ED orders Plumtree High reconstruction

ED orders Plumtree High reconstruction. The President yesterday sent two Cabinet Ministers to the school to assess the damage so that reconstruction work can start as soon as possible. President Mnangagwa has ordered the immediate reconstruction of Plumtree High School dining hall which was gutted by fire on Thursday.

The inferno was the second major fire incident at the school in two years. In 2018 a double-storey hostel was reduced to a shell in a fire that destroyed property worth thousands of dollars. Plumtree High School is being used to quarantine Zimbabweans returning home from Botswana.

When the fire broke out at around 2PM, the Beit Hall that doubles as a dining hall was locked thereby ruling out speculations that the fire could have been started by individuals. Minister of Local Government and Public Works July Moyo and the Minister of Environment, Climate, Tourism and Hospitality Industry Mangaliso Ndlovu were assigned to assess the damage.

“When the fire broke out I was at State House. The President and Vice Presidents were informed and I was then asked to visit the school together with Minister Ndlovu to assess the damage,” said Minister Moyo. He said the school was a quarantine centre for Zimbabweans returning from Botswana and Government was committed to ensuring it remains a safe place to accommodate the returnees.

Minister July Moyo Minister Moyo said a high-level team from his ministry will soon visit the school and not only assess the damage but come up with estimates of resources required to reconstruct the hall. He challenged the school Alumni to also assist in the reconstruction work.

“I know that there are prominent Alumni that came through the school. Yes, Government will assist as well,” he said. Minister Ndlovu who is also the chairperson of the Matabeleland South Covid-19 taskforce said they were concerned about the welfare of people quarantined at the school.

“We were worried about their safety and we want to thank locals who saved the classrooms. From what we heard but it’s still too early to conclude, we suspect the fire was due to an electric fault,” he said.

Minister Ndlovu said there is a need to do a fire risk assessment of the school so that similar incidents can be avoided. School head Mr Sipho Khumalo said the fire burnt down the symbol and history of the school.

“The Beit Hall is the symbol of Plumtree High School. You cannot talk of Plumtree without making reference to this hall. When you talk of this school, the first thing you think of is this building. It’s a sad incident that will affect the future generations and those who passed through this school,” said Mr Khumalo.

Matabeleland South police spokesperson Inspector Philisani Ndebele said the cause of the fire was yet to be established.

The US$1million COVID-19 tender scam including ED’s son deepens. Collins said he had no business or personal relationship with Drax International and Nguwaya. But pictures of him and his twin brother Shaun in the company of Nguwaya at Mnangagwa’s inauguration immediately went viral on social media platforms.

President Emmerson Mnangagwa‘s son, Collins, yesterday distanced himself from Delish Nguwaya, whose firm Drax International was recently controversially awarded a US$1 million contract to supply COVID-19 equipment without going to tender.

“Over the past month, several online print outlets published materials containing false allegations against me with an organisation called Drax International,” Collins said in a statement.

“I am not a member of the said organisation and I have no shares of interests in their transaction with the government of Zimbabwe. I have no business or personal relationship with any Drax International’s representatives, including Delish Nguwaya.”

His statement came after he was named as Nguwaya’s business partner in the supply of a US$1 million consignment of COVID-19 equipment to government at an inflated cost.

Collins’ statement also came shortly after Drax International had issued a statement claiming their transaction with the government was procedural, although Finance ministry secretary George Guvamatanga admitted in another leaked memo that they had breached government procurement procedures.

Drax was registered as a government supplier after stating its headquarters as Switzerland, but on its website, it says it was registered in Dubai, the United Arab Emirates, in 2020.

The company uses a bank account held with Bank One Limited in Mauritius. It signed deals with the government worth over US$60 million for the supply of drugs to National Pharmaceuticals (NatPharm), the supplier of the State-owned drugs in 2019, meaning the government entered into business with an unregistered company which only got registered this year.

Guvamatanga maintained that the exceptions authorisation for the release of the items at the Robert Gabriel Mugabe International Airport was only made because the country was in urgent need of test kits.

He also disclosed that an order to suspend Drax International’s US$60 million for supply of pharmaceuticals to NatPharm was made on the basis that the goods were over-priced, but went on to order the Finance ministry to go ahead and pay for a consignment of test kits from the same company.

“Regarding the suspension of the US$20 million and the cancellation of the US$40 million contracts, Treasury position still stands and will only be reviewed once the fiscal capacity for repayment has improved, review of the pricing structures has been done and proper procurement procedures are observed and finalised in consultation with Treasury,” Guvamatanga wrote.

He said the contract was cancelled because the government did not accept the prices that had been quoted on items under the Drax International contract. The firm was directed to engage Natpham to review the prices downwards.

Zim’s COVID-19 cases now at 160. Zimbabwe’s COVID-19 cases continue to rise as 9 returnees from South Africa and Botswana and 2 locals tested positive for the virus on Friday bringing to 160 the total number of confirmed cases.

There’s been a surge in the number of COVID-19 infections recorded in Zimbabwe, most of them imported from South Africa and Botswana. More than 3,000 Zimbabweans – including busloads from South Africa – have been trekking back home in recent weeks.

At the weekend some of them quarantined in Harare staged a protest at having to pay for COVID-19 tests in US dollars.

On Thursday, Zimbabwe recorded 17 new cases, the second-highest daily tally which took the country total to 149 while on Wednesday, cases more than doubled from 56 to 132, stunning officials who had only announced a previous daily high of five since the virus first landed in the country on March 20.

In its daily update for 29 May 2020, the Ministry of Health and Child Care (MoHCC) revealed that a total of 11 COVID-19 cases were detected from 2 346 RDT screening tests and 420 PCR diagnostic tests that were done.

MoHCC said in a statement: “Eleven (11) cases tested positive for COVID-19 today. These include 9 returnees, Botswana (2) and South Africa (7) and 2 local cases who are all isolated.

“Today 2346 RDT screening tests and 420 PCR diagnostic tests were done. The cumulative number of tests done to date is 46 613 (26 753 RDT and 16 860 PCR). “To date the total number of confirmed cases is 160; recovered 29, active cases 127 and 4 deaths since the onset of the outbreak on 20 March 2020.”

AKA: Some songs are like a good book you get into with time

AKA believes his music takes time for people to eventually understand. The rapper, who has lately been doing the most on the social media streets, had a heart-to-heart moment with some of his followers who admitted they didn’t really get his music at first.

Like a good book, AKA explained that people will only get his music in time. He expressed this after a Twitter user remarked that Supa Mega was starting to be his fave. The user said the rapper’s song Monuments, which features Yanga Chief and Grandmaster Ready D, was growing on him.

Last Tuesday, Supa Mega shared the news that he was dropping three new singles on Friday, namely Cross My Heart, Monuments and Energy. Before he dropped the “fire” tracks on Friday, the Fetch Your Life hitmaker and award-winning musician Prince Kaybee got an exclusive listen to the three singles.

Chaos in the ruling party as ZANU PF’s old guard fights technocrats. Highly placed sources who spoke to this reporter revealed that some elements in the ZANU PF old guard are plotting to push out technocrats who refuse to serve their personal agendas.

Reports from Harare indicate that a nasty war is brewing between ZANU PF old guard and government technocrats as the old guard is baying for the blood of the later.

Said the source, “Dr. Agnes Mahomva was the first casualty of war she saw her being booted from the ministry of health and demoted through promotion to a less colourful desk in the Office of the President and Cabinet.

“The next target is Secretary for Finance George Guvamatanga whom they accused of blocking several shady deals and has frustrated a number of would-be looters. There is a deliberate smear Campaign against Guvamatanga and someone is driving a dirty anti Guvamatanga narrative in order to pave way for a certain individual. They want George gone, and they are using social media to fight the Perm Secretary.”

These reports come at a time when some high ranking officials in Harare are said to be accusing Guvamatanga of leaking sensitive information to the media and social media.  The latest case being the leak of internal government communication regarding a company called Drax International.

Commenting on the matter, Political Analyst Shephard Dube said there is no way George Guvamatanga would leak classified information from within his office.

“George is a seasoned banker who is no stranger to dealing with classified information. His stint at Barclays bank and Bankers Association of Zimbabwe attests to the fact that he is a technocrat who knows what he is doing. My prayer is that government officials will stop fighting each other and focus on solving the issues that affect our people.” Dube said.

ZINA President Enock Dongo: Zim should temporarily close borders to returnees. President of the Zimbabwe Nurses Association (ZINA), Enock Dongo, said the closure of the country’s borders was one of the options that the government needed to consider.

SADC countries should temporarily close borders to all human traffic to curb the spread of the novel coronavirus across the region, a nurses’ union leader has said. He said:

Our government and other SADC countries should try by all means to stop the spreading of Covid-19 by curtailing the movement of people from one country to another.

At the moment, our systems as SADC countries do not seem to be adequate. How were those 75 people (returnees) not tested in those countries where they came from?

SADC countries should work together. If governments have to feed their people from the countries where they are, then that should be done. This comes after thousands of Zimbabweans have returned home from South Africa and Botswana resulting in a spike in the number of people who have tested positive for COVID-19.

However, Health and Child Care Minister Obadiah Moyo said Zimbabwe cannot prevent citizens from returning where they belong.

MDC A activists forced to wear prison uniforms in hospital: Pics. The State ordered three hospitalised MDC Alliance activists to wear female prison garb while lying on their beds when the magistrate court convened at the hospital earlier this week.

In a statement, the party’s Welfare Department said nine prison guards were stationed in the trio’s ward and this could create conditions for re-traumatisation. The statement read:

After the magistrate court convened at the hospital, #MDCA3 were put under heavy guard with 9 prison guards in their ward. They were also made to wear the female prisons green dress and the #njema jersey.

State’s inconsiderate actions are creating conditions for re-traumatisation. The activists, Harare West MP Joana Mamombe, Cecilia Chimbiri and Netsai Marova were granted $1 000 bail each by a Harare magistrate at their hospital beds on Thursday.

They were charged with contravening lockdown regulations by engaging in an illegal demonstration on 13 May 2020.

The three were seized by gunmen at a police roadblock while coming from the demonstration in Warren Park, Harare and physically and s_xually assaulted by suspected State agents two weeks ago.

Harare hikes burial and cremation fees. Harare City Council has hiked burial and cremation fees, the Daily News reports. According to the publication, these are the new charges for burial plots and cremation:

Reservation of area A+ at Warren Hills, Greendale and Pioneer Cemetery sites has risen to $1 788 for residents up from $293, for non-residents, it is now $2 386 from $391, $3 582 for non-Zimbabweans up from $587 and for the Jewish section it is now $2 983 up from $489.

Reservation of a grave ranged between $150 and $391 in 2019 but has now risen to between $916 and $2 386. Cremation of a Hindu adult was $196 but is now $1 196, while a Hindu child’s body now costs $597 up from $98 to cremate and non-Hindu’s have to fork out $1 788 from $293.

Burial charges of ashes ranged between $98 and $391 but are now priced between $597 and $2 386. Council also noted that cremation of non-Zimbabwean non-Hindu adults will now cost $4 211 up from $690 while a non-resident non-Hindu child will be cremated for $2 105 up from $345.

When contacted for comment, Harare’s spokesperson Michael Chideme dismissed reports claiming the hike was in anticipation of COVID-19 deaths and said the hike was due to inflation which according to Zimstats soared to 756% in April 2020.

Mabvuku resident resists Council’s structures demolition. The army and police officers reportedly rounded up the residents that resisted the demolitions and they were seen packed in army trucks while other residents looked on.

The City Fathers yesterday had to call in security forces agents to quell the chaos that erupted when they tried to demolish illegal structures in Mabvuku-Tafara, the Daily News reports.

A resident that spoke to the publication about the chaos said: Chaos started when some small-scale traders tried to resist demolitions and started throwing stones at the municipal police. After some minutes, we then saw a truck with soldiers and police who then apprehended a few.

Today, the municipal police were asking people to remove their things before they pulled down the structures. In Mabvuku, one of the tuckshops was destroyed by a council bulldozer when the owner was not around and people looted the food in the tuck shop The council has been demolition roadside vending stalls and illegal structures after the government directed all urban councils to do so in a bid to have cleaner cities according to a statement published by the Harare City Council Mayor.

The move was met with widespread hostility as people complained that the demolitions will see an end to other people’s livelihoods.

Report: Govt fails to pay Chinese contractor for 20 months

Report: Govt fails to pay Chinese contractor for 20 months. This was revealed by Judicial Service Commission secretary Walter Chikwana during a briefing with Mary Mliswa-Chikoka who is the Mashonaland West Provincial Affairs Minister.

The government has reportedly promised a Chinese Contractor who is constructing Chinhoyi Regional Magistrate Court that it will pay the outstanding balance soon, New Ziana reports. According to the publication, the contractor has gone for 20 months without receiving a cent from the government. Chikwana said:

Government has set aside $20 million. By the end of this week, all the payments will be done. It is going to be actioned with an urgency I am quite certain that we are going to complete this project before the year’s end. We cannot suspend a project which is 85 per cent complete though we have COVID 19 which also needs to be financed

Speaking about the project, Haulong Contractors general manager Mr Zhang said; We have gone for more than 20 months without being paid. We did not stop working but we are working under difficult conditions.

The regional Magistrate court under construction will have 8 courtrooms and other offices to accommodate court staff.

ED warns civil servants. President Emmerson Mnangagwa has warned civil servants against frustrating government programmes saying those who do so will be fired.

He made the remarks on Thursday while launching a piggery project in Harare which is under the Presidential Livestock Inputs Support Programme and funded by Innscor Africa. He said:

The associated benefits relating to value addition and associated services are important. In that respect, no one among us should frustrate the success of this and other similar government programmes. My government will not hesitate to weed out all civil servants who oppose progress and frustrate programmes meant to better the quality of life of our people.

The Presidential Livestock Inputs Support Programme and the Command Agriculture Programme are both government initiatives meant to boost farming to make the country food secure.

However, over 7 million Zimbabweans, which is nearly half of the population, are currently facing starvation in the country, with the two programmes having failed because of corruption and looting of inputs and funds.

DeMbare fans named most hostile football fans in Zimbabwe. According to the United Kingdom-based Mucherahowa, the atmosphere in Bulawayo was always tense regardless of which team they were playing and it took them about half an hour to drive to Barbourfields or Luveve stadia.

Former Highlanders captain Gilbert Banda has torn into Dynamos fans, describing them as hostile, a few weeks after former DeMbare skipper Memory Mucherahowa said their games in Bulawayo were akin to playing in a warzone.

Leaving the stadia was largely dependent on the results and the hostility was much worse when they played against Highlanders. Banda, the last Highlanders’ skipper to lift the PSL championship in 2006, said the behaviour of some Dynamos fans also had a negative effect on other teams.

Banda told online publication www.lovemoredube-sports.com that matches against Dynamos or Caps United literally defined a player.

“Dynamos supporters are the most hostile. In my time they played a role in demoralising teams with their derogatory songs and insults. It took a strong mind to ignore them,” said Banda.

Now based in South Africa after calling time on his footballing career, Banda also revealed that former Hwange and Dynamos bustling striker Takesure Chinyama was his most difficult opponent.

“I respected Takesure Chinyama. He was a tough lad on a good afternoon. Ubuqeda i-game usitsho ukuthi bekugijinywa,” said Banda. He also revealed that matches against city rival Chicken Inn were always full of tension.

“Come Monday, the team that would have won would enjoy bragging rights unlike games against Dynamos and Caps. But it was matched against these that at the beginning of the season I would look forward to, as they made one prove his worth,” said Banda.

MDC Alliance spokesperson Fadzayi Mahere speaks on court’s ruling. MDC Alliance spokesperson Fadzayi Mahere said the party had noted Justice Tawanda Chitapi of the Harare High Court’s ruling on its application seeking to stop the MDC-T party from recalling more of its MPs from parliament.

Speaking to reporters outside the courtroom soon after Justice Chitapi ruled that the MDC Alliance was not a juristic person capable of suing or being sued, Mahere asserted that the MDC Alliance was, and remains a political party. She said:

Political parties aren’t created in the courtroom. Political parties are voluntary associations. We don’t become a political party because the court said so; we become a political party because we are.

That’s why we contested in 2018, that’s why we fought the presidential election petition in 2018. The Constitutional Court accepted that the MDC Alliance is a political party, (Emmerson) Mnangagwa knows that the MDC Alliance is a political party and Parliament knows that we’re a political party so we will continue to exist as such.

Mahere added that the party will not focus on individuals’ political ambitions, but will instead, focus on fighting for the well-being of Zimbabweans. She said: The outcome of the court application is, it (the court interdict) was dismissed. We are going to continue focusing on fighting for Zimbabweans and championing the issues that Zimbabweans face.

The party is not going to be reduced to focusing on a sterile debate about people’s individual political ambitions, which is what this court case is about.

Frustrated music producer Heavy K has taken to social media to put a record label on blast. He has not mentioned any names however the muso is affiliated with two recording labels such as Universal Music Group and his very own Drumboss record label. Things are not looking good between artists and record labels these days, and the Drumboss is the latest to lash out his frustrations due to problems within his stable.

Mwonzora speaks on court’s ruling in favour of Thokozani Khupe. MDC Alliance leader Nelson Chamisa’s bid to bar the Thokozani Khupe-led MDC-T from further recalling his legislators from Parliament hit a brickwall yesterday after High Court judge Justice Tawanda Chitapi ruled that the youthful opposition leader was improperly before the courts as his party was not a juristic person capable of suing or being sued. The ruling paves way for Khupe to recall Chamisa’s remaining legislators, and even councillors.

Chamisa had approached the court seeking to bar MDC-T secretary-general Douglas Mwonzora from recalling his MPs after the latter recently recalled four MDC Alliance legislators for ceasing to represent the interests of the original party, MDC-T.

The affected legislators are Chalton Hwende, Prosper Mutseyami, Thabitha Khumalo and Lillian Timveous. In recalling them, Khupe argued that the MDC Alliance was not a party, but an umbrella body for a group of opposition political parties.

In his judgment, Justice Chitapi said that while a political party did not need a constitution to exist, there was need for it to prove that it was a legal person who enjoyed rights separate from its members. “The fact that a group of people came together under a common name to pursue a common agenda of attaining political power, does not make them a legal person capable of suing or being sued,” Justice Chitapi said.

He noted that the MDC Alliance was formed as a non-compete electoral pact through a written agreement and that agreement clearly stated that the duration of the pact would be five years and also provided that any variation of the agreement would be made in writing.

“There is no rebuttal acceptable before me to set out that the MDC Alliance is a juristic person… The MDC Alliance agreement had a lifespan of five years, there is no variation of the agreement. The question then comes: Does the MDC Alliance have any instrument of incorporation that allows it to sue or be sued? While they can be properly be called a political party, does it make it a juristic person?” asked the judge.

The judge noted an earlier judgment fellow High Court judge Munangati Manongwa who last week ruled that the MDC Alliance was a political party and a legal person who could sue or be sued. But Justice Chitapi said his fellow judge’s ruling would not bind him in anyway.

Khupe’s lawyer Lovemore Madhuku said the ruling allowed his client to go ahead and recall more MDC Alliance MPs and councillors because the interdict which Chamisa’s party sought had been quashed.

Mwonzora said the ruling had vindicated his and Supreme Court position that Chamisa was not the legitimate party leader.

“It is not our intention to victimise anyone, it’s not our intention to recall people just like. Those people who will be recalled are those people who would have committed offences and the offences are there, well-documented in our constitution. We will be measured in our response. We will not be retributive. We are not a vindictive leadership, we do not exist to victimise MPs. We exist to deliver the people of Zimbabwe from poverty and misery,” Mwonzora said.

MDC Alliance spokesperson Fadzai Mahere said they would not lose sleep over loss of court battles.

“The outcome of the court application is, it (the court interdict) was dismissed. We are going to continue focusing on fighting for Zimbabweans and championing the issues that Zimbabweans face. The party is not going to be reduced into focusing on a sterile debate about people’s individual political ambitions, which is what this court case is about,” she said.

The long-standing battles in the MDC formations have taken several twists and turns as Khupe and Chamisa fight over control of the country’s main opposition movement.

Binga fisherman mysteriously dies after falling from a boat. The body of Geneva Muleya (38) of Siavhandu village under Chief Saba was retrieved by other fishermen who had teamed up to form a search party the following day, according to a report made to the police.

A Binga fisherman mysteriously fell off a canoe he was using for fishing with his brother on the Zambezi River Thursday last week. The now deceased and his brother, Remember Mungombe, aged 27, of Katanye village in Chief Siachilaba area, were part of a group of men who were fishing in Kawunga area.

“On 21 May, Remember Mungombe and the now-deceased were sailing using a canoe on the Zambezi River going for fishing in Kawunga area. “The two brothers were seated one behind the other in the canoe.

“Mungombe, who was in the front, suddenly heard the sound of splashing water and upon checking, he saw that his brother had fallen into the water and was drowning,” read a police report.

Mungombe is said to have watched helplessly as he could not save his brother. He alerted other fishermen who teamed up to search for the body on the following day. They finally retrieved the body which had been trapped by a log in the water.

The fishermen carried the body to Mlibizi Resort along the river from where a report was made to the police. No foul play was suspected and Binga magistrate waived post-mortem.

Ex-Health Minister Henry Madzorera: Matemadanda should be ashamed of himself. Former Health Minister Henry Madzorera has castigated the government for allegedly pauperising doctors and nurses who are now living on handouts from ZANU PF politicians.

This comes after Deputy Defence Minister and Gokwe Central MP Victor Matemadanda bragged after donating some food hampers to doctors and nurses at Gokwe Central Hospital earlier this week.

Madzorera told NewZimbabwe.com that the ruling elites should be ashamed of themselves for impoverishing civil servants to such an extent that they live like beggars. He said: FORMER Health Minister Henry Madzorera has slammed the Zanu PF led government for allegedly allowing doctors to become destitute and now living on handouts from some top officials.

This comes after Deputy Defence Minister Victor Matemadanda was earlier this week seen donating food hampers to doctors and nurses at Gokwe Central Hospital. Matemadanda, who is Zanu PF MP for the area, bragged about his accomplishment, further telling his parliamentary colleagues to redirect their resources towards worthy causes as opposed to prostitution.

“I took a humble gesture of donating food hampers to nurses and doctors in my constituency at Gokwe Central Hospital,” Matemadanda said on Twitter. “This is what other MPs should emulate instead of spending too much time on politics and chihure (prostitution). The electorate who voted you into power need support.”

But Madzorera, an MDC top official who was the country’s health minister during the shortlived unity government of 2009-13, saw everything wrong with the gesture.

The ex-government official said it signalled a bad state of affairs when doctors are reduced to the level of beggars by politicians. He told NewZimbabwe.com that these were signs of a country whose systems had collapsed to a point where well respected civil servants like doctors now survived on the benevolence of politicians.

“A country where senior politicians spend time donating things to doctors and nurses is a dead country. Those leaders must be ashamed of themselves when they make welfare cases out of doctors and nurses.

“It means a government has failed and they should tender their resignation forthwith,” he said. The former Kwekwe legislator and the medical doctor said when doctors and nurses become charity cases in a country, this meant the rest of the population was now worse off.

“We can’t have a country where doctors and nurses receive charity. What about the unemployed, the vulnerable, the sick? “What will happen to them if we divert aid to doctors and nurses who are gainfully employed, people?

“This shows that the government has failed to govern the country and they should make way for people who can run the country properly, who can make sure that doctors and nurses are properly remunerated and rewarded,” he said.

Madzorera said doctors and nurses should instead be the ones assisting other citizens.  Zimbabwean doctors have failed to make ends meet in a country whose economy is on a free-fall. Doctors and nurses have been engaging in repeated strike actions which have often yielded nothing but dismissal threats on those who have persisted with the action.

Health Minister: We won’t close the borders for returnees despite COVID-19 cases escalation. This comes after Zimbabwe’s COVID-19 cases ballooned from 63 to 160 in just three days, the majority of the cases being returnees from South Africa and Botswana.

Minister of Health and Child Care Obadiah Moyo said that the government will not shut out citizens seeking to return home from other countries during this COVID-19 crisis. Said Moyo:

We cannot shut our citizens out as they belong here, but we want them to be responsible so that they are tested and go through screening and quarantine processes.We cannot afford any let-ups because our health is of paramount importance. What we need to do is to ensure that we follow returning citizens everywhere until we are satisfied that they are free of the virus.

We must make sure that they don’t mix with locals when they come in. Meanwhile, on Wednesday, Defence and War Veterans Affairs Minister Oppah Muchinguri-Kashiri told Parliament that the recent influx of returnees from South Africa and Botswana have put the country under tremendous pressure.

She said the country is now incapacitated as PPEs and testing kits remain in short supply because of international competition.
