Zimbabwe teachers not returning to their work stations next Tuesday

Zimbabwe teachers said yesterday they would not be returning to their work stations next Tuesday when the schools open for the second term unless the government reviewed their salaries.

Progressive Teachers Union of Zimbabwe (PTUZ) secretary-general, Raymond Majongwe, also accused the government of spurning their calls for dialogue.

“We have communicated to government that things are bad. We asked them to organise a meeting, but they are not responding. Judging from what is on the ground, teachers are not going to teach.

“We tried our best to engage the government, and so they must not blame us if our members fail to come to work. We gave them enough time but they did nothing,” Majongwe told the Daily News.

Amalgamated Teachers Union of Zimbabwe (Artuz) secretary-general, Robson Chere, also said their members would be embarking on a go-slow. “We have resolved to embark on a series of protests, to demand a living wage. We have since written to the ministry of Labour and Social Welfare and also ministry of Finance about our eroded wages.
However, they seem reluctant to act and we are fully aware that the language they understand most is through action, and our members are ready for that.

“Our members are just going to check in on Tuesday, but they are not going to undertake any duties. We are having a sit-in whilst we prepare to escalate the protest to a higher level.” Chere said.
Early this month, the government announced salary increments ranging from 13 percent to 29 percent depending on grades, leaving the lowest paid State worker getting RTGS $600.

Zimbabwe is experiencing its worst economic crisis in a decade — amid growing fears that the country’s economy could be slipping back to the horror 2008 hyper-inflationary era. As a measure of the scale of the crisis facing the country, which has heightened calls for political dialogue between Mnangagwa and Chamisa, official inflation has now hit 66,8 percent — the highest recorded in the southern African nation since it abandoned the worthless Zimbabwe dollar in 2009.

So dire is the economic crisis that Mnangagwa used his Independence Day celebrations address last month to warn companies against hiking the prices of basic consumer goods, which he said was unjustified.

On Wednesday, the government also appealed to companies to slash the prices of basic consumer goods as labour unions and the opposition warned of massive protests against the high cost of living in the country.

Kadoma woman murdered in cold blood

Police are hunting for a suspect who murdered a 25-year-old Kadoma woman in cold blood.
Mashonaland West provincial police spokesperson Inspector Clemence Mabgweazara identified the deceased as Bridget Envarator Karonga of Katumba Street, Rimuka.
Police said on April 24, at around 11pm, Karonga was spotted at Rumwe Shopping Centre in the company of an unidentified man, who was wearing a green T-shirt and khaki pair of trousers.
The two then reportedly went to Karonga’s house for a night of intimacy. They were also seen by fellow tenant, Rutherford Gambinya entering the house.

Police said, when Gambinya went to the toilet later that evening, he observed a trail of blood along the passage, stretching from the house’s main door, leading to Karonga’s room.

Gambinya then alerted neighbours who then tried to break the door, but failed and reported the matter to the police.

A police reaction team attended the scene and forced-open the door only to find Karonga lying dead in a pool of blood.

Her body, which was riddled with stab wounds on the chest, was then conveyed to Kadoma Hospital mortuary for a postmortem. A blood-stained kitchen knife was recovered at the crime scene. NewsDay

Julius Malema on cry baby Papa Penny: He is catching feelings

EFF leader Julius Malema has addressed the “beef” between himself and Papa Penny, calling the musician a cry baby and explaining that, while he loves the star, he should understand it is election season when politicians “pick on each other”.
A fuming Papa Penny took to social media this week after Julius allegedly mocked the reality star’s “lack of education” during one of his rallies.
Julius replied with a brief statement and laughing emojis, but as the video went viral he apparently inboxed Papa Penny to try to fix the situation. Papa Penny told TshisaLIVE that he wanted a public apology from Julius.

While TshisaLIVE’s attempts to contact the EFF for comment were unsuccessful, Julius told Jozi FM on Friday that Papa Penny was “deflecting”.
He claimed that he had made the comments about Papa Penny in relation to allegations about a businessman having politicians in his pocket.

“Papa Penny is deflecting. He is putting more emphasis on me saying ‘this one who is not uneducated’.”

When asked why he would refer to Papa Penny as uneducated, Julius claimed that Papa Penny had always referred to himself that way. He added that it was election season, when politicians pick on each other.

“No, it is election time. We pick on each other. Papa Penny is a politician. Now he is a cry baby and says all these things, but doesn’t deal with the point I am making”.

Julius said he messaged Papa Penny to try to sort out their differences and explain himself, but there was no resolution.

“He is catching feelings. But we still love him. He is our man. We still love him.

China dumps President Mnangagwa

President Emmerson Mnangagwa’s presidency is about to come to a crashing halt, amid reports that China has dropped him as their political point man in Zimbabwe, Spotlight Zimbabwe can exclusively reveal.
According to high level diplomatic sources in the country and officials close to the Office of the President and Cabinet (OPC) citing a plethora of reasons, Beijing has reportedly resorted to silently deal directly with the country’s top military brass and leadership instead, as the Asian economic powerhouse moves ahead to prepare for an aftermath administration in Harare, as the ruling Zanu PF party’s first secretary’s reign is now hanging by a thread.

This publication reported last week that, militaristic vice president, Rtd General Constantino Chiwenga, has become the country’s de facto head of state after Mnangagwa was allegedly stripped off of significant executive powers and functions by the army, thus effectively becoming a leader in name only pending his imminent departure from office
We also revealed in March, that Mnangagwa’s days as president are numbered, following a meeting which a special delegation of senior military officials are said to have held with Chinese generals behind closed doors, a few days before former leader Robert Mugabe was ousted from office in a coup in November 2017, where it was indicated that Mnangagwa’s reign will expire in 2020.

The officials close to OPC said their boss will soon be out of power because for some unclear reasons and disagreement, China has decided not to give Mnangagwa a multi-billion economic bailout package he had hoped to use in turning the economy around, when he stealthily took over from Mugabe.

Mnangagwa had high hopes of securing an initial US$2 billion bailout from President Xi Jinping in September 2018, soon after controversially winning presidential elections a month earlier, when he visited China, to attend the Forum on China-Africa Cooperation (Focac) summit, but nothing significant and tangible came out of the trip.

Finance and central bank officials have for some time been negotiating for a loan in vain, from the Industrial and Commercial Bank of China (ICBC) and the Export-Import Bank of China, without any breakthrough.

“China was supposed to have assisted his (Mnangagwa) presidency with an economic package of up to US$10 billion,” the OPC officials said. “This is one of the major reasons the new dispensation has failed to fix the economy. The money they expected has not come, and it has to do with dynamic power play in government, as the military now has oversight over the president.
A little bird has told us that elements in security establishment are the ones who prevented the bailout from coming through because it was likely going to buy Mnangagwa a full two term mandate. China is now dealing directly with the military on Zimbabwe’s affairs.

“It is the military which has a better chance of securing the bailout package in question, but first they have to name a new leader to takeover.”

However diplomatic contacts in Harare said apart from the economic bailout, which has not been granted by Jinping’s government, China was angry with the levels of corruption in Mnangagwa’s government and that he had named China as responsible for looting cash in Zimbabwe, including the externalisation of funds by her companies, therefore: “They have since dropped him as their political point man in Zimbabwe, in favour of the Joint Operations Command or military leadership.”

Chinese nationals, retail and mining companies dominated a list of alleged cash looters released by Mnangagwa a few months after the November 2017 coup, who externalised over $1,3 billion during Mugabe’s era, and it did not go down well with Beijing.

Following the expiry of a 104-day moratorium then, Mnangagwa said the bulk of the money was externalised through non-repatriation of export proceeds, payment for goods not received in Zimbabwe or funds externalised to foreign banks in cash or under spurious transactions.

As if to admit the scourge of graft in his own administration, and confirming China’s position, Mnangagwa last month said that the Chinese leader told him about corrupt activities in Zimbabwe that he was personally not aware of, during a special Independence Day interview with the state broadcaster ZBC.

Mnangagwa said money from China was corruptly spent at the Harare City Council and that Jinping had told him about it.

“We had a loan extended to Harare City Council by the Chinese for sanitation and water reticulation. That money was then used to buy cars and other luxuries. It didn’t address the issues for which the money had been given. So when I met my brother and colleague President Xi Jinping and discussed about this loan, I wasn’t aware that had happened and so I said, ‘Mr President, the loan was fully disbursed’, and he said, ‘my brother, the money was not used for what we had given you for.’ I was not aware people bought cars, some having workshops which had nothing to do with sanitation. Those who spent the money are not in office anymore, but they are likely to be followed.”

Another envoy who just returned to Zimbabwe, after visiting his country on official duty said at the heart of Mnangagwa’s falling with China was his government’s growing relations and proximity to the International Monetary Fund (IMF), and campaign to mend ties with the U.S at Beijing’s economic expense.

“Zimbabwe is a big diplomatic prize for all of us,” he said. “There are many competing interests in this country between foreign nations, which I believe you already know are playing out in the mining sector. China is not comfortable with your president’s proximity to the IMF where they have recently cleared outstanding debts, with the view of applying for fresh loans. Re-engagement with the U.S is also naturally a threat to their interest in this country.”

Meanwhile, intelligence information provided to us last night, suggests that the military does not want to remove Mnangagwa from power through another coup, and will force him to resign as president whether he likes it or not.

Man dumped by lover for sleeping with the whole suburb

An enraged Racia Zenda from Bulawayo’s Njube suburb dumped her live-in boyfriend Mandla Nyoni accusing him of being a “diseases’ willing transporter” because of his constant flirting with hordes of women from the suburb.
Besides being a diseases’ willing transporter, who was also sexually attracted to different women from the suburb, Zenda claimed Nyoni was also an irresponsible man who was failing to look after his children.

She said for the past three years they had been staying together, she gave him the best years of her life and had been with him through thick and thin.
I had been co-habiting with Mandla Nyoni for four years and for those years he had been abusive. I was solely taking care of him and his two children since he is unemployed. He is really an irresponsible and ungrateful man and has many children all over the suburb.
He is going around sleeping with a lot of women thereby putting my life at the risk of contracting sexually transmitted diseases. I have since decided to take my property and move out of the house because of his behaviour of sleeping around the suburb,” said Zenda.

Zenda was responding to Nyoni’s accusations that she was constantly harassing him.

This was after Nyoni in his application for a protection order claimed Zenda once threatened to chop off his head with a hoe if she found him with another woman.

“I was customarily married to (Racia Zenda) from 2014 and we separated in December 2018. This was after she unceremoniously dumped me after I had gone to my rural home in Nkayi. During my absence she took her belongings. When I came back she told me that she was now looking for another husband and I told her that I was also looking for another wife.

“Sometime in January, she came back to my house and found me with my new girlfriend and she threatened to chop off my head with an axe before she hangs herself. She also shouted at my girlfriend and as a result I am longer living in peace because she comes to my house at any time and without my consent,” complained Nyoni.

He further said following a misunderstanding, Zenda threatened to beat him up before she ordered him to send a message to his new girlfriend saying he no longer loved her.

In a bid to maintain peace between the two parties, in her ruling the presiding magistrate Rachael Mukanga ordered them not to verbally, physically and emotionally abuse or threaten each other in any way.

Oliver Mtukudzi’s children wants to challenge his Will

The late music superstar and national hero, Oliver “Tuku” Mtukudzi’s children may find it difficult to challenge his will and testament lodged with the Master of the High Court early this week, as there is no legal provision that entitles adult children to benefit from their father’s estate, NewsDay Life & Style has established.

In the will, Tuku bequeathed his entire estate to his widow Daisy, leaving all his children – Selmor, Samantha, Sandra and Selby – and other relatives who were probably expecting to get something in the cold.

“I hereby bequeath all my properties, share and shares in any company or companies or entities to my wife, Daisy Kudzai Mtukudzi born on the second of February 1959,” reads the will.

Although Selmor and Sandra’s sympathisers felt the daughters could challenge the will and also get a share of their father’s wealth, a legal expert who deals with the administration of deceased estates yesterday said chances of such a legal challenge succeeding were virtually nil.

The expert — who declined to be named for professional reasons — said there was no legal provision that entitled adult children to their father’s wealth upon death.

“All adult children, even minors, can be part of the beneficiaries, but there is no provision in the law that they should benefit. But the advantage of minor children is that they can have recourse to the law if the deceased had the legal duty to provide for them,” he said.
Selmor and others are self-supporting adults so the chances of successfully challenging the will are very remote, unless if there are allegations of some form of interference (in the drafting of the will), but they need to prove that,” he said.

The legal practitioner said while it was within anyone’s right to challenge a will, the doctrine of freedom of testation gave Tuku the liberty to draft his will as he saw fit.

He admitted that the will may not have been updated as it was drafted at a time when Tuku was at loggerheads with his daughters with former wife Melody Murape — Selmor and Sandra — after the former made damaging claims of neglect and ill-treatment against Tuku.

The legal expert said it would have been more prudent and responsible for Tuku to award something to his children because by default, Daisy’s children, Samantha and Faith, stand to be the biggest beneficiaries.

“That was not proper and progressive estate planning,” he said.

Immovable properties declared by Daisy in the inventory included several original deeds of transfer, offer letters for subdivision 5 of Bloemfontein, Mazowe, in favour of Oliver Mtukudzi, while movable properties included a Land Rover Discovery, Nissan NP200, Tata bus, Tata truck and a Challenger trailer.

Anglican Church adopts 30 pupils affected by Idai

Anglican Diocese for Manicaland has adopted 30 pupils from schools that were affected by Cyclone Idai in response to calls by Government for stakeholders to assist in the restoration of normalcy in the lives of people in affected areas
The pupils will join their new schools when the new term begins next week, although a few joined the schools during the vacation programmes.

The move to adopt the pupils is part of an initiative introduced on Diamond FM by guest presenter Mr Morris Mtisi, to link affected pupils with schools he approached.
In an interview, Mr Mtisi said the Anglican Church had extended the offer to O-Level candidates, especially those from St Charles Lwanga Secondary School, to ensure that their studies were not disturbed and they could sit for their examinations in November this year.
So far 30 pupils have been offered places as part of the church’s relief programme for the Cyclone Idai victims.

“The learners have been placed at six Diocesan schools that include, St Mary Magdalene’s, St David’s Bonda, St Augustine’s, St Faith’s, St Anne’s Goto and St Matthias Tsonzo,” he said.

He, however, expressed concern that some pupils from Form 1 to 3 were still to find alternative places for next term.

More than 150 pupils who were enrolled at St Charles Lwanga School were left stranded when their school was hit by a rock which had been dislodged from the mountain by cyclone-induced landslides in March.

“But what will the equally affected Form 1, 2 and 3 pupils do? That is the million-dollar question. Parents are already anxious as schools open next week and they are not sure where their children will go. The struggle continues and I am sure with the help of the Provincial Education Director’s office, these too will find somewhere to go,”Mr Mtisi said.

He said the programme seeks to ensure that pupil — victims of Cyclone Idai — are given the opportunity to complete their education without facing another phase of trauma.

Mr Mtisi said the programme had been borrowed, adapted, improved and widened following independent colleges that took in some learners for holiday lessons, notably First Class Academy and Alpha Institute.

ZANU PF Youth league fires warning shots

ZANU PF Secretary for Youth Lewis Matutu has fired warning shots against economic saboteurs whom he accuses of holding the country captive while enriching themselves.

Recently Vice President Constantino Chiwenga said business people who are increasing prices are economic saboteurs.

Said Matutu, “We must free ourselves from economic saboteurs who are enriching themselves at the expense of the suffering Zimbabwean people. It is the people who are made to endure hash economic conditions whilst a few are enjoying and this must come to an end. It’s time to look each other in the eyes for the good of our great nation.
The Youth leader appealed to anyone with information about corrupt activities to send him the information.

“If you have any information about any corrupt behaviour please expose it regardless of who is involved.”

On Thursday the Zimbabwe Republic Police said, “it wishes to express its utmost appreciation and sincere gratitude to members of the public who are supplying information on criminal movements, abuse of office by errant government officials and also the recovery of stolen property in the last three weeks.

Foreign investors threaten ZSE pullout

The inability by foreign investors to repatriate capital and disinvestment proceeds from the country is hampering the performance of the Zimbabwe Stock Exchange, amid reports custodians are threatening to block foreigners from investing into the country’s capital markets.

This comes as the payments backlog has grown substantially from the US$126m reported as at February this year while it is also difficult to repatriate proceeds made after the February 20 Monetary Policy Statement, in spite of the Reserve Bank of Zimbabwe’s priority addition on portfolio funds.

Investments on the stock market come through custodians, which include Stanbic Bank, Standard Chartered Bank, CABS and ZB Bank although the bulk of the funds are locked at Stanbic and Standard Chartered.

According to an operational update from Chengetedzai Depository Company for March, foreign investors made up 26.27% of market value of securities in that month, making them the largest investor type on the ZSE. They are followed by Corporates at 23.33% and Insurance at 22.66%. Foreign investors accounted for 31% of turnover in 2018, according to official figures. At their peak in 2015, foreign investors accounted for 56%.

Ever since the worsening of the forex crisis, foreign investors had taken the route of switching portfolios as a way of preserving value while some had opted to use fungible stocks to move their funds out of the country.

But now, ZSE chief executive Justin Bgoni says that the bourse has engaged government as overseas custodians pile on pressure. “It’s a very unfortunate situation. We have so far received communication from custodians from overseas who are discouraging people from investing in Zimbabwe until the issue is resolved,” he said.

“At the moment, the indications are that no one is actually taking their money outside. I have heard of a figure within the range of US$200m-US$500m if we are to combine capital and dividends.”

Bgoni said the ZSE has spoken to the Finance and Economic Development Permanent Secretary George Guvamatanga on the matter and it was the bourse’s “humble submission that we should not rely solely on interbank to solve this crisis but there are other options”.

Stockbroker Itai Chirume said the challenges on dividends and capital repatriation needed to be addressed with urgency.

“It is a fact that foreign investors are finding the going tough in repatriating their funds especially when they are supposed to sell their stocks in RTGS and get their foreign currency on the interbank platform. With the prevailing rates on the interbank, it has been difficult to access foreign currency,” Chirume said.

For investors who invested in Zimbabwe since October 2016, their US dollars were being converted at 1:1 with the local bond note. Now, they have to convert RTGS dollars, at a market driven rate currently at US$1:ZWLS$3.26.

According to the central bank’s directive to banks, proceeds from the sale of shares done before 20 February, can now be processed through the interbank market, the official market for foreign currency
trading.

According to the directive, those that seek to repatriate the full value of their investments, were ordered to first register such balances with their administering Authorized Dealers as part of the legacy debt and foreign liabilities, after which they will expunge
their debts through the interbank market.

Authorised Dealers were also advised that new portfolio investment inflows received after February 20, 2019 should be liquidated at the prevailing market exchange rate to enable the purchase of the shares in RTGS dollars.

According to the directive, thereafter, proceeds from sale of such shares will be sourced from the interbank market at the prevailing exchange rate. Due to the prevailing interbank rate compared to the parallel market, accessing foreign currency has been a tall order for
foreign investors.

Due to the potential exchange losses, the RBZ has since directed custodial banks to first obtain the mandate from their clients to participate on the interbank foreign exchange market at prevailing rates which are no longer at par with when they invested.

Before the introduction of the interbank, local companies with foreign shareholders have been struggling to remit the dividends. Early this year, Delta Corporation said its anchor shareholder, AB InBev, would place over US$120m in unremitted dividends and fees in RBZ savings bond to reduce pressure on the demand for foreign currency.

In 2017, RBZ announced a US$5m portfolio investment fund to speed up the repatriation of portfolio related funds to foreign investors who have invested on ZSE.

The fund failed to take off as RBZ did not deploy the US$5m seed capital, resulting in the backlog for portfolio investors running as far back as two years.

Nigeria’s President Muhammadu Buhari’s relative kidnapped in Nigeria

Police say gunmen have kidnapped a traditional ruler in Daura who is distantly related to Nigeria’s President Muhammadu Buhari.

Musa Umar was seized on Wednesday evening from in front of his house by abductors who fired shots into the air, Katsina state Police Spokesman Gambo Isa told the BBC’s Nasidi Adamu Yahya.
Local police say one officer who was injured in a confrontation with the kidnappers is receiving treatment at a local hospital.
Mr Umar is a distant relative by marriage of President Buhari, as well as being the father-in-law of one of his senior aides. Daura is the president’s home town

The BBC’s Joshua Ajayi in Lagos says the kidnapping is an embarrassment to the president, as it shows that just about anyone can be abducted.

The president’s office has not yet commented on the incident.

Kidnappings, often for ransom, are on the rise in north-western Nigeria.

On Tuesday, dozens of gunmen attacked two villages in the same state and killed 14 people.

The Nigerian government has repeatedly claimed it is tackling the problem by deploying troops to the region but that has yet to bring the violence to an end.

MDC Alliance Mayor Maiko praises President Mnangagwa

Chitungwiza Mayor Cllr Lovemore Maiko (MDC-Alliance) yesterday showered praises on President Mnangagwa for spearheading the national clean-up compaign and visiting the town where he came face-to-face with challenges affecting the municipality.

The Head of State and Government officiated in Chitungwiza where he toured a waste recycling firm before getting his hands dirty in the business of cleaning in St Mary’s.

Mayor Maiko presented a myriad of challenges facing his council to the President, chief among them a critical shortage of water and refuse collection trucks.

“Your Excellency, allow me to thank you and everybody gathered here for making this clean-up awareness campaign a huge success. While this is a responsibility field day, for all of us, it is a moment we have gathered to create awareness on waste management in our municipality.

“I would like to thank you, Your Excellency, for actually visiting or experiencing first hand or coming to the fore with some of the challenges that we grapple with on a daily basis in Chitungwiza,” he said.

“We are appealing to your esteemed office and I am glad that you have actually invited me and I will make use of that opportunity. I will take the opportunity to say out all the challenges we are facing in Chitungwiza.”

The mayor also complained of water challenges and said the town did not have its own source.

“That is why are we are appealing to your highest office that we have a project that we have lined up — the Muda project. We need your support to ensure that this project comes into fruition in our lifetime. Thank you, Mr President,” he said.

President Mnangagwa had taken umbrage at Chitungwiza over perennial water shortages which are affecting residents and production in nearby industries.

The Head of State and Government took a swipe at some Government officials for not taking part in the national clean-up, saying they did not deserve to serve under his administration.

Yet President Mnangagwa struck a note of accommodation, inviting the mayor — who is barely two months in office — to approach the Government for assistance.

“The challenge they presented to me Cde Mayor is that they are getting water twice per week,” he said.

“I don’t know the reason. I appeal to you Mayor, because you haven’t appealed to me, to find a day when you are free and come and sit down with me and present your challenges. What we can do to end the crisis we can, what we are unable to do we will tell you. Don’t just be quiet because if they were getting enough water every week, they would produce and employ more people.”

He urged council officials to find sites where residents can deposit their garbage before it is collected by refuse trucks.

Mayor Maiko welcomed the President’s invitation, admitting that the municipality was failing to deal with water shortages.

“The issue of water is something critical in waste management, Mr President,” he said.

“Chitungwiza, with its population of around 400 000 people, does not have its own source of water. That’s why we are trying to appeal to your highest office. We have a project that we have lined up and we need your support such that this project comes into fruition. Since you have invited me, I will be knocking on your door.”

On Government officials not taking par in the clean-up campaign, President Mnangagwa said: “Before I came here, I checked in some Government departments and saw some seated, forgetting that the President has said every first Friday of the month civil servants should come out and clean their surroundings. Vanga vakatogara zvavo kuti tekeshe. I said let me go because you don’t want to be clean but as someone advocating cleanliness, I foresee myself remaining in Government with those who want a clean environment.”

President Mnangagwa urged more companies to emulate waste recycling being done by Flysterv saying such projects were reducing the country’s import bill.

“This excellent project besides helping to clean our cities and municipalities is giving jobs to our people at household level,” he said.

“Our people can pick up waste, bring it here and earn some income. Beyond that, this factory processes waste into new products which again reduces our import bill. I am glad that this technology has come to Zimbabwe. More companies should venture into this business and spread across the country.”

He urged people to continue embracing the monthly clean-up, saying Harare had transformed immensely owing to the programme.

“It doesn’t mean it is Government but it is because of those people who have heeded the call to clean our environment,” he said.

President Mnangagwa was accompanied by Ministers Prisca Mupfumira (Environment, Tourism and Hospitality Industry), Owen Ncube (State Security) and Obadiah Moyo (Health and Child Care).

Govt lends Tsvangirai family helping hand

President Mnangagwa has once again come to the rescue of the family of former Prime Minister and MDC founder, the late Mr Morgan Tsvangirai, by providing financial and logistical support for the latter’s memorial service in Buhera today.

Government yesterday dispatched two graders to clear the road linking Murambinda Road to Mr Tsvangirai’s homestead and will provide food for over 5 000 people expected to throng Humanikwa Village for the memorial ,service.

Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa said the assistance was consistent with President Mnangagwa’s commitment to unity and peace.

“It is in the spirit of oneness that President Mnangagwa is showing this gesture. You might also need to know that the Tsvangirai family invited President Mnangagwa to the memorial service and obviously he will respond appropriately just as he did during the funeral wake when he sent me and Cde Oppah Muchinguri to represent him,” said Minister Mutsvangwa.

In an interview from Buhera yesterday, Mr Manase Tsvangirai, younger brother to the late politician, confirmed the development and said the family felt indebted to President Mnangagwa.

“As the Tsvangirai family, we are very grateful to President Mnangagwa and the Government for the continued support that they have been rendering to us starting from the illness of my brother in South Africa up to date when we are holding a memorial service for him. I am sitting on my brother’s homestead right now, there are two graders clearing the road, tents and being pitched, Government has pledged to provide food that will be served to more than 5 000 people expected to come,” said Manase.

“Had it not for Government, I do not think that as a family we would have been able to manage this memorial.
“Of course, there are other individuals who have come to assist in some way but the Government, led by President Mnangagwa, has assisted us in a big way to ensure that the event succeeds.”

He said President Mnangagwa had not only assisted them to make the memorial a success, but had fulfilled his pledge to help the family.

“Right now, Government is paying tuition fees for Mr Tsvangirai’s children in Australia and South Africa,” said Manase.
He said Government had not relented on assisting the family from the time of Mr Tsvangirai’s illness.

“Government rendered help to us from the illness of my brother in South Africa up to his death. It provided air tickets for people who went there, paid hospitals bills, ferried the body to its burial including the food, just to mention a few. We remain grateful to President Mnangagwa,” he said.

Turning to the memorial service, Manase said the wish of the family was that the event should not be used as a politicking platform.

Mr Tsvangirai succumbed to cancer of the colon at a hospital in Johannesburg, South Africa, in February last year.

Late Ake header gives Bournemouth 1 – 0 over Tottenham

Tottenham had two players sent off as they missed the chance to guarantee Champions League football next season with a 1-0 defeat to Bournemouth.

It was far from ideal preparation for Mauricio Pochettino’s side, who face Ajax in the Champions League semi-final second leg on Wednesday in Amsterdam, having lost the first leg 1-0.

Son Heung-Min was dismissed for pushing Jefferson Lerma at the end of a frantic first half, in which Eric Dier was lucky not to have been sent off and Bournemouth could conceivably have had two penalties.

Then, just over two minutes after coming on at half-time, Juan Foyth was also shown a straight red card as he slid studs-up into Jack Simpson.

Bournemouth gave a senior debut to 19-year-old Irish goalkeeper Mark Travers and he made five saves in the first half to keep Spurs at bay, but was a spectator in the second half.

Despite their numerical advantage, the Cherries were unable to capitalise until Nathan Ake popped up to score a 91st-minute winner, heading in from a corner.

Spurs have now won just once in their past four league games and stay third on 70 points with only next Sunday’s match against Everton to come.

In the race for a top-four spot, they are four points clear of fifth-placed Arsenal, who have two games remaining. Chelsea can go third if they beat Watford on Sunday.

Men poised to get more rights on children

Proposed amendments to the Guardianship of Minors Act that passed in Cabinet this week, are expected usher in a positive change where children born out of wedlock will enjoy the guardianship of their fathers, gender activists have said.

Currently, the law clothes mothers with the guardianship of children born out of wedlock but the proposed amendment, if it passes the test, will make fathers co-guardians who equally share responsibilities associated with the guardianship of a minor.

This week, Cabinet passed principles on the proposed amendments to the Guardianship of Minors Act, 2014 to align it to the new Constitution.

The Ministry of Information, Publicity and Broadcasting Services on Twitter, announced the development saying it will bring equality among men and women.

“Cabinet yesterday passed principles on the proposed amendments to the Guardianship of Minors Act, 2014 to align it to the new Constitution.”

Gender activist and lawyer Ms Jessie Majome hailed the development saying men who have children out of wedlock should brace for a big change that will see them performing real guardianship duties, including baby bathing and nursing the child in times of sickness.

“This is an exciting development and to all men with children outside wedlock, you must shape up and rise to the responsibilities of a guardian. It means fathers, not married to their children’s mothers, will also be equal guardians.
“If the Bill is passed into law, fathers who are ordinarily absent will be expected to perform other duties like taking leave days to nurse the sick children, the same way mothers do,” said Ms Majome.

Ms Majome said the amendment was long overdue considering the new supreme law was promulgated in 2013.
“Section 56, 80(2) and 81(1) and 19(1) of the Constitution called for equality in the best interest of the child but the alignment has taken long.

“I think it is now time to do it,” she said. Harare lawyer Mr Wellington Pasipanodya of Manase & Manase Legal Practitioners hailed the development saying it will go a long way in solving problems linked to the rights of children.

“The proposed re-alignment of guardianship laws is a welcome development in line with international standards. It will help resolve the numerous abuses and oppression that women have suffered under the brutal insensitive actions of irresponsible fathers who unnecessarily withhold their consent when it comes to the welfare of the interests of the minor child.

“The law as it stands is oppressive to single mothers. Absent fathers have caused so much emotional suffering due to their insensitivity when it comes to the welfare of their fathered children,” he said.

University of Zimbabwe lecturer and Child Rights Coalition in Zimbabwe member Mr Weston Chidyausiku said the amendment of the law was progressive.

He said related laws like the Maintenance Act should also be aligned in the best interests of the children.

West Ham United 3 – 0 Southampton

Marko Arnautovic scored his first goals since January as West Ham’s quest for a top 10 finish continued with a comfortable victory over Southampton.

The Austria striker gave the hosts the lead early in the first half but Southampton had keeper Fraser Forster – making his first appearance since December 2017 – to thank as he thwarted several more Hammers chances.

Arnautovic doubled his and his side’s tally after the break with a simple header from close range, before Ryan Fredericks scored his first Premier League goal just three minutes later.

In a game of very different halves, Southampton – quiet in the first period – came out of the break in a higher gear. However, the two quick-fire Hammers goals, which came against the run of play, took the wind out of their sails as West Ham moved to within a point of the top half of the table.

Manuel Pellegrini’s side looked to be cruising to the win in the first half, with Grady Diangana among the West Ham players having early efforts on Forster’s goal.

It was Arnautovic who broke the deadlock in the 16th minute, latching on to a pass from captain Mark Noble and giving his side the advantage with a clinical finish.

Arthur Masuaku caused havoc on the left wing as he, Arnautovic and Michail Antonio tried to double their lead but Forster, no doubt eager to impress his manager Ralph Hasenhuttl, proved strong between the Southampton posts.

Wolves 1 – 0 Fulham

Wolves moved a step closer to a seventh-placed Premier League finish and potentially European football next season as Leander Dendoncker’s volley gave the hosts victory over Fulham at Molineux.

After a largely frustrating 75 minutes, Joao Moutinho played in Matt Doherty down the right for the defender to curl in a fine cross that Dendoncker emphatically smashed inside the near post.

Superb Wolves forward Diogo Jota went close four times, twice sliding wide and twice drawing fine saves from Fulham keeper Sergio Rico, while Dendoncker also hit the bar with a header.

The already-relegated visitors should have taken the lead on 62 minutes but Aleksandar Mitrovic scooped his first-time effort over the bar after he was picked out in the middle by Ryan Sessegnon.

Wolves will be guaranteed of finishing seventh in their first season after promotion if Leicester fail to beat Premier League leaders Manchester City on Monday.

If Nuno Espirito Santo’s side do secure seventh and City subsequently beat Watford in the FA Cup final, then Wolves will land a Europa League spot next season, returning to Europe after a 39-year wait.

Fulham midfielder Harvey Elliott became the youngest ever Premier League player at 16 years and 30 days by coming on in the 88th minute.

Wolves have oddly had problems against struggling sides this season, having lost six of their 11 previous matches against teams in the bottom six heading into that round of fixtures.

For long periods of this game, it looked like a compact but limited Fulham would add a goalless draw to that record but Wolves were determined not to let their last home game be a disappointment after a season of thrilling matches at Molinuex.

Jota weaved his way past Fulham defenders all afternoon, picking up a yellow card for simulation early on, but more often drawing fouls and getting his team surging forward on the counter-attack.

In the first half, a brilliant flick from Raul Jimenez led to Jota forcing Rico to palm it round corner, before he got past his man and slid wide across goal with his left foot.

He similarly slipped a left-footed effort beyond the far post after the break and then saw a brilliant volley pushed onto the bar by Rico as the Portuguese ultimately failed to get the goal his performance deserved.

Doherty then lashed a superb strike high into the net but was rightly called offside when Jonny’s initial shot was deflected into his path.

But Dendoncker finally broke through. Having seen his header from a corner rebound off the bar in the first half, the Belgium midfielder showed excellent technique to volley the ball from just behind his body and edge Wolves towards the highest finish for a promoted side since Ipswich came fifth in 2000-01.

Defeat ended a run of three successive victories for Fulham after their relegation was confirmed last month but there were again some promising signs from interim boss Scott Parker’s side.

They were comfortable in possession, albeit rarely incisive around Wolves’ area, their defenders made some fine covering tackles and Rico impressed in goal, also denying Doherty’s header at the near post and pushing away Ruben Neves’ 25-yard drive.

The visitors could even have had a club record fourth Premier League win in a row had Mitrovic not miscued his strike when free in the area after fine work from Sessegnon down the right, while Joe Bryan also drew a decent save from Rui Patricio.

Ultimately this match just reinforced the gap between these two promoted sides, with Wolves plotting how they might even break into the top six and Fulham facing another tough task to return straight away from the Championship.

And the Cottagers offered a brief nod to that future, bringing on Elliott, who beat the previous Premier League mark of former Fulham defender Matthew Briggs.

Briggs was 16 years and 68 days when he played against Middlesbrough in May 2007.

Cardiff City 2 – 3 Crystal Palace

Cardiff City will make an instant return to the Championship after their Premier League relegation was confirmed with a home defeat against an impressive Crystal Palace.

Needing to win this game to keep intact their faint hopes of staying up, Cardiff hit the post inside the first minute through Josh Murphy but then fell behind when their former loanee Wilfried Zaha fired into the bottom corner from the edge of the area.

The Bluebirds equalised less than two minutes later as Martin Kelly turned a Leandro Bacuna cross into his own net, only for Palace to regain the lead as Michy Batshuayi applied an emphatic finish to a fluent passing move.

Cardiff rallied with a handful of second-half chances but Andros Townsend crushed any lingering hopes the hosts had of avoiding relegation when he cut inside from the right wing and struck with a low effort which went in off the post.

Bobby Reid pulled a goal back for Cardiff in stoppage time but it was not enough for Neil Warnock’s side.

Palace’s confident display lifts them up to 12th in the Premier League and, in a twist of fate, their victory also secures top-flight survival for their bitter rivals Brighton.

Cardiff, meanwhile, are left to reflect on their second successive Premier League stint the that has ended after a single season.

President Mnangagwa rallies Africa to unite on ivory

President Mnangagwa has implored  Kavango-Zambezi Transfrontier Conservation Area (KAZA TFCA) nations to stick to their collective position on sustainable elephant conservation management and reject machinations by powerful nations to impose a ban on legal ivory as this disregards spirited efforts and investments by the affected nations.

He said this while addressing delegates at the Elephant Summit here where two other African leaders spoke strongly about the need for Southern African nations to benefit from their natural resources.

The summit, which ended yesterday, was held under the theme “Towards a Common Vision for the Management of Southern Africa’s Elephants”.

He said Zimbabwe will next month host the inaugural AU/UN Wildlife Summit which affords KAZA nations an opportunity to share views on unlocking value from wildlife.

“As we approach CITES (Convention on International Trade in Endangered Species of Fauna and Flora), let us, therefore, resolutely affirm our collective position on sustainable elephant conservation management.

“Let us boldly speak with one voice, in the best interest of our communities. The one-size-fits-all banning of everything under CITES, disregarding the good efforts and investments by our respective governments is neither sustainable nor desirable,” said President Mnangagwa.

“Elephants are arguably a symbol of success in conservation strategies in our region and a key drawcard to our tourism industry. It is most opportune that we are meeting to reflect on this important species as well as recalibrate our strategies to ensure that appropriate benefits accrue to our nations and respective communities.

“The savanna elephants which are predominantly found in Southern Africa constitute approximately 50 percent of the continent’s elephant species. This bears testimony to our region’s success in championing sustainable conservation programmes that are expanding the elephant habitat,” he said.

He said it is equally imperative that the global community considers the voices and concerns of countries that are successfully conserving these species. Poverty eradication, economic empowerment and the improvement in the quality of life of rural communities can only be enhanced if countries are allowed to trade and benefit from natural resources.

“We will continue to honour our obligations and play our part in strengthening collaboration within the KAZA framework, our National Elephant Management Plan and the African Elephant Action Plan. To this end, 13 percent of our land area is protected under the Transfrontier Conservation Area and Communal Areas Management Programme for Indigenous Resources (CAMPFIRE), which we are set to invigorate to reduce human-elephant conflict. My Government has since increased the area where wildlife conservation is recognised as a viable land use,” said President Mnangagwa.

The summit was attended by President Dr Mokgweetsi Masisi (Botswana), President Edgar Lungu (Zambia) and President Hage Geingob. President Juao Lourenco (Angola) was represented by the Minister of Tourism.

Botswana has the highest elephant population in Africa followed by Zimbabwe, Namibia, Zambia and Angola.

The KAZA range measures about 520 000 square kilometres and hosts three quarters of the 415 428 elephants found in Africa.

The summit raised concern on the upsurge of elephant poaching in Africa, with an analysis report by the Monitoring of Illegal Killing of Elephants (MIKE) revealing that Africa experienced the highest levels of elephant poaching in 2011.

Ivory laundering peaked between 2012 and 2013, and though there are signs of decline.

It was noted that despite pressure on poaching, African elephants continue to live outside protected areas, posing additional challenges for wildlife authorities, as levels of human-wildlife continue to escalate.

A moratorium on international trade that put in place between 2009 and 2017 has failed to tame illegal ivory trade, as the vice actually increased during the period.

Ivory stocks held by KAZA range states have continued to grow and efforts by these countries to manage their populations are subjected to biased international media scrutiny that ignores the plight of rural communities who bear the brunt of living with elephants.

“Addressing human-wildlife conflict continues to be a priority of my Government. We are continuously strengthening the law enforcement to combat internal and cross-border wildlife crime. My Government stands ready to increase its participation in regional anti-poaching strategies. I encourage all of us to continue to implement robust and versatile mechanisms in out elephant conservation toolbox,” said President Mnangagwa.

It was noted that legal international trade in live elephants and their products is increasingly prohibitive despite Appendix Two listing, permitting commercial elephant trade.

More worryingly, plans are underway to make it more difficult to import hunting trophies into European Union and US.

First Lady Auxillia officially opens cancer screening centre

First Lady Auxillia Mnangagwa officially opened an early cervical cancer detection and treatment centre at Parirenyatwa Group of Hospitals in Harare where women will be screened for free in a move aimed at fighting the silent killer.

The Chinese government, through Hunan Provincial Maternal and Child Health Care Hospital, partnered with the Ministry of Health and Child Care and donated the equipment to be used.

The First Lady, who was on Monday appointed Health and Child Care Ambassador, has been leading in the fight against cancer urging women to get tested for cervical and breast cancer.

She led by example when she got screened for cervical and breast cancer at United Bulawayo Hospitals (UBH), as a way of motivating women to do the same.

Her awareness campaigns saw over 100 000 women undergoing cervical cancer screening last year.

Officiating the event yesterday, the First Lady urged women to take advantage of the newly opened clinical camp and get screened early.

“I salute the collaborative efforts by the two sister hospitals — Parirenyatwa Group of Hospitals and Hunan Provincial Maternal and Child Health Care Hospital — in alleviating the scourge of cervical cancer which, according to statistics from the Zimbabwe Cancer Registry, is the most common cancer among women,” she said.

“Today is a significant day for me as I witness two great hospitals from different parts of the world walking the talk in addressing this global health challenge.

“As such, I would like to commend the kind gesture made by China through Hunan Provincial Maternal and Child Health Care Hospital to continue partnering Parirenyatwa Group of Hospitals in this noble cause.

“I have also noted that Harare tops the provinces in terms of the number of women with confirmed cervical cancer. It is therefore befitting that this screening and treating camp is done here at an institution in Harare,” she said.

The First Lady thanked the Chinese government for donating the equipment.

“I would like to appreciate the equipment that you donated to this organisation and other resources that you have channelled towards this programme.

“The developed world has managed to reduce the incidents of cervical cancer through the use of cytology-based screening, a great breakthrough and one of modern medicines.

“Of the 275 000 cervical cancer deaths recorded globally annually, 85 percent occur in developing countries. Our efforts in the Third World to replicate similar results have not taken us anywhere near our wishes due to a number of reasons among them lack of resources.”

Health and Child Care Minister Dr Obadiah Moyo said he was happy that cervical cancer, which is a dreaded non-communicable disease among women, was receiving much attention in the country.

“I want to assure you that my ministry will continue to fight this scourge and we shall not relent in this fight,” he said.

“This is the third time in three consecutive years that such a clinical camp has been held at Parirenyatwa Group of Hospitals and we hope that this phase will see over 3 000 women being screened and some receiving the necessary treatment.

“I am happy that the First Lady continues to distinguish herself in the area of health and child care. We are proud of her good work.”

Speaking at the same event, Chinese Ambassador to Zimbabwe Mr Guo Shaochun said: “In response to the call for assisting in health delivery in developing countries including Zimbabwe, President Xi Jinping announced at the 2015 UN Sustainable Development Summit that China will implement 100 maternal and child health projects in developing countries, especially in Africa.

“This commitment is echoed by the presence of the First Lady Amai Auxillia Mnangagwa today whose devotion in women and children’s welfare has strengthened our faith in contributing towards Zimbabwe’s public health undertakings.”

High Court nullifies Chamisa presidency

The High Court has nullified the appointment of MDC-T national executive members Nelson Chamisa and Engineer Elias Mudzuri as party co-vice presidents three years ago.

This follows an application by the party’s Gokwe district organising secretary Elias Mashavire challenging the decision by the late MDC-T leader Morgan Tsvangirai to unilaterally hand-pick his “blue-eyed boys” to the lofty positions ahead of others in the contest to succeed him.

Justice Edith Mushore made the ruling in a judgment made available today. This means all the decisions made under Nelson Chamisa administration are null and void. He cannot preside over party matters.
