ZERA gives update on Zim Dollar fuel rollout. Currently, fule is being sold exclusively in foreign currency even though the majority of workers including civil servants receive salaries in RTGS dollars.

The Zimbabwe Energy Regulatory Authority (ZERA) says the launch of fuel service stations selling the product in local currency is in its preliminary stages. Responding to written questions from Chronicle, ZERA chief executive officer, Edington Mazambani, said 57 fuel stations were targeted for the initial phase of the local currency fuel.

He said the number of the outlets will increase or decrease based on how the pilot stage pans out. Said Mazambani:

The rollout of selling local currency priced fuel at specific service stations is in its preliminary stages. We are provisionally starting off with 57 service stations.

The number may, however, increase or decrease based on how this pilot stage turns out.

Mazambani said measures will be put in place to ensure that service stations that get funds from the central bank to enable them to sell fuel in Zimbabwe dollars do not divert it thereby prejudicing motorists. He added:

The availability of locally priced fuel relies solely on the allocation the service stations get during the RBZ auction of foreign currency. As ZERA, we have compliance checks and reconciliation exercises to ensure the beneficiaries of this facility do not abuse it and ensure the availability of the locally priced fuel.

Chronicle quoted a source as saying eight stations have been identified to sell fuel in local currency in Bulawayo and Engen is one of them. Said the source:

However, for other stations, the list will be announced in due course as the programme is still being fine-tuned. It will be improper to identify service stations before all the modalities have been finalised. Some of them have not even received their allocations.

Engen Mzilikazi, Engen North End, Engen Nkulumane and Engen Magwegwe are said to be some of the stations that would be selling fuel in local currency.

Rains expected across Southern parts of Zimbabwe. The MSD said although the volume of rain could be low, it could be enough to sustain some crops. The Meteorological Services Department (MSD) has forecasted moderate rains across southern Zimbabwe from this Monday up to Wednesday.

This comes as farmers across the country who planted their fields last month with the early rains have expressed grave concern over the prolonged dry spell.

The bulk of crops planted early have begun showing signs of wilting due to persistent high temperatures and no rain.

MSD agro-meteorologist Benjamin Kwenda on Sunday said apart from this week, some rains were expected from 12 December, with significant falls expected in some places. Said Kwenda:

We are still on course on the normal to above normal rainfall that was forecasted for October to December. At the end of December, we will do an analysis and we will be able to tell whether it will be normal to above normal.

Drama as GMB intercepts and seizes MP Temba Mliswa’s maize. The maize consignment was reportedly destined for private buyers in violation of Statutory Instrument 97 of 2021 which says maize and soya beans can only be sold to registered players.

The Grain Marketing Board (GMB) says it intercepted and seized more than 40 tonnes of maize belonging to Norton MP Temba Mliswa (Independent).

GMB Chief executive officer Rockie Mutenha said they intercepted Mliswa’s maize in Selous recently and had documentary evidence on its destination. Mutenha was speaking before Parliament’s Portfolio Committee on Lands, Agriculture, Fisheries, Water and Rural Development this Monday.

He was among GMB officials who were in Parliament at the invitation of the committee chaired by Gokwe Nembudziya MP Justice Mayor Wadyajena for a post-budget consultative meeting. He said:

The record that we have is very correct, that Hon Mliswa was caught by our staff delivering or taking maize to Selous, Chegutu, that there was no movement (of grain) permit at all, and we have documentary evidence if the committee wants that information and where it was going.

That is why up to now he has not even sued me because he knew that what he was saying was not correct. And the matter is before the courts right now.

Mliswa had denied the allegations claiming he was framed. Posting on Twitter, Mliswa had threatened to sue the GMB officials. According to existing regulations, no one is allowed to sell maize other than GMB unless if one is a contractor registered by the Agricultural Marketing Authority (AMA).

Those found on the wrong side of the law risk losing the maize and being made to pay a fine three times the marketing value of the maize or soya beans in their possession.

Report: Special Permit Holders engage SA govt over stringent requirements. Zimbabweans based in South Africa who are holders of special permits have approached that country’s government seeking a waiver of some of the requirements for obtaining regular permits.

Chairman of the Zimbabwe Community in South Africa (ZCSA), Ngqabutho Mabhena, said that they have engaged South Africa’s Department of Home Affairs seeking that some requirements to obtain other permits be set aside.

ZCSA is representing about 180 000 Zimbabwean nationals who hold special permits called Zimbabwe Exemption Permits (ZEP), which will expire at the end of this month.

South Africa recently announced that it will not renew special permits that have been in place for over a decade and directed the holders to apply for other permits appropriate to their particular status or situation.

Mabhena said the requirements to be met by applicants to obtain other permits were too stringent and the South African government should remove some of them otherwise the majority of special permit holders will be forced to return home. Said Mabhena

We have written to the Director-General in the Department of Home Affairs seeking that some requirements to obtain other permits be waivered.

For example, we have some professions such as teachers, journalists among others who are not listed under critical skills but are working in South Africa.

We are seeking that people who hold such professions may be allowed to apply for general working visas so that they may continue working. If a person is getting married to a South African or someone who has permanent residence, they obtain a spousal visa.

When applying for a spousal visa your partner should be earning a minimum of R8 500. For one to qualify for a business visa in South Africa, they should bring in R5 million into the country as an investment.

ZEP holders owning businesses who had accumulated assets worth more than R5 million would not qualify for the business visa since they generated the assets in South Africa. Mabhena wants the requirement to be amended as well. He said:

In our view, only a few will qualify to move to other permits because the majority of Zimbabwe Exemption Permits are people of low skill like domestic workers and drivers, among others.

Most people don’t possess the required qualified qualifications as per critical skills visa. If some of these requirements are not waivered then scores of people will return home after failing to secure other permits.

South Africa has given ZEP holders 12 months to migrate to other permits, which suit their situation. After, that those who do not have permits would be expected to leave the country or they will be deported.

Update Chinese Company that buried 2 men alive. The miner, Sure Mutamba, and his colleague Vincent Gundo who were artisanal miners, were buried alive when Xu Zhong Jin Investments filled the pit they were in.

A Mutare woman is suing a Chinese-owned mining company Xu Zhong Jin Investments after it allegedly caused the death of her husband by burying him alive in one of its shafts.

The company reportedly dumped earth into the pit even though it was warned that there were two people inside. The bodies of the miners were retrieved three days later following protests by neighbouring communities.

Mutamba’s widow, Nester Munyongani, and her four-year-old child are demanding $2 million from Xu Zhong Jin Investments as compensation for causing the death of her husband and father and for loss of support.

The Zimbabwe Lawyers for Human Rights (ZLHR), who are representing Munyongani and her child, said in a statement:

Xu Zhong Jin Investments, a Chinese mining company is standing trial after being sued for damages by the widow and child of Sure Mutamba, an artisanal miner, who was buried alive in November 2020 as the Chinese miner was rehabilitating a mining site at Premier Estate in Old Mutare in Manicaland province.

The widow, Nester Munyongani and her four-year-old minor child are suing Xu Zhong Jin Investments for $2 million for negligently causing the death of Mutamba and for loss of support emanating from his death.

Mutamba’s body was only exhumed three days after he died following protests by community members over the inhumane operations of the Chinese miner. The Chinese miner had been advised that Mutamba was underground before its employees even closed the deep pit but they proceeded and closed the pit.

Plot to derail Nelson Chamisa’s Midlands tour exposed. An unnamed MDC Alliance official told Southern Eye that Chamisa would be visiting Chirumanzu and Mberengwa in Midlands Province this week.

An MDC Alliance official said that the party has exposed a plot by ZANU PF members to block opposition leader Nelson Chamisa from visiting Chirumanzu and Mberengwa districts this week.

Meanwhile, an audio that is circulating on social media platforms confirms a plot by ZANU PF activists to block Chamisa from accessing Chirumanzu. In the audio, an unnamed female ZANU PF official is heard saying they would block Chamisa from entering the district. She says:

Here in Chirumanzu South as we are talking, there is a rumour that Chamisa will visit Chirumanzu from today (Sunday) onwards. As people of Chirumanzu, we cannot allow our territory to be disturbed like that.

We sat down as leadership from the (ZANU PF) central committee to chairpersons of the district to discuss how we should defend our territory. We must block all areas which we think Chamisa will come through from today.

Right now police will be mounting roadblocks along the roads, and we will be inside the district and every group will be protecting their wards. … Last time we allowed him and he got almost 6 000 votes here. So as leaders we saw it fit that we should not allow him here.

Contacted for comment by Southern Eye, ZANU PF Midlands chairperson Daniel Mackenzie Ncube said he had also listened to the audio but the woman behind the voice could not be identified. Said Ncube:

The Churumanzu leadership is vehemently dissociating itself from the contents of the audio. I am not even aware that Chamisa would be visiting Chirumanzu. Maybe it is because most of the time I am in Mberengwa, and that is why I did not hear this.

MDC Alliance deputy spokesperson Gift Ostallos Siziba declined to reveal the exact dates when Chamisa would be visiting Chirumanzu and Mberengwa. He however insisted that Chamisa will continue with his “meet-the-people tours” in spite of threats by ZANU PF.

In October and November suspected ZANU PF hooligans blocked and attacked Chamisa when he visited Masvingo and Manicaland provinces.

SA President Cyril Ramaphosa hints at further lockdown restriction. Ramaphosa (69) published his weekly letter to the nation, encouraging all citizens to get their COVID-19 vaccines immediately.

President Cyril Ramaphosa is weighing up introducing a set of new lockdown measures to curb rising coronavirus infections being fuelled by the Omicron variant.

The South African president addressed his compatriots eight days ago but chose not to rock the boat but rather to maintain the status quo.

The National Coronavirus Command Council (NCCC) is set to meet later this week to “review the state of the pandemic”, with a presidential address to the nation likely to follow. Said Ramaphosa:

In the coming days and weeks, we will know more about the Omicron variant. At the same time, we are keeping a close eye on the rates of infection and hospitalisation. I call on all South Africans to go and get vaccinated, without delay.

We will soon be convening a meeting of the National Coronavirus Command Council to review the state of the pandemic. This will enable us to take whatever further measures are needed to keep people safe and healthy.

Minnie Dlamini-Jones has revealed that she contracted Covid-19 for the second time and is having a tough time keeping away from her son Netha.

The media personality took to social media on Sunday, revealing that she had contracted the virus and spoke of the hardships she was experiencing being away from her son while she is ill.

“Being away from my child for work is very difficult … but nothing is worse than being in the same house and hearing him laugh and cry for me but I can’t hold him and kiss him. He’s so young I hope he understands. Covid-19 sucks,” she wrote.
This comes after the media personality took to her social media revealing that she had contracted the virus.
In July, Minnie took to her social platforms revealing that she and her family had tested positive for Covid-19.
It’s my birthday in a week and at this rate I will be spending it sick in bed. Covid-19 sucks,” she wrote on Instagram.”

Luckily, two weeks later the media personality shared an update with her fans after battling the virus, saying that she was well. “My family tested this morning for Covid-19 and we are negative … Thank you for the outpour of love and support, it was war!!!”

The Malawi Police in Chileka, Blantyre have rearrested Samuel Mayinga for concealing his ex-wife’s private parts through magic for going out with another man, almost two years after he was arrested on same allegations.

The ex-wife, Edina Lasitoni, reported to Chileka Police last week that after assurances by his ex-husband in 2007 that he would free her from the magic spell, she only had s.e.x with her new man for a couple of days before Mayinga allegedly locked her again.

Chileka Police Station spokesperson Stella Ndelenga said police rearrested Mayinga last week and charged him with conduct likely to cause breach of peace. He is on remand at Chichiri Prison and will appear in court on a date to be decided later

Ndelenga said Mayinga did not meet the assurances he made to police and in court in 2007 that he would free his ex-wife of the magic spell. The Chilangoma Magistrate’s Court in Machinjiri withdrew the case in October 2007 after Mayinga made the assurance.

Ndelenga said Lasitoni only enjoyed her conjugal rights with her new husband for about three days before she was locked again. She said last December, Lasitoni ended her relationship with the other man and reconciled with Mayinga on the understanding that he would ‘unlock her as per Mayinga’s demand

“Surprisingly, after their reconciliation, every time Mayinga wanted to have s.e.x with her, her private parts kept disappearing, Fed up with the situation, the woman chased Mayinga away Ndelenga suggesting that was failling to understand the magic.

Man blessed by his dead wife. But little did madala Silas Mpai (60) know that he would return home in a brand new car. This after he won a Hyundai Atos, which the mall was giving away in a competition.

He went to Mams Mall in Mamelodi, east of Tshwane on Friday, 3 December to buy groceries. Madala Silas believes winning the car is the work of his late wife. He said his wife, Anna (51), died in November last year and before she died, they dreamt of owning a car.

“My wife is blessing me from the grave. We planned to buy a car one day, even though we didn’t have money,” he said. He said things have been going well for his family since his wife’s death.

Baby girl kidnapped soon after birth found 20 years later. According to Mpumalanga South Africa Police Service (SAPS) spokesperson Brigadier Selvy Mohlala, a 16-year-old woman gave birth to a baby girl on 23 March 2001.

Police at Ermelo in Mpumalanga Province have finally located a daughter that was reportedly kidnapped and separated from her family for over 20 years.

Both mother and child were later discharged that day from the Ermelo Provincial Hospital. Said Mohlala:

As they were on their way home to Breyten, in the company of the baby’s aunt, they met a certain woman who is said to have offered to assist by holding the baby as her mom was experiencing some pains and dizziness whilst the aunt had visited a shop nearby.

The said woman then took the baby, promised to return and went towards the direction where the baby’s aunt had gone. Mohlala explained further:

The incident was then reported to the police at Ermelo, and a case of child abduction was opened.

Police commenced with their search, but there was no information that came forth until 29 November 2021 when the team of investigators got some leads into their investigation.

The Police conducted some forensic tests where DNA samples were collected, and the results showed that the missing child had indeed been located.

Police arrested a 50-year-old woman who is alleged to have been the one behind the abduction that occurred 20 years ago. She has been charged accordingly.

She appeared in the Ermelo Magistrate’s Court on 30 November 2021, and she was granted bail of R1 000. Her case was postponed to 18 January 2021.

Police said the now 20-year-old woman who was abducted as a baby has been kept in a safe place where she is receiving counselling.

The SAPS said “hopefully” the 20-year-old would be reunited with her biological family soon.

ZERA hikes LP gas prices. In a notice issued on Tuesday morning, ZERA said the retail price of gas, calculated according to the Petroleum (Liquid Petroleum Gas Pricing) Regulations 90 of 2021, has been set at US$2.14 per kilogramme or alternatively, ZWL$222.95 per kilogramme.

The Zimbabwe Energy Regulatory Authority (ZERA) has reviewed liquefied petroleum gas (LPG) prices for the month of December. The energy regulator added:

Operators are advised to display the prices at their retail outlets at a prominent place in clearly legible letters. Please note that it is permissible to sell LPG at prices below the prescribed prices depending on one’s trading advantages.

The new prices are a significant increase from the November prices which were pegged at US$2.05 per kilogramme and ZWL$$202.78 per kilogramme respectively.

Ex-detective shoots dead 3 armed robbers in his house. The robbers pounced on Nemaisa’s Chadcombe home in Harare on Monday night and reportedly robbed the family of US$850, a Samsung cellphone, a shotgun and other property.

A retired member of the Criminal Investigations Department (CID) crack team, Joseph Nemaisa, has shot and killed three armed men who stormed his home and held his family hostage during a robbery.

Nemaisa, who is now a lawyer, received a distress call from his home after his wife, brother-in-law and son were accosted by five balaclava-wearing thugs armed with an AK47 rifle and pistols.

He immediately raced home where a gunfight with the robbers ensued, ending with three of the intruders lying dead on the floor in pools of blood.

The Zimbabwe Republic Police (ZRP) said two others escaped through the bedroom window unhurt and the police are still looking for them. Said the former detective:

I’m safe, my wife and kids are safe too. My house is all blood. I thank the Almighty for the skill and courage.

Govt to maintain import permits on cement. Lafarge still has production challenges and we will continue issuing import permits until the situation improves.

Industry and Commerce Minister Sekai Nzenza on Monday said cement import permits will continue to be issued until local production returns to normal. She said:

Lafarge Cement Zimbabwe, one of the country’s largest cement producers, experienced a plant breakdown resulting in a shortage of cement in the country.

Lafarge and PPC control more than 70 per cent of the domestic market. In October this year, a roof collapsed at one of Lafarge’ cement mills.

The incident, which happened on 11 October, however, recorded no fatalities or injuries but disrupted production.

The shortage of cement has led to price increases, with some traders and dealers selling a 50 kg bag for US$13. By contrast, in Zambia, on average, the 50 kg bag of cement costs around US$4.50.

A Harare-based retailer told The Herald that a shortage of locally-produced cement forces them to import the product resulting in steep prices. Said the retailer:

It’s very difficult to get cement from big suppliers and we end up getting the supplies from private importers, but at a very huge cost that will pass on to consumers. That is why the prices are so high.

ZERA delays reviewing fuel prices. ZERA is supposed to review and announce fuel prices by the 5th of every month but that has not been the case in recent months.

The Zimbabwe Energy Regulatory Authority (ZERA) has delayed announcing the fuel prices for December saying they are watching developments that are taking place on the international oil market.  ZERA said in a statement this Tuesday:

According to Statutory Instrument 270 of 2019, Petroleum (Petroleum Products Pricing) Regulations, the Zimbabwe Energy Regulatory Authority (ZERA) is supposed to review and announce fuel prices by the 5th of every month.

However, due to developments that are taking place on the international oil market, ZERA will issue a statement on the December 2021 fuel prices after the statutory set date.

ZERA is closely monitoring the fuel price trends on the international oil market while consulting local key stakeholders on the likely impact of the developments on the final pump prices.

Fuel operators are therefore urged to continue trading as per the November 2021 fuel prices while consultations are being finalised. The December 2021 fuel prices will be announced in due course.

Bed-ridden ex-footballer Tendai Ndoro turns to Christianity. Tendai Ndoro (36) is now a worshipper at Victorious Family International Church, which meets at Mai Musodzi Hall in Mbare, Harare.

Former Warriors striker Tendai Ndoro says he has become a Christian after his football career was blighted by an illness that left him blind for three weeks.

Giving his testimony to the congregants on Sunday, the former Warriors, Orlando Pirates and Chicken Inn striker said a lot of negative things have been said about him but he has now found solace in God. Said Ndoro:

I am very grateful and my life has since changed after I turned to God. There was a lot of hearsay concerning my life where nobody could confirm with me.

I turned blind for three weeks but with the support and prayers from my pastor, Kudakwashe Jose, everything has changed for the better as I can now see.

He also thanked his family and fellow congregants for supporting him during his predicament. Ndoro said: I am very happy with the support I have been receiving from my relatives and family members from the church.

It has been a long journey for me and it needs a whole day to explain but from the counselling and guidance I am getting from my church leader, everything is going on well.

Ndoro played for Mpumalanga Black Aces before joining Orlando Pirates in South Africa to become one of the wealthiest Zimbabwean footballers across the Limpopo at the time.

However, recent reports claimed that Ndoro had hit hard times and was being assisted by his relative Simba Ndoro, the owner of Northern Region Division One outfit Simba Bhora.
