Angry villagers burn down businessman’s shop after he ordered woman’s Head for ritual purposes

Following reports that a Karoi businessman identified as Giant allegedly sent a 20-year-old man to behead his sister in exchange for $4000, local residents allegedly ran riot last night and destroyed his shop.

The businessman allegedly asked for the head for ritual purposes, and had to be rescued by the police on Friday last week as villagers bayed for his blood and demanded that he meet the same end as the deceased 40-year old woman.

Karoi businessman

It is alleged that the 20-year-old suspect, whose name is being withheld as investigations continue, took advantage of the absence of other family members who had gone to a prayer meeting. The young man allegedly entered his sister’s bedroom and decapitated her. He reportedly placed the head in a satchel and went to Zvipani Business Centre and left it in a Toyota Camry believed to be owned by the businessman.

When their mother returned from church, she discovered her daughter’s headless body in a pool of blood. The suspected killer joined other mourners at the homestead but bloodstains on his clothing raised suspicions. He reportedly claimed the stains were a result of a fist-fight with his brother.

Chivayo marriage splits family there is bad blood between them

Businessman and socialite Wicknell Chivayo’s marriage to Harare-based Sonja Madzikanda has not been welcomed by some members of his family, it can be revealed.

If his sister, Moe’s words are anything to go by, there is bad blood between them and the new sister-in-law whose marriage has created the rift in the family.

And Moe was not present at her brother’s marriage ceremony this past weekend.

In several Facebook comments, Moe — who is based in the United States of America — lashed out at Chivayo’s decision to marry Madzikanda, saying she now “resented” him.

“Considering none of his six sisters are attending this circus (the sisters whose names she can’t memorise because they are too many) . . . I suggest some of you can go and represent coz pressure yacho ma1 and misquoting people . . . This story is becoming boring, don’t you think?

“That’s why less people are showing interest. Hopefully now that they are gonna get married, we can stop hearing daily that they had eaten sadza with what meat,” Moe said in one of the posts.

In another post she wrote: “ Hesi mhani KingYaya and QueenWicknell happily ever after till money do them part when the king finds out Queen is a comic book millionaire and owes more than he owns. Good night send us pictures of the $50k that they said he was going to pay, I want to see it.”

Moe went on to destroy Chivayo’s bank cards, which she kept with her in America running her brother’s errands

It also turns out that Madzikanda has also been bad-mouthing Chivayo’s sisters and mother, with Moe blaming Chivayo for telling his new wife about his family.

Sir-Wicknell-with-fiancee

Wicknell should just have left me beefing with his girl. He should have never insulted the whole family on social media over a girl apa he was lying futi.

“That’s what made me resent him coz if he can lie like that about his family pane vanhu I wonder what he says behind closed doors, so spare me the lectures I’m never saying sorry to anyone. Not to him or his girlfriend, wife or concubine or whatever she is. Case closed,” she wrote.

Word on the street is that Chivayo paid about $17 000 to the Madzikanda family.

In his response, Chivayo said his sister was foolish to think he will ditch his wife because the sister said his wife was scruffy.

“Listen if she (Moe) doesn’t appreciate me, and doesn’t respect my choice then it’s not my fault, she’s my sister, she is my baby, that’s my last born, but if she’s stupid enough to go on social media and display my business and fight the girl that I’m intimate with, that I sleep in the same bed with, that makes me scream all night then she’s stupid because she can’t win that battle,” Chivayo said in a live video on social media recently.

“Because the girl will just come in my bed and say I don’t like your sister and I will say for real my sister is foolish. If she says I want you to delete her number, I will delete it, or if I hear you talking to her I will dump you,’ we are men, we are fools and she’s a bully in bed, when you lie in bed you’re told this and that and you will say sorry over and over again, we are men, we are weak.

“And if she (sister) thinks she can control me over someone I sleep with, she is a fool, she’s stupid, these are matters of the heart, I will take my girl any day. She will realise it later in life that she misses me.

“She’s stupid, she misses me very quickly, if I go to America right now, and if I don’t get to see her she will cry for a month, or my brother came to America and didn’t see me, she will cry. She’s being childish.

“For her to get known it’s because of me because she says she’s Wicknell’s sister.

I asked her why she would want to fight with my girlfriend ‘do you want me to marry her?’ Don’t forget the bedroom power, that whole blood is thicker than water is nothing

Mujuru apologises for stealing future of Zimbabweans

FORMER Vice-President Joice Mujuru, ousted from Zanu-PF three years ago, has again apologised for the 30 years she spent in her former party.

Mujuru, now leader of National People’s Party (NPP), said it was time to apologise for stealing the future of Zimbabweans, through rigged elections and corruption.

“The youth are saying to us that jobs disappeared under our watch, some say Mai Mujuru, you erred during your days in Zanu-PF, we should be able to take responsibility and, yes, we erred, but now we are taking a direction for the better,” she said.

“But some don’t want to take that responsibility that indeed we erred, we stole your quality time, we stole your jobs, we stole your opportunities, maybe to travel this whole world, we stole it because we left you poor we are sorry.”

Mujuru also admitted that Zanu-PF stole elections in 2013 and she was embarrassed to have been with the party for all those years when it perpetrated electoral fraud.

Joice-Mujuru

How can I deny that Zanu-PF stole the 2013 general elections with the fraud exposed in Chiwundura by-elections by ERC (Electoral Resource Centre) and Zesn (Zimbabwe Elections Support Network)?

“It has exposed how Zanu-PF stole elections, in just one constituency, there are 2 000 voters, who are dubious, either using the same ID number and different names, multiply that with 210 constituencies, you get 420 000, if they say you won an election with 420 000 votes, you will be a legitimate leader.

“(Sydney) Sekeramayi in Marondera came to Parliament after winning by just 15 votes, I am ashamed to have been part of this fraud.”

Admitting for the first time that Israeli firm, Nikuv tinkered with the 2013 voters’ roll to give Zanu-PF an upper hand, Mujuru said observers should just withdraw the free and fair tag on Zimbabwean elections.

“Those in Zanu-PF or observers, who once said elections in Zimbabwe are free and fair, must have egg on their faces after the Chiwundura polls. I call on them to just withdraw those words and come out clean to just say ‘look we were being fooled all along, the elections in Zimbabwe are not free and fair’,” she said.

Mujuru was speaking after signing an electoral alliance with Democratic Assembly for Restoration and Empowerment (Dare) president, Gilbert Dzikiti.

Abednigo Ncube warns Ndebele throne claimant

THE Minister of Rural Development, Promotion and Preservation of National Culture and Heritage Abednigo Ncube yesterday described as madness plans by self anointed “Ndebele King” Mr Raphael Khumalo to pull down the national flag.

Minister Ncube, responding to reports of Mr Khumalo’s plans to pull down the national flag on September 12, said the he will face the full wrath of the law should he proceed with his plan.

“If he does that, he is going to be arrested, our Government is a constitutionally elected one and if he goes on with his plan, he will face the full wrath of the law,” said Minister Ncube.

“There is a mental hospital in Bulawayo, I think he should be sent there because what he is proposing is total madness. Let him do it and he will see.”

Mr Khumalo two weeks ago unveiled what he said was the Mthwakazi Kingdom flag which would “replace” the national flag in areas that “fall” under his kingdom, after his coronation on September 12 this year.

This came hard on the heels of yet another move that bordered on treason from the “king”, in which he wrote to President Mugabe demanding keys to the State House in Bulawayo, which he claimed was his official residence.

Minister Ncube said the constitution of the country only recognises traditional leaders in the form of chiefs and there are no provisions for kings.

“There is only one appointing authority in the Republic of Zimbabwe and that is His Excellency President Mugabe, what this Khumalo fellow is trying to do is unconstitutional and we won’t tolerate that,” he said.

“The constitution has no provision for a king but we have chiefs. Those who were dethroned during the colonial era will be reinstalled but we don’t have a provision for a king. On the chiefs, the only appointing authority is President Mugabe.”

Minister Ncube said Zimbabwe is a country that observes law and order and Mr Khumalo would not be allowed to act in contravention of the law.

Abednico-Ncube

Which adult will listen to such madness? He will be ignored by the people as he should,” he said.

“All over the world even in those countries that observe kingdoms, there is no king who owns a flag so the mischief in this person’s actions is very obvious.”

Minister Ncube’s sentiments were echoed by Zanu-PF Matabeleland North provincial chairperson Richard Moyo who said such “lunatic” behaviour was expected towards elections.

“We follow what happened in 1980 when the country got its Independence from Britain. We lowered the Union Jack and hoisted our Zimbabwean flag which we will continue to observe in accordance with our national constitution,” he said.

“As we draw closer to elections we expect such kind of madness but he should not be taken seriously. If he was genuine, he would concern himself with cultural issues and not flags and national politics.”

At the weekend Home Affairs deputy minister Obedingwa Mguni described Mr Khumalo’s plans as treasonous and an affront to Zimbabwe’s founding fathers.

Mr Khumalo, who is on an ill-fated drive to revive the Mthwakazi Kingdom, said the flag would be hoisted in the Midlands Province, parts of Masvingo and the three Matabeleland region provincial areas he said all fall under “his empire.” He told his followers that he would be crowned King Mzilikazi II on September 12, to mark the official restoration of the Mthwakazi Kingdom and its secession from Zimbabwe.

The Mthwakazi flag unveiled by Mr Khumalo at a disguised prayer meeting at the Bulawayo Large City Hall has the colours brown, yellow, white, black and purplish-blue, and a water mark image of Jesus Christ. Mr Khumalo explained that the brown colour represented the land, yellow stood for minerals, white was for peace and black for the black people in his “Kingdom” while the purplish-blue colour represented royalty. The water mark image of Jesus Christ, he said, resembled his kingdom’s Christian foundations.

Until recently, Mr Khumalo had been using Tshuma as his surname, something that has raised questions over the credibility of his claim to the Khumalo bloodline. In fact, traditionalists and descendants of the Khumalo royal family have dismissed him as a fraud.

His treasonous antics have also drawn annoyance from the Mthwakazi KaMzilikazi Cultural Society, an organisation that promotes Ndebele culture and is made up of members of the royal family. The society feels that Mr Khumalo is dragging the name of the royal family through the mud with his antics despite the fact that there are doubts of him being part of the Khumalos.

Producer bashes pregnant actress

A LOVE affair between an actress Fatima Makunganya and ZBC TV series “Outrage” producer Admire Maramba has ended prematurely after the two were involved in a nasty break up.

Fatima is also part of the crew behind the making of Outrage and a former Wenera actress who starred as Tanya.

The duo’s love affair turned sour when the pregnant actress received a text message from her friend (name withheld) who dreamt of her late husband saying she was still bound to him (the late husband).

“I only received a text from my friend saying she dreamt of my ex-husband (late) and it seemed his soul is not at peace with me dating another guy.

“She explained the dream to me in the text message and the way it read meant something was wrong according to her and she advised me to pray so that my new marriage lives on.

“When Admire saw the text, he felt jealous and started behaving strangely and attacked me.

“He pummelled me before hitting me with a chair, and belt all over my body leaving me with bruises despite the fact that I am pregnant with his baby,” she said.

She added:

“He has always been a violent man and even his family members are aware of this.

“They warned me saying he separated with his ex-wife because of the same violent nature.

“He also told me that he is well connected and the story will not be published so I was afraid to come here

Pregnant wife

Fatima said the two have been cohabiting since the beginning of the year.

“We started staying together as husband and wife in January. He is insecure and he doesn’t allow me to talk to people or even greet them.

“I am an actress; people have been watching me on TV so they will be greeting me and also trying to talk to me but he is not comfortable.

He also vowed that I will not have this unborn baby and he is threatening me.

“At one point, he threatened me saying he communicates with satanists who are in South Africa so that they can deal with me,” she said.

Fatima also told this publication that Maramba forced her to ditch Wenera where she starred as Tanya so that they could live together.

“Everything was well with me when I was at Wenera but since we were now staying together, he indicated that I should let Wenera go.

“I agreed because I wanted this marriage to last. I feel cheated; he used me to get prominence because I managed to talk to officials at ZBC so that the film is screened.”

Maramba confirmed the shenanigans and said Fatima was possessed by evil spirits.

“I can confirm that I fought with Fatima and unfortunately she was on the losing side.

“She is possessed with evil spirits and I advised her to seek help from either prophets or sangomas for deliverance.

“We had a conflict and she started the fight but in the process I overpowered her and she even damaged property.

“On the issue of pregnancy, I advised her to visit prophets so that the child can be protected because last year she had a stillbirth.

“She is entangled in spiritual attacks. After beating her up, I even went to her parents’ house in Glen Norah but efforts to reconcile were futile as her brothers wanted to beat me up.

“I even surrendered myself to the police but Fatima refused to take advice from the police.”

Fatima was once married to a Hotta Fire Band member.

Fatima and Maramba are the co-producers of Outrage series which is screened on ZTV

MARRIED CHEATS PERISH IN FATAL ACCIDENT DURING JOYRIDE

A bad beginning ‘always’ makes a bad ending,” so goes a wise old saying as married chats were last Friday involved in a fatal accident in Witbank, Mpumalanga, South Africa during one of their trips out of the country.

Chamunorwa Hombe and Shelter Mugauri, 32, whose affair had become an open secret in Chitungwiza’s Zengeza 4 suburb, died after a haulage truck they were travelling in plunged into a gorge. There are two funeral gatherings in the same street (Chisungo Street) with one grouping for Chamunorwa and a stone throw away another for Shelter.

Shelter, who was commonly known as Mai Kimberly in the neighbourhood is said to have told her husband that Chamunorwa was her cousin yet they were in love. Mai Kimberly is said to have left home with their household property to stay at her parents’s house which was closer to her boyfriend’s place while Chamunorwa sent his wife packing so that he could have more time with Mai Kimberly-a mother of three.

cheaters-crushMai Kimberly’s husband Marufu Nhaschi, 34, said he was surprised that Mai Kimberly had died while accompanying her boyfriend to South Africa.

“I was surprised to receive calls from friends and some sympathizers saying that Mai Kimberly had died in the company of her boyfriend. Chamunorwa used to come to our place of residence and I never suspected anything as their parents’ houses are in the same street. People started telling me that the two were having an affair and Mai Kimberly once left home vanakirwa nechikomba,” said Marufu.

Marufu said his in-laws were still to officially tell him of his wife’s demise.

“I am still waiting for them to tell me that Mai Kimberly is no more. I went to her parents’ place and questioned Mai Kimberly’s aunt and mother and they were egg-faced. Imagine a married woman running away from home only to die in the company of a boyfriend. Our eldest child is 12 years old while the youngest is five, the other one is in Grade Six,” said Marufu.

Added Marufu: “Mai Kimberly sold some of our household property and when I got some commission after selling a car and sent the money to her as I continued with my duties as a husband, but only to be surprised to get to hear that she had left while I was away. She left just one blanket and my clothes as she rushed to her boyfriend”.

He said when he tried talking to Mai Kimberly on why she had left home, she told him that he had been cursed not to prosper in life.

“Mai Kimberly told me that I was cursed and would die poor. It is unfortunate that she died first. The curse has been sent ‘back to sender’. Chamunorwa and my wife would travel to Congo, and South Africa. Mai Kimberly’s family could neither confirm nor deny the illicit affair between Shelter and Chamunorwa.

“I can’t confirm their love affair because she didn’t tell us about any relationship. What I only know is that he helped us transporting our goods from South Africa and we used to call him uncle. There were three people in the truck so we can’t say anga ane chikomba.

All three people who were in the truck died and we have no further information. Also, Shelly was no longer staying with Marufu and we don’t want to see him here again. He is just causing confusion and we are mourning the death of our daughter. You can write what you want and we are not at liberty to talk to you. We have nothing to say to you and what I have told you is enough,” said one of Shelter’s close relative.

Chamunorwa’s relative, who spoke on condition of anonymity, said the two were in love. “They were madly in love and Chamu was in a habit of chasing his wife away to have quality time naMai Kimberly. They would tell people that they are related, when in fact they were cheating on their spouses,” said the relative.

The lorry is said to have been side swiped by a Isuzu twin truck and the driver lost control resulting in the lorry overturning killing all three occupants on the spot.

Bad boy Roderick Mutuma Quits Bosso To join Yadah Stars

Bad boy Roderick Mutuma has dumped Highlanders and headed back to the capital to join Yadah Stars FC barely six months after signing for Bosso from Dynamos.

Sources close to the player and Prophetic Healing and Deliverance Ministries run outfit last night said the player penned a $4 000 six-month deal with Prophet Walter Magaya, who immediately transferred the money into the lanky forward’s account and also promised him a monthly salary of $1 000.

“Mutuma is no longer a Highlanders’ player. He has moved to Yadah FC after a largely unhappy six months at the Bulawayo giants over money issues,” said the source.

Highlanders’ chief executive officer Nhlanhla Dube was not reachable for comment last night, but a member of the the club’s executive, who requested anonymity “because abadala (the board) are yet to be told” confirmed that the player had asked to be released.

Roderick Mutuma“The club could not say no to his request. I am sure though that our head of secretariat (Dube) will be able to give you a detailed statement if you get hold of him, but if you fail then most certainly he will do so tomorrow,” said the executive member.

Efforts to get confirmation from Yadah FC officials were fruitless too, with a lady who answered one of their phones saying the relevant persons were attending a church service.

“You should have called earlier, not now because the people you want to talk to are already worshipping as the prophet has a television programme and will not respond to your phone calls. God Bless you,” said the lady.

Nicknamed The Prince, Mutuma becomes one of the few players to ever play for the country’s big three clubs, Highlanders, Caps United and Dynamos.

Students demand expensive flavoured condoms

STUDENTS in tertiary institutions are demanding flavoured condoms as compared to the cheap freely distributed ones, MDC senator for Bulawayo Metropolitan Province Siphiwe Ncube has said.

Debating a report on HIV/Aids in institutions of higher learning in Zimbabwe, Ncube said their visits to several institutions across the country was an eye-opener, as students are fighting to live an expensive life which for most is beyond their means.

“At colleges there are some students who want a high lifestyle that they cannot afford for example having expensive cell phones and hairstyles.

“What also disheartens me is the issue of condoms which they highlighted that there are some condoms that they do not want freely distributed but prefer the expensive flavoured ones,” Ncube said.

expensive flavoured

She said students must learn to live within their means and appreciate the reason they are at school.
“If you really want to behave like a normal human being, you must appreciate your situation and not refuse to use freely given condoms whilst you do not have enough money to buy expensive ones.

“Throughout our tour, we combined all the students and elderly people; we talked to them differently so that they will freely talk on what they want. Some of them highlighted that they want the perfumed condoms.
“As parents, honestly how do you feel when you hear your child saying such things? If we are parliamentarians, it does not mean we are not parents anymore, we are parents and we go out and hear such things from students, it is really disheartening,” she said.

The report comes after Health and Child Care minister David Parirenyatwa recently said his ministry and development partners should look for ways to “to close the tap” of new infections caused by the key populations.

According to the National Aids Council statistics, one of the country’s biggest universities, Midlands State University, with an enrolment of 23 000 is the major driver of the Midlands Province’s high rate of HIV, with cases of Sexually Transmitted Infections shooting from 5 814 to 6 727 in one year.

1, 5 million people are living with HIV in Zimbabwe, with about 790 000 estimated to be women above the age of 15 years.

Ncube said that students must not succumb to peer pressure and indulge in unprotected sexual activities that will destroy their future.

“You would have spent four years at the university or even progress to PhD and at the end of the day you will not be able to use those certificates.

“There is an adage that says when you stay at the same place; you will not be able to learn other things. They say cancer and BP cannot be cured. Some of them will say it is better to have HIV/Aids because it can be cured.
“If someone can have the boldness to say there are some people who are referred to as ‘blessers’ and others say if I engage in sex without a condom I must be paid $50. Why honestly should someone demand $50 that can buy groceries that can fit in two small plastic bags; before the end of the week, that grocery will be used up but you would have destroyed your future?” she said.

During the debate, Ncube also said students are also suffering accommodation problems in all the provinces that they visited.

“When we went to Joshua Mqabuko Nkomo Polytechnic, students were complaining a lot, especially on the issue of accommodation. Even if the accommodation is there, it is not enough to accommodate all of them. Even to the other places that we were touring, it was the same, although with Joshua Mqabuko Nkomo, the problem was a bit too much,” Ncube said.

“But some don’t want to take that responsibility that indeed we erred, we stole your quality time, we stole your jobs, we stole your opportunities, maybe to travel this whole world, we stole it because we left you poor we are sorry.”

MUJURU-FIREDMujuru also admitted that Zanu PF stole elections in 2013 and she was embarrassed to have been with the party for all those years when it perpetrated electoral fraud.

“How can I deny that Zanu PF stole the 2013 general elections with the fraud exposed in Chiwundura by-elections by ERC (Electoral Resource Centre) and Zesn (Zimbabwe Elections Support Network)?

“It has exposed how Zanu PF stole elections, in just one constituency, there are 2 000 voters, who are dubious, either using the same ID number and different names, multiply that with 210 constituencies, you get 420 000, if they say you won an election with 420 000 votes, you will be a legitimate leader.

“(Sydney) Sekeramayi in Marondera came to Parliament after winning by just 15 votes, I am ashamed to have been part of this fraud.”

Admitting for the first time that Israeli firm, Nikuv tinkered with the 2013 voters’ roll to give Zanu PF an upper hand, Mujuru said observers should just withdraw the free and fair tag on Zimbabwean elections.

“Those in Zanu PF or observers, who once said elections in Zimbabwe are free and fair, must have egg on their faces after the Chiwundura polls.

The hard truth – We are behaving like drunk monkeys and ZANU PF is a mafia organisation

The earlier we accept the quintessential fact that ZANU PF is a mafia organisation, the better. Anyone who thinks ZANU PF is a competitor to anyone must be deeply engrossed in kindergarten hallucinations of a bygone era.

As we stare the watershed 2018 elections, let it be clear to all and sundry that ZANU PF does not  compete with anyone. As in the past, they are going to employ all means necessary to ‘win’ the forth coming election, by hook or crook. In fact they have already started.

Unless if something drastic happens and unless we take a resolute stand, ZANU PF will bulldoze its way to ‘victory’, of course, relying on its modus operandi premised on terror and deceit.

Sadly, their path to ‘victory’ will be paved with innocent blood. They will spill blood and they will kill anyone standing in their way. They have already started unleashing their demons of terror, the most recent exhibit being the burning of MDC-T Vice President Engineer Elias Mudzuri’s property last night. Just last week, an MDC-T vehicle was burnt.

What is next? They are going to burn us too. They are going to kill us. They are going to torture us.  They are going to abduct us.

Zimbabweans, we can’t continue doddering nebulously like inebriated monkeys on this dangerous path. Its either we are really going to stand up to ZANU PF’s austerity or we must just allow them to continue scornfully urinating on our heads. And yes, in silence, we must live with the stench and discomfort it comes along with.

After the abduction of my brother, Itai Dzamara, I was at times tempted to think that it was not worth the sacrifice but that is not true. What we can’t do is to fail to honor the sacrifices of individuals like Itai Dzamara, Tonderai Ndira and many others who took a staunch stand against ZANU PF’s morbidity. They were willing to make the necessary sacrifices and the best way to honor them is to retrace their footprints and follow their bold steps.

Dzamara

We must do away with our stupidity and insatiable penchant for trivia which doesn’t mean a bag of sugar. Day in and day out our clueless and myopic opposition parties leaders tear their innerwear in a bid to outmaneuver each other in signing stupid and meaningless MoU’s. That is rubbish. Yes that is rubbish. It stinks.

For as long as we are not going to stay our minds on the prize, let’s forget it and let’s just allow these ZANU PF hoodlums to lead this beautiful nation of ours to its abattoir. We can’t allow this level of mendacity, skulduggery and tomfoolery to persist neither can we afford to have other people sacrifice with even their lives just for a few miscreants to play with our lives while masquerading to be leading us against evil ZANU PF.

All opposition political leaders must quickly shape up or ship out. We are sick and tired of the buffoonery they are exhibiting. As young people, we respect them and we want to work together with them to dismantle this gang of terrorists called ZANU PF but their childish games are not getting us anywhere. They (we) must all unite and deal with ZANU PF.

I shudder to project becoming or any young person fighting for a better Zimbabwe becoming another Itai Dzamara or a Tonderai Ndira while some old men and women behave like drunk monkeys.

For what????

These games have to stop now. This stupidity has to stop now. We can’t take it anymore. We can, we will and we must decapitate the monster but we must be serious or else we shall all die for nothing.

God forbid, but if ever we fail to cross over into a better Zimbabwe in our lifetime, shame on us. Shame on these men and women with poverty stricken egos who are purportedly presiding over the transition to a better Zimbabwe but in the actual fact aiding and sustaining the dictatorship by their mendacity and stupidity.

President stresses ZANU PF unity ahead of polls

Zanu-PF should start preparing for next year’s harmonised elections and all party structures must unite ahead of the polls, President Mugabe said. The call comes as the party’s Politburo reversed the recent removal of Cde Charles Tawengwa as acting chairman of Harare Province. Cde Tawengwa was kicked out by the Provincial Coordinating Committee and was replaced by Cde Justice Zvandasara.

Cde Chombo said in his opening remarks, President Mugabe said party members should be educated about the new Biometric Voter Registration system and the polling station-based voting systems.

“Speaking about 2018 elections, the President stated that preparations should start now in earnest,” he said. “This, he emphasised, should start with the party being united and by organising its members to register as voters. Members need to be educated on the new Biometric Voter Registration and polling station-based polling systems.”

Commenting on the removal of Cde Tawengwa Cde Chombo said: “It was just by way of information that exercise was a nullity and that (Cde) Zvandasara and team should vacate the premises as soon as possible. We want order in the party and we do not want lawlessness at all. All other provinces should be guided accordingly.”

Cde Chombo said the President spoke highly about the bumper harvest that the country got this year as a result of good planning coupled with good rains.

He said President Mugabe said the country might consider exporting surplus maize.

“He informed members that the meeting was taking place against a background of a bumper maize harvest,” he said.

“This indeed is a marvel considering that the country was importing maize over a few seasons. A well-planned agricultural season coupled with good rainfall has been the winning formula that the country has been looking for. The President then spoke on the need to make sure that the maize silos and other storage facilities were ready for the bumper harvest.

“He stated that while there was a need to create a grain reserve, the Government may need to consider selling excess maize to other countries. In the same light, there was need to start planning now for the 2017-2018 agricultural season. His Excellency emphasised that timeous planning and preparation would lead to a successful 2017-2018 season yet again.”

Cde Chombo continued: “Secretary for Youth League Cde (Kudzanayi) Chipanga informed the Politburo that the next Presidential Youth Interface would take place on 21 July 2017 in Lupane, Matabeleland North province. Preparations are now at a very advanced stage and come Friday the province will be ready to host this historic meeting. The Secretary for Administration Cde Chombo reported that the US$1 million donated by the President to the African Union was well re- ceived.

“This gesture has set an example for member countries of the AU that indeed Africans were capable of doing things on their own without begging from the West.”

Cde Chombo said National Commissar Cde Kasukuwere gave a report on the recent Chiwundura by-elections where Zanu-PF candidate Cde Brown Ndlovu won with 9 426 votes.

He said Cde Kasukuwere informed the Politburo that preparations for the 17th National People’s Conference set for Gwanda were already under- way.

“The commissar concluded his report by stating that Afrobarometer, a respected African pollster, has predicted that if elections were held any time soon Zanu-PF will win. This he stated had sent tremors in the trenches of opposition political parties,” said Cde Chombo.

He said Cde Kasukuwere’s fate was still being attended to by the Presidium after he was rejected by nine of the party’s 10 provinces for plotting to topple President Mugabe, among other charges.

Government New rules for Grade One admission

Government has announced that pupils who do not attend Early Childhood Development (ECD) classes at registered institutions will no longer be able to proceed to Grade One and this new system comes into effect next year. The move is in response to the mushrooming of unregistered child day care centres across cities and towns. Speaking at Mpumelelo Primary School in Mpopoma after awarding the school the Secretary’s Merit Award for 2017, Secretary for Primary and Secondary Education Dr Sylvia Utete-Masango said all parents who enrolled their children at unregistered centres were wasting time.

Dr Utete-Masango said: “Because so many parents have turned out here today, I want to say this very clearly so that those who did not know will no longer use ‘I did not know’ as an excuse. Do not take your children to bogus ECD centres. These ones that have sprouted around cities that are not registered are causing problems. They are so cunning and inviting and purport to be elitist and uphold so called high standards like being English speaking only institutions. Be warned!

Children will not proceed to grade one. They will need to go to a conventional institution and start from the beginning, at ECD like everybody else. Imagine your child at seven or eight joining four-year olds in the ECD A class because of their parents’ decision,” she said.

She applauded the parents at the school for supporting activities by their attendance. “I am glad that the parents here came in their numbers to support their children, unlike what I saw in other schools where you could barely see a parent in attendance,” she said.

The Perm Sec advised school heads and development committees to prioritise infrastructure development for ECD pupils, which she said was yet to reach the required standards at most schools around the country.

“Put your priorities right. There should be proper infrastructure in all schools, especially for our ECD pupils. Pupils are learning in makeshift classrooms yet schools are busy purchasing buses, which cost around $200 000. Yes, it is true, we have seen it happening, not once,” said Dr Utete-Masango.

Mpumelelo Primary School opened its doors in 1961 with 7 teachers and 201 pupils. Today, it has a 33 teachers and 1 315 pupils. It was receiving the Secretary’s Bell award for the first time.

The prize comprised of 45 laptops for an e-learning classroom, a Projector and an interactive board, all worth $10 000. The prize was sponsored by FBC Bank.

The State is not obliged to establish polling stations outside the country – No to Diaspora vote!

The State is not obliged at law to establish polling stations outside the country and all Zimbabweans in the Diaspora who decide to live away from home for personal reasons were free to travel back to cast their votes, the Constitutional Court has ruled.Giving reasons for a 2013 court order dismissing the request for postal ballot by foreign-based Zimbabweans, Chief Justice Luke Malaba said the right to vote was not absolute and that limitations to the right were justified.

South Africa-based truck driver Mr Tavengwa Bukaibenyu filed a constitutional application in 2013 challenging the validity of Section 23(3) of the Electoral Act, which removes from the voters’ roll, names of those who spend at least 12 consecutive months outside their constituencies.

He was also seeking the striking down of Section 71 of the same Act, which limits the right to postal voting only to people sent outside the country on Government business and their spouses.

Mr Bukaibenyu, through Advocate David Ochieng, argued that the pieces of legislation were discriminatory and unlawfully violated his right to vote.

Chief Justice Malaba, sitting with eight other judges, dismissed the court application through a court order in 2013. However, the detailed reasons for the decisions were availed this week under Judgement Number 12 of 2017.

Part of the judgment authored by the Chief Justice reads: “The Constitution did not place an obligation upon the State to make arrangements for voters, who for personal reasons, were unable to attend at the polling stations to vote…”

Chief Justice Malaba defended Section 23(3) of the Electoral Act. “Section 23(3) required that a voter be resident in the constituency in which he or she was to vote for purposes of being qualified for registration on the voters roll for that constituency.

“If the voter became absent from constituency in which he or she was registered as a voter for a continuous period of 12 months, his or her name had to be removed from the voters’ roll of that constituency,” reads the judgement.

The Chief Justice said the Legislature was within its powers to enact the two contested sections of the Electoral Act. “There could be no serious argument that the Legislature acted unlawfully in enacting the two sections, when the Constitution specifically vested it with the power to impose residence qualifications on voters and thus limit the exercise of the right to vote,” he said.

Postal ballot was not meant for all people living outside Zimbabwe but only for a specific group of those out of the country on national duty.

“The postal ballot was reserved for a specific class of registered voters who, because they would be on duty in the service of the Government, would be forced to be absent from their constituencies on the polling days in the election. “The class of registered voters with the right of access to use of postal ballot was clearly defined.

“The applicant and other registered voters who would have been outside the country on polling days in the election and unable to attend personally to cast their votes at the polling stations in the constituencies they were registered as voters, are excluded because they did not satisfy the prescribed criteria for the members of the class entitled to the use of the postal ballot,” the court ruled.

Voters who stay outside the constituency for at least 12 consecutive months, according to the Zimbabwe electoral system, are deemed to have lost touch with the constituency.

They are presumed to be people with insufficient information about the candidates’ ability to address developmental problems of the constituencies.
