Following the promulgation of Statutory Instrument 89 of 2021 on the importation of second-hand cars that are more than 10 years old, the Ministry of Industry and Commerce, in collaboration with ZIMRA is extending the administrative transitional arrangement up to 30 June 2021.

This has been done to allow the clearance and processing of outstanding vehicles purchased prior to the gazetting of SI 89 of 2021.

The following will still apply:

• Motor vehicles must have been paid for on or before 30 June 2021
• Proof of payment in line with the RBZ Exchange Rate Control Regulations must be attached; and
• Any Other supporting documents.

Bulawayo’s top police officer has accused private security firms of using toy guns to scare away criminals resulting in armed robberies involving cash-in-transit duties.

Officer commanding Bulawayo province Commissioner Patton Mbangwa told journalists that at least 10 security companies in the city had fallen victim to armed robbers in the past few weeks. He said:

There is a security company that actually gave its guards a toy gun (when) transporting cash, a toy pistol and it’s your money that is being guarded. We are saying security people should shoot at criminals.

If you have guns, pistols, you should shoot at those people, shoot the cars, their tyres, you should disable those criminals.

We want to have a paradigm shift in terms of the way our security teams operate. They should operate in such a way that we safeguard what we are given.

Let’s not just be a security company by name but let us be serious security companies. You might be aware that one of our colleagues, Romicon Security, who are the ones who were robbed the other day, were ferrying people’s money in a kombi.

Obviously, that alone shows that that security company is not serious. These are things that we want to tackle.

We are saying we should have armoured vehicles because we are carrying money and people know that.

We should harden the target; criminals should not just take that money by merely approaching your vehicle. That thing (kombi) you could not even make a good escape.

The latest high-profile armed robbery incident in Bulawayo occurred last Thursday when an armed gang seized seven boxes full of an undisclosed amount of cash after robbing a cash-in-transit vehicle outside a Choppies Supermarket in Parklands.

It was double chaos after a woman trying to report a case was raped by a police officer. A Karoi-based police officer who turned from protector into abuser has been arrested after he allegedly raped a domestic abuse victim who had come to report a case.

50-year-old Constable Shadreck Muzanechita who is stationed at Karoi Urban Police Station has been arrested for the rape of a 30-year-old woman.

The police officer appeared before Karoi magistrate Godwillis Mavenge facing two counts of rape and was released on bail of $10 000. He was remanded out of custody to June 24, 2021.

H-Metro reports that according to the state’s case, the police officer perpetrated the abuse on 27 May 2021, when the woman came to file a report of domestic abuse by her husband.

Muzanechita is reported to have not recorded the case in the charge office books. He, however, accompanied the woman to her residence intending to arrest her husband.

When they failed to find the husband at home, Muzanechita is alleged to have insisted that the woman should leave her 18-month-old breastfeeding child behind and accompany him to the nearest beerhalls in order to identify her husband. The woman initially resisted but eventually complied following his incessant demands.

After failing to find the woman’s husband at the beerhall, Muzanechita proposed love to the woman on their way back. He also asked for some se_xual favours.

The woman responded with a resounding no and refused to entertain his immoral requests. The police officer then allegedly dragged her into a bushy area and forced himself on her.

The woman begged him not to violate her and told him that she would infect him with diseases because of her health status. Muzanechita, who seems to have prepared for such an eventuality, said that he was not bothered as he had his own condoms ready.

He then raped the victim once while using a condom. But he was not done. The police officer then raped the woman again, but did not use protection on the second encounter.

Muzanechita then accompanied the victim back to her home since she was afraid that her husband may be back. The next morning, the woman narrated her ordeal to her co-tenant who advised her to make a police report.

ZRP challenge security companies to change approach. Comm Mbangwa said cases of security guards sleeping on the job are so rampant in the city and some of them do not seem to know their duties. He was speaking during a meeting between the police, security companies and the business sector in Bulawayo on Monday.

Officer commanding Bulawayo Province Commissioner Patton Mbangwa has chided security companies for sleeping on the job and providing shoddy service to clients.

The meeting was held in the wake of rising cases of armed robberies that have rocked the city. Said Comm Mbangwa: Some of your security personnel have reduced themselves to washing people’s hands at entry points, sanitising hands, as opposed to focusing on security matters.

They are supposed to be alert and surveilling what is happening. Be seen and be known for what you are employed for, if you are a security person at a shop be monitoring for suspicious people, suspicious groups.

Ask yourself why certain people are in the shop and what is the person doing. Comm Mbangwa challenged security companies to be security conscious and change their behaviour.

Bulawayo’s top cop said police investigations have also led to the conclusion that most cash-in-transit heists are a result of inside information. He said:

People knew that there was money coming from Victoria Falls to Access Finance Bureau de-Change, the moment the money arrived at Access Finance they were raided. Who was telling them that the money had arrived?

That is why we are saying, are our people properly trained in security issues and matters. My wish is for us to put our houses in order. There might be shortfalls and difficulties but let’s have the police coming in as a support measure.

If you know that you are expecting a lot of money, why don’t you contact the police? And we are going to deploy people who are going to shoot at criminals. Comm Mbangwa also challenged the business sector to be security conscious, citing the robbery at Choppies Supermarket in Parklands as an example of laxity even by internal security. He said:

The whole thing is, are we security conscious as the business sector? We had a certain gentleman who was in that shop for a very long time, but the people in the shop didn’t care about that.

He was moving in the shop from 8 AM up until the money came (about three hours later) and when the money came, he produced a pistol. Your closed-circuit television (CCTV) is there but no one is there monitoring who is who. Following Monday’s meeting, it was resolved that another meeting be held next week.

Prominent Bulawayo lawyer shoots himself to death. Chronicle reported a source as saying Pattison was alone in the house when he took his life. A senior lawyer and managing partner at Webb, Low & Barry law firm, Norman Pattison, allegedly committed suicide by shooting himself at his Bradfield home on Tuesday afternoon. Said the source:

He was alone when that happened, his wife had gone shopping at Bradfield Shopping Mall. At first, she thought that he was sleeping; it was later that she realised that he had shot himself; that’s when she alerted family and friends. Bulawayo provincial police spokesperson Inspector Abednico Ncube confirmed the incident. He said:

The police are investigating a case of a male adult who is suspected to have allegedly shot himself at his residence in Bradfield. Further details will be provided in a statement tomorrow.

Webb, Low & Barry senior partner David Coltart yesterday said Pattison had been ill and depressed for a while. Said Coltart:

Pattison has been ill for a long time and seemingly depressed. It is with deep sadness on behalf of the partners of Webb, Low & Barry we bemoan the death of our partner. Our sincere condolences are extended to his family and friends.

Coltart said Pattison last reported for work in April. According to the law firm’s website, Pattison graduated from the University of Cape Town in 1982 before joining Webb, Low & Barry in 1983.

He was admitted as an attorney that same year and became a partner at Webb, Low & Barry in 1985, said the site. In addition to commercial litigation, the site said Pattison oversaw the Accounting and Estates Departments.

North Korea officially banns skinny jeans. Kim Jong-un reportedly adhered to a call from a worker’s union to ban skinny jeans, mullets, and certain body piercings in the country. Supreme leader of North Korea Kim Jong-un has officially banned skinny jeans in his country as part of efforts to stop capitalists’ lifestyle.

Trends such as skinny jeans were viewed as a threat to the socialist movement and deemed as part of a “capitalistic lifestyle.”

According to the Guardian, the communist regime has reportedly outlawed all but 15 hairstyles that will be considered “non-socialist” and has issued an order on “proper” hairstyles.

Aside from skinny jeans and restricted hairstyles, branded T-shirts, lip and nose piercings are also banned. Also, an order on “proper” hairstyles has put a ban on mullets, spikey hair, and dyed hair.

Douglas Mwonzora pushes for Nelson Chamisa’s arrest. The MDC-T is claiming ownership of the MDC Alliance party name and has indicated that it will use the name in upcoming elections. MDC-T president Douglas Mwonzora’s spokesperson Lloyd Damba said that Nelson Chamisa should be arrested on contempt of court charges, claiming that he defied court orders to step down as the MDC Alliance president.

In a statement, Damba said Chamisa could not rebuke former Chief Justice Luke Malaba for contempt of court as he has continued disregarding a High Court ruling that nullified his leadership in 2019. Said Damba:

Chamisa is in contempt of court, not once but several times. He is still using the name MDC Alliance even when he knows that the name belongs to senator Mwonzora.

He is still calling himself MDC Alliance president in clear violation and contempt of the same courts. The very same judge Justice Mushore, who ruled that Chief Justice Malaba must relinquish office because his term had expired nullified Nelson Chamisa’s presidency.

But he now wades into the Malaba case and celebrates the judgment. He did so when he himself failed to follow a similar High Court ruling. We are in the process of reclaiming everything, but we will do it strategically and strategies are not for public consumption.

In March 2019, High Court judge Justice Edith Mushore nullified Chamisa’s MDC-T presidency and ordered the party to organise an extraordinary congress to choose a new leader within a month.

Justice Mushore’s ruling was upheld by the Supreme Court after Chamisa had made an appeal. Meanwhile, MDC Alliance deputy party spokesperson Clifford Hlatywayo dismissed Damba’s threats describing them as “desperate” measures by the MDC-T to score own political goals.

Legal expert advocate Tawanda Mapuranga said Mwonzora and his allies were failing to correctly interpret the High Court ruling which nullified Chamisa’s presidency in the MDC-T party. He said:

Chamisa had no case to answer on contempt of court charges as he had ceased to be the MDC-T leader. Legislators under the MDC Alliance party were recalled from Parliament on the basis that they had ceased to be members of the MDC-T party, which justifies the ruling that Chamisa was not the leader of the MDC-T in accordance with the High Court ruling.

A contention that he is a leader of the MDC Alliance is now a clear political issue that cannot be settled using the courts. There has to be a clear distinction between legal and political issues.

Former Tourism Minister Walter Mzembi: I’m not coming back any time soon. Mzembi who was arrested after the late former President Robert Mugabe was deposed in a military coup in November 2017, is now living in South Africa.

Exiled former Minister of Tourism and Hospitality Walter Mzembi is not planning to return to Zimbabwe any time soon in spite of a recent High Court judgment that acquitted him of corruption charges.

He said he went into exile on health and political grounds and as long the same political environment continues to exist he will not be coming back any time soon. Mzembi said:

One day I will be back but I will not be prompted to come back soon, not by man, certainly not by acquittals.

The reasons for my being out are still valid, they are political in addition administratively I am here by the permission of the Courts on medical grounds notwithstanding the banter you may read from time to time.

Mzembi believes the charges against him were politically motivated and concocted by his erstwhile colleagues who had triumphed through the coup. He said:

All my accomplices were acquitted by the lower courts for the other case and charges withdrawn because the charges were extremely frivolous, they were framed in the heat of the moment in November 2017 when comrades were bloodthirsty.

My charges are absolutely political, how I can be arrested for donating TVs to churches yet there was a cabinet directive that was put in place to promote religious tourism and that directive is still in place.

In a judgement made available this week, Justice David Mangota of the Harare High Court cleared Mzembi on charges of abuse of office and stealing funds during the United Nations World Tourism Organisation (UNWTO) conference which was co-hosted by Zimbabwe and Zambia in 2013.

However, he still faces charges of donating four television sets to churches during his tenure.

Chitungwiza Mayor speaks on planned police raid on informal traders. This comes after Chitungwiza Town Council Acting Town Clerk, Evangelista Machona on Tuesday gave businesses operating from roadsides 72 hours to move away or risk losing their properties to demolitions.

Chitungwiza Mayor Councillor Lovemore Maiko has sought to assure informal businesses operating in the sprawling town that the local authority does not seek to destroy their sources of livelihood. Pindula News publishes Cllr Maiko’s statement in full:

Council has noted with great concern an outcry caused by a press statement issued yesterday (June 1, 2021) by the Acting Town Clerk, Mrs Evangelista Machona warning residents against operating businesses along Council and State Roads servitudes in Chitungwiza.

As Council, we believe in the sanctity of human life as is enshrined in our National Constitution and the Holy Bible. It was not the intention of Council to cause alarm and despondency through the press statement.

Council is alive to the plight of residents surviving on informal trade and small-to-medium scale enterprises who need safe working stations. In that regard Council will always strive to provide informal traders safe working spaces that do not expose them to danger.

Your attention is also drawn to the fact that Council does not operate in isolation, but works in conjunction with other Government departments.

State-roads fall under central Government through the Department of Roads in the Ministry of Transport and Infrastructure Development. Council is not anti-people, but always seeks to engage informal traders to identify safe spaces for them to conduct their businesses.

Residents should be assured that it is not the intention of Council to disturb the means of survival of informal traders.

Therefore Council shall continue on a path of engagement and consultation with stakeholders on all matters of mutual interest. Our view is that the informal sector must be organized while Council is supposed to be an enabler creating a conducive environment for those in the informal sector.

Pan-African Parliament adjourns after days of chaos. PAP Secretariat spokesperson Jeffrey Onganga confirmed the suspension. He said the suspension is indefinite and a date would be confirmed at a later stage. The Pan-African Parliament (PAP) suspended a vote on its presidency on Tuesday after it had already been delayed by days of altercations and heated disputes among members.

The delay is a win for the southern African caucus who refused to go ahead with the vote unless the process was reformed to a rotational presidency. Speaking to ZTN on Wednesday, Zimbabwean legislator Barbara Rwodzi, explained the objections raised by the southern African caucus. She said:

Our main argument as southern caucus together with the northern region caucus is that since its inception the Pan African Parliament had directives from the AU that the presidency has to rotate after every term, which is a 3-year term.

The leadership has been with the west, east and central and they pledged to recognize the rotational policy this year, now come 2021 they put up their CVs again from the west and the east, yet the competition was between the south and the north.

We said no we can’t continue like this, so the fight did not start in the plenary as may be perceived through social media and television. The fight started last week when we opened the session.

The session was supposed to run from 21 May to 4 June. The southern Africans are outnumbered by their counterparts in West and East Africa, who are each backing a candidate for the presidency.

The PAP has 229 members, with national parliaments from each member state allowed to send up to five MPs. The West and East African caucuses accuse acting president Chief Fortune Charumbira of using the delay to hold onto power.

Charumbira is the southern African caucus’ presidential candidate, Albino Mathom Ayuel Aboug from South Sudan is the preferred candidate from the East African bloc and Mali’s Haidara Aichata Cisse is the other presidential candidate.

Former VP Kembo Mohadi redeployed. ZANU PF secretary for Finance Patrick Chinamasa has been appointed Acting Political Commissar.

Former Vice President Kembo Mohadi who is ZANU PF Second Secretary has now been redeployed at party headquarters and will be in charge of party affairs full time.

Chinamasa takes over from Victor Matemadanda who is set for reappointment as Zimbabwe’s ambassador to Mozambique.

Matemadanda has accepted his appointment by President Emmerson Mnangagwa saying he does not care if people say he has been demoted.

Matemadanda, who is also the Deputy Defence Minister and Gokwe Central MP, will replace Douglas Nyikayaramba who succumbed to COVID-19 early this year.

Chinamasa’s appointment was announced this Wednesday by ZANU PF spokesperson Simon Khaya Moyo. Chinamasa served most of the year 2020 as the ruling acting party’s spokesperson as the incumbent Simon Khaya Moyo battled with ill-health.

Chinamasa becomes the third person to take charge of the ZANU PF commissariat department since the November 2017 military coup.

After the removal of Saviour Kasukuwere as party commissar, President Emmerson Mnangagwa appointed Elbert Rugeje, but removed him in May 2019 and he was replaced by Matemadanda.

Meanwhile, Mnangagwa has appointed Mashonaland West chairman and Justice Minister Ziyambi Ziyambi to the Politburo.

Govt bans blair and pit latrines toilets. In an interview with state media, National Housing and Social Amenities Minister Daniel Garwe said the new flushable toilets were going to be upgraded on the existing infrastructure.

The government has banned the use of pit latrine and blair toilets, with rural schools and clinics set to be equipped with modern ablution facilities which are flushable but cost-effective. He said:

Government has banned the use of outdated pit latrines, blair and open defecation replacing them with a new flushable model which is affordable and suitable for the rural system.

Unlike the urban flush system which uses nine litres of water the new system only requires two litres for flushing.

The new flush system is also cost-effective as it uses existing infrastructure allaying the fears of possible demolitions on the toilets being used.

Pit latrines are associated with flies and odours and there is possible contamination of groundwater with pathogens and nitrate.

Border security intercept stolen car from SA to Zimbabwe. National police spokesperson Assistant Commissioner Paul Nyathi confirmed the arrest of Antonio Sevene Massigue (42) a Mozambican national and his accomplice Robert Mbedzi (35), a Zimbabwean from the Tshipise area in Beitbridge.

A Zimbabwean man and his Mozambican colleague were on Sunday arrested by members of the national security task force while smuggling a vehicle stolen from South Africa into Zimbabwe.

The duo, who was part of a five-man gang, were arrested near the Tshikwalakwala area, about 135km east of Beitbridge border town.

The vehicle was intercepted less than 10km from the Limpopo River. The car was to be smuggled again into Mozambique. Asst Comm Nyathi said the value of the Toyota Hilux was yet to be ascertained. He said:

The two are assisting the police with investigations. Our security team comprising the police and members of the national army who are implementing a national operation targeting cross-border crimes received a tip-off concerning the smuggling of the vehicle.

They then lay an ambush at around 5 AM on a road that was being used to transport the vehicle which had five people on board including the two who have since been accounted for.

Asst Comm Nyathi said when the suspects realised that they had been cornered, three escaped while Massigue and Mbedzi were arrested.

Some identification documents and a driver’s license belonging to a South African national were found in the vehicle. Asst Comm Nyathi said the duo will soon appear in court on smuggling and related charges.

Baby pops out of burst sewer pipe. The baby boy’s body, suspected to have been flushed in a toilet, popped out of a sewage pond.

The body of a baby was on Saturday found in a burst sewer pipe at Lobengula Primary School in Bulawayo in a suspected case of infanticide.

It is thought that someone could have terminated a pregnancy before flushing the infant into the toilet system leading to the sewer blockage.

The body was reportedly still intact meaning the person could have flushed the baby in the morning or the previous night.

Police in Bulawayo confirmed the incident and the matter is now under investigation. Bulawayo police spokesperson Inspector Abednico Ncube said:

I can confirm that the police are investigating a case of terminating pregnancy where on 29 May, a dead infant was discovered by residents in a sewer at Lobengula Primary School. Investigations over the matter are still in progress and awaiting post-mortem.

Insp Ncube appealed to members of the public who might have any information on the case to come forward. He said: We are appealing to members of the public who might have information on the case or if you know someone who was pregnant but is no longer pregnant.

Please report to the nearest police station. I urge members to desist from killing innocent babies, something can be worked out than killing them.

The viral Mhoro Abhero leaked audio finally explained: What forced Gogo to do that. The voice note, now referred to as Mhoro Abher0 (greetings Abhero or Abel) attracted the attention of many mainly because of granny’s diction in trying to advise Abhero against impregnating women carelessly.

Zimbabwe was taken by storm recently when an unidentified granny’s voice note to her womanising grandson Abhero was leaked to social media. Pindula News made some research on why the granny could have used obscenities and observed that her diction was popular on such matters.

It is actually a norm that was being practised in old day Zimbabwe, a culture that might be slowly fading as the use of vulgar especially in the public is considered a taboo by younger generations.

Mhoro Abhero is not the only incident when a granny’s audio or video in which obscenities are shouted has circulated online. About a year or so ago, another unidentified granny was filmed speaking vulgar at a rain-making ceremony.

In fact, the use of vulgar was common for a number of events and or ceremonies including Mukwerera, the practice of asking for rain amongst the Shona of southern Africa. Some respondents in a 2017 research by Shadreck Chirikure, Robert T. Nyamushosho, Herbert Chimhundu, Collet Dandara, Hamutyinei H. Pamburai and Munyaradzi Manyanga asserted that vulgar was used at Mukwerera. Reads part of the book:

Among the Manyika, some respondents noted the use of sexual or vulgar chants and erotic dances by older (menopausal) women and young (pre-adolescent) girls. This is aimed at ‘seducing’ the mhondoro to release the rains. Prominent dances include hoso, most popular among Kalanga, mafuwe (Korekore), as well as Ndau special dances such as muchongoyo, mbongo or chinyambera.

Among the Shona people, the use of obscenities was a preserve for a few especially the elderly and would be conducted in private.

Chaos as bride dies at wedding and her sister marries the groom. The bride, named Surbhi, suffered a heart attack at the ceremony in Etawah city, Uttar Pradesh, after exchanging ornaments with husband-to-be Manjesh Kumar as part of Hindu wedding tradition.

A bride dropped dead at her own wedding in India prompting her sister to then marry the groom at the same ceremony when the families decided to carry on with the festivities.

A doctor from the local village was called to the scene but was unable to save her. The families of both parties agreed to continue with the wedding ceremony by replacing the bride with her sister, Nisha.

Surbhi’s body was kept in a separate room while the festivities took place and she was later cremated. One of Surbhi’s uncles, Ajab Singh, told MailOnline it was a ‘tough call’ for the family to carry on with the wedding. In separate comments to news agency IANS, Surbhi’s brother Saurabh added:

It’s hard to believe a dead body was in the other room, and a bride was being prepared in next one. We did not know what to do in the situation.

Both the families sat together and someone suggested that my younger sister Nisha should be married to the groom. The families discussed the matter and both agreed. Guddi Devi the mother of the late bride is heartbroken and failing to come to terms with her daughter’s death. She is being taken care of by her son Gaurav following the incident. Gaurav told MailOnline:

Mummy is in a lot of pain. She calls for her day in and day out as she was the eldest daughter. She had dreamed of doing wonders in her life. May she rest in peace.

Rooted in Christ Ministries founder and leader Pastor Charles Charamba believes that laziness, cruelty and an unchecked level of greediness could be fuelling murder, kidnapping and mysterious deaths of children taking place across the country. Said Charamba:

What I think is driving people into murdering innocent children is lack of knowledge, laziness, cruelty and unchecked level of greediness. We have people who have given their own souls to Satan and they are living through some means that are provided for by their master.

The devil’s textbook has no paragraph of peace, grace or mercy, most cases are pointing at ritual killings some people are engaging in occult practices, sorcery and divination resulting in sacrificing of innocent souls.

Some children may not be physically murdered but are being spiritually manipulated by ‘zvikwambo’ (goblins), for certain family members’ material gain. This is modern-day witchcraft and wizardry. Pastor Charamba warned that the murder of innocent children will invite God’s anger if it goes unchecked. He said:

One of the main reasons why the land of Canaan was given to Abraham and his descendants was that there was a rampant practice of child sacrifice by the original occupants.

They would pay homage to their idol gods Molech and Baal through burning newborn babies on red-hot structures of iron, alive, the practice didn’t go unpunished, hence the overtaking of their land by a chosen stranger from far east. God strongly warned against doing this practice in Leviticus 18; 21 and Jeremiah 32;35.

The father of five blamed false prophets and bogus traditional leaders for the spike in ritual killings. He added: We should respect the sanctity of life. People should desist from being superstitious to the extent of engaging in ritual killings.

You can’t boost your life through the loss of another’s. Let’s shun false prophets and rogue traditional healers who advise clients to bring human limbs or blood. Besides, we need to be prayerful as Christians to ward this demonic culture off.
