Parly Speaker: National Assembly adjourns to 15 February 2022. The National Assembly has adjourned for the year and will resume sitting in February 2022 unless they are summoned by the President.

The Lower House of Parliament adjourned after approving the Finance (2022) Bill and the Appropriation (2022) Bill.

The Finance Bill and the Appropriation Bill will be presented before the Senate which is expected to sit this coming week.

Senate (Upper House of Parliament), had adjourned on the 25th of November. However, not much debate is expected in the Senate as the Government is rushing to conclude the budget before the end of the year.

There are fears that the recent surge in new coronavirus infections may result in the country being put under lockdown.

The Ministry of Health and Child Care announced 4 996 new coronavirus cases on 8 November. New cases rose to 5 189 on 9 November, and on the 10th of November, 6 181 new cases were recorded.

Smoking shisha a potential Tuberculosis super spreader

Smoking shisha a potential Tuberculosis super spreader. Shisha smoking is increasingly becoming popular in Zimbabwe around some of the popular joints where multiple smokers take turns puffing on the pipes.

The smoking of shisha could increase the risk of one being infected with Tuberculosis (TB) as the hookah pipe is shared among a group of smokers at any given time, a local TB expert has warned.

However, hygiene etiquette is given scant regard, with shisha sessions often going for hours in bars and lounges. This means users are exposed to a higher volume of harmful bacteria and susceptible to infections.

Often, shisha is smoked in large groups, rather than as individuals and as people share mouthpieces, various commensal and pathogenic organisms may be transmitted between the smokers through saliva.

The Ministry of Health and Child Care (MoHCC) National TB Program Manager Dr Charles Sandy said though there was no available data to quantify the extent to which smoking Shisha spreads TB, the practice increases the risk of TB transmission in the country.

Dr Sandy was speaking during a Stop TB partnership Social media campaign launch in Kadoma recently. He said:

On Shisha, we don’t have any data to say this is the amount of TB you get but I think with COVID-19 we know what’s happening with COVID.

Common sense is there that you actually increase your risk of infection by sharing the same air with somebody who is infected but we don’t have any data as yet that we can refer to and say according to this study by so and so.

Dr Sandy added that men were at greater risk of developing TB due to the high-risk behaviours they engage in.

Chelsea beat Leeds United in a dramatic 3 – 2 win

Chelsea beat Leeds United in a dramatic 3 – 2 win. Jorginho’s stoppage-time penalty ensured Chelsea avoided conceding further ground in the Premier League title race with a dramatic victory over Leeds United at Stamford Bridge.

Teenager Joe Gelhardt, brought on as an 81st-minute substitute, appeared to have earned a late point for Leeds with his first touch – the 19-year-old sliding in to send Tyler Roberts’ low cross past Edouard Mendy.

In a hugely entertaining encounter featuring three converted penalties, Raphinha put the visitors ahead with the game’s first spot-kick after 28 minutes following Marcos Alonso’s mistimed challenge on Daniel James.

But Chelsea, knocked off top spot in the table following their 3-2 defeat by West Ham last weekend, fought back as Mason Mount met Alonso’s low cross with a first-time finish to restore parity before the interval.

Chelsea were awarded a penalty of their own before the hour mark after referee Chris Kavanagh reviewed Raphinha’s sliding challenge on Antonio Rudiger, allowing Jorginho to complete the turnaround.

Despite Gelhardt’s heroics, it was Jorginho who had the final say with another confident penalty after Mateusz Klich brought down Rudiger to deliver a victory that ensures third-placed Chelsea remain two points behind the leaders Manchester City.

Champions City beat Wolves 1-0 earlier on Saturday, while Liverpool, in second, defeated Aston Villa by the same scoreline.

Liverpool beat Steven Gerrard’s Aston Villa 1 – 0

Liverpool beat Steven Gerrard’s Aston Villa 1 – 0. Former Liverpool captain Gerrard was, predictably, given a rapturous reception after playing 710 games and scoring 186 goals for the club while winning the Champions League, FA Cup, Uefa Cup and League Cup.

Aston Villa manager Steven Gerrard made a losing return to Anfield as Liverpool continued their pursuit of Premier League leaders Manchester City with a hard-earned victory.

Gerrard’s response to the adulation was low-key as his Villa side, who had won three of his first four games in charge since arriving from Rangers, set about making life difficult for Liverpool and frustrating the Kop.

Villa achieved their aim, aided by fine saves from keeper Emi Martinez, until they were finally undone in the 67th minute when Tyrone Mings bundled Mohamed Salah to the ground, the Egyptian scoring the spot-kick in emphatic fashion, the win leaving Liverpool in second place a point behind Manchester City.

Substitute Danny Ings almost took advantage of a late mix-up between Liverpool keeper Alisson and Joel Matip which left Villa fans demanding a penalty in vain, but Jurgen Klopp’s side closed out the win.

Gerrard suffered Anfield disappointment
Gerrard made it clear he wanted points not sentiment on his emotional Anfield return and his body language from the start made that very plain.

He walked out on to turf he graced for so long to a predictable reaction but his first move was to illustrate exactly where his loyalties lay, applauding Villa’s fans warmly before giving a polite wave in the direction of the Kop.

And his Villa side, while short on attacking ideas, made Liverpool work relentlessly for any rewards, defending with resilience and assisted by a top-class keeper in Martinez before Mings allowed Salah the one moment he needed to escape before he brought him down.

Martinez went the right way but there were no stopping Salah’s penalty as Anfield roared its relief.

Villa then started pushing and Ings almost wrote another Anfield old boy story line when he just failed to take advantage of that Liverpool defensive mix-up in the closing minutes.

Gerrard will be disappointed his side could not maintain the defensive discipline that kept Liverpool at arm’s length for so long. Villa also struggled to create any attacking impetus until it was too late, when they briefly threatened to snatch an unlikely point.

He will be satisfied, however, with many aspects of Villa’s performance. It was not the winning Anfield return he wanted but his impact can be seen already and he has raw materials to work with.

Arsenal thump Southampton 3 – 0

Arsenal thump Southampton 3 – 0. Arsenal boosted their Champions League qualification hopes as they cruised past Southampton at the Emirates Stadium despite captain Pierre-Emerick Aubameyang being dropped from the squad.

Stand-in skipper Alexandre Lacazette opened the scoring for the Gunners in the 21st minute, finishing off a superb 16-pass team move. And Martin Odegaard doubled the lead six minutes later, heading home from close range.

Arsenal dominated throughout and added a third after 62 minutes with defender Gabriel nodding in a Gabriel Martinelli corner.

The Gunners jump up to fifth in the Premier League table, one point off the top four, while Southampton stay 16th.

No Aubameyang? No problem
All the pre-match talk was around Aubameyang, with Arsenal manager Mikel Arteta saying the striker was missing out “due to a disciplinary breach”.

“I think we have been very consistent, that we have certain non-negotiables in the team that we have set ourselves as a club,” Arteta added.

It is not the first time the Spaniard has dropped Aubameyang for disciplinary reasons. In March, the Gabon international missed a win over rivals Tottenham for a “breach of pre-match protocol”.

But after a slow start, pre-match incidents were soon forgotten as Lacazette converted Bukayo Saka’s cross, completing a team move that started with keeper Aaron Ramsdale.

And minutes later Arsenal grabbed a second with Odegaard meeting Kieran Tierney’s header to score a third goal in as many matches. Arsenal’s dominance continued after the break with Gabriel scoring moments after he had had a goal chalked off for offside.

Martinelli then curled a strike against the post midway through the second half, with Saka also striking the woodwork and Takehiro Tomiyasu forcing a fine stop from keeper Willy Caballero. The hosts continued to impress in the closing stages, winning in style to end a run of back-to-back defeats.

Saints give debut to 40-year-old Caballero
With Saints keeper Alex McCarthy out with a thigh injury and deputy Fraser Forster also missing, Ralph Hasenhuttl handed a debut to emergency signing Caballero.

His first call to action was to pick the ball out of his net, with Southampton second-best for much of the 90 minutes. At the other end, the visitors were limited to shots from range with Arsenal stopper Ramsdale making a number of routine saves.

The result means Southampton are now winless in 23 Premier League matches at Arsenal, the longest by any club away from home in the competition’s history. The St Mary’s outfit have failed to win in each of their past five matches and sit just six points above the relegation zone.

Any point against Arsenal was always going to be seen as a bonus. Attention now turns to winnable games to come against Crystal Palace and Brentford in the next fortnight.

Cristiano Ronaldo scored as Man United beat Norwich 1 – 0

Ronaldo scored as Man United beat Norwich 1 – 0. Cristiano Ronaldo’s penalty earned Manchester United a narrow victory over Norwich to maintain Ralf Rangnick’s unbeaten start as interim manager.

Ronaldo sent Tim Krul the wrong way on 75 minutes after the Portuguese had been hauled down by Max Aarons on the edge of the six-yard box.

The Red Devils had offered little attacking threat before then, though Alex Telles hit the bar with a deflected free-kick during the first half.

They also had David de Gea to thank for two fine stops to deny Teemu Pukki and Ozan Kabak as Norwich put in a spirited display.

The win moves Manchester United above Arsenal and Tottenham into fifth place. Norwich stay bottom on goal difference, three points from safety.

Ronaldo rescues United
After making made a raft of changes for the midweek Champions League draw with Young Boys, Ralf Rangnick restored the XI that beat Crystal Palace in his first game in charge last weekend.

But despite having a full week to prepare, United looked sluggish and rarely threatened against a side who have conceded more goals than any other in the Premier League this season.

Ronaldo had to wait until the 38th minute to get his first sight of goal, running on to Scott McTominay’s pass before cutting inside and curling in a left-foot shot that was palmed away by Krul.

United faded further in the second half but, like against Palace, managed to find a way, with Ronaldo emphatically dispatching the match-winning spot-kick after Aarons had dragged him down while attempting to meet a right-wing cross.

De Gea also maintained his fine form this season, diving full stretch to tip a fizzing Pukki drive over the bar before clawing away Kabak’s goalbound header late on.

It means the Red Devils have kept successive Premier League clean sheets for the first time since a run of four from February to March 2021, and have won three consecutive league games for only the second time this season.

There is also a bit of history for Rangnick, who became the second Manchester United manager to register a clean sheet in his first two league games in charge after Ernest Mangnall in 1903.

More to follow.

Java Foods exports noodles to Zimbabwe and Malawi

A leading Zambian food processor has penetrated the regional markets after successfully exporting its noodles to Zimbabwe and Malawi.

Java Foods Limited are manufacturers of “eeZee noodles” which have been on Zimbabwean shop shelves since November 2020.

In an interview in Lusaka, Zambia, with Lusaka Times, Java Foods founder and chief executive officer Monica Musonda disclosed that sales volumes of its famous ‘eeZee noodles’ brand are already hitting one million packets. She said:

Java Foods business strategy and rollout in Zambia was influenced by a number of factors.

Firstly, Zambia is self-sufficient in wheat, yet locally we use wheat only for bread and confectionery.

So there was an opportunity to introduce new products using wheat.

Secondly, a young (youthful) urban population and changing consumption patterns meant more people were looking for convenience ready-to-eat, affordable meals.

We started off in Zimbabwe in November 2020 and Java Foods signed a distribution agreement with Tulips Distribution Limited.

The product has done very well; consumer demand has grown and we have sold almost a million packets into that market.

The Zimbabwean consumer is quite progressive, willing to try new products.

Noodles have been in that market for some time now but it does seem that they like eeZee Noodles because of its high quality and our greatly localized taste and flavour.

She explained how Java has successfully pushed into regional markets such as Zimbabwe and Malawi. Said Musonda:

Primarily because we cannot create Java Foods in every country around us, you have to really work through partnerships with people who already distribute products in their local market.

And it’s important to work through partnerships because your local partner understands how people buy products, what influences them to buy products, and they have relationships with retailers, wholesalers, and so forth.

Musonda said distribution costs are lower and corporate partners can import Java Foods products without paying customs duty. She added:

We are just about to introduce ‘Supa Cereal’ (our fortified instant maize soya porridge) into Zimbabwe. Since the COVID-19 pandemic hit, we do find that our consumers are now looking at nutritious foods to enhance immune systems; eat right to keep healthy.

So Supa Cereal is a product of choice. But we feel that by the end of the year, you will be able to find both products in both countries.

A Bulawayo man has been arrested for distributing p0rn0graphic images on WhatsApp of a man and a woman in a compromising position.

Sydney Ndhlukula (63) becomes one of the first individuals likely to be charged under the Cyber Security and Data Protection Act.

The Cyber Security and Data Protection Bill was recently signed into law by President Emmerson Mnangagwa after it passed through both the National Assembly and Senate.

Zimbabwe Republic Police (ZRP) spokesperson for Bulawayo Province Inspector Abednico Ncube confirmed the case was under investigation. He said:

The matter in question is under investigation and the investigating officers are almost done with it.

They are still working out the exact charges and as soon as this is done, the suspect will be brought before the courts.

Ndhlukula was first picked by police on Tuesday after a complaint was filed by his neighbour, Rose Dube.

He was interviewed again by the police on Friday and a docket has since been opened against him.

Speaking to The Sunday News at her home last Friday, Dube said Ndhlukula sent her a picture of a couple being intimate. She said:

Last week Ndhlukula sent me a picture showing two people having s.e.xual intercourse.

Initially, I thought he was joking but after a few more chats, I realised that he was actually seriously thinking it was indeed me in the picture.

I then told him that it wasn’t me but he went on to forward the picture to many groups.

I personally know of several people who have in-boxed me telling me about the picture and how he has been telling people it was me in it.

Even after I told him that it wasn’t me in the picture, he went to create a photo collage with the real pictures of me and added the one with the n@ked woman also and distributed it among several people some of whom I know.

I even asked him what his wife would think of me if she saw the pictures but he didn’t seem to care.

Dube accused Ndhlukula of ruining her life as she can no longer freely move around the neighbourhood saying she has lost the respect of her children and neighbours. She said:

I now understand what makes people consider suicide.

Motorists urged to be calm over petrol shortages

The Government has assured the nation that fuel availability across the country is set to improve beginning this Sunday.

Energy and Power Development secretary Gloria Magombo revealed that the intermittent petrol shortages experienced in the country last week were caused by a two-week shutdown of the fuel terminal at the port of Beira in Mozambique.

The scheduled maintenance work at Beira was completed on 3 December and Zimbabwe started receiving petrol at Feruka on 8 December. Said Magombo:

We had logistical problems related to the supply of petrol after internal country stocks were depleted following the two-week shutdown of the fuel terminal in Beira.

The work included final repairs to the jetty after it was damaged by Cyclone Idai.

The work was completed on December 3 and the ship with petrol destined for Zimbabwe finally berthed and pumping started on December 4.

We started receiving the product at Feruka on December 8.

Magombo said there was no need for motorists to panic as there is enough fuel in the country to meet demand. She said:

Fuel companies were urged to pick up the product from Mutare and this started yesterday (Friday) with over 800 000 litres of petrol being picked yesterday, while almost 2 million litres of petrol is expected to be loaded today (yesterday).

We expect petrol in the pipeline (between Feruka and Msasa) to get to Harare in a day’s time after pumping all the diesel which was in the pipeline.

Motorists should not panic, we have enough fuel products in the country to meet demand.

She said Feruka and Msasa depots are currently operating 24-hour shifts.

Communities have final say on mining projects, says ED

President Emmerson Mnangagwa said the Government will not allow mining companies to displace communities from their ancestral lands and mining operations can only go ahead when those communities agree.

Mnangagwa said this while addressing ZANU PF supporters during a rally at Chidodo Primary School in Uzumba, Mashonaland East Province on Saturday.

The President said Zimbabwe welcomes foreign investment but the country should set the rules of engagement. He said:

We do not want people who come to do mining in an area and disrupt people’s ways of life.

Communities come first and that should be respected. No mining should happen unless the people and their community leaders agree.

If the community says a project cannot go on, that should be final.

I heard that there were people who wanted to do mining on school premises. That is unacceptable.

I told the Minister of State for Provincial Affairs and Devolution (for Mashonaland East, Apollonia Munzverengwi), that all those who try and impose their projects on communities should be reported.

However, multiple reports allege that foreign-owned mining companies, especially Chinese-owned, have been polluting rivers and destroying the environment while ignoring concerns raised by locals.

In Dinde, Hwange, a coal-mining company, Beifa Investments (Pvt) Ltd, allegedly desecrated graves and is pushing local people off their ancestral land. The company denies the accusations.

Dinde Residents Association (DRA) deputy chairperson Never Tshuma was arrested on charges of inciting public violence after leading villagers in a protest against the coal mining venture by Beifa Investments.

Professor Madhuku: Impounding Nelson Chamisa’s US$120 000 vehicle would be an abuse of power

$
0
0

An initiative by MDC Alliance supporters to raise US$120 000 to buy a bullet-proof vehicle for their leader Nelson Chamisa has seemingly angered ZANU PF.

After the fundraising initiative exceeded the target last week, ZANU PF sympathizers, among them Information secretary Ndavaningi Mangwana suggested that the crowdfunding violated the Political Parties Finance Act.

The law bans Zimbabwean political parties from receiving external funding.

However, a legal expert, Professor Lovemore Madhuku told The Standard that there was nothing wrong with the fundraising by the MDC Alliance supporters and any attempt to seize the vehicle will be illegal and an abuse of power. Said Madhuku:

There is nothing wrong with party supporters coming together to buy their leader anything.

These are ordinary people who can come together and buy their leader a vehicle. They are not foreigners and this is not foreign funding.

It is not prohibited under the said Act and it will also be evil if anyone prohibits that initiative by the supporters.

It’s like when you are on a campaign trail and someone wants to cook for you or provide transport for you, it is not prohibited and cannot be prohibited by the Political Party Finances Act or any other law.

There is nowhere they can impound this. It will be an abuse of power and very illegal.

There is no provision that allows that. When a vehicle comes, as long as it pays duty and all those other things, they cannot do anything.

Another legal expert, Bulawayo-based Nqobani Sithole, said as long as the vehicle was declared and was transported legally into the country and duty was paid for it, then there would be no justification to impound it. Said, Sithole:

The mischief of the Political Parties Finance Act is to avoid clandestine donations.

However, if it is declared, and there is no violation of any law, for example, the Foreign Exchange and Money Laundering Act, then that kind of donation will be above board.

The law provides for this, but that can be an exception as long as it is declared. At the end of the day, whatever resources parties get should be made clear.

There should not be any clandestine dealings, and sources of finance should be known by the regulating authorities.

Posting on Twitter, Mangwana suggested that there was reasonable justification to confiscate Chamisa’s vehicle as happened with the late MDC founding president Morgan Tsvangirai’s BMW X5 which was impounded by the police in Lupane in 2008.

Meanwhile, MDC Alliance secretary-general Chalton Hwende said the party was pushing for the release of Tsvangirai’s vehicle in Lupane and other MDC vehicles being kept in Gweru.

In-laws, and mother in-laws in particular, have been synonymous with ill-treating their son’s wives for centuries, but actress Linda Mtoba has made it clear her husband’s mama is not to be painted with the same brush because she has become her second mom for real.

Taking to her social media to count her blessings, Linda recently gave fans a sneak peek into her relationship with her mother in-law.

The actress said her husband’s parents were in Italy and, as per family tradition, they were shopping for their family back home. Linda said her mother in-law was on a mission to bring her “real French lingerie”, a gesture she felt was too sweet for words.
My in-laws are truly my second family. Mom and dad are in Italy busy shopping for us and mom has given herself the task of always coming back with “real” French lingerie. So she video calls me from the shop — sales assistant are always confused,” she shared before adding a screenshot of their WhatsApp conversations.
While Linda has certain parts of her life she has elected to keep private — including her husband’s face — she often shares other parts of her life, like personal growth or being the mother to baby Bean.
Linda recently celebrated turning 30 and the actress has made an occasion of it with multiple photoshoots and parties.

The many parties included a dinner party themed “The Last Supper”, a weekend of club hopping, a 1990s baby-themed party and photoshoots.

Award-winning actor Israel Matseke-Zulu, who played Don in Mzansi Magic’s popular telenovela Gomora, has had his leg amputated.

Matseke-Zulu, pictured, has been open about his struggle with gangrene, which led him to ask to exit the award-winning telenovela because of his health as he was struggling to get around on set.

The actor confirmed that he was recuperating after the operation on his right leg. Last month, in a statement issued by his management company Orange and Ice Management, the Yizo Yizo star said the gangrene “had rendered him semi-crippled”.

A source said he had the operation at a Sandton hospital about two weeks ago.

Interestingly, Gomora has paid a subtle but moving tribute to Matseke-zulu in its storyline with Teddy (Sicelo Buthelezi), who plays his son in the TV drama, polishing his shoes as a way of dealing with his grief.

Another mole revealed that the producers were toying with the idea of bringing his character back next year, as soon as he makes full recovery.

“Without a doubt, the man is a legend and Gomora needs him,” said the source. “He has the full and unwavering support of his family and friends.”

Amanda du-Pont to allegedly meet with Jub Jub

The looming legal showdown between media personalities Amanda du-Pont and Molemo “Jub Jub” Maarohanye is set to take a dramatic turn this week.

Sources close to the case have alleged that Du-Pont and Jub Jub are scheduled to have a meeting through their legal representatives tomorrow to clear the air and discuss a way of settling accusations levelled against each other without going to court.

The sources also revealed that Jub Jub had enlisted the services of top legal mind Advocate Barry Roux to oversee his interests in the matter.

A week ago, Du-Pont accused Jub Jub of raping her for two years more than a decade ago.

This followed Jub Jub’s appearance as a guest on YouTube channel Podcast and Chill with Macgyver “MacG” Mukwevho, when he said he was in a relationship with Du-Pont and described their s.e.xual relations as “smashing”.

The pair released statements saying they would open cases against each other, but have not yet done so.

A source close to the issue also said that Du-Pont and Maarohanye had agreed to have a meeting to discuss the matter out of court.

The source said:
Jub Jub’s lawyer has sent a letter to Amanda’s legal team saying that she must stop posting anything about him. He also said they must meet and see if they can’t settle this matter without going to court.

The source also indicated that Maarohanye had hired Roux as his attorney after he could not secure the services of top lawyer Dali Mpofu.

“Yes, I am his lawyer, but we as lawyers don’t usually give comments because I would not know what to say. I would probably say stupid things,” said Roux yesterday.

The source said: “He was told that Dali is dealing with many other cases … Barry is a perfect fit because he will want to get to the details of how true the allegations are and he will go for the accusers individually if the matter heads to court.

“Things were revealed, including allegations that Amanda visited Jub Jub in prison more than five times. So, to avoid a lengthy and dramatic interrogation in a public court of law, it will be in everyone’s interest to have this meeting.”Another source revealed that, if the talks break down, Maarohanye plans to pursue a civil case against the Skeem Saam actress.

“He suffered loss of income from Moja Love, [which is] his sole source of survival as one of their top show presenters,” the source said.

Another source said: “Other people who are involved just want the matter dealt with and feel that the legal showdown will make matters worse.

“I am aware of people attending private meetings. The lawyer is overseeing the case, as far as I know.”

Maarohanye family spokesperson Andile Ngcobo declined to comment on the developments.

“I can’t say we have moved backwards or moved forwards on the matter. I am not aware of any communication,” he said.

Du-Pont’s lawyer, Tony Mathe, said they would be able to make statements on any new developments today.

Mathe said:
We will have an update by Sunday. It is going to be very interesting from next week.

He declined to confirm or deny knowledge of a scheduled meeting between Du-Pont and Maarohanye.

“I can’t confirm any meeting. I won’t comment about that meeting. I can’t say anything at the moment,” he said.

The Uyajola 9/9 host was suspended from Moja Love after his utterances on Podcast and Chill with MacG led to various women taking to their social media accounts to air allegations of rape against him.

Four women, including Du-Pont, government spokesperson Masechaba Khumalo and songwriter Bonokuhle Nkala, accused the presenter of having raped them.
