity but purporting to represent the commission is a travesty of procedure and in fact is in itself corruption in the extreme warranting investigation by relevant authorities including the police,” he said.

“It is against this background that has no precedence since Zimbabwe’s independence that, on advise, I have taken, and after wide consultations I have resolved to institute legal action against … Nguni, Zacc … George Charamba … Christopher Mushohwe … Mnangagwa,” Moyo said, further citing Zimpapers, its editors and newspapers which he said had written and carried offending stories about him. He said besides Zacc having no arresting powers, it had attempted on four occasions to arrest him at Zanu PF headquarters, his house, his ministerial office and at Parliament. He also said the NPA was also being used in the alleged plot to arrest him, further stating that some senior officers from the authority were part of the meeting with Zacc and Mnangagwa.

He said this had undermined the independence of the NPA, an aspect which he said had been exacerbated by the appointment of the acting Prosecutor­General Ray Goba. He further accused Nguni and Goba of being convicted criminals, adding that their appointments had been administered by Mnangagwa. “These patently unlawful appointments are not by coincidence but are intended to capture State institutions, and further a factional political cause by the use of individuals who are not fit and proper persons as willing weapons against perceived political opponents.

In view of these matters, I am taking legal action against the NPA. “For the avoidance of doubt, I wish to categorically state that the so­called Zacc allegations against me are false, malicious, political, tribal, factional and are an unjustified and illegal attack on my ministerial and parliamentary responsibilities as assigned to me by the appointing authority, His Excellency, the president. I have not committed any crime under any law,” he fumed. He said he had donated bicycles to his Tsholotsho constituency using his ministerial discretion to address a need in the marginalised community, adding that since his readmission into Zanu PF following the “coup plot attempt” which came to be known as the Tsholotsho Declaration, he had vowed to render his allegiance to Mugabe and would neither be pursuaded or railroaded by anyone to deviate from that vow

 

 

Football legend Japhet Mparutsa divorces

Former Zimbabwe national soccer team goalkeeper and one of the country’s finest footballers, Japhet Mparutsa, is set to divorce his wife of 17 years, Vivian, whom he accuses of infidelity

According to court papers, the United Kingdom (UK)­based couple married in November 1999, in terms of the Marriage Act (Chapter 5:11). “The plaintiff (Mparutsa)’s marriage with the defendant has irretrievably broken down to such an extent that there is no reasonable prospect of restoring a normal marriage relationship between them,” reads part of the court papers. Mparutsa — popularly known as Shortcat — claims love has been lost between them and that throughout the marriage, they have been incompatible with each other.

The former Dynamos Football Club goalkeeper further said Vivian has been staying with another man in the UK, since 2008. Mparutsa was one of the country’s finest footballers and has co­authored a book with Lot Chitakasha titled Japhet ‘Shortcat’ Mparutsa: My Story He broke many records during his career spanning nearly 20 years.

During the subsistence of their marriage, the two acquired several properties, including a residential property in the leafy suburb of Belvedere, Harare, and another one in Essex, UK. According to court papers, they also acquired several household goods and cars. Mparutsa demanded to be awarded ownership of the Belvedere house and suggested that the one in UK be given to Vivian and for the movable property to be shared equally between the two.

He claimed that he bought the Belvedere property using his own resources from proceeds of the disposal of another immovable property from a previous marriage. However, Vivian challenged the claim, arguing that she actually contributed 50 percent towards the purchase of the property. She demanded the disposal of the property and the proceeds to be shared equally between the two. She also denied being involved in extra­marital affairs. “Defendant consents to an order of divorce and prays for an order distributing the property…with each party paying its own costs,” Vivian said

Trish Sibanda aged 29 was fed up with her husband Thabani Nyoni (33) for having a weak erection.
She said the man lasts only four minutes leaving her ‘hunging’ and wanting more.

“After I discovered the problem and seeing that we have to save our marriage I spoke to him but he got angry and accused me of seeing other men,” said Sibanda even describing the size of Nyoni’s manhood.

“I stood my ground and told him that he fails to satisfy me in bed although he has a big thing. It get flaccid after a few minutes of action”.

On his part Nyoni did not deny being ‘useless’ in bed saying he sought help from a sangoma.
However, he said the problem was solved but only for a month.
He said he beats up his wife out of anger.The pair are due back in court on November 18.

Chiwenga takes bond notes to the barracks

Amid a rapidly deteriorating economy and rising social unrest over cash shortages that have seen people sleep in bank queues, Zimbabwe Defence Forces (ZDF) commander General Constantino Chiwenga has ordered the military to embrace controversial bond notes set to be introduced this month despite growing discontent over the surrogate currency.Zimbabwe is in the grip of a serious cash crunch, which has worsened gradually since December last year due to dwindling exports and weakening regional currencies.

The International Monetary Fund resident representative Christian Beddies on Wednesday warned that Zimbabwe has lurched into a serious economic crisis over the past two months due to policy inconsistency.

Informed sources told the Zimbabwe Independent that Chiwenga has for the past two weeks embarked on a cross-country commander’s visit to all cantonment areas where he spoke at length on issues, including the history of Zimbabwe, welfare of troops and the payment of allowances and annual bonuses.The last time he made similar visits was in 2009 when Zimbabwe ditched its local unit for the United States dollar.

chiwengaSources said Chiwenga, while addressing the soldiers, took a dig at former vice-president Joice Mujuru for challenging the legality of the bond notes. He said servicemen should not speculate over the monetary intervention that has already triggered a public outcry.

Chiwenga’s visit coincided with a public awareness campaign on the introduction of bond notes being carried out by the Reserve Bank of Zimbabwe (RBZ).

In September, the Constitutional Court threw out Mujuru’s case with costs, dismissing it as premature and speculative. To avert a looming crisis, Mugabe on Monday invoked his Presidential Powers (Temporary Measures), gazetting Statutory Instrument 133 of 2016, giving effect to the introduction of bond notes.

Chiwenga’s visits, sources said, have taken him to Magunje barracks (where he flew on Monday), Inkomo garrison, 1 Commando (Tuesday), KG VI and Suri Suri Fylde Air Base near Chegutu.

When reached for comment, ZDF spokesperson Overson Mugwisi requested for written questions. He had not responded to those questions at the time of going to print.

Low nostro account balances and a surge in government borrowings last year triggered a biting liquidity shortage that has resulted in panic withdrawals.

Chiwenga, the sources said, also told the troops that Treasury would pay them their annual bonuses and allowances. He further assured them that there would be no salary cuts. This is in sharp contrast to remarks made by Finance minister Patrick Chinamasa during the presentation of the Mid-Year Fiscal Policy in September.

The army chief has also used the meetings to inform the military that the ZDF will next year recruit general duty soldiers and officer cadets, a development that could throw off track the government’s plans to reduce the public sector wage bill to 60% from the current 96%, sources said.

In 2013, government froze the recruitment of general duty soldiers and other personnel in a desperate bid to create fiscal space on the back of sagging revenues.

Last month, the central bank said the bond notes would be brought into circulation at the end of October and a measured approach would be adopted to gradually increase the total stock of the surrogate currency to about US$75 million by year-end.

The bond notes, the central bank said, were meant to ease cash shortages, plug externalisation and money laundering after it reported that nearly US$2 billion was siphoned out of the country last year.

The public has in recent months protested the introduction of the bond notes, saying this is a ploy by the broke government to introduce the discredited Zimbabwe dollar through the backdoor.

Mugabe Says Over $10 Billion Bond Notes To Be Printed

“Bob Notes” owner Robert Mugabe Contrary to claims that the government wishes to print only $200 million worth of the ficitious currency, President Robert Mugabe has unwittingly revealed that he is moving to print billions worth of the bond notes.

Mugabe said the sole goal of printing the bond notes is to suck in all and any foreign currency notes in the country to the point when the Reserve Bank of Zimbabwe (RBZ) is able to boisterously dictate a 1 is to 1 ratio measurement with the US dollar.“We will have bond notes…” said Mugabe in a recorded speech.

He continued, “As our reserves grow, so will the population of bond notes, all to ensure a one to one correspondence between bond notes in circulation and US Dollar notes we hold in our reserves.”

Mugabe’s number of to-be printed notes goes beyond the $10 billion marker.

Meanwhile the Reserve Bank has said bond notes, which are due for introduction this month, will remain in circulation for as long as the country does not have its own official currency.

The central bank has had to fire fight and defend its decision to introduce the bond notes, which a sceptical public views as a back door attempt to introduce the dumped Zimbabwean dollar, the state media says.

The government report continues saying: Introduction of the notes was mooted as part of measures to ease liquidity challenges as well as motivate exporters to sell more of their products outside the country to earn foreign currency.

In terms of the facility, the central bank will award exporters a bonus of between two and five percent of the value of total export receipts in bond notes, which will be credited to the exporters’ local bank accounts.

In a statement tackling various issues surrounding the soon to be introduced legal tender, the RBZ said the bond notes were not a currency but a financial instrument providing a contractual right to receive or deliver cash.

“Bond notes are not a surrogate Zimbabwe dollar for they are not currency but a financial instrument, issued at par with the US Dollar. Bond notes will operate in the same manner that the Bond coins have been operating,” the central bank said.

“Bond notes will exchange at the same value as the US Dollar. When the RBZ introduced the Bond coins for the purpose of change in 2014, many have been sceptical that they will not maintain their value, which they have done.”

The RBZ emphasised that it would not print more than $200 million worth of the new notes, adding that there were various safeguards put in place to ensure that did not happen.

Between $3 billion and $7 billion is estimated to be circulating in the economy, with experts saying the bond notes total value was rather insignificant for the public to be worried about their effect.

The central bank said the notes were being printed outside the country for security reasons and that they were being introduced as a tool to curb cash hoarding, externalisation and looting which has been the case with the United States dollar.

This has led to current shortages where depositors were struggling to access cash at banks. The RBZ said the bond notes were redeemable at any bank in exchange for other multi-currencies currently in use in the economy, namely the US Dollar, South Africa Rand, the Euro, Japanese Yen, Australian dollar, Chinese Yuan, Botswana Pula and Indian Rupee.


Relief For Prof Moyo as Constitutional Court drops all charges

Higher and Tertiary Education, Science and Technology Development Minister Professor Jonathan Moyo heaved a sigh of relief yesterday after the Constitutional Court suspended his arrest until a determination of his application challenging the constitutionality of the arrest.Prof Moyo was briefly arrested by the Zimbabwe Anti-Corruption Commission (ZACC) on Wednesday after he presented himself to the anti-corruption body.

He was supposed to appear at the Harare Magistrates’ Courts yesterday for initial remand, but was away in Bulawayo on official duty.

Prof Moyo approached the apex court a day after his release challenging the manner in which he was arrested by ZACC on allegations of abusing in excess of $400 000 Zimbabwe Manpower Development Fund (Zimdef) funds.

Chief Justice Godfrey Chidyausiku suspended the arrest of Prof Moyo, who was being represented by Advocate Lewis Uriri instructed by Mr Terrence Hussein, after Prosecutor-General Mr Ray Goba, represented by Mr Nelson Mutsonziwa, conceded that the arrest was improperly handled.

jonathan-moyo“The papers clearly indicate that there is a real possibility that due process was not complied with in the handling of this matter,” said Chief Justice Chidyausiku.

“In light of this, the concession by the Prosecutor-General was based on sound legal consideration. Quite clearly, a definitive decision has to be made by this court.”

The Chief Justice also said it was for the apex court, if it finds that there were proven failures of due process, to determine what remedies were available to Prof Moyo.

He said Sergeant Munyaradzi Chacha and ZACC had no legal status to drive the process forward without the Prosecutor- General, who is the prosecuting authority.

Said Chief Justice Chidyausiku: “The continued opposition to the application by Zacc was driven by something else other than legal considerations.”

Mr Hussein was happy with the decision. He said his client could not be arrested and prosecuted in the interim until the apex court decides on the main application.

“We wanted an interim order stopping the arrest of the minister by Zacc,” Mr Hussein told The Herald after the ruling.

“The PG did not hesitate to make a concession after looking at the law and noticing that the procedure followed did not meet the constitutional requirement,” he said. Chacha and Zacc did not concede that their conduct was flawed, prompting the Chief Justice to make a ruling on the matter.

In his main application, Prof Moyo is questioning the constitutionality of his arrest by Zacc and the role played by the police.

He argues that Zacc does not in terms of the Constitution have the power to arrest and detain suspects. He also argues that the PG does not in terms of the Constitution have the power to order the police to arrest an individual. He sought to stop his appearance in court yesterday, describing it as an illegality.

Chacha, he argued, could not be part of Zacc and the police at the same time while Mr Goba had no power to order his arrest.

According to information at hand, $95 800 was transferred from Zimdef to Wishbone Trading through CABS. Deputy Minister Dr Godfrey Gandawa received $20 000 through his personal Barclays account after which he transferred $19 030 to HIB Rajput PL T/A Ace Cycles. Dr Gandawa then transferred $27 550 to SKM Motorcycles for 10 tri-cycles for Prof Moyo and the balance was withdrawn in cash.

It is also now public knowledge that $107 525 was transferred from Zimdef to Fuzzy Technologies’ NMB Bank account, of which $5 745 was transferred to Pridham Investments for Dr Gandawa’s personal furniture.

Dr Gandawa also paid for 69 bicycles worth $7 260 for Prof Moyo. He also transferred $12 900 to Wisebone Trading as capital to finance his personal business and the remainder was withdrawn in cash.

The documents further indicate Zacc is investigating a separate case in which Prof Moyo and Dr Gandawa are suspected of getting Zimdef to release 100 000 litres of diesel worth $118 500 which was reportedly diverted to the black market.

It is alleged the fuel was requested by the Zimbabwe Youth Council on July 26 for a “skills gap assessment programme”. Dr Gandawa recommended the allocation and Prof Moyo gave his approval on August 4, 2016.

Prof Moyo, Dr Gandawa, Zimdef chief executive Mr Frederick Mandizvidza and finance director Nicholas Mapute could have unlawfully benefited from $430 000 of the State enterprise’s money between November 2015 and June 2016, documents show. Dr Gandawa and Mapute appeared in court yesterday and were remanded in custody for bail ruling today.

Zacc is investigating other alleged abuses of Zimdef funds by Prof Moyo, his deputy, and the three subordinates.

Zacc probes SAVIOUR KASUKUWERE over stands sold to Prophet Magaya

The Zimbabwe Anti­Corruption Commission has opened an investigation into how Local Government, Public Works and National Housing Minister Saviour Kasukuwere has handled allocations of residential stands at Chishawasha B Farm.

The probe follows questions raised by President Mugabe over allegations that Minister Kasukuwere could have sold land meant for youths, women and civil servants. More than 300 A1 farmers from the area last week demonstrated against the minister, accusing him of parcelling out their land. ZACC spokesperson Ms Phyllis Chikundura said she could not immediately verify if an investigation of Minister Kasukuwere was underway as she was out of office, and referred this publication to the commission’s secretary, Senior Assistant Commissioner Silas Pondo.

However, ZACC investigators said that Minister Kasukuwere would have to answer questions on his role in the alleged improper sale of 300 hectares of land. “Everyone who was involved in the transactions will be interviewed as we try to get to the bottom of the matter,” said an investigator. The 300ha in Chishawasha B was reportedly sold to Planet Africa – a company owned by Prophetic Healing and Deliverance Ministries leader Prophet Walter Magaya. The clergyman paid a US$100 000 deposit for the land, and by yesterday it could not be established what the total transaction value was. “An active investigation is currently underway on Minister Kasukuwere to establish if he has a case to answer on the sale of land in Chishawasha.

The probe is likely to be completed before the end of this month,” said a source. Approached for comment yesterday, Minister Kasukuwere asked for questions in writing, which he had not responded to by the time of going to print. Efforts to get him to respond to the written questions attracted the reaction: “Iwe, ndakuudza kuti usandinetse. I told you to send your questions in writing.” Prophet Magaya, speaking to journalists at PHD’s Night of Turnaround 5 in Harare yesterday morning, said he merely bought the land and was unaware at the time of any issues surrounding it.

“To be honest with you, the accusations about the stands were never addressed to me. I didn’t take anyone’s land; I didn’t do anything illegal; whatever I have done was above board. I am not aware of any accusations levelled against me. What I know is that I bought land through proper channels and if there is anything wrong I should have been notified. “There was no connivance whatsoever (with Minister Kasukuwere). All I heard was ‘you have sold land to Magaya’.

I don’t think it’s an allegation, it’s just a question. “If I sell land to The Herald, the word ‘sell’ means someone is buying and there is no connivance. I bought the land; if you have money you are allowed to buy land but all the same I will never purchase something with a suspicious background. “I never took anyone’s land and I will never do that. This is a nation with proper channels and I followed procedures.

Also, I am a law­abiding citizen. I am not fighting any politician and I don’t have any reason to fight any politician. I respect all politicians all Members of Parliament, ministers and my President. I don’t think this is a political fight. “These stories came from people who just don’t like me. There is no political fight because I am not a politician, I am not fighting anyone; I don’t know if someone is fighting me. I have matured 20 times (more) than what I was last year. I have understood that a human being is dangerous,” Prophet Magaya said.

The Chishawasha B saga started on September 4, 2015 when Harare East MP Terence Mukupe approached the Local Government Ministry seeking approval for urban development on 710,226ha of the 2 848,77ha farm. The property fell under the jurisdiction of the Lands and Rural Resettlement Ministry and on October 21, 2015 Minister Kasukuwere asked for its transference to his brief. Around March this year, Lands Minister Dr Douglas Mombeshora formally handed over the farm to Local Government. Soon after, Minister Kasukuwere issued offer letters to Sarah Mahoka, Shadreck Mashayamombe and Choto, at which point Mukupe threatened to expose what he felt was corrupt allocation of the land. The three offer letters were withdrawn, and in April Minister Kasukuwere issued 13 new ones, only to withdraw all but that for Prophet Magaya’s Planet Africa three days later.

On September 3 in Harare, President Mugabe told youths in Harare that he would not allow corruption to disenfranchise young Zimbabweans seeking residential land. Prior to a Zanu­PF Politburo meeting that same month, President Mugabe asked Minister Kasukuwere, “Ko nyaya yevakomana yemastands iri kufamba sei? Ndanzwa kuti mastands makatengesa, makatengesera ananaMagaya.” Minister Kasukuwere responded: “No shefu. Vakanga vashaya zvekunyora. There is nothing like that. I am the responsible minister and hakuna zvakadaro zvakaitika.” But President Mugabe pressed him saying: “No, no. Ndiri kunzwa kuti land yakatengeserwa ananaMagaya. Makatengesa, makatengesa!

 


SHINGI MUNYEZA describe Zimbabwe bond notes as ‘satanic

Some clergymen are rallying their congregants to reject bond notes, with Faith Ministries Senior Pastor Shingi Munyeza describing them as “satanic”. In a sermon recorded on video, Pastor Munyeza attacked the monetary measure that is meant to boost exports and ease the current liquidity crunch.

The Reserve Bank of Zimbabwe will introduce bond notes in coming weeks, backed by a US$200 million Afreximbank facility. But clergymen like Pr Munyeza are at the forefront of trying to sabotage the initiative. Contacted for comment, Pr Munyeza declined to discuss what he says in the video.

Pr Munyeza is not new to controversy as he has in recent months posted inflammatory statements on social media criticising Government programmes.

The clergyman – who runs gambling houses and clubs – has cast his political colours as an activist bent on inciting rejection of bond notes. In the sermon titled “Current Affairs: Prophetic Exhortation”, Pr Munyeza declared described bond notes as messengers from Satan.

He claimed he thrice approached God about the “thorn in the flesh” he called bond notes and the Lord told him the notes would be introduced as planned.

“There is something that is hidden behind that which looks not-so-right because what the enemy intends for evil, God is bringing something that will redeem us right now. We can’t sit there and watch and say, we can’t touch this; I am not going to do anything … but I am telling you that we have to go through the dip-tank, go through this trial, we gonna take this cup not because (God) has allowed this thing to happen.

This thing called the bond notes is not from God, it’s a messenger from Satan to buffet us; wait for it to come, let me tell you actually they are delaying.

“Behind this bond note thing there is actually a breakthrough for all of us. I shall bring hope for you, God has allowed this thing to happen. God has made His strength so perfect in this weakness that we are going through, Amen.”

In recent months, Pr Munyeza has come up with controversial statements titled “10-Point Plan to Run Zimbabwe Limited” and “What I would have done with the US$200 million facility”.

Under his 10-point plan, Pr Munyeza calls for massive civil servants retrenchments and reversal of the indigenisation policy. He criticises historic land reforms that have seen around 300 000 black families benefiting from farms previously held by just 6 000 whites.

He, however, called for the removal of illegal Western economic sanctions on Zimbabwe saying, “No need for market restrictions in a free world.”

Bond notes will be introduced to curb capital flight and ensure they are only used in Zimbabwe, the notes will work in the same way as bond coins and are pegged as equivalent to the United States dollar.

The disciplinary hearing into the conduct of suspended Zimbabwe Revenue Authority Commissioner ­General Gershem Pasi, who is facing more than 40 counts of misconduct, has been deferred to Thursday this week

Retired judge Justice Moses Chinhengo, who is presiding over the hearing, postponed the matter to allow lawyers of both parties to agree on the guidelines to follow in the proceedings. Sources said the postponement was at the behest of the lawyers involved in the disciplinary hearing. “The lawyers want to agree on the guidelines to be adopted in the hearing of the matter. The postponement was inevitable,” said the sources without giving the finer details.

Commissioner ­General Gershem Pasi Mr Alex Mambosasa and Mr Tazorora Musarurwa of Mambosasa Legal Practitioners are representing suspended Comm­Gen Pasi, while Mr Addington Chinake and Mr Simplicio Bhebe both of Kantor and Immerman, are prosecuting on behalf of Zimra. The hearing opened on Tuesday after the High Court on Monday dismissed Comm­Gen Pasi’s urgent application to block the disciplinary hearing.Justice Lavender Makoni ruled that the disciplinary hearing should proceed because the process was above board.

 

Comm­Gen Pasi was suspended seven months ago. He is facing in excess of 40 counts of misconduct including vehicle importation scams and other charges dating back to 2009. Zimra chairperson Mrs Willia Bonyongwe, is the complainant in the case. The charges include signing a $14 million contract with a company called AVIC International for the supply of uniforms and tollgate equipment without following tender procedures. He also stands accused of failure to investigate the alleged fraudulent importation of vehicles by Zimra executives, authorising his daughter to use the authority’s vehicle and approving salary increments without the board’s blessings.

Comm­Gen Pasi will also answer to the allegations of allocating himself excessive vehicle allowances to an extent of getting $374 451 between 2014 and May 2016. He is also accused of allocating himself excessive holiday allowances and drew $205 000 from the authority between 2014 and May 2016. He also allegedly received “unexplained” allowances to the tune of $121 926 in a year. Former Harare town clerk Tendai Mahachi and six other senior council workers allegedly siphoned more than $1 million through dubious allowances and perks, a government instituted audit has revealed.

The audit, done by the ministry of Local government, alleged Mahachi, suspended acting town clerk Josephine Ncube and other top directors, allocated themselves hefty salaries and allowances without council approval and in some cases looted public funds.

“In an unorthodox way, the July 2015 pay sheet reflected that council paid gross earnings to former town clerk Mr T Mahachi and six other top executive managers a total of $1 497 040 instead of paying less than $63 000, hence, prejudicing the council more than $1 434 040” reads part of the report that has now caused the suspension of Ncube by Bernard Manyenyeni.

“The council executive managers were paid unbudgeted exorbitant school allowances amounting to $556 330 outside the employment cost in July. The amounts as per invoices were paid directly into their personal bank accounts using the real-time gross settlement system [RTGS]. In unclear motive, the human capital director, Cainos Chimombe, later posted inflated school fees amounts of $882 443 in July pay sheet to the benefitting executive manager which resulted in an overpayment of $357 629,96.”

According to the report, Mahachi and three other senior directors allegedly siphoned $282 000 from council without explanation.

The audit states that $282 000 was transferred via RTGS by the finance controller Tendai Kwenda to Mahachi and three other executive members’ personal bank accounts for unknown reasons.

The intended purpose or use of this money was not documented nor explained to audit by the finance controller as at date of audit as there was no audit trail,” part of the report read.

“The council was in five [by the time of audit] months’ salary arrears for the general staff [December to April 2016] while executive salaries were only two months in arreas, that is March 2016 and April 2016.”

Manyenyeni confirmed the suspension of Ncube, saying as councillors, they had a duty to protect the people and he could not stand aside and watch public resources being plundered without action.

“Our duty is to do what is right. We just have to fix this council — we have a divine calling to do so,” Manyenyeni said.

The report, which was discussed during last week’s full council meeting, showed that the top management at Town House had devised a way to allegedly fleece the local authority through hefty salaries and unapproved allowances.

The report went on to show that in July 2015, five executive managers were paid unbudgeted for on-call allowances amounting to $173 880 for the period January 2014 to June 2015. There was no council resolution produced to audit that authorised the payment of this allowance to executive managers except for the council’s medical doctors, medical laboratory scientists and medical laboratory technicians,” the report says.

Among the senior managers implicated are Ncube, city health boss Prosper Chonzi, former water director Christopher Zvobgo, works director Philip Pfukwa and human capital director, Cainos Chingombe.

According to the report, the directors were also paid holiday allowances without proof that they went to the said holidays and despite that the local authority had been failing to meet its obligations of service delivery.
