Cursed Binga Thief Hands Himself To Police

$

A thief from Binga handed himself to the police after a self-styled prophet told him that the owner of the property had placed a death spell on him.

Earnmore Thobela (25) fell sick sometime after stealing cash, clothes and electrical gadgets from a “Good Samaritan” two years ago.

The court was told that sometime in 2020, Thobela found a job near Last Tshuma’s workplace in 2020, in Filabusi but he had no place to stay. Tshuma then offered him accommodation.

On an undisclosed date, Tshuma allegedly left Thobela at the house and went to his workplace.

Taking advantage of Tshuma’s absence, Thobela stole US$130, two blankets, two black jeans, a pair of shoes, an Itel cell phone and a speaker and disappeared.

In December 2021, Thobela reportedly fell seriously ill and went on to consult a prophet.

The faith healer reportedly told him that the owner of the stolen items was angry and cursed him with death.

Thobela then handed himself to the police in Filabusi for fear of death and was promptly arrested.

He pleaded guilty to a theft charge when he recently appeared before Filabusi magistrate Abednico Diliza Ndebele.

The magistrate sentenced Thobela to eighteen months imprisonment but he will serve only six months behind bars.

Six months of the original sentence were suspended because he was a first-time offender and did not waste the court’s time.

A further six months were suspended on condition that he restitutes the owner of his stolen items.

Two soldiers from the Presidential Guard and a third man who retired from the same army unit were recently arrested after robbing a family at a farm in Beatrice, Mashonaland East Province.

Munyaradzi Munyuki (27), Busani Moyo (29), and Shadreck Kadira (33) allegedly stole property worth US$2 135 in the robbery on the night of 28 February.

Munyuki and Moyo are members of the elite 1st Presidential Guard Battalion, while Kadira left the service.

The three suspects, working in cahoots with three others who are still at large, stormed Houmoed Farm where they quickly overpowered Luke Williams (19) who was relaxed in his bedroom cottage.

The robbers reportedly tied Willians with shoelaces and pointed a gun at him, forcing him to hand US$250 to them.

The suspects then moved on to the main house where they woke up David George Rickards (67), and his wife Philliper Rickards (62).

Police said Philliper handed over US$850 to the robbers after they had threatened to shoot him.

The robbers then forced the couple to open the safe which had Z$1 000 in Z$5 notes but they did not take anything.

One of the robbers tried to switch off the outside lights, thereby triggering the alarm.

This woke up farmworkers and the Richards’ son, Stewart, who called Beatrice police.

The robbers reportedly fled, splitting into two groups of three, with one of the groups comprising the two soldiers and the former soldier running towards the Harare-Masvingo Road.

Police officers tracked their footprints and observed Munyuki, Moyo and Kadira trying to flag down vehicles heading towards Harare.

Police sourced a private vehicle that stopped and gave the suspects a lift, before driving towards Harare.

Meanwhile, a trap had been set at a police roadblock 20km out of Beatrice and the trio was placed under arrest.

US$160, US$172 and US$155 was recovered from each of the suspects as well as a bracelet and a knife stolen at the farm.

Police were still hunting for the three other suspects only identified as Shumba Murambwi, a Junior and one Kheda.

The Ministry of Primary and Secondary Education continues to suspend teachers, deputy heads and school heads who failed to report for duty when schools opened for the first term on 7 February citing incapacitation.

According to the Zimbabwe Teachers Association (ZIMTA), school heads have also been directed to demand reports from those teachers who were not on duty from the 7th of February 2022 together with those who reported either on the 7th or 22nd of February but thereafter left the workplace.

ZIMTA Acting Secretary-General Goodwill Taderera teachers will respond to the demand for written responses within 14 days following consultations with ZIMTA and its lawyers. Said Taderera:

In the meantime, we have commenced legal proceedings before the courts amidst continued engagement with the authorities for an amicable solution to the continued suspensions of our members.

Meanwhile, ZIMTA has urged its members to desist from acts of lawlessness such as locking learners out of classrooms and demanding cash before learners can be allowed into the classroom. Added Taderera:

We are aware that some educators who are not our members will also most likely find themselves suspended or asked to write a report explaining their whereabouts from the 7th of February 2022.

We encourage them to move with speed and join ZIMTA through their school representatives or Provincial Executive Officers so that on being served with a demand to write a report we can assume agency and represent them in the review applications before the Labour Court or High Court.

“So for me being away from home means I’ve got to make it do what to do, which is why I bought that toy.”

She continued: “The toy got like 10 different settings on it so the first couple of things I use them like a lot of times so one day I just decided to just crack this whole what right quick.

“I shouldn’t do that because level one, level two, it’d be sending me to heaven every single time.

“I cranked that thing up to level six – it’s a different vibration with little suction things.”

She said the se.x toy sent her to “heaven” within three to five seconds.

She added: “I’m in heaven and suddenly I realise I can’t get it out of me.

“I try pull the toy out and it wouldn’t come out – the suction cup was not moving.”

USA Extends Sanctions On Zimbabwe

$

United States of America President, Joe Biden, has with immediate effect, extended by another year the sanctions initially imposed on Zimbabwe on 6 March 2003, by Executive Order 13288. A statement released by the White House this Thursday reads:

On March 6, 2003, by Executive Order 13288, the President declared a national emergency and blocked the property of certain persons, pursuant to the International Emergency Economic Powers Act (50 U.S.C. 1701-1706), to deal with the unusual and extraordinary threat to the foreign policy of the United States constituted by the actions and policies of certain members of the Government of Zimbabwe and other persons to undermine Zimbabwe’s democratic processes or institutions.

These actions and policies had contributed to the deliberate breakdown in the rule of law in Zimbabwe, to politically motivated violence and intimidation in that country, and to political and economic instability in the southern African region.

On November 22, 2005, the President issued Executive Order 13391 to take additional steps with respect to the national emergency declared in Executive Order 13288 by ordering the blocking of the property of additional persons undermining democratic processes or institutions in Zimbabwe.

On July 25, 2008, the President issued Executive Order 13469, which expanded the scope of the national emergency declared in Executive Order 13288 and authorized the blocking of the property of additional persons undermining democratic processes or institutions in Zimbabwe.

The actions and policies of certain members of the Government of Zimbabwe and other persons to undermine Zimbabwe’s democratic processes or institutions continue to pose an unusual and extraordinary threat to the foreign policy of the United States.

For this reason, the national emergency declared on March 6, 2003, and the measures adopted on that date, on November 22, 2005, and on July 25, 2008, to deal with that emergency, must continue in effect beyond March 6, 2022.

Therefore, in accordance with section 202(d) of the National Emergencies Act (50 U.S.C. 1622(d)), I am continuing for 1 year the national emergency declared in Executive Order 13288.

This notice shall be published in the Federal Register and transmitted to the Congress.

Former PG Kumbirai Hodzi Suffers Double Stroke

$

Former Prosecutor General (PG) Kumbirai Hodzi was reportedly forced to resign by officials from the President and Cabinet (OPC) and senior officials from the Justice, Legal and Parliamentary Affairs for alleged incompetence and corruption.

New Zimbabwe reported official and security sources as saying Hodzi had been under pressure since December last year when a dossier, accusing him of corruption and incompetence, was submitted to the OPC and Justice ministry.

The dossier contained information obtained from members of the National Prosecuting Authority (NPA), the Judicial Service Commission and lawyers.

As a result, Hodzi reportedly experienced serious mental health issues before suffering two major strokes last week.

The OPC announced on Tuesday that Hodzi resigned with immediate effect due to ill health but did not give details.

Sources told New Zimbabwe that Hodzi was being tormented by senior officials from the Ministry of Justice and had stopped coming to work in the second week of February. Said a source:

What actually happened is that sometime in December, a dossier highly critical of his performance as PG was submitted to the OPC and he has been under great pressure since then.

This document was produced anonymously from information gathered from the NPA officials and the legal fraternity. Even judges and magistrates are said to have contributed.

There were also allegations of corruption against him and the OPC has been on his case since then.

The main issue was that of incompetence and questions regarding his fitness for office.

So it really took a toll on his mental and physical health, to the extent that he could at times be seen talking to himself at work, which led to rumours within the corridors that he had lost his mind throughout this period.

It got really worse towards the end of January and, by the second week, he could not come to work.

President Emmerson Mnangagwa appointed Hodzi PG in 2019 even though he was not among the top three performers during public interviews conducted by the JSC as was required by the law.

Hodzi’s incompetence was to be exposed later, with High Court Justice Tawanda Chitapi telling him “to go back to the law school” after he blundered in a bail appeal in a high-profile robbery case.

US extends sanctions on Zimbabwe by another year

The US has extended sanctions imposed on Zimbabwe by one year and accused the county’s leaders of economic mismanagement and undermining democratic processes or institutions.

In a statement Thursday, US President Joe Biden said his administration will continue with the embargo for a further year saying President Emmerson Mnangagwa’s regime implementing policies that threaten America’s foreign policy.

“The actions and policies of certain members of the Zimbabwe government and other persons to undermine Zimbabwe’s democratic processes or institutions continue to pose an unusual and extraordinary threat to the foreign policy of the United States,” Biden said.

“For this reason, the national emergency declared on March 6, 2003 and the measures adopted on that date, on November 22, 2005 and on July 25, 2008 to deal with that emergency must continue in effect beyond March 6, 2022. Home Affairs and Cultural Heritage Minister Kazembe Kazembe said that police will not hesitate to arrest perpetrators of politically-motivated violence regardless of their political affiliation.

Speaking on Zimpapers Television Network (ZTN), Kazembe said citizens are free to express themselves without resorting to violence. He said:

Violence is not tolerated at all regardless of who does it or perpetrates it. We are saying no to violence. President Mnangagwa is on record saying no to violence and he means it.

He has directed us to ensure that anyone involved in political violence should be accounted for. No one is above the law.

We are saying no to political violence, we have come a long way and believe that we do have some good levels of democracy in this country where people are free to express themselves.

As you have noticed people can insult anybody not that it is a good thing, but clearly shows that there is democracy in this country.

Kazembe’s remarks came after one person was killed while several others were injured when violence broke out during a Citizen Coalition for Change (CCC) campaign rally at Mbizo 4 Shopping Centre in Kwekwe on Sunday.

CCC supporters have also been victims of politically-motivated violence in Harare East, Mabvuku and Chitungwiza in recent weeks.

Councillors must have at least 5 O’ Level passes, says Residents

$
0
0

Residents’ organisations say the selection of councillors based on qualifications is a noble idea as it will ensure that competent people rather than those who benefit from patronage and popularity, will run council affairs thereby improving service delivery.

This comes after Cabinet recently approved a legal framework that will allow the Government to introduce minimum qualifications for councillors.

Harare Residents Trust director Precious Shumba said as an organisation, they believe councillors should have a minimum of Five Ordinary Level passes and at least a certificate in some professional course. Said Shumba:

Council business is mostly conducted through council committees and the full council. Technocrats in council management have a tradition of packaging and disseminating highly technical documents to councillors for committee and full council recommendations and resolutions.

Deliberations become pointless among ignorant, inexperienced and highly partisan policymakers as they only focus on how they benefit from endorsing proposals tabled before them by technocrats.

The result has been that councillors have made resolutions that largely reflect the thinking of technocrats and not necessarily people’s elected officials.

These academic and professional qualifications should be a minimum requirement in order to safeguard the institution of council from political opportunists who thrive on sloganeering and political activism rooted in being loyal to respective political party leadership.

Combined Harare Residents Association programmes manager Reuben Akili said:

From a resident perspective, our expectation is that those who want to hold public office must have basic literacy in terms of writing and reading, and the ability to calculate figures, this must cut across all elected positions including provincial councils.

Bulawayo Progressive Residents Association secretary Thembelani Dube said:

We applaud the proposed suggestion that public representatives must have minimum qualifications. Policymaking requires literate leaders who can formulate laws and interpret statutes.

Meanwhile, United Mutare Residents and Ratepayers Trust deputy director Edson Dube said while the idea is noble, some will view it as elitist, therefore, there should be a balance for all councillor requirements.

Fifty-two (52) families in Lubimbi, Binga District in Matabeleland North Province say they will resist eviction from the area after it emerged that Hwange Colliery Company was given a grant to extract coal from the area.

Lubimbi ward councillor, Chrispen Munkuli, said the community was already facing eviction to pave way for the construction of the Gwayi-Shangani Dam but they have resolved to resist. Said Munkuli:

Mining by Hwange will evacuate 52 homesteads, but what we do not know is where the families are going.

We are also facing evacuation over the Gwayi-Shangani Dam and nothing is clear so far on the evacuation areas.

As a community, we have discussed the issue and agreed that we will not agree to the evacuation.

However, we are advised that the mining company is now ready to mine.

District development coordinator (DDC) Land Kabome said he was aware of the issue. He added:

It has not yet reached that level of evacuation but l am aware that HCC was given a mining claim long back.

The colliery is supposed to go to the community and advise the villagers.

We have not yet engaged the community. We will update you because there will be certain things we expect the HCC to do for the community.

ZEC threatens whistleblowers

The Zimbabwe Electoral Commission (ZEC) has threatened to sue activists and pressure groups for disclosing people’s personal details when exposing alleged discrepancies on the national voters roll.

Speaking on Thursday in a meeting with the Parliamentary Portfolio Committee on Justice, ZEC chief elections officer Utoile Silaigwana said the public disclosure of voters’ personal details was illegal and exposed voters to physical attacks.

Silaigwana singled out Team Pachedu, a group of activists who have been at the forefront in exposing alleged ZEC misdemeanours in managing the voters’ roll. He said:

First and foremost, it is important to note that most, if not all, of the allegations that are being raised on social media have not been formally brought to the attention of the commission save through unorthodox means.

A shadowy group called Team Pachedu has been at the forefront of raising some of the allegations on social media, especially regarding issues related to the national voters roll.

The publication of voters’ information on social media, as is now being done without seeking clarification from the commission, is highly deplorable and puts voters at risk.

As much as the national voters roll is a public document, it is also a security document containing voters’ personal details.

Any abuse of it attracts legal consequences and the commission has a duty to protect voters’ information which they supplied in confidence.

The advent of social media has exacerbated challenges related to the security of information of citizens.

Silaigwana said allegations made against ZEC may negatively affect the credibility of the electoral process. He said:

The commission is accountable to Parliament through the Justice Committee and has engaged to give updates on electoral activities.

Of concern to the commission are the various allegations which relate to the mandate of the commission that has been highly publicized on social media, which have a damaging effect of casting aspersions on the credibility of our electrical process.

Team Pachedu recently exposed irregularities, among them the movement of over 170 000 registered voters from constituencies without their consent.

Even with most health organizations trying to create awareness, people still suffer from obesity, some without even knowing how they ended up being obese.

Most people are not aware of the negative impacts of being obese and tend to overlook this health issue. Below are five things you should know about obesity.

1. It can cause a major health risk
Although obesity can be prevented, it is gradually becoming a health threat. Being obese is not something to be taken lightly and with the high rate at which people are becoming overweight, it is getting more difficult to manage, especially due to the foods that people eat. Obese individuals are at risk of suffering from medical conditions such as heart disease, type 2 diabetes, difficulty in breathing, high blood pressure, stroke, and certain types of cancer.

2. Obesity affects both adults and children
Obesity isn’t limited to age. While the number of adults suffering from obesity is usually more than that of adults, both adults and children can suffer from obesity. Children who are obese from a young age are likely to be obese even as adults if caution is not taken and the condition controlled at an early stage. Adults who suffer from obesity are at the risk of having fertility problems. This is due to the excess weight which can make it difficult for a woman to become pregnant.

On the other hand, a man might fail to produce the required amounts of healthy sperms to fertilize an egg during reproduction. If not treated, obesity can not only cause physical related illnesses but also serious mental health issues which is a much difficult condition to treat.

3. Being obese is different from being overweight
Both being obese and being overweight is related to a person’s weight when it is higher than the recommended body weight. The BMI, which shows the relationship between a person’s weight and height can be used to diagnose if you are obese or are at risk of being obese. Most people with a BMI that is higher than 30 are considered to be obese. But, if you have a BMI between 25 to 29.9, this might state that you might be overweight. Find out more about your BMI cut-off points to determine if you are healthy, obese or overweight.

4. Losing weight alone is not enough to treat obesity
You cannot simply bet on losing weight to treat obesity. You first have to consult your doctor, undergo the necessary tests, speak about any potential risks or underlying health conditions. Severe obese cases might even require medication or surgery.

5. Obesity can affect your daily life
If not treated early, obesity can negatively affect daily life, leading to a series of health issues, chronic back pain and osteoarthritis. Ensure that you frequently exercise enough exercise, drink plenty of water and get a good night’s sleep.

It requires various changes in a person’s lifestyle which include making changes in your diet and activity levels to reduce any potential chances of becoming obese for you to treat obesity.
