New fines price as govt skyrockets fines fees.

The government has hiked fines which will be imposed on members of the public who violate laws by at least 900 percent. The fines can be imposed on the offenders by the police or the magistrates’ courts depending on the severity of the crimes in question. The new fines now range from ZWL$200 to ZWL $120 000. The old fines ranged from ZWL$20 to ZWL$10 000.

The new fines were gazetted by Minister of Justice, Legal and Parliamentary Affairs Ziyambi Ziyambi in Statutory Instrument (SI) 57 of 2020.  The statutory instrument repealed the previous schedule of fines and replaced it with the schedule which goes up to $120 000.

Here is the new scale of fines:

  • Level 1 – ZWL$ 200,00
  • Level 2 – ZWL$ 300,00
  • Level 3 – ZWL$ 500,00
  • Level 4 – ZWL$ 1 200,00
  • Level 5 – ZWL$ 2 400,00
  • Level 6 – ZWL$ 4 800,00
  • Level 7 – ZWL$ 9 600,00
  • Level 8 – ZWL$ 14 400,00
  • Level 9 – ZWL$ 19 200,00
  • Level 10 – ZWL$ 24 000,00
  • Level 11 – ZWL$ 30 000,00
  • Level 12 – ZWL$ 36 000,00
  • Level 13 – ZWL$ 60 000,00
  • Level 14 – ZWL$ 120 000,00

Fines Fees

Unsurprisingly, the Zimbabwe Republic Police welcomed the new fines. The police celebrated that the new fines would be a potent weapon in the fight against crimes. The police promptly warned touts that they would bear the brunt of the new fines, as the police are conducting an operation against touting.

Writing on their official social media page, the police said. The ZRP has intensified operations targeting criminal elements who harass the travelling public, forcing people to board private/public transport and in some cases stealing from them.

100 touts have been arrested at various termini in Harare and other areas like Roadport along Robert Mugabe road, along Cameroon St in the CBD and Samora Machel near Harare Showground. With the recent increase in fines by the Judiciary, those who continue to commit crime will do so at their own peril.

While the police are celebrating the new fines, Zimbabweans on social media were dismayed and outraged by the news fines. It seems like most social users are of the consensus that the fines should have been adjusted to make them more meaningful.

However, most do not agree with the scale of the adjustment arguing that the government is being hypocritical in acknowledging inflation when gazetting the fines then conveniently ignoring it when awarding salary increases to civil servants.

Mebo hitmaker Obert Chari gets all swaggy in new music video Kufara Kwacho. Musician and leader of the ZCC Hakireni Stars Obert Chari seems to be quite a versatile musician judging by his song “Kufara Kwacho”.

Chari who shot to stardom a few years back with his monster hit song “Mebo” is primarily known for specialising in Gospel music. However, in this latest production, Chari teams up with Allanah to venture into Zimdancehall.

Allanah also ventures out of her comfort zone as she is primarily into Reggae music. Coincidentally, she is also famous for doing a Reggae cover of Chari’s hit song Mebo.

The visuals for the song are also quite different from Chari’s previous works. In this one, the Mebo hitmaker gets his swag on and for the most part, manages to ditch his famous and energetic ZCC dances. The visuals for the Kufara Kwacho seem visually appealing.

It was quite a random Twitter exchange, or perhaps it was the hype around the #GoodForThatChallenge that plugged Mmusi to Cassper’s new song.

Mmusi tagged Cassper on the Twitter streets to let him know he’s got a banger of a song. Needless to say, Mufasa was thrilled.

Cassper was so ecstatic he went on to offer Mmusi free dance lesson,s and tweeps couldn’t believe their eyes when Mmusi expressed his excitement about learning the dance.

“I am game. Need to learn that dance asap,” Mmusi said.

Meanwhile, Cassper agreed with one fan that K’sazobalit was a highly “slept on” song. He said the reception of the song led to his “sabbatical” from hip hop because he realised it could have been appreciated more.

However, as Good For That shows, he’s back with a vengeance.

Tendai Biti to Zimbabweans: You will miss Mugabe. One person that has been consistent in telling and reminding Zimbabwe and that they will miss President Robert Mugabe is MDC Vice President Tendai Biti. We publish below snippets from an interview he did with the Sunday Mail soon after splitting from the then Morgan Richard Tsvangirai led MDC.

In the recent past, Zimbabweans have taken to social media to express their displeasure at the President Emmerson Mnangagwa-led government and wishing for the return of the late President Robert Mugabe.

“I think his (Mugabe) greatest asset is the recognition of nationhood, the recognition of the integrity of Zimbabwe as a sovereign State. The one characteristic that a leader must not have is the capacity to listen to gossip and unsubstantiated hearsay.

“I found, when I worked with President Mugabe, that the minute I said something in someone’s absence, that person would be called. I thought that was very good. That avoids hearsay and gossip.

“You must be man enough to repeat anything good or bad about a person in their presence, and I think that’s a very good quality.”

He continued: “I’ve said that at a certain stage in our history, people are going to miss Robert Mugabe. People will appreciate that that value of just keeping the sovereign integrity, which I have referred to hitherto, was so important because you now have little men with little ideas.

“. . .President Mugabe and I used to have our fights (during the Inclusive Government era). But I learnt that he appreciates people who are intelligent and honest and put their country first. And because of that, I think I had a good relationship with him.”

After the death of Mugabe, Biti repeated that Zimbabweans will miss Mugabe because of the misrule they will experience under Mnangagwa.

We now appreciate that despite his weaknesses, despite his commissions, despite his omissions there was an element of redemption in Robert Mugabe. There was an element of value in Robert Mugabe because now we have seen a valueless coterie of elites that are plundering our country into depths that we have not seen before.

My appreciation of Robert Mugabe now is bigger because of what I have been exposed to over the last 22 months. In fact during the government of national unity, after working closely with him, I suddenly realised that there were redeeming features and in 2012 I gave an interview to the country’s major newspaper saying this man will be missed when he is gone because Zimbabweans will appreciate his value, and that’s exactly what is happening.

Actress Altovise Lawrence has not only made South Africa proud with her sterling acting on international screens, she has also overcome her doubts to also make a name for herself on radio.

Whatever Altovise touches turns to gold, and sis has been unstoppable as she raises the South African flag high, both locally and internationally. But there was a time when she felt like she wasn’t good enough to be on radio.

The YFM DJ and winner of the first season of the reality show Top Actor told her followers recently that she has always loved radio but decided to put a career in broadcasting on hold until she reached the age of 33.

In a moving post, she reflected on the inferiority complex she had as recently as six months ago.

“After my series of auditions, I told myself that I would not get it because I wasn’t qualified. Why me? Why now? What if I suck and they regret their decision? But I did it. I keep doing it. I am expanding and shape-shifting my way through the arts and seeing myself becoming the artist I dreamed I would become in the distant future,” she wrote.

She gave herself a pat on the back for conquering her fears and doubts – and for doing what she loves.

Police smash windows of ZUPCO bus. A ZUPCO bus was vandalised in Chitungwiza on Saturday during running battles between the police and the MDC Youths after the police besieged the house of MDC leader Job Sikhala in the morning.

Commenting on the matter MDC Youth Leader Obey Sithole said, ” I have always raised concern on the behaviour often exhibited by the police under the pretext of traffic control. They hit many screens of vehicles using their button sticks. I urge all men and women in uniform to reform and abstain from their common destructive behaviour.”

However, the Government’s Information Secretary Nick Mangwana seems to insinuate that the bus was damaged by a certain political organisation.

ZUPCO buses are public property bought using public money and used by the commuting public,” Mangwana said. “Vandalising the buses is not legitimate political expression but barbaric criminality. The public should express its revulsion against these barbaric acts.”

Thokozani Khupe speaks on asking money from Jonathan Moyo. Thokozani Khupe led MDC-T has refuted allegations that the party sent the former Deputy Prime Minister’s aide Witness Dube to Nairobi to ask for election funding from G40 members.

Through Thokozani Khupe’s spokesperson Khaliphani Phugeni the party said Dube traveled to Nairobi at the invitation of Prof Moyo who wanted Khupe to dump the legitimacy fight against Nelson Chamisa.

The MDC-T, notes with great disappointment and disdain a tweet from Professor Jonathan Moyo, which purports that the MDC-T through its President Dr Khupe, sought funding from a ZANU PF, faction going by the name of G40 through her then aide Mr Witness Dube.

The truth of the matter is that Prof Moyo has relations with many Zimbabweans including those in opposition politics and even those close to Dr Khupe.

The MDC-T would like to put it on record that at no stage did the Party ever sought funding from any ZANU PF, faction directly or through a proxy. The meeting between Prof Moyo and Mr Witness Dube, took place at the request of Professor Moyo, in which he sought to appeal to Mr Witness Dube, that he (Witness) persuades Dr Khupe, to ignore the violent and unconstitutional ascendancy of Mr Chamisa to the MDC-T leadership.

It is common knowledge that Dr Khupe, dismissed that proposition with the contempt it deserves and went ahead to call for an extraordinary congress the following month in which Adv Gutu, was then elected Vice President thus the movement splitting into two after the said meeting.

It cannot therefore, be correct, that Prof Jonathan Moyo, arranges a meeting with Mr Witness Dube, on the 28th March 2018, on the strength of his private relationship with Mr Dube, and that personal meeting somehow constitutes a delegation (plural) for funding by the MDC-T, which had its extraordinary congress on the 21 April 2018.

What is apparent for everyone is that Prof Jonathan Moyo, is clutching at straws in his desperate attempt to hide from the general public that MDC-A is either a ZANU PF G40 project or has been taken over by the same.

A meeting with Mr Dube, who happened to be one of DR Khupe’s aides at the time, will not be enough to implicate Dr Khupe, and the MDC-T, in Prof Moyo’s absurd accusations.

The issue of the legitimate successor to the late MDC-T President Dr. Tsvangirai, was dealt with at the Bulawayo and Harare High Courts and both Courts ruled in favour of President Dr Khupe.

Therefore Prof Moyo must stop with the mischief of inserting Mr Kuda Tagwirei, in some tenuous conspiracy theory and instead Prof Moyo, must accept that he wasted his money trying to launder an illegitimate person and the long arm of the law has caught up with his imposter president of the MDC-T.

RBZ denies giving ED Mnangagwa’s daughter US$250 000. The Reserve Bank of Zimbabwe has denied allegations that it gave President Emmerson Mnangagwa’s daughter Farai Mnangagwa US$250 000 on Friday without any receipts.

RBZ was responding to allegations raised by Professor Jonathan Moyo who had said, “Farai Mlotshwa (nee Mnangagwa) was today given USD250K in cash by the Dealers Section of @ReserveBankZIM ‘s Treasury Division. On 19 February 2020, RBZ was ordered to pay her USD 5m in tranches of USD 1m over five weeks. There’re no invoices for the transactions! #ForexCartel.”

Farai Mnangagwa is married to lawyer Gerald Mlotshwa. RBZ in a statement posted on Twitter responded denying the allegations saying no such transaction had happened.

“The Reserve Bank would like to dismiss the article circulating on social media on USD250 000 as fake news. The Reserve Bank only deals directly with Banks and Bureaux de Change.”

Moyo responded to RBZ statement saying it was a fake denial. “FAKE DENIAL. It’s known that Shavano and Mawire directed communications to deny, deny & deny some more. Mawire even sought to have staff involved in the Farai Mnangagwa transaction detained, but was stopped by security’s Muradzikwa who warned the detention would confirm the deal.”

Winnie Khumalo’s daughter, Rethabile, is basking in the glory of the single hit Umlilo. The song, made popular by DJ Zinhle, features the 25-year-old vocalist and was a massive hit last year, winning song of the year.

In a video shared on social media earlier this month, a preacher was seen encouraging the congregation to listen to DJ Zinhle on the song, which had a powerful Christian message, referring to Isaiah 35 in the Bible.

Speaking to Sunday World this week, Rethabile said she was now prioritizing unconventional gospel music through the guidance of her mother.

“I am trying to bring the youth to God through my music and Umlilo was a start,” she said.

“I want to bring the youth back to loving God because there are times when songs today are about all the sinful things happening around us, like love, hustle or drugs,” she explained.

The Nomathemba singer said she had not been a hectic churchgoer growing up but things changed as the musician grew older.

She broke out into the music industry when she auditioned for Idols twice until she made it to the top 16 in 2016.

In 2018, she signed on to DJ Tira’s record label, Afrotainment, for a one-song contract for the single Nomathemba. She is now an independent artist at Winnkay Records, co-owned by her mother.

Plans for an album, expected to be released next month, are in the pipeline.

Gunshots in Chitungwiza as police clash with MDC youths. Members of the Zimbabwe Republic Police in Chitungwiza arrested 13 MDC members who were gathered at the house of MDC Deputy National Chairperson Job Sikhala in St Mary’s.

Eyewitnesses said the police besieged Sikhala’s house in the early hours of Saturday morning and arrested the youths who are alleged to have been guarding Sikhala’s house in anticipation of ZANU PF youths who threatened to invade the house on Saturday.

After the arrests, MDC members are said to have taken to the streets to protest causing police to beat citizens indiscriminately in Zengeza and doing door to door patrols.
Police are said to have fire teargas and gunshots at Chigovanyika and Huruyadzo areas causing shops to be closed.

The mystery and beauty of Embizeni: The mermaid of Diana’s Pool. The mermaid that lives at the bottom of Diana’s Pool is called Thobela. Or at least that is the totem that the locals say that the mermaid answers to.

This was the case the last time when a child was swallowed by Diana’s Pool. According to local legend, the pool’s usually calm waters erupted in a fit of anger one fine afternoon, and the child disappeared from the gang of friends she had gone swimming with. She was later found in a deeper end of the pool, sitting face down with her head on her knees.

It is a totem that belongs to one of the clans that were the one first inhabitants of the area near the mysterious pools. The Moyo clan are considered to be the descendants of this mermaid (injuzi) but they have since moved on to another area but whenever something unfortunate happens, the caretaker of Diana’s Pool sends an emissary over the mountain to inform them of the development. It is only the Moyo clan that can lead any effort to reason with the water spirit that has been resident in Diana’s Pool since time immemorial.

“The last person to disappear was my neighbour’s daughter,” said Kevin Nxumalo, the caretaker of the sacred pools.

“They live just at the foot of that mountain there,” he said, pointing a plump finger at the mountain nearest his homestead. The area around Diana’s Pools is mountainous, with beautiful majestic rocks exploding from the ground from every direction.

Located 70km south-east of Bulawayo, and 20km west off the main Bulawayo-Beitbridge road, the paths that lead to Diana’s Pool from Esibomvu after turning off on the 57,5km peg before Mawabeni, can be difficult to negotiate. When Sunday Life made its way down there, the roads, recently licked by some modest rains, zig-zagged and went up and down as if nature wanted to show that it could make sandy rollercoasters if it desired.

“They left as girls to bath and while the others were bathing, she refused to join them,” said Nxumalo describing the August afternoon that led to the last known disappearance at Diana’s Pool.

“When the others had finished their bathing, she then suddenly jumped in. From the moment she set foot on the water, she disappeared. You have to understand that these are mysterious waters. Sometimes when you arrive in the morning, you find the water dancing or sometimes you find it rising as if someone is pushing it up.

There would be no wind. That child jumped in there and was never seen again. We had to call people from the sub-aqua unit. When they found her, she was in the deep end of the pool, sitting and holding her knees. We think something was holding her,” he said.

Such incidents have given Diana’s Pool, known also as Embizeni, notoriety. Instead of one pool, the area has several which vary in size. The smallest are as big as a large pothole while medium-sized ones look large enough for a mermaid to live in.

“This is called Embizeni because what you saw there are what younger people might call potholes. In our tradition we just call them pots. This place got its name after the wife of one of the senior white people who settled near here. She was the one who “found” this place while walking around. So, it took that name because white people wrote their history and milestones while ours were preserved in the head. But of course, there were people in this area before whites came who knew about this mystery.

“From then white people took an interest in it but we always had our traditions associated with the pools. Whenever we reach September with no rain, the old women from the community, those who don’t even bath anymore (go through the menstrual cycle), gather on the hottest of days and spend the day there. They sing and dance and carry branches of a tree called umsehla. They will be crying as they do so.

That’s the cultural significance of the place. It is linked to rainmaking,” said Nxumalo. Nxumalo, who has lived next to the pools since he was born in 1962, has seen the place turn to be the best-kept secret among tourists that come to Bulawayo or Matabeleland South. He receives visitors, mostly white people looking for a swim in one of the pools, almost every day. When Sunday Life visited, a local young man was swimming seemingly without a care in the world.

“Children ask me, have you ever seen the mermaid? If you want me to end any discussion with you ask about injuzi. Just come to me and say grandfather is there someone in there? I will tell you what I have seen and the people that we lost in there. There was a white person who was taken in 1969 and came back dead. In 1972 another white woman went in and came back dead.

That’s when we realised that place does not want white people. There is nothing we can do about that because this is a free country and anyone can do as they please. They also have their own ways of giving back to the pool. When you enter there, you greet and afterwards you say your goodbyes,” he said.

An elder with an encyclopedic knowledge of all landmarks in the area, Marko Sibanda said there was no doubt that there was a mermaid in the pool.

“It’s called koThobela. There are incredible ceremonies that we hold there. It has always been a respected place. It’s a place of culture and it has customs. When we were growing up, we were told that you could hear cows mooing, people whistling all the while there was no one in there. We don’t deny that there are mermaids. Not everyone is lucky enough to see a mermaid. I don’t doubt because I have known the supernatural things that have taken place there. For example, on the mountain Zaza you hear a sound like metal objects banging whenever we are about to have rain,” he said.

Kope, Mbilambowo, Makungubo, Mlomoliwoto, Bhokomela, Nkudlana, Mahanka, Nkwenkule, Gcombo, Tshalimbe, Vava — the names of the mountains that look down on his homestead from a distance rolled off the tongue of the 69-year-old. But his passionate description of the landscape could not compare to the way he waxed lyrical about the spirit that lived in the water.

“There are many cars that have fallen in those pools. If you get divers, you’ll find them and there has also been a lot of white people that have drowned in there. That’s why that place is still respected as it has always been respected. There are trees that grow there that are not supposed to be cut and we teach children that,” he said.

Sibanda, a traditional dancer, despairs at what he believes is a loss of cultural values by his community. He is shamed for being a dancer and the world around him is changing. A cellphone booster even now sits on one of the mountains that he grew up gazing at.

Nxumalo agrees that people have lost respect for some customs. A tree that fell down on its own near the pool did not do so innocently. It is evidence that the spirits are angry.

“They get angry because we have forgotten our values. I was looking in the fields and the crops are not as good as hoped. The hunger will force people to remember their customs,” he said.

For now, the recent rains have painted the hillsides green and cattle graze with abandon. The relief brought by the February rains is not enough to make Nxumalo forget about the wonder of Diana’s Pools.

“It’s our watch. It tells me when we’re about to get rain. When it is about to rain the water starts spilling from the pools downwards. I know then it’s only a matter of seven or so days before we get significant rain. I don’t know what causes this. The place never dries up. Since 1962 when I was born it has never dried up. I found it like that and elders before me told me that they also found it like that,” he said.

Khama Billiat silences baby mama threatening to destroy his marriage. According to the Sunday World, the terms of the protection order which was handed down at the Randburg Magistrate’s Court, are that Billiat’s 22-year-old baby mama cannot make any contact with him. She is not even allowed to make mention of anything about Billiat to the media or any person.

Kaizer Chiefs star Khama Billiat has silenced his Baby Mama after being granted a permanent protection order against her at the courts.

If the alleged baby mama does not adhere to the order, a warrant for her arrest will be issued. “Amended as follows: not allowed to provide information about the applicant or personal matter relating to the applicant to any media house, social media or person” reads the court papers.

According to court officials who are privy to the matter, the baby mam was allegedly caught recording the court proceedings without permission. The sources say Billiat’s lawyer alerted the magistrate to this.

“The magistrate asked to check if she was recording the proceedings. The magistrate found that recording and deleted it immediately,” said the official. Attempts to get a comment from the baby mama drew a blank as her phone rang unanswered and texts read were not responded to.

In a statement ahead of the court order, Billiat had claimed that he received threats to kill him and his family.

“They [his family] are suffering from depression [brought on by the fact] that threats were made to them that they will be sorted out when I get killed. They are also afraid to go [out] in public because they are always followed by unknown people. Whenever they go out, my daughter cries when she sees people following [them],” read the papers.

Billiat ignored requests for comment. It was previously reported that the star player had sustained an injury from the alleged baby mama, which he disputed, adding that she orchestrated false media reports.

“She is very violent and aggressive [in her efforts] to destroy me. The threats and false media were published that I got stabbed. She had an article posted in Sunday World claiming I’m useless,” said Billiat in the papers.

“My family is not at peace at home, they are afraid. I’m also afraid to work because we are always followed by unknown people. I was threatened with death and my family is suffering from depression. At work I can’t concentrate,” said Billiat. “My family is not peace at home, they are afraid. I’m also afraid to work”

Fight over maize turns nasty as woman loses a finger. iHarare has learned that Ms Tendai Ncube (59) of Beuna Vista says she will keep moving around with the dried middle finger until she gets justice for the lost limb. Detailing her ordeal to the Sunday News, Ncube revealed that her finger had been bitten off by her good friend Bekezela (Matsha) Matshazi following a row over mealie meal.

A woman from Bulawayo is in pain after she part of her middle finger was bitten off in a nasty fight over mealie meal. The woman is so hurt by the incident and the miscarriage of justice which followed that she is now moving around with the severed finger.

“I will always keep this fingertip as evidence that my neighbour bit me over a bucket of maize, I am still hurt. “Matsha is my good friend, she is 62 years old and is my neighbour. I have a big stand and I planted my maize there so one of the people who assisted me in ploughing the land needed to be paid so I asked Matsha for a bucket of maize which I intended to use as payment.

My daughter had said she would bring me the maize from her home in Cowdray Park the following week but I needed to pay the worker earlier”. Unfortunately for Mrs Ncube, her daughter did not deliver the maize as promised.

“The next Wednesday early in the morning Matsha came to my house and as usual I went to the gate to welcome her but she was not in a friendly mood. She started shouting saying she didn’t want to see me ever again as I had not delivered the maize. So I reached out to hold her hand so that we get into the house to avoid attracting the attention of neighbours but she started to beat me up and I held her trying to push her away and she grabbed my hand and bit my finger.

“When my daughter came out of the house, that is when Matshazi spit out my finger which she had bitten off and walked away. I then composed myself and saw that my finger was now on the ground with threads of flesh hanging. I then screamed at her saying she had bitten off my finger over a bucket of maize and she shouted back a statement that I did not hear,”

She went on to say that Matshazi was crafty enough to report the matter to the police first. When the matter was subsequently heard at the courts, Matshazi got off scot-free after she pleaded self-defence. She claimed that she was defending herself from an attack by Mrs Ncube.

Mrs Ncube went on to say that she was bitter about how the matter had played out. “…I also feel the courts did not do justice as she never even apologised to me. I am very bitter. After I went for treatment at UHB they told me to throw it away but I didn’t. I will discard the finger once the matter is settled”

SA launches Military Mission to rescue its citizens in China’s Coronavirus hotspot. Once they are safely back in the country, the

evacuees will be quarantined at a secret resort in the Free State where they — along with the flight crew and resort staff —will be kept under heavy guard for 21 days.

A full-scale military rescue mission is underway to evacuate more than 130 South Africans trapped in China’s Wuhan city, as the epidemic tightens its grip on a nervous world uncertain what to expect next.

The elaborate high-level evacuation will involve specialised bio-hazard military health and air force personnel. A chartered plane — “preferably from SAA” — is due to leave tomorrow or on Tuesday and return later in the week

None of those involved have shown any sign of having contracted the virus, which by late yesterday had spread to 57 countries, claiming the lives of 2,933 people, with 85,700 having been infected and under treatment.

SA has yet to have a confirmed case of the new coronavirus. The decision to offer voluntary evacuation to South Africans is an abrupt reversal of an earlier decision to keep them there, even though other countries have been pulling out their nationals from China.

This week, facing protests from families of loved ones trapped in China, the epicentre of the virus, the government changed tack and decided those who had not tested positive would be brought home.

The virus has sent global markets into free fall, hitting their worst lows since the financial crash of 2008 and triggering fears of a global economic recession as more countries are affected.

The Sunday Times has been given rare access to information on the evacuation, which will include government health officials, among them communicable disease experts, working to bring back at least 134 citizens.

Alongside pressure from families to bring home their loved ones, a well-placed source with knowledge of the evacuation plan said the decision was based on growing safety concerns for those in the lockdown zone.

“Information gathered on the spread of the disease, the true extent of those infected and their treatment, is alarming. The information warranted an urgent evacuation,” the source said. Roughly 200 South Africans live, work and study in Wuhan. The majority of those returning are students.

The 10 South Africans trapped in Japan onboard the Diamond Princess cruise ship will not yet be evacuated. An additional two South Africans on board have tested positive for the virus and have been quarantined.

The Sunday Times has been told the evacuation team consists of communicable disease experts and government and military health services officers, including specialised staff from 7 Medical Battalion. The battalion’s members are trained in biochemical warfare.

Defence ministry spokesperson Siphiwe Dlamini said the flight would be chartered, “preferably from SAA”. He said China had given the plane only eight hours on the ground.

“Those returning will be collected from a special holding facility at the airport and flown back to SA. “Once they have landed they will be transported by bus to a resort in the Free State identified as the quarantine facility.” The source said the aircraft would land at Bloemspruit air force base in Bloemfontein.

Dlamini said World Health Organisation (WHO) protocols dictated a quarantine period of 14 days, “but because this is a military option we are quarantining people for 21 days”.

“The quarantine is necessary to ensure, that in the unlikelihood of anyone showing signs of infection, they can be expeditiously treated at specifically identified hospitals. Everyone in contact with those coming home will be quarantined, including aircrew, military personnel and the bus drivers.”

He said the resort and its surrounding areas are a designated military zone and will be in total lockdown.

“The facility will be under heavy guard from both the military and the police.” Health ministry spokesperson Lwazi Manzi said: “The quarantine area is a national key point. We appeal to people to not try to sneak into the facility to be with their families. Anyone who does will be detained and quarantined.”

Fuel cheats exposed

Fuel cheats exposed. On average, the companies accessed 4,4 million litres per day between February 20 and February 27, against a daily demand of five million litres for both petrol and diesel, raising concern that the situation on the ground reflected severe shortages but supplies had improved significantly.

Fuel retailers could be hoarding fuel for speculative purposes or diverting the commodity to either the black market or service stations that sell in foreign currency amid revelations they drew down in excess of 31 million litres from the National Oil Infrastructure Company of Zimbabwe (NOIC) in the seven days to February 27, it has been learnt.

A series of emergency inter-agency meetings involving the Zimbabwe Republic Police (ZRP), the Zimbabwe Revenue Authority (Zimra), Zimbabwe Energy Regulatory Authority (Zera), Special Anti-Corruption Unit in the Office of the President and Cabinet (SACU) and NOIC were held yesterday to get to the bottom of the shortages.

NOIC said yesterday it was “surprised” by the obtaining acute fuel shortages, particularly at a time when it had ramped up supplies. SACU head Mr Tabani Mpofu has since written to the Zimbabwe Anti-Corruption Commission (ZACC) indicating that from the available evidence, it was “reasonable” to infer that “the shortage has been caused by acts of corruption perpetrated by fuel suppliers seeking to profiteer”.

“The fuel situation in the market remains dire; there being no evidence of any impact in the market of the significant quantities of fuel that have been disbursed to retailers according to NOIC figures.

“Most service stations throughout the country are not retailing fuel, with a few that are doing so experiencing long, winding queues of motorists seeking the commodity,” read part of the letter gleaned by The Sunday Mail.

“In the absence of a solid explanation based on evidence, the only reasonable inference to be drawn from the status quo in the fuel market is that the shortage has been caused by acts of corruption perpetrated by fuel suppliers to profiteer.”

There is a real possibility that actors in the fuel supply chain, he added, are colluding to create artificial shortages that are detrimental to the economy and the country’s stability.

The letter was copied to the Chief Secretary to the President and Cabinet, Dr Misheck Sibanda; Secretary for Justice, Legal and Parliamentary Affairs, Mrs Virginia Mabiza; National Prosecuting Authority (NPA) Prosecutor-General Mr Kumbirai Hodzi; and ZRP Commissioner-General Godwin Matanga.

Motorists are spending hours in fuel queues for a chance to access fuel. NOIC chair Engineer Mckenzie Ncube told The Sunday Mail that Government wanted to establish the real cause of the problem. “We are trying to put a finger as to where the problem is; we want the real cause of the fuel shortages, whether it is sabotage or someone is trying to play games,” he said.

Statistics obtained from NOIC show that on February 20 2020, fuel retailers collected 1,7 million litres of petrol and 2,6 million litres of diesel, while on February 21 2020, 5,2 million litres of both petrol and diesel were released onto the market.

On February 27, fuel retailers also drew down 4,9 million litres. Cumulatively, the figures adds up to 31,4 million litres in the seven-day period. Comparatively, for the seven days between February 10 2020 and February 16 2020, retailers accessed 22,5 million litres of fuel, which is 8,9 million litres less than the quantity accessed last week.

Misstep

Some industry players believe some retailers authorised to sell in foreign currency may be opening up opportunities for arbitrage.  There is an ongoing push from some quarters to scrap the dispensation, which was designed to improve fuel supplies through allowing operators with access to free funds to bring in their own fuel and sell in forex.

There are questions whether Zera has robust monitoring mechanisms to ensure that fuel accessed from NOIC is not sold in foreign currency. Energy and Power Development Minister Fortune Chasi could not comment as he referred questions to Zera acting chief executive Mr Eddington Mazambani, who did not respond to several phone calls since Friday.

Local fuel shortages come at a time when petrol prices were upwardly reviewed by 12 cents to $18,40, while diesel prices dropped by $2,27 to $17,28 per litre. Petrol, however, is retailing between US$1,20 and US$1,25 on the black market.
