Over 100 retailers arrested for not accepting Zimdollar, bond notes. As Zimbabwe’s economy re-dollarises, some retail outlets are no-longer accepting payment for goods and services in the form of bond notes. However, John Mangudya, governor of the Reserve Bank of Zimbabwe, has reiterated that Zim dollar and bond notes and coins “are still legal tender”.

Refusing to accept the Zimdollar and bond notes as payment for goods has landed 102 Zimbabwean business owners and retail employees in trouble, with 28 of these appearing in court as the government enforces the acceptance of the fast-falling local unit amid increased dollarisation of the economy.

The Zimbabwe Republic Police (ZRP) now enforcing the Bank Use Promotion and Suppression of Anti Money Laundering Act to enforce usage of the local currency.

“Traders and business entities who continue to refuse to accept Zimbabwe currency bond notes and coins as a legal tender in business transactions risk being arrested and taken to court for the law to take its course,” said the ZRP in a statement on Wednesday.

Retail operators and employees of retail outlets in Harare are appearing in court charged with violating the Bank Use and Promotion Act through side-lining the local currency as a medium of exchange.

According to police authorities in Zimbabwe: “A total of 102 suspects have been arrested with 28 appearing in court in Harare” since the onset of a blitz code named “Accept Zimbabwe currency” as legal tender on June 26.

President Emerson Mnangagwa’s administration in Harare is battling to restore confidence in the local unit of exchange which has continued to lose value, with the official and street rates ballooning.

Local currency rejected

Bigger retailers such as OK Zimbabwe and Pick n Pay, however, are still accepting the local units of exchange. Denford Mutashu, president of the Confederation of Zimbabwe Industries told Fin24 that retailers have to accept the Zim dollar and bond notes to smoothen transactions and payment for goods and services.

Employees under the Zimbabwe Congress of Trade Unions and the civil servants representative union, Apex Council, have been calling for remuneration in foreign currency.

The Apex Council said after a meeting of its top leadership on Wednesday that “the local currency has been rejected by the economy” hence it was calling on the government to reset salaries for government workers at US$475 for the lowest paid.

This comes as The Famine Early Warning Systems Network (FEWSNET) noted in a new report today that “most goods and services in Zimbabwe are increasingly being priced in USD” which is “further constraining access to market foods as many poor households do not have access” to US dollars.

“Anecdotal information indicates bond notes and coins are increasingly being rejected across some markets,” says the FEWSNET report. It adds: “Economic volatility and depreciating parallel market exchange rates are progressively constraining livelihoods and disposable incomes.”

RBZ: It’s now illegal to be on WhatsApp groups that advertise Forex rates. Another day another interesting regulatory measure by the Financial Intelligence Unit ( by extension the RBZ). This time the target being money changers operating on WhatsApp groups.

Here’s the FIUs full statement:

ACTION AGAINST ILLEGAL FOREIGN CURRENCY TRADING ADVERTS

1. The Financial Intelligence Unit (FIU) has been monitoring social media platforms where foreign currency dealers have been advertising and promoting their illegal trade. The FIU is aware of WhatsApp groups that have mushroomed in the country for the specific purpose of promoting and facilitating illegal foreign currency trade.

2. The FIU, in collaboration with the police, banks, mobile money / mobile phone service providers and relevant regulatory agencies, has embarked on an exercise to identify and take action against individuals who create, advertise on or participate (actively or passively) in WhatsApp groups or other platforms for illegal foreign currency trading.

3. The FIU and relevant institutions will take the following immediate actions:

• The mobile phone numbers used to join or advertise on the illegal groups will be shared with mobile phone operators and POTRAZ for barring;

• Other mobile phone numbers registered in the names of such persons will also be identified and barred;

• Any mobile money wallets registered in the names of such persons will be frozen and the persons barred from accessing mobile money services with any operator;

• Bank accounts owned by a person so identified will be frozen and the person will be blacklisted and barred from accessing banking services with any bank; and

• Identified persons will be investigated and prosecuted for illegally trading in or advertising illegal trading in foreign currency.

4. Members of the public are requested to report to the FIU any person, mobile phone number or bank account that continue to be used to engage in or advertise illegal foreign currency activities, using the following contact details:

If that statement is too long for you to read, the FIU is basically saying, they are banning the advertisement of foreign currency trading on WhatsApp and if you’re caught promoting such your number will be barred.

Not only that but any other number registered in the same name will also be banned and so will be all mobile money accounts in the same name.

To take it a step further, bank accounts owned by people identified to be advertising money changing services on WhatsApp will also be banned and the persons responsible for the accounts will be blacklisted, meaning no future bank accounts for those caught doing.

Victor Matemadanda disowns Twitter handle. This follows a message circulating on social media purportedly posted by Matemadanda where he is threatening to deal with those who try to create two centres of power within the ruling party.

ZANU-PF Secretary for Commissariat Victor Matemadanda has disowned a Twitter account in his name, which he claims was engineered by his enemies bent on tarnishing his image.

According to the twitter handle, he said a leader is elected by the congress not those who are power-hungry trying to dethrone the President unconstitutionally. Matemadanda said he did not have a Twitter account.

“I do not have a twitter account. Let it be known that Matemadanda does not have a twitter account. The twitter account is a creation of my enemies who are trying to destabilise the party and soil my name,” he said.

He said those behind the fake Twitter handle were shameless impostors bent on soiling his image for cheap political gain. He added that no amount of smearing will break the Zanu-PF party.

The district of Muidumbe, in the province of Cabo Delgado, close to the border with Tanzania, is the heartland of the Mozambican liberation struggle. It is there that for 10 years, peasant guerrillas fought Portuguese colonialism, sowing the seeds for socialism in Mozambique.

On April 6 this year, the insurgent group known as Ahlu Sunna Wa Jama (ASWJ) and locally as al-Shabaab (“the youths”) waged an attack of unprecedented intensity in this region, a stronghold of the ruling party, Frelimo.

The attack began in the lowland village of Miangalewa, a rice production area and a bottleneck for traffic directed to the north, inhabited both by Christian Makonde and Muslim Mwani. After destroying a Portuguese engineering company, elements from the group addressed the residents by megaphone, prompting them to remain in their houses.

The following day the insurgents climbed towards the Makonde highlands. They stopped in the village of Nshinga, a few kilometres away from the site where the Frelimo Central Base operated in the last days of the anti-colonial war, and where an open-air museum showcases the huts in which liberation leaders Samora Machel and Eduardo Mondlane slept and strategised.

After haranguing the local population, they moved on to the district headquarters, stormed and torched the government buildings, ransacked the bank, and divided into separate bands to attack neighbouring villages.

Drama as Dladla Mshunqisi gets mistaken for late Njabulo Biggie Zondi

The music industry was left shaken when Gqom star Njabulo ‘Biggie’ Zondi was announced to be dead after he succumbed to heart failure.

A close friend of his who chose to remain anonymous told ZAlebs that he received a call at 8 pm, informing him that his beloved friend has passed on. He said Biggie was in ICU, and he suffered from heart failure.

Dladla Mshunqisi is in mourning however was angered at a publication that reported on his friends death but used the wrong image of Biggie. The publication used a picture of Dladla and he slammed the publication saying they have no idea how it is to lose a close friend.

Prophet Uebert Angel donates mealie meal in Honde Valley

Prophet Uebert Angel donates mealie meal in Honde Valley. The Uebert Angel Foundation was on Sunday in Honde Valley, Manicaland Province again donating truckloads of mealie meal to feed thousands of vulnerable families affected by the Covid-19 related lockdown, drought and a severe economic crisis in Zimbabwe. Defense Minister, Oppah Muchinguri was on hand to receive the deliveries and expressed gratitude to Prophet Uebert Angel whose foundation is on a countrywide tour to feed people stuck in their homes because of Covid-19.

Last week, the vibrant charity organisation was in Zvimba district and over the weekend was in Honde Valley, a place which is close to the border between Mozambique and Zimbabwe.

Muchinguri appreciated the donation adding that it was a good idea to support the vulnerable in such times of economic downturn and drought.

“We are blessed today with the donation that is coming from the Uebert Angel Foundation of bags of mealie-meal. We really appreciate it, particularly this time when the country is going through a very difficult time which is being affected by two very serious issues. “The first one being Covid-19 and also a serious drought which has visited Zimbabwe now for the past three years. The donation has come in handy because our people are in need of food.

“A friend in need is really a friend indeed. We have seen it now through the Uebert Angel Foundation and the Prophet himself going all out to donate generously to the people. We really appreciate and we say thank you,” Muchinguri said.

This comes at a time when Zimbabwe is facing its worst economic crisis in over a decade, skyrocketing inflation compounded by drought. The lockdown to contain the spread of the coronavirus has made things worse for a population, mainly reliant on informal employment.

Prophet Angel Donation

Last month, the foundation went to the Prophet’s home area of Chivamba, Zaka in Masvingo again donating truckloads of mealie meal. The latest trip to Honde Valley is the 21st outing that has seen the foundation distribute mealie meal and groceries to cities, towns, farms and rural areas.

Uzalo actress Noxolo Mathula aka Lily misses the good days of hugging

Actress Noxolo Mathula acts on South Africa’s number one soap, “Uzalo”, where she plays the character, Lily.

She’s also acted in show like Mzansi Magic’s “eHostela” and “Ifalakhe”.

Mathula, like many other actors, was hard hit during the Covid-19 pandemic and received the “no work, no play” treatment, but the actor is glad to be back on set, even though the new working order is strict.

“It’s great being back on set. We all understand that we need this job in order to make ends meet so everyone is cooperating to the rules. It is quite tricky acting with masks on because now our eyes need to tell the story, which is a great challenge,” said Mathula.

She said the production company has put in place all the necessary measures to make sure that everyone is protected.

“There’s no kissing, touching or anything that has to do with physical contact. We even social distance in our scenes.

“Our food is packaged. The makeup department sanitizes our brushes regularly. Our number one rule is #NoMaskNoEntry!!! Literally turn back from wherever you come from just to get your mask,” said the actress.

One thing the actress misses though is being able to greet her work colleagues with a hug.

Mzansi’s hit series Blood and Water stole the hearts of American actress Gabrielle Union and her hubby Dwyane Wade. When season 1 of the series came to an end, the couple was left yearning for more episodes like all of us.

The teen series tells a tale of Puleng Khumalo who is investigating the cold case of her older sister, Fikile Bhele who was abducted at birth. Puleng believes that a Parkhurst student Fikile is her sister and she gets herself transferred to that school to investigate the case.

Since the series got released, it has been receiving rave reviews even internationally. Just recently Netflix SA announced that it has been renewed or season 2.

Health Services Board under fire for mismanaging funds. The board appeared before the Parliamentary Portfolio Committee for Health that was chaired by legislator Doubt Ndiweni who is the current acting chairperson.

The Health Services Board came under fire from parliamentarians who demanded an explanation on alleged misappropriation of funds, failure to negotiate with their employees to end the industrial action and to show documentary proof of their engagements with the ministry to obtain reforms for health workers.

Representing the Health Services Board was its Executive Chairperson Dr Paulinus Sikhosana, his vice-chairperson Professor Auxilia Chideme-Munodawafa, Executive Director Ruth Kaseke, board members Sefelipelo Bhebhe and Dr Stanley Mungofa as the General Manager Angelbert Mbengwa.

In the question and answer session, the committee quizzed Sikhosana to comment on the video that circulated on various platforms on social media where health workers were demonstrating at one of the local hospitals and in that video, new top of the range was appearing, a huge disparity between workers that are demonstrating and high range vehicles was parked at the hospital.

Sikhosana was also questioned on what his board plans to do for its employees who in his presentation, are feeling neglected due to low wages. There was also reference to a visit by the committee to Mpilo Hospital where the senior doctors expressed concerns that they aren’t being consulted by the board with regards to the terms and conditions, how hospitals are run, about corruption within the health sector.

Clarity was also sought over the successive recruitment, the criteria used, and the composition of staff recruited, how the board managed to lure the areas of speciality, communication tools used and whether the current industrial action involves the newly recruited workers.

“In terms of conditions of service for health workers, indeed I will agree that the conditions of work for health workers and everybody else in the country aren’t satisfactory because of the economic performance of the country, they can’t be comfortable when the rest of the country isn’t.

“The issue of vehicles issued, the vehicles that government-issued to the Health Services Board, they are Discovery 6, two vehicles out of six commissioners and in the same context, the conditions of service for HSB board members are standing with those of other commissions, there are more than 50 discoveries in the Government, all the commissioners have been allocated those vehicles and its not like we have been favoured, we were the last to be allocated.

“It is also important that as a board, which is an employer whose conditions of service are akin with those of the public service, the previous boards were last allocated cars in 2012 so the government has legacy issues to allocate cars to those previous board members,” he said. He further explained that health workers in the video where at the cars to highlight their grievances.

“Health workers are neglected, but as a board, we have been trying to improve the conditions of service within the available fiscal space that treasury provides, we negotiate and discuss with the health forum and they indicate their grievances and make their suggestions in terms of what they think is an appropriate adjustment.

“These are taken to treasury and treasury in their own wisdom as well as looking at the fiscal space and the resources available, they give the board a mandate, for example, they say they have so much money to allocate to the health sector for adjustment for conditions of service,” he explained.

With regards to the consultation of senior doctors on their remuneration and improvement of conditions of service, Sikhosana said there is Health Apex, a forum used by the health workers to negotiate, and senior doctors are supposed to be represented there but over the years they have relegated it to junior doctors.

“The senior doctors have been relegated to insignificance, we have had engagements with their new association but the Bulawayo people usually leave it to the Harare people who are close to the corridors of power,” he said.

With regards to recruitment, Sikhosana handed over to Ruth Kaseke, the executive director.

“When we started this massive recruitment in response to the Covid-19 pandemic, it was important that we respond to the requirements of the disease and these cut across all health professionals, doctors at various specialist levels, nurses with their specialist levels like ICU, infection control, environmental officers because of the active role they play, pharmacists, issues of hygiene and infection control are critical.

“We were focusing on ports of entry, we have created health quarantine centres and deal with their pre-conditions, we are providing additional staff to our hospitals,” she said.

Sikhosana was further quizzed if he was agreeing with the general consensus amongst health professionals and the citizens at large that the Health Service Board has become one of those commissions that aren’t adding any value to services that are required in this country by indicating that they are powerless in instituting any changes in the health sector.

He was asked if the existence of the Health Service Board is still necessary in Zimbabwe under the circumstances before being asked to produce documentary evidence that indeed they have been pushing the ministry to implement meaningful changes.

Sikhosana didn’t have the documents but assured the board that they will be served to the clerk of the committee.

Update: Racism storm hits Zim Pepsi branch. The workers made a series of allegations against their employers who they accused of paying expatriates in hard currency while the locals were paid “pitiful salaries” in local currency.

Workers at Varun Beverages Zimbabwe Limited (VBZL), producers of Pepsi drinks, yesterday downed tools alleging racism, human rights abuses and unfair labour practices at the company.

Disgruntled workers besieged the company premises yesterday waving placards inscribed No selective payment of USD to expatriates, End racism, Black lives matter, No to racism, No to unfair dismissals, No to s.e.xual harassment and We are not slaves”.

The company is owned by Indian billionaire Ravi Jaipuria who also owns Pepsi franchises in Zambia, Kenya, Uganda, Mozambique, Morocco and Nigeria. The plant was officially commissioned by President Emmerson Mnangagwa in July 2018.

“We have suffered enough from this Indian investor,” the workers said. “Let’s join hands comrades and bring up change. We say enough is enough.” The workers alleged cases of unfair dismissal, racism and s.e.xual harassment among other ills.

Female protestors alleged that the Indian managers often entered locker rooms for women while they were naked and s.e.xually harassed them, and that efforts to seek redress had failed.

She said: “There is one lady who got fired when she spoke out after being sexually harassed. As we speak, she can testify for her. Indians are the perpetrators of these crimes and they cover up the cases or dismiss them if they are brought to their attention. The human resources department and some black managers are powerless and remain silent,” adding that, promised investigations never materialised even though evidence would have been recorded on camera.

A male employee, who refused to be named, said: “We are gathered against unfair treatment here at Varun Beverages, especially s.e.xual harassment against ladies here present. Then we have the issue of salaries, these Indians are getting paid in US dollars, while we get bond. We also want US dollars or equivalent.”

“We also don’t have off days. They told us to choose a representative to channel our grievances and we chose one, but they terminated his contract. We will not return to work until our representative has been reinstated. There is racism, we are being called names. Vickus Chandra must change or go down.”

Another protestor said racism was rampant at the company. “They are using it as a tool for managing people. We have serious cases of s.e.xual harassment, but there is victimisation of the victims. Unfair labour practice and summary dismissal of employees is also nagging workers. We dialogued with them and agreed that there will be no contract termination for disgruntled employees but they reneged on that.”

In a statement, the workers said: “The Indians at VBZL are exercising gross human rights violations, several workers are prepared to come forward and testify against a bucket-load of ongoing incidents, especially from managers. It’s disheartening to realise that VBZL has become the architect of economic slavery in Zimbabwe.

“These issues highlighted are of deep concern as signified by emerging trends of abuse, racism, economic and social victimisation of Zimbabweans at foreign-owned companies in particular VBZL.

“The Indians view themselves as ‘warlords’, using intimidating techniques and extremely abusive language at plant workers and employing autocratic and military-style tactics to run a beverage manufacturing company. At this rate, if let to go scot-free, a tragic case (similar to the one involving a purported Chinese investor and two Zimbabwean workers) can be experienced at the company.”

The protests came a week after similar protests at an lndian plastic manufacturing company and the shooting of two employees by a Chinese employer in Gweru.

The Zimbabwe Congress of Trade Union confirmed the crisis at the company with the union’s secretary-general Japhet Moyo saying: “The majority if not all the workers are on fixed time contracts at the moment. Issues of unfair labour practices are very prevalent. As a federation, we don’t condone unfair labour practices of any kind whether these are done by Chinese, Indians or local investors. Our laws are there to protect our citizens from any unfair labour practices regardless of where the investor comes from.

“Our message to all investors is that it is unlawful to practise segregation, exploitation or any unlawful conduct. “We expect the National Employment Council in the beverages industry to enforce our industrial relations standards as provided in their collective bargaining agreements.”
