Thieves get away with US$15 000 from a parked car. The Zimbabwe Republic Police (ZRP) which is now investigating the matter, said the incident occurred on 12 August at around 3 PM at the intersection of 2nd Avenue and Robert Mugabe Way.

A driver lost over US$15 000 in the Bulawayo Central Business District (CBD) after he had parked his car while attending to a mechanical fault.

Police did not reveal how the money was stolen. Said the police in a Saturday statement: The ZRP is investigating a case of theft from a motor vehicle which occurred in Bulawayo on 12 August at around 3PM in which an unknown suspect stole US$15 691 cash from the complainant’s Nissan Atlas vehicle.

The vehicle had been parked at Cnr 2nd Avenue and Robert Mugabe Way, as the complainant tried to fix a mechanical problem. In another case, police in Bulawayo recovered a white Toyota Hilux on 11 August. The vehicle had been reported stolen in South Africa.

They found it dumped at plot number 16 Fairview, along Plumtree Rd. ZRP said Saturday that investigations were already underway.

Afghanistan power sieze Update: Taliban speak, be calm, we want to take Kabul peacefully. The statement comes after panicking residents were seen queuing for traveling documents – passports and visas – and money at banks planning to leave the city.

Taliban militants issued a statement on Sunday calling for the residents of Kabul to be calm saying they wanted to take the capital city peacefully. The Taliban that has already captured 24 out of 34 cities is reportedly outside the Kabul gates. Reports suggest Taliban representatives at the Kabul Presidential Palace negotiating for a peaceful transition of power with a transitional authority being considered.

Taliban spokesman Zabihullah Mujahid said that all fighters had been instructed to be on standby at all entrances to Kabul until a peaceful and satisfactory transfer of power was agreed upon. He said:

All the wealthy people, the businessmen, they should be safe and protected. None of the Taliban are allowed to go to any houses or conduct searches on businesses and the Islamic Emirate gives them full protection and they should be safe and not worry.

The people who are trying to fight against us, we suggest to them not to do so and they will be fully protected. They can leave as ordinary people.

Meanwhile, the United States of America has started to evacuate its personnel at the embassy in Kabul. A U.S. top translator has asked the Taliban not to enter Kabul until all U.S. personnel have been evacuated, a process that could take up to Tuesday.

President Joe Biden announced the authorisation of additional direct deployment of 1 000 troops to Afghanistan in a statement Saturday.

He authorised the deployment “to make sure we can have an orderly and safe drawdown of US personnel and other allied personnel and an orderly and safe evacuation of Afghans who helped our troops during our mission and those at special risk from the Taliban advance.”

Biden formally announced in July that US troops would fully withdraw from Afghanistan by August 31.

He has remained steadfast in his decision to withdraw, telling reporters earlier this week that he did not regret it and it was time for Afghans to “fight for themselves.” The development is a clear change to the US foreign policy after four presidents had overseen the US war in Afghanistan.

Zambia’s President-elect Hakainde Hachilema reaches out to ED. Posting on Twitter using the @Jamwanda2 handle, Charamba expressed confidence that the incoming Hichilema administration will continue working with Zimbabwe on the Batoka Hydroelectric project.

Both countries are jointly working on the Batoka Hydroelectric project which is set to be a game-changer in the region.

Since the independence of Zimbabwe in 1980, towards which Independence Zambia played a key role, the ruling ZANU-PF party has seen power changing hands between four Presidents in Zambia. These are late President Chiluba, Mwanawasa and Sata, and President Lungu.

The change from former President Lungu to President-Elect Hichilema is the fifth such. Charamba is on record dismissing Hichilema, MDC Alliance leader Nelson Chamisa and former South Africa’s Democratic Alliance leader Mmusi Maimane as sellouts.

Hichilema was declared winner of Zambia’s hotly contested presidential election, defeating incumbent Lungu. With 155 of 156 constituencies reporting, official results on Monday showed Hichilema had secured 2,810,757 votes against Lungu’s 1,814,201.

Zimbo man jailed for 12 years in Botswana

Zimbo man jailed for 12 years in Botswana. Godfrey Moyo was 24 when he pounced on his unsuspecting victim at around 6 am in March 2016. The girl, then an 18-year-old Form Four student, was walking to Serowe Sports Complex to attend sports.

A 29-year-old Zimbabwean man who attacked and repeatedly raped for three hours a Swaneng Hill schoolgirl in Serowe, Botswana, hour ordeal, has been sentenced to 12 years in prison.

“I ignored him thinking it was just a passerby. But then I felt him holding my hand and he dragged me to a nearby bush against my will. I tried to scream for help but the person choked and slapped me,” she told the court in Francistown.

She added Moyo then took off his belt and threatened to hang her if she screamed before ordering her to undress and proceeded to s.e.xually assault her, choking her every time she tried to call for help.

Thinking her torment was coming to an end, Moyo dragged the girl deeper into the bush, where he had left some of his belongings. He removed a condom from his bag, and told her to take off her clothes again, and r@ped her again.

The girl told the court she was later able to recognise Moyo after having ‘spent about three hours with him’ during the ordeal.

“He had short dreadlocks and two scars on his face,” she told the police when identifying Moyo as her attacker four months later. His DNA was also found in a condom recovered at the crime scene.

However, Moyo maintained his innocence throughout the trial, pleading for mercy, and telling the court he has a five-year-old daughter that depended on him.

Passing sentence last Wednesday, Judge Matlhogonolo Phuthego noted that cases of r@pe and gender-based violence were on the rise in Botswana, and it was the court’s responsibility to hand out stern punishments to offenders and deter would-be offenders.

“I, therefore, sentence the accused person to 12 years imprisonment backdated to the period spent in prison,” closed Phuthego. Moyo, with his dreads, long since shaved, left for prison with his head bowed, walking slowly due to his shackles.

Mzansi questions Shauwn Mkhize’s net worth

Certainly proud of her jaw-dropping boss moves in the soccer fraternity, Kwa MaMkhize star Shauwn “MaMkhize” Mkhize has taken to Instagram to give fans a glimpse into how she celebrated her recent and dramatic entry into the PSL.

The publication reported the sale of the Premier Division status of Bloemfontein Celtic to Royal AM has been approved, according to a letter sent by the Premier Soccer League (PSL) to both clubs.

MaMkhize spent the better part of the weekend on the Twitter trends list as Mzansi reacted to her moves, with many applauding her resilient spirit and others impressed by her “flaunting” the power that comes with having money and status.

This is because her latest move follows a protracted and at times messy legal battle for Royal AM to be reinstated champions of the GladAfrica, where they had suffered several court defeats. This followed after an arbitration award of three points to Sekhukhune United, who won the NFD and automatic promotion to the Premiership.

Taking to her Instagram to share some celebrations that took place after she successfully pulled off a “boss move”, MaMkhize shared a video of her boys congratulating her.

Complete with balloons and starlight fireworks, MaMkhize was left humbled by a young congratulatory slice of cake.

The wealthy businesswoman “checked in” on a virtual location called “Corner grateful crescent and happiness boulevard” before she told fans she was super grateful God has favoured her.

“I’m so grateful to the Almighty for continuing to lean in our direction. What started off as a dream is now a reality. I’m so happy that we get to live our dreams in this lifetime. Thank you Lord ,” she wrote.

The reality TV star went on to share the lessons she has bagged during the past months and the dramatic events that occurred leading up to her latest boss move.

“I think the most important lesson this journey has taught me is that His timing is always the right timing and no man can interfere with God’s plans. What was meant to be will always be. You don’t have to force it. One way or the other God will always pave His way for His plan not to be changed. We just need to allow Him to guide and lead us and He will show up when you least expect,” said MaMkhize.

Pearl Thusi mocks Thembinkosi Lorch

After Orlando Pirates’ loss to Moroka Swallows yesterday, actress Pearl Thusi trolled the team’s midfielder, Thembinkosi Lorch via several Instagram posts today (15 August).

While Thembinkosi Lorch was unable to play after suffering a shoulder injury in the week leading up to the game, Pearl Thusi showed him no mercy, comparing him to a “nkomo” which means cow when translated to English.

The Queen Sono star posted a picture of a cow to her Instagram with the Orlando Pirates logo on it, saying she will delete the post later. She also jokingly said the team was “swallowed” as they were beaten by Moroka Swallows.

Belgian firm awarded Zim passport production contract

Belgian firm awarded Zim passport production contract. A Belgian company linked to bribes-for-tenders in over half-a-dozen countries has been awarded a multi-million-dollar contract to produce biometric passports for Zimbabwe, ZimLive reported.

Zimbabwe’s cabinet in May approved the “engagement of a private partner in the implementation of a national biometric database for the production of e-passports, national identity cards and birth certificates.”

Instead of advertising the tender, however, officials in the ministry of home affairs and treasury have handpicked Belgian company, Semlex, for the contract despite its history of corruption on at least two continents.

A September 2020 investigation by the Organised Crime and Corruption Reporting Project (OCCRP) found that Semlex “used bribes, kickbacks and insider dealing to secure contracts around the world, inflating the cost of vital documents for ordinary citizens while lining the pockets of wealthy elites.”

Its corrupt footprints can be found in the Democratic Republic of Congo, Madagascar, Mozambique, Ivory Coast, Kyrgyzstan, The Gambia, Comoros, Gabon, Chad and Congo-Brazzaville.

Home affairs minister Kazembe Kazembe confirmed the awarding of the contract, but declined to reveal the total cost of the project. Compared to other projects Semlex has undertaken in Africa, it could be in the hundreds of millions of dollars.

Kazembe told ZimLive last week: “The agreement with Semlex is a BOOT (Build Own Operate Transfer). They offered to do it for the government at no cost to the government.

“The offer was brought to cabinet months ago and was approved by cabinet. They will come, build, deploy the latest technology and operate. They are investing their money and they will recoup from the revenue.

“This will bring a lasting solution to the identity documents challenges as people will be able to apply for these online. The issue of consumables challenges will be a thing of the past.

“However, in-between now and the time when they will be ready to produce the passports, the government will continue producing passports the way we have always done. When they (Semlex) are ready, the Registrar General will simply migrate to the new system.”

Zimbabwe’s broke government has struggled to raise foreign currency to import passport booklets, creating a backlog of over 250,000. The government also stopped the issuance of identity cards after failing to import consumables used in their production.

Last month, the government fixed new passport prices in United States dollars, with an ordinary passport pegged at US$60. Semlex’s history in countries where it has taken over passport production shows that passport prices inevitably go up.

Kazembe failed to guarantee that passport prices would not go up. He said: “Prices will be agreed by the ministry of finance and the investor. The citizens will be protected.” Kazembe declined to disclose the cost of the deal with Semlex, referring all questions to the finance ministry. “Financial issues are between treasury and the investor,” he maintained.

A spokesman for finance minister Mthuli Ncube said: “I’m not sure the ministry can even divulge such information because contract terms could be confidential in those respects.”

The MDC Alliance has accused President Emmerson Mnangagwa‘s government of bypassing tender procedures in the awarding of the contract. The party’s spokesperson Fadzayi Mahere said Mnangagwa’s regime lacked “ethical leadership.”

“We are extremely concerned by the regime’s penchant for dodgy deals and the failure to comply with due process and a transparent tender regime in the award of such an important public contract,” Mahere told ZimLive.

“A simple internet search of the company that has been awarded this significant deal reveals that it uses bribes, kickbacks and insider dealing to secure contracts around the world, inflating the cost of vital documents for ordinary citizens while lining the pockets of wealthy elites.

“Our concern is compounded by the complete failure by the Zimbabwe Anti-Corruption Commission to investigate and expose such corruption in line with its constitutional mandate. Rather, ZACC has been abused by the executive and has failed to act in the face of grand corruption scandals revealed by the Auditor General’s Report, the Sentry Report and the Cartels Report. The Public Accounts Committee in Parliament has been immobilised through the illegal recall of Honourable Tendai Biti, removing the oversight role of Parliament in matters of public expenditure.

“When all is said and done, it is the citizen who has to bear the brunt and cost of this grossly unethical leadership. Corruption is killing us and deep, systemic political and economic reforms are required to address it.”

Semlex is owned by Syria-born Albert Karaziwan, a Belgian citizen.
In a 2017 investigation, the Reuters news agency reported that Semlex “has won business in Africa – on paper worth hundreds of millions of dollars – through political connections, sometimes without going through open tender processes and sometimes while making payments to intermediaries.”

In 2015, the DRC’s budget ministry approved a US$450 million contract with Semlex to supply biometric passports and ID cards for its 70 million citizens. The passport price went up from US$100 to US$185, making the DRC’s passport among the world’s most expensive, even though its people are on average among the poorest.

That deal arranged for US$60 from each passport to go to an obscure Gulf company owned by a close relative of the DRC’s then President Joseph Kabila.

In May last year, the new government of President Felix Tshisekedi said it would not renew the Semlex contract. Prosecutors have been investigating allegations of money laundering and corruption by Semlex.

In 2017, Mozambique terminated a 10-year Semlex contract, potentially worth several hundred million dollars, that had been awarded in 2009 by the country’s previous government. The deal was struck without an open tender. The current Mozambican government says Semlex invested a fraction of the US$100 million it had promised to spend on training, electronic scanners at borders and other infrastructure. It says citizens lost out from the deal.

In the Comoros, a parliamentary commission of inquiry investigated the sale of passports to foreigners to determine whether the process had been legal, who was involved and where revenues went. Investigators found that more than 2,800 Comoros diplomatic passports were issued since 2008 in a country with a population of about 800,000. In that period, at least 184 diplomatic passports were sold to non-Comorans, data gathered by the investigators showed.

Karaziwan was born in Aleppo, Syria, in 1958, in a family of eight children. In the 1980s, he moved to Brussels to study and went on to marry Belgian, Cathrine Laurent.

Over the years, Karaziwan developed businesses in real estate, restaurants and hotels, according to his company website and corporate documents. He set up Semlex in 1992 and prospered. In a copy of his CV shared with colleagues in 2008, Karaziwan said his businesses had a combined value of 100 million euros.

Semlex is a family company and not listed on a stock exchange. Its main operating unit, Semlex Europe, has a core of only about a dozen employees, according to company documents. Semlex documents uncovered by Reuters showed the informal way Karaziwan and his associates have worked behind the scenes to punch above their weight.

In June 2004, for example, Helder Tavares Proenca, a writer and politician, was named as Semlex’s agent in the West African country of Guinea-Bissau. In November 2005, Proenca became defence minister and in early 2006 Semlex won contracts to supply the country with passports, visas, ID cards and foreign resident cards, according to Semlex copies of the agreements.

Semlex documents showed the company paid Proenca at least 80,000 euros (US$94,000) between 2004 and 2009. Proenca was killed in 2009 in an assassination that police suspected was related to drug smuggling.

In 2010, Semlex employees discussed in emails what percentage of revenue they would have to pay former and serving Guinea-Bissau officials to secure a further contract to provide the country with passports and resident cards for foreigners. According to Semlex emails, a proposal was made to pay a commission amounting to 20 percent of the price each citizen would have to pay for a passport and 15 percent of the revenue that Semlex received for residence permits issued to foreigners.

Other Semlex emails showed that company staff described some payments as bribes. In November 2010, Michele Bauters, the firm’s finance manager, asked an employee to detail how he had spent nearly 80,000 euros provided in cash for operations in Africa, according to Semlex emails.

Much of the money had gone on rent and utility bills, the employee said, and 10,000 euros had gone on a “pot de vin” – French for bribes. The employee’s explanation for what had happened to half of the 10,000 euros was blunt: “A bribe that Albert Karaziwan made me pay recently.”

In response to the employee’s apparent irritation at being asked for explanations, Bauters said Karaziwan had merely wanted to know how the money had been spent and made no reference to the mention of bribes.

Other documents illustrate how Semlex appears to benefit more than the state coffers of countries that agree to its deals. In 2013, Semlex extended an existing contract with Madagascar to supply passports and more than doubled the amount it charged. Under the new deal, citizens had to pay 36.25 euros (around US$47) for a passport; of that, the state received 2.5 euros and Semlex got 33.75 euros, a contract between the two sides showed. Previously, Semlex received 15.50 euros per passport.

The cost of making passports can be modest. Invoices from Imprimerie National, a French state-owned printing firm that used to produce blank passports for Semlex to complete with personal details, show that Semlex paid 1.75 euros to 2 euros per document for projects in Madagascar, Gabon and Comoros in 2007 and 2008.

Semlex now has its own printing operation to produce passports.

On May 7, 2012, the public prosecutor’s office in Brussels sent Karaziwan a letter calling him in to answer questions related to potential money laundering involving Semlex operations in Africa. Over the course of 2012, Karaziwan faced several rounds of questions about Semlex and its activities.

At one point a lawyer acting for Karaziwan met the prosecutor and later told Karaziwan in a letter that the prosecutor planned to recommend an audit by the tax authorities or to file charges. Neither happened. Instead, the investigation was dropped in 2012.

Semlex pioneered its prolific use of political fixers in Chad, which appears to be one of the first African countries where it won biometric contracts. Starting in 2001, the company won at least 40 million euros’ worth of contracts there. Its people worked with an adviser to President Idriss Déby named Abderrahman Moussa, whom a U.S. diplomatic cable described as an “insider’s insider” with decades of service in the country’s political and military circles.

Semlex also paid 1.8 million euros (US$2.2 million) to a company controlled by Déby’s ex-wife, Zina Wazouna Ahmed Idriss, and set up contracts with both her and their son, Douga, between 2008 and 2010. She is referred to as Madame Idriss in Semlex emails.

In November 2007 and February 2008, Semlex secured two deals worth around 21 million euros to produce passports, visas and ID cards for Gabon. From early 2008 to early 2010, Wazouna received payments totalling some 1.6 million euros ($1.9 million) from Semlex, according to a Semlex spreadsheet of costs related to Wazouna reviewed by Reuters. The payments were described in invoices sent to Semlex as commissions for helping land business in Gabon.

Wazouna is described in her Chadian passport as a psychologist and in her Gabonese passport as an adviser to the Gabon foreign ministry.

In Madagascar, Semlex paid a former top official in Madagascar’s government at least US$140,000 — and possibly much more — in unexplained fees. The company secretly funneled cash to Lucien Victor Razakanirina, who contracted them as suppliers to the Southern African island nation while serving as secretary of state for public security.

Leaked account statements obtained by OCCRP show Semlex paid Razakanirina more than 120,000 euros (about US$140,000) between 2007 and 2009 in a series of unexplained transfers and monthly “consulting fees.” Figures from internal emails suggest he also received a monthly stipend of several thousand euros during 2010 and early 2011.

Today, Semlex is still making Madagascar’s passports, which cost US$50 – the equivalent of a month’s salary for a Malagasy on a minimum wage in a country where most people live on less than US$2 a day.

In 2019, a tender for the supply of the latest generation of passport booklets was floated in the Central Asian country of Kyrgyzstan. The winner was Semlex’s Lithuanian subsidiary, Garsu Pasaulis. The winning bid of US$13.4 million quickly became the centre of a major corruption probe after Kyrgyzstan’s state security agency, known as the GKNB, accused both current and former government officials of accepting bribes from Garsu Pasaulis in the form of payment for international travel.

Lions kill 3 children. The lions of Tanzania’s Ngorongoro Conservation Area horrifically killed three school children this month, drawing sympathy worldwide. This put a spotlight on the human-wildlife conflict in Tanzania and is a ‘declaration‘ of war on the bereaved Maasai local community.

“The local community, together with the bereaved families have vowed to hunt down the lions and kill them if the Tanzanian Government authorities don’t act swiftly to deal with the killer-lions,” said a well-placed top hunting company director in that country who spoke on conditions of anonymity. “Alternatively, they will kill them through poisoning.”

The bereaved Tanzanian community seems to have support for its revengeful feelings towards the killer-lions.

“I support those who want to hunt and kill the lions as long as international hunting is not benefiting the local poor communities,” said Mr Jerry Gotora, Chairman of the Zimbabwe Painted Dog Conservation, former Deputy Chairman of Zimbabwe Parks and Wildlife Management Authority and a fierce international fighter for the SADC communities’ rights to benefit from wildlife, including hunting.

Conflict between police and pirate kombis affecting passengers. The association said this poses danger to passengers amid revelations the law enforcement agents at times engage in a hot pursuit with the kombis which are carrying commuters.

The Passenger Association of Zimbabwe (PAZ) has expressed it’s concerns over the continuous clash between none registered kombis and the Zimbabwe Republic Police (ZRP) .

PAZ Coordinator Tafadzwa Goliati yesterday said these clashes were a risk to passengers and would lead to death of innocent people.

“Whenever we visit our local ranks, we are observing clashes between the Police and kombi drivers who refuse to join the Zimbabwe United Passengers Company (Zupco) franchise. As passengers we are not pleased with such behaviour, ” said Goliati.

“We are now scared to get in the ranks. They are always chasing each other and kombis would be speeding which is a risk to passengers and pedestrians. This can cause the death of many people and we are worried.”

Goliati said as passengers they have the freedom to choose any mode and type of transport they want. “As passengers we choose our own transport we want. We use transport that is time cautious and readily available. We do not wait for transport that is not there,” said Goliati.

“We want to be home before curfew so we choose transport that is fast and readily available. With the ongoing load shedding we want transport that is fast and reliable so as to reduce the problems of mugging and robbery which passengers are witnessing.”

Goliati said the transport problem has to be addressed. Recently the police warned of serious action against private commuter omnibus operators who continue to pirate against a government directive to stop.

Drama as thieves break into police canteen, steal cash and 18kgs of meat. Bulawayo police spokesperson Abednico Ncube yesterday confirmed the arrest of Leroy Musiiwa (21) from Emakhandeni and Collen Charlie (23) of Makokoba for unlawful entry and theft.

Police have arrested two daring thieves who broke into their canteen at Drill Hall in Bulawayo and stole cash and groceries, including 18kg of meat.

He said they stole property and cash valued at US$230, R750 and $12 000. The thieves broke a window at night on August 12 to gain entry into the canteen.

The theft was discovered the following day and investigations led to the arrest of the pair at their places of residence.

2 more buses intercepted in a smuggling goods bust. Police intercepted two buses in Masvingo that were carrying smuggled goods worth about R150 000.

In their Twitter page the police said the two buses were intercepted at the 41 kilometre peg along Masvingo Mbalabala Road in Mashava area.

“On 13 August police in Mashava impounded two buses, (MVI Coaches bus and Clarity Coaches bus) and arrested the drivers for smuggling and contravening Covid-19 regulations.

“The two buses were intercepted at a traffic checkpoint at the 41km peg along Masvingo-Mbalabala Road with smuggled goods worth approximately R150 000. One of the buses had 18 passengers while the other one had three passengers,” said the police.

2 killed by stray elephant. Zimbabwe Parks and Wildlife Management Authority (Zimparks) spokesperson Tinashe Farawo confirmed the incident. Two people died while two others were seriously injured after being trampled by a stray elephant in Chitekete in the Gokwe North District. He said:

I can confirm that two people died after being trampled by a lone elephant bull in Chitekete in Gokwe. Two others are lucky to be alive but sustained injuries from the incident. Farawo said Zimparks rangers are now tracking down the jumbo which has become a danger to villagers and they are tracking it in order to kill it. He said the injured are being treated at a hospital in Zhombe.

Farawo also said they are anticipating an increase in more human-wildlife cases as the dry season approaches. There is often a surge in human-wildlife conflicts during the dry season as wild animals invade settlements in search of food. Said Farawo:

We might sound like a scratched record when we say we have overpopulation when it comes to our elephants. There is overpopulation and therefore the surge in human-elephant conflict. Farawo encouraged the villagers to inform rangers whenever they spot wildlife near human settlements.

MDC Alliance president Nelson Chamisa has commended Zambia’s State institutions, namely the military, police, intelligence services and electoral authorities for facilitating a largely credible election on 12 August.

Zimbabwe’s most popular opposition leader also lauded Zambia’s security agencies for the “exemplary professionalism and independence” they have shown. Chamisa tweeted on Monday: I honour the magnanimous leadership of President-elect [Hakainde Hichilema] and the humility of [Edgar CLungu] in conceding defeat.

I salute the Zambian army, police, intelligence and the electoral commission for their exemplary professionalism and independence. Africa leads! Zimbabwe, you are next!

Zambia’s electoral commission chairman Justice Esau Chulu declared Hichilema the winner of the country’s hotly contested presidential election on Monday.

Zambia’s President-Elect Hakainde Hichilema walks the talk in his press conference. In a tweet on Monday afternoon, Hichilema pledged to guarantee press freedom in the southern African country following his landslide victory in the election held on 12 August. He said:

Zambia’s President-Elect Hakainde Hichilema on Monday announced the return of the popular television channel Prime TV which was banned by the Zambian government over a year ago.

Press freedom will not be lip service but rather practical steps to actualising it. Welcome back Prime TV, continue your good work in the new dispensation. On April 9, the Independent Broadcasting Authority, Zambia’s broadcasting regulator, canceled Prime TV’s license “in the interest of public safety, security, peace, welfare or good order”.

Zambian authorities said that Prime TV must surrender its license and cease broadcasting immediately. It did not specify any broadcasts or actions by the station’s employees that prompted the decision.

Prime TV, a popular television station known for its critical coverage of the government, had been covering the COVID-19 pandemic and also covered the Bill 10 constitutional amendment which was under consideration by parliament, which detractors alleged was meant to keep the ruling Patriotic Front party in power indefinitely.

The broadcaster’s suspension followed a month of heightened tensions between the government and Prime TV. On March 17, Information and Broadcasting Services Minister Dora Siliya accused Prime TV of being “unpatriotic” and banned government officials from conducting any business with it.

The government also barred the network’s journalists from attending official events, according to local media reports.

On March 27, Top Star Communication Limited Company, a partly state-owned television signal carrier, informed Prime TV that it would stop carrying its broadcasts. Prime TV continued broadcasting on other signal carriers from March 27 until April 9, when its license was cancelled. Watch video

According to Al Jazeera, thousands of Afghans desperate to leave the country thronged Kabul airport where five people were killed on Monday after Taliban fighters seized the capital, prompting the US military to suspend evacuations to clear the airfield.

The United States temporarily halted all evacuation flights from Kabul to clear people who had converged on the airfield, a US defence official told the Reuters news agency.

Barcelona president Laporta reveals club debt stands at £1.15bn. The club’s wage bill currently accounts for 103% of total income. Laporta blames predecessor Josep Maria Bartomeu for the debt, accusing him of leaving a “terrible inheritance“.

Barcelona president Joan Laporta has revealed the Spanish club is 1.35bn euros (£1.15bn) in debt, describing the situation as “very worrying”.

Extending Lionel Messi’s contract would have made the wage bill accountable for 110% of revenue, which La Liga refused to accept. Messi announced an emotional exit from the Nou Camp last week and signed for Paris Saint-Germain on a two-year contract.

“Our salaries represent 103% of the club’s total income, that’s 20-25% more than our competitors,” said Laporta, now in his second term as president after winning March’s election.

“The first thing we had to do when we arrived was to ask for a loan of 80m euros because, otherwise, we could not pay the salaries. The previous regime was full of lies.

“Barcelona has a negative net worth of 451m euros – it is a terrible inheritance. What has been happening is very worrying.”

Bartomeu defended himself in an open letter released on Saturday, claiming financial measures he would have put in place had he not been forced to resign in October would have allowed Messi to stay at Barcelona.

“As is known, our board of directors planned to call elections on 21 March, within the statutory period at the end of our mandate, which would have allowed us to take on and carry out the settlement of the 2020-21 season accounts,” Bartomeu said.

“We would then have taken the decisions necessary to avoid arriving at the current financial situation. “We would have been the only ones responsible for the closure [due to the pandemic] and its consequences, a decision that the new board has not taken throughout these past months, making clear their inaction.”

Laporta described Bartomeu’s letter as “an effort to justify management that is unjustifiable” and “an exercise in desperation”, adding: “They will not escape their doing.”

New signings Memphis Depay, Eric Garcia and Rey Manaj were only able to be registered by La Liga after defender Gerard Pique agreed to a wage cut to comply with salary cap rules.

ZIMSEC Nov. 2021 Examinations deferred to 2022?. Speaking to NewsDay on Monday, Progressive Teachers’ Union of Zimbabwe (PTUZ) president Takavafira Zhou said it would be irresponsible for authorities to frog-march students into examinations given the disruptions they have experienced.

Teachers’ unions want the Zimbabwe School Examinations Council (ZIMSEC) to defer the November 2021 public examinations to 2022 following disruption of the school calendar by the COVID-19-induced lockdown. Said Zhou:

The possibility of 2021 candidates writing examinations this year is minimal. With schools likely to open from mid-September 2021, examinations can only be written in early 2022 after three months of intensive learning. Such learning requires motivation for teachers. Zhou also called on the government to pay teachers salaries at par with other government employees such as members of the military and the police considering that teachers spent years in colleges and universities. He said:

They must be given better salaries so that they work harder to protect the education system from going into dysfunctionality. Government should address the disparities between teachers and the rest of civil servants, where an underqualified ordinary government worker is earning more than a trained teacher.

Amalgamated Rural Teachers Union of Zimbabwe (ARTUZ) president Obert Masaraure suggested that examinations be postponed to March next year. He said: If our examinations are for genuine performance evaluation, they should be postponed until our learners have covered the syllabus.

March 2022 will be ideal for examinations to cater for lost learning time. We should desist from the tick-the-box mentality and focus on genuinely evaluating learner exit profiles.

Zimbabwe National Teachers’ Union chief executive Manuel Nyawo said public examinations should be postponed to “February next year to give learners ample time to learn and grasp concepts for their current grades and forms”.

Zimbabwe Teachers’ Association (ZIMTA) chief executive Sifiso Ndlovu also said the postponement of examinations would be ideal. Ndlovu said:

Apart from the writing of the examinations, we are urging the government to consider postponing the implementation of the continuous assessment learning areas (CALAs) programme so that learners and teachers intensively focus on completing the outstanding areas of the syllabi and be ready for the 2021 examinations.

Implementation of the CALA programme is a hurried decision which disrupts proper learning in schools. Primary and Secondary Education ministry spokesperson Taungana Ndoro said the government was yet to get recommendations from ZIMSEC on the way forward.

Family marries off a 13-year-old daughter. The girl who cannot be named had to be rescued from the “in-laws” after having stayed there for some days following the intervention of the community. The Zhombe community has intervened to stop the marriage of a 13-year-old girl to a 21-year-old man after her family married her off recently.

According to the Constitution of Zimbabwe, the legal age of consent for s.e.xual activity is 16, while the minimum age for marriage is 18. A former junior councillor got wind of the matter and raised alarm leading to the intervention of the community.

The villagers led by the traditional leaders enlisted the services of the police to rescue the girl. Midlands provincial police spokesperson, Inspector Emmanuel Mahoko confirmed the development, saying investigations are ongoing. He said:

I can confirm that we are handling a case in Zhombe involving an underage girl who had been married off by her family.

We have since intervened and as I speak to you, she is now back at her parents’ home. For now, I cannot give you finer details because we are still carrying out investigations.

The incident occurred under Chief Gwesela in Zhombe who confirmed handling the case at his traditional court. The traditional leader said:

There are actually two different cases that are almost similar. The first one is that one which you are talking about of a family that tried to marry off their daughter due to hunger.

They have since appeared before my court and I have fined both the family that tried to marry off their daughter and the family that accepted the child as their daughter-in-law.

Chief Gwesela said in the second case, the girl was lured into marriage by a gold panner. He said he fined both families again and ordered the girl to be taken back to her family. Chief Gwesela said he will not allow the abuse of young girls in his area.

This comes hard on the heels of the story of 14-year-old Memory Machaya who died while giving birth at an Apostolic shrine in Manicaland Province.

GMB pays $25 billion to farmers

GMB pays $25 billion to farmers. The parastatal, however, still owes farmers $1.79 billion for the grain already delivered to its depots. The Grain Marketing Board (GMB) says it has so far paid $25 billion to farmers for deliveries during the 2021 marketing season.

GMB has received over 733 000 tonnes of grain from farmers valued at $26.9 billion as deliveries continue. GMB chief executive Rockie Mutenha yesterday implored farmers to deliver their crops as payments were on course.

This comes after some farmers have complained over delays in payments, a development that has hindered preparations for the coming summer cropping season.

Mutenha said some delays could have been caused by some banks, but the majority of farmers received their money soon after the Heroes holiday. He said: We have received 733 532 tonnes of maize from farmers compared to 116 671 tonnes during the same period last year.

Farmers have also delivered 75 689 tonnes of traditional grains up from the 3 677 tonnes sold to the GMB during the corresponding period last year.

So far we have paid $25,1 billion to farmers and we still owe $1,79 billion. We paid farmers soon after the holiday and I am sure by now most farmers have received their money.

The GMB gets money from the Ministry of Finance and Economic Development every week for grain purchases. Treasury allocated $60 billion to the GMB to buy the maize and traditional grains from farmers.

The parastatal is paying $32 000 per tonne for maize and $38 000 per tonne of traditional grains. GMB is expecting up to 1.8 million tonnes of grains from farmers.
