Parly’s institutional strategic plan on the cards

Key members of the parliamentary portfolio committees that include the standing rules and orders, committee chairpersons, and members of the chairperson’s panel are in Bulawayo for the institutional strategic plan design workshop for the ninth Parliament.

The gathering to craft the agenda for the ninth Parliament that runs up to 2023 comes in the back drop of the successes of the eighth Parliament where 154 pieces of legislation were aligned to the Constitution.

This was said by the Speaker of the National Assembly Advocate Jacob Mudenda when he officiated at the workshop.

He said the eighth Parliament only managed to align 74.7 percent of the laws with only 52 pieces of legislation remaining outstanding.

Advocate Mudenda also stated that amongst the achievements was the withdrawal of the National Peace and Reconciliation Commission Bill and the amendments of the Gender Commission Bill, the RBZ Debt Assumption Bill, and the Local Government Laws Amendment Bill.

“Committees were thus able to influence legislative and policy changes and expose capricious behaviour in the usage of public resources, chief among them the duplicity in the Marange Community Share Ownership Trust, the CMED fuelgate scandal and the PSMAS salarygate scandal,” he said.

Advocate Mudenda also said Parliament shapes laws and policies which respond to the needs and aspirations of citizens in support of sustainable and equitable development.

The plan he said, must be responsive to the legislative role of Parliament as espoused in section 117 to protect the Constitution and promote democratic governance in Zimbabwe.
