Black market selling underweight roller meal packs. Unsuspecting buyers are already paying around double the subsidised $70 price for a 10kg bag, often having to pay US$4 in foreign currency. Vendors selling roller meal on the black-market are now adding to their crimes by stealing some of the meal before selling underweight packs.
Informal traders use queuersto get stock when supplies arrive at shops. And now buyers of roller meal find they are getting around 9kg, or even less in some cases, as vendors carefully open the bag and scoop out a portion before selling the rest in the resealed bag.
In recent weeks efforts have been made to try and ensure that roller meal is sold in local shops to households, but it is difficult to exclude those who queue, sometimes after being tipped off by friends on the shop staff, to buy bags for resale in the black market.
Information, Publicity and Broadcasting Services Permanent Secretary Mr Nick Mangwana also expressed shock over the fraud. “We wake up to a 10kg which is actually 9,1kg and a 5kg that is actually 4,6kg. Is this daylight robbery or there is some viable scientific explanation why mealie-meal spontaneously loses weight after being packaged?” he said in a Tweet.
Another concerned Zimbabwean, Mr Gift Ndlovu, said the repackaging fraud was also being done by informal vendors selling other groceries such as rice, sugar and soya chunks.
“I used to buy rice, sugar and others kumikoto (on the black market) thinking I was streetwise until I found out that their 5kg rice or sugar is actually 3,5kg . . . I now buy straight from the shop.” An investigation by The Herald has revealed that people are being swindled on the street corners by vendors who are also defying the national lockdown.
The Herald bought three bags of roller meal all labelled 10kg, two from vendors and one from a city supermarket, and weighed them on two scales to ensure accuracy. The supermarket bag from Red Seal weighed exactly 10kg, as expected and as labelled.
The Herald weighed the three bags of roller meal using two different scales confirming two of them were substandard. A pack with the Grain Marketing Board’s Silo label was bought on the roadside at Chigovanyika shopping centre in Chitungwiza; this one weighed 9,4kg. Careful examination showed there had been tampering.
The other bag labelled “Sunny Roller Meal” weighed 9,6kg. This time the tampering was harder to find, probably because a more skilled swindler had stolen the 400g.
Swindlers go to the extent of faking their own packaging. Some in Mbare print counterfeit labels and copy packaging so they can repack the maize-meal in a genuine-looking bag after slitting the original bag and stealing a portion.
Established shops not only have their own rules about defrauding customers but are also liable under the Trade Measures Act to random inspection from the staff of the Ministry of Industry and Commerce who have the responsibility of ensuring that products on the market meet the stipulated standards.
But inspectors do not have access to the informal market and even tuckshops are not monitored although they have fixed premises. A tuckshop owner near Lusaka Market in Highfield blamed the scam on poor monitoring and erratic visits by the inspectorate.
“We do not see them here. We only heard of their existence long back but I have never come across any,” said the tuckshop owner.
Industry and Commerce Minister Sekai Nzenza confirmed that inspectors from the Trade Measures department were on the ground checking on compliance with standards and quality of products, bringing their own scales to check.
But she added that the police are responsible when it comes to illegal vendors caught selling wares on the streets. “We work closely with the Consumer Protection Council and the Zimbabwe Republic Police in our operations,” said Minister Nzenza.

Zanu PF giving food hampers. MREF mobilised hampers for 300 people, while Global Brothers Wholesalers mobilised an additional 100 hampers for beneficiaries drawn from all districts in the province. Zanu PF has handed over food hampers worth more than $150 000 mobilised by the Muduvuri Rehabilitation and Empowerment Foundation (MREF) to people with disabilities in Manicaland.
Items in the hampers included mealie meal, sugar, cooking oil, bread, hand sanitisers and face masks. The initiative is part of an ongoing exercise to cushion people with disabilities during the Covid-19 pandemic.
Officiating at the handover ceremony in Mutare on Saturday, Zanu PF national chairman Cde Oppah Muchinguri-Kashiri said the programme was in line with the party’s constitution and should be adopted to encourage continuity.
“Everyone should learn something from this initiative,” she said. “When you rise above a situation you find yourself in, you should go back and help others in the same predicament to overcome. This programme will not always be giving food for free, we need to take it to the grassroots and offer those vulnerable people in need of assistance an opportunity to fend for themselves.”
Cde Muchinguri-Kashiri commended MREF for launching a training programme for people with disabilities, as well as a revolving fund meant to finance those who want to start income-generating projects.
She urged those who will benefit not to take the loan as free money, but utilise it properly and payback so that it continues to benefit others. “The constitution compels Government to ensure that the rights of people with disabilities are protected,” said Cde Oppah Muchinguri-Kashiri.
“This event is just the beginning, Members of Parliament and councillors should take it up in their areas and make it a more sustainable programme. “We should come up with ways of making this programme more sustainable for continuity.”
MREF founder Mr Jimayi Muduvuri expressed gratitude to the ruling party for the assistance rendered to him when he was involved in an accident that incapacitated him for many years.
He said this had pushed him to help people with disabilities. “When I was injured, I got help from President Mnangagwa and Cde Muchinguri-Kashiri,” he said. “For me to be here today, it is because of the assistance I got from the party, so this is why I feel the need to do more for the people of Manicaland.
“We will continue to roll out this programme in all provinces and ensure that people with disabilities benefit from the revolving fund and training we will provide.”
Global Brothers Wholesalers director Mr Danmore Mambondiani said as youths, they felt compelled to join in the programme, which had a far-reaching impact on vulnerable members of society.

Farmers begin delivering grain to GMB. The latest harvest of maize, traditional grains and soya bean has started with farmers having now delivered more than 11 500 tonnes of all grains to Grain Marketing Board depots.
The grain marketing season opened on April 1, but a few farmers at that stage had started harvesting because most had to wait for the late rains to start planting. As a result, most farmers have not yet finished harvesting their summer crops.
GMB is helping farmers by accepting their grain even with a moisture content of 13 to 14 percent instead of the stipulated maximum of 12,5 percent. GMB chief executive, Mr Rockie Mutenha yesterday said farmers had delivered maize, traditional grains and soya bean and he was paying them promptly, within five days at the most.
“Farmers have started delivering their grain to the GMB depots. As at May 15, farmers had delivered 11 202 tonnes of maize, 75 tonnes of traditional grains and 450 tonnes of soya bean. All these have been paid up for within three to five days of delivery,” he said.
“We have teams who are on the ground visiting commercial farmers to assist with moisture content testing. “This year even at 13 or 14 percent moisture content we are accepting the grain so that those farmers willing to grow wheat can clear their lands,” he said. But Mr Mutenha also urged farmers to use dryers for drying their crop.
Farmers can take a representative sample of about 2kg of their grain for testing for moisture content at their nearest GMB depot and this service is free of charge for farmers who deliver their grain to GMB.
The government announced a producer price of $ 12 329,72 per tonne of maize, $ 12 865,79 per tonne for traditional grains of sorghum, millet and rapoko, and $ 17 211,74 per tonne for soya bean.
The GMB has also opened more collection points throughout the country to ensure that farmers do not travel long distances to deliver their products and do not see their profits eaten by transport costs.
More local delivery also reduces congestion at depots in keeping with World Health Organisation recommendations. Grain moisture standards are critical to ensure long-term storability and minimal post-harvest losses.
Farmers are also encouraged to use UV protected grain storage bags, which are available at the GMB depots as the packaging material helps in meeting the required standards and reduces post-harvest losses. Government has also advised farmers to deliver their grain to the GMB to get the value of money.

Former Uzalo actress, Nokuthula Mabika, is still not off the hook regarding the car accident that left a victim permanently paralyzed.
allegedly left them with permanent pain, they put their last trust to the justice system.
But seven months later, Sanele Maphalala’s family has given up hope of getting justice.
Sanele was knocked down by a car believed to have been driven by the actress.
Nine months after the accident, the family claim they don’t know if the case is still on, and that Nokuthula was never held accountable.

Sunday Sun reported last year that Sanele’s mum Sibongile Maphalala opened a case at the KwaMashu Police Station, hoping justice would be served, but nothing has been done.
But judging from her disappearance from the small screen, the sad family is certain karma is serving justice for them.
Speaking to Sunday Sun, Sanele’s mum said Nokuthula, who played Thobile in the SABC1 telenovela, will forever have a dark cloud hanging over her head.
“My son had a bright future ahead of him. He had dreams just like any other child growing up.
“But everything vanished, just like that,” she said.
“This is not over. Nokuthula can think she has won, but I can tell you she’ll suffer.
“I always pray that God and my ancestors avenge my son.”
The 18-year-old Sanele suffered severe head injuries and ended up in a coma in August last year. after he was knocked over by the car.
The incident changed the Grade 11 pupil’s life, as he’s now mentally disturbed and walks on crutches.
Sunday Sun reported last year that after the accident, Nokuthula rushed the boy to the local clinic, paid R150, and disappeared into thin air.
“Nokuthula is roaming the streets like nothing has ever happened.
“But after her exit from Uzalo, I never saw her acting in any TV other production.
“She might think this is nothing, but she doesn’t know how strong our ancestors are.
“I tell you, that girl will suffer for the rest of her life.
“She messed with the wrong family. S“My son has no future because of her, and she must forget that she will ever he’ll never find inner-peace until she humbles herself and comes here to apologise and show she’s remorseful.
“Coming here won’t bring back my son’s normal life, but at least it’d do something in our hearts,” said Sibongile.

The sad mum said she now relies on neighbours for Sanele’s food, as his condition requires a special diet.
“He doesn’t eat anything because of his condition. A doctor wrote the kind of food that he must take on a daily basis and it’s expensive.
“We now rely on the neighbours to help us buy him food. No one is employed in this family.
“We only survive through the children’s support grant.”
Nokuthula is one of KZN’s artists who have partnered with the KZN Creative Industry Forum and Action Development Agency to donate food to 13 000 households throught the national lockdown period.
But Sibongile believes the actress might be doing this to attract the public eye.
“Nokuthula isn’t thinking of us when she’s donating food to the poor. We’re victims of her reckless action. If she sympathized with us, she should have donated food to Sanele at least,” said Sibongile.
Nokuthula was not available for comment. She also failed to respond to our SMSes and WhatsApp messages.

The relief fund has been a topic of anxiety and debate among creatives ever since its announcement, with musicians including Thandiswa Mazwai questioning the minister about how it would be implemented.
“Nathi Mthethwa, can (you) maybe answer some of our questions. What percentage of lost gig money will we get? Do overseas gigs count? Will we pay tax on it?” Thandiswa asked on Twitter. Seh Calaz has a new look, dumps dreadlocks: Pics. The Zimdancehall chanter known for his controversial theatrics is back again. Started his career with the song Mabhanditi which appeared to remain an underground track, the release of Mumota Murikubvira — which glorifies the use of marijuana — saw him dominating the airwaves.
He was voted the Best Male Dancehall Artiste at the King of the Dancehall Contest held in December 2013, where he pocketed R10 000. Chanter Seh Calaz, born Tawanda Mumanyi, is one of the golden picks of the country’s dancehall movement, having sung his way to fame since 2013, picking up a number of controversies along the way.
A keen fashionista, the 29-year-old launched his own clothing label, Mabhanditi, which produces his stage costumes. In May 2018, he was fined $100 by a Harare magistrate for recording the controversial song, Kurova Hohwa, which was classified as “obscene”.
He was known for his dreadlocks hairstyle for a long time together with fellow chanter Soul Jah Love who removed the dreadlocks some 3 years back.

ED advisor Shingi Munyeza continues to disagree with Mnangagwa’s administration. President Emmerson Mnangagwa’s advisor Shingi Munyezahas sent commiserations to the three MDC officials Joana Mamombe, Cecilia Chimbiri and Netsai Marova who were abducted by the suspected state against last week Wednesday.
In a Sunday video message, Munyeza said, “Sorry to the 3 ladies who were abducted last week and others who have suffered the same brutality under our watch. Sorry that we have not done enough to challenge and stop the demonic system presided over by evil men and women. Haman will hang on his own gallows.”
Munyeza accused the Harare administration of presiding over an evil system that oppresses people.

Former Warriors captain Willard Katsande helps in his countryside: Pics. The former Warriors skipper, who was raised in the Mashonaland East district, sent a truckload of the goodies from his base in South Africa. The items were distributed to members of several villages in Mutoko yesterday.
Kaizer Chiefs midfielder, Willard Katsande, has donated grocery hampers worth over R50 000 to the needy in his rural home in Mutoko.
Katsande said the hampers could go a long way in alleviating hunger among the rural folk who are the most vulnerable at a time the country is on lockdown due to the coronavirus outbreak. “I have donated some goodies to my village back in Mutoko. That’s my roots,” said Katsande.
“The travel arrangements were far from easy. “It has been quiet hectic but, I am very happy we finally managed to deliver the goods to the intended beneficiaries. “Things are tight during this COVID-19 pandemic so I just thought, I have to be there for those helped mentor me right from the start.
“I know what exactly the situation is right in the village because I was once in it,” he said.
Having been bred in the rural community, Katsande said he has always remembered the rural folk for the role they played in his upbringing. “I know how it is and how the goodies will give some relief to them at a difficult time like the one we are in.
“It cost me close to R50 000. I just thought let me chip in a small way with the little that I have. “This is a period when the elders and parents back in the rural areas need our help, so, it was prudent to come in. “These are my people. They sacrificed a lot for me to be where I am now. These are the people who would travel for several kilometres to Harare just to watch me play for the Warriors.
“These are the people who make it a point to tune in and catch me on television when I am playing for Kaizer Chiefs. “They have been so supportive of my cause so I have to remember that they need me at a time like this.
“So, I just sat down, looked back and thought the situation could be bad especially for the rural folk to let me just chip in. “My team also did a good job as they are the ones who delivered the goods to the beneficiaries.”
The former Warriors captain joins an array of other footballers who have joined in the cause and donated to the needy members of the society. These include Tino Kadewere, Teenage Hadebe, Marvellous Nakamba, among others.

Report: Nelson Chamisa and Khupe camps in early talks to end the brawl. This comes as concerned insiders have also told the Daily News on Sunday that hardliners on both sides of the feud are working hard to scuttle the negotiations in which some key players in the Thokozani Khupe camp are said to be playing a central role.
It Has emerged that warring MDC factions are engaging in tentative talks, in a bid to end their damaging power feud, the Daily News on Sunday revealed. It also comes after the Supreme Court recently annulled Nelson Chamisa’s MDC presidency after ruling that Khupe should be the party’s interim leader – with the mandate to organise an extraordinary congress to elect new party leadership using its 2014 structures.
Now, key Khupe players – who apparently include reinstated secretary-general Douglas Mwonzora and national chairperson Morgen Komichi – recently approached the Chamisa camp, to investigate the scope for unity ahead of the extraordinary congress scheduled for July 31.
Well-placed sources said the deal that has been put on the table includes Chamisa being elected as the undisputed new party leader – deputised by Khupe and Komichi, and Mwonzora retaining the secretary-general’s post.
Approached by the Daily News on Sunday yesterday, a cagey Mwonzora would only confirm the taking place of “engagements”, while declining to give details of the exploratory negotiations. “Yes, we have had some engagements, but I cannot disclose much. We are determined to have unity in the party and we want everyone to attend the extraordinary congress,” he said.
Belligerent key Chamisa ally, Chalton Hwende, also confirmed the approach for talks yesterday but rejected the negotiations outright. “They sent some emissaries and when they came up with their proposal we rejected it. We rejected their proposals because they acknowledged that Chamisa is popular and should be the president of the MDC.
“They wanted to poach our president and we shot that down,” he said. But other sources in Chamisa’s camp told the Daily News on Sunday that notwithstanding Hwende’s utterances, negotiations were “on-going”.
“Early in the conflict, Mwonzora and Khupe sent a team of lawyers for us to come up with a congress. They wanted to deal with Tendai Biti, Hwende and vice president Welshman Ncube.
“They were proposing that they would then go to the extraordinary congress with a slate that would have a pre-determined outcome – whereby Chamisa would be president, while Khupe and Komichi would be his deputies.
“Mwonzora would then revert to his secretary-general post. But we rejected those proposals because it was a proposal meant to reverse the Alliance. That is the only sticking point,” one of the sources said.
But while these initiatory talks are going on, the Khupe group is also pressing ahead with its preparations for the extraordinary congress – amid reports that they are prepared “to go it alone” if the current discussions fail.
Meanwhile, Komichi told the Daily News on Sunday yesterday that since the Supreme Court’s judgment, the party’s national standing committee has not been able to meet despite the fact that the party is two months away from the planned extraordinary congress.
“We have not met as a national standing committee because we still have challenges. Some people are still hesitant to make clear their positions because they want to establish who has the power to recall, and now that it is clear we hope to get started soon,” he said.
The MDC’s 2014 national standing committee included the party’s late founding leader Morgan Tsvangirai (president), Khupe (deputy president), Lovemore Moyo (national chairperson), Komichi (deputy national chairperson), Mwonzora (secretary-general) and Abednico Bhebhe (organising secretary).
The other members were Paurina Mpariwa (deputy secretary-general), Theresa Makone (treasurer-general), Hwende (deputy treasurer-general), Amos Chibaya (deputy organising secretary), Obert Gutu (secretary for information and publicity), Thabitha Khumalo (deputy secretary for information and publicity), Lynnette Karenyi
Kore (women’s assembly chairperson) and Happymore Chidziva (youth assembly chairperson). However, with Tsvangirai now late, while Gutu and Moyo are no longer in politics, Komichi said they would have to get the sufficient quorum from the remaining 11 people.
All this comes as the pressure has been mounting on Chamisa and his top allies, after more party MPs defied his decree to withdraw their services from Parliament last week.
It also comes as political analysts have warned that the charismatic politician’s directive was a “bad” and “irrational” call, which was already backfiring spectacularly.
MPs David Tekeshe, Joice Makonya and Virginia Mafuta became the latest party legislators to attend parliamentary business. This was after their colleagues Peter Moyo and Winnie Kankuni similarly attended parliamentary business earlier in the week.
The MPs later told the Daily News On Sunday’s sister paper, the Daily News, that it would be a “travesty of justice not to attend Parliament” when their constituencies expected the legislators to represent them in the august House.
Tekeshe added that he had been “directed by people” in his constituency to attend parliamentary business after he consulted them.
“I do not believe I am defying the party directive, but that I am doing what the constituency has directed me to do. “During this time of Covid-19, the people in my constituency need me the most, and if I don’t come to these platforms they will miss out on many things.
“People think that politics is about hatred and enmity, but I think we need to unite,” Tekeshe said defiantly. “I am not bothered if anyone recalls me because I am an established businessperson. I did not join politics to become MP, but for the people,” he told the Daily News.
Pressed to say if he still recognised Chamisa as his leader, Tekeshe said the time was “not yet ripe” for him to declare his allegiances. “We will cross that bridge when we get to it. All I can say is that in a democracy we have the right to make choices, and I made the choice to come to Parliament today,” he said.
On her part, Mafuta said she had decided to defy Chamisa’s directive after having allegedly suffered abuse at the hands of fellow MPs in the party, who were accusing her of backing Mwonzora.
“I was removed from the party’s WhatsApp group by Lilian Timveos (who is among the MPs who have been recalled), who accused me of being Mwonzora’s person. “When I begged for re-admission to the group, I was told to wait. I only got re-admission for a short time before I was removed again.
“From that point I realised that there was a bigger hand behind all this. So at the moment, I am standing by the court judgment. That is my position,” Mafuta told the Daily News.
Southerton MP Moyo also questioned why Chamisa wanted them to withdraw from Parliament for the sake of the four recalled MPs when he had failed to do the same after he lost the 2018 presidential election. “For the record, I voted for Chamisa and I will vote for him again. But let us not use emotions here.
“The bigger question is why did we not boycott Parliament when we said the presidential elections were rigged? “Why should we now disengage from Parliament … simply because four MPs have been recalled from Parliament?” Moyo said.
“The issue is that we are disputing the decision by the party to tell us to disengage before they consult. “If they are saying MPs should disengage, everyone else should disengage. A war is not fought in bits and pieces.
“I couldn’t miss the committee meeting because that meeting was crucial, especially during this time of Covid-19 when people in our constituencies are hungry. “We have people we lead who we should consult first. Let us not put emotions everywhere,” Moyo further told the Daily News.
Chamisa and his lieutenants have appeared to be in disarray ever since the Supreme Court delivered its ruling on the party’s leadership ructions at the end of March.
On its part, the Khupe group has successfully recalled Hwende (Kuwadzana), Tabitha Khumalo (MDC proportional representative), Prosper Mutseyami (Dangamvura) and Midlands senator Lillian Timveos, from Parliament, as it flexed its muscles and demonstrated that it is fully in charge of the beleaguered party for now.
Complicating matters further for Chamisa is the fact that the MDC has a total of about 107 legislators who got top-of-the-range vehicles, including Toyota Hiluxes worth between US$40 000 and US$60 000. Under their parliamentary privilege, they are supposed to pay for them through a stop order for a period of five years.
Besides their average monthly salary of between $6 000 and $8 000, the MPs are also entitled to $700 sitting allowances per session, fuel coupons and lucrative foreign trips on parliamentary business. The government emphasised recently that it would withdraw all their benefits if they withdrew from Parliament.

VP Mohadi: Our leaders told us of a greater war coming. He made the remarks yesterday while delivering a condolence message to Cde Sikhosana’s family in Nkulumane suburb. Vice-President Kembo Mohadi has said the late national hero Cde Absolom Sikhosana was a dedicated and loyal cadre with unquestionable credentials.
Cde Sikhosana died on Friday at the age of 70 at United Bulawayo Hospitals (UBH) where he had been admitted since last week on Monday. Burial arrangements will be announced in due course.
President Mnangagwa conferred national hero status on Cde Sikhosana prior to Zanu-PF Bulawayo province submitting its recommendation letter to the ruling party’s Politburo for such a declaration.
VP Mohadi said the ruling party was shaken following the news of Cde Sikhosana’s demise. He said it was saddening that Cde Sikhosana, a Politburo member and acting Zanu-PF Bulawayo provincial chairperson, died at a time when Government was fighting to economically empower Zimbabweans.
“We don’t know where we will get another Sikhosana, we know what he always did for us. We were very much shaken in the leadership. It came to us when we least expected. We thought he would soldier on but he is no more. That is a fact, he is no longer amongst us, he is departed. We are not going to see another Sikhosana again,” said the Vice President.
He said Government remains focused on delivering economic emancipation to the nation even in the face of adversity. “We were together in this economic war. This is what we told ourselves. We were taught by our leaders that what we are fighting for whilst we were in the bush is self-determination and political independence. But there is a greater war that was coming, they told us.
Our leaders told us that there was a greater war coming after that (the political independence) and that war is the economic liberation war. We have not achieved that,” said Vice President Mohadi.
“As we try to achieve it, a lot of spanners were thrown into the works but together with Sikhosana we were working on getting all the spanners out of the way so that we all forge together with the development of this economy. Alas he was not to be there, alas he had to leave us in the midst of the struggle. That does not mean the struggle is over. We have to take up the mantle ourselves and run with it until his teachings, his vision is achieved.”
Vice President Mohadi said while his family had lost a relative, Cde Sikhosana’s colleagues in Zanu-PF were feeling the same loss. He narrated his long-term friendship with Cde Sikhosana dating back to the liberation struggle and after independence after they both started in the Zanu-PF Youth League structures.
Vice President Mohadi told the mourners that he nicknamed the national hero ‘Goebbels’ because of his ability to make bad situations look good during their time in the Youth League executive.
The Vice President said while he was in charge of the restructuring of Bulawayo province, he heavily depended on Cde Sikhosana who wanted united party structures. He said he leaves a huge gap that would be difficult to fill in the metropolitan province.
“As Cde (Angelina) Masuku has said, Bulawayo will never be same again without Sikhosana. I would describe him as a determined, dependable, loyal cadre that is what he was. He was self-motivated on party matters, even in his ill health, you would see him running. As Cde Masuku highlighted that the restructuring of Bulawayo also falls under my purview, Cde Sikhosana was at the forefront of that,” said the Vice President.
He said those who worked close to him will always remember him for being principled. Vice President Mohadi said the Politburo unanimously agreed that he be declared a national hero due to the contributions he made to the country.
“This is what is going to remain in our memories and is going to remain within our annals of history. No one will ever obliterate that, no one will ever erase that because that is Sikhosana. That is him. That is what he was. Umama uMasuku said we acted faster than they expected. Clearly who else could have doubted his status? Who else in this country could have doubted that? Even those that are not within our party know who Sikhosana is and what he has done for this country and for the party,” said Vice President Mohadi.
“So, he is a national hero, he earned it. It was not just conferred on him, he earned it. That is what he is that is what he was. So, it doesn’t come as a surprise to anyone that we might have done it without following the laid down procedures of trying to wait for letters to come from the provinces.”
On the issue of escalating prices, the Vice President said Government will continue negotiating for the implementation of a price moratorium and price reduction as was earlier announced. He said Government will not force its hand on the market but remains determined to ensure prices go down.
“We agreed that we had to revert to the 25th March prices. The question of enforcement is something else. They might be citing certain things but eventually, we are going to reach an agreement because that moratorium was not law, it was not a statutory instrument. It was an agreement between the government and the business community. As a government, we will continue to engage but we are not going to institute any law against that,” he said.
Cde Masuku said Bulawayo was humbled by President Mnangagwa’s decision to declare Cde Sikhosana a national hero even before receiving a recommendation from the province. Meanwhile, the Zanu-PF Youth League has described Cde Sikhosana as a selfless servant leader who devoted his entire life in service to the nation.
In a statement, the Youth League secretary for information and publicity, Cde Yeukai Simbanegavi said they learnt with great shock the news of the untimely passing on of one of the revolutionary party’s longest-serving and most consistent cadres.
“We do therefore, with heavy hearts, convey and extend our sincerest condolences to all those who worked with, and those who, like us, have had the privilege of benefitting from being in contact with him throughout his illustrious career,” she said.
“Even in our sorrow, we celebrate the life and times of Cde Sikhosana, who had risen to become a Zanu-PF Politburo member, as a lifetime of milestones in the ideological education of the youth. Affectionately known by many as ‘Cde Nkosi’ or ‘Headmaster’, Cde Sikhosana came to represent the energetic, vibrant, never-say-die spirit of the revolution which to his credit, came to characterise the Zanu-PF Youth League.”
Family spokesperson and Cde Sikhosana’s younger sister Mrs Euna Ndlovu said the family feels consoled following the support they have received from the government, the ruling party and the community at large.
She said the support is testimony to who her brother was and how he impacted on the community. “As people we all have different gifts that we were given by God. His was to work for the people. We feel comforted to hear a lot of people describing how he worked with them. We are thankful to Government, Zanu-PF and all the people for standing with us during this difficult period,” she said.
Cde Sikhosana was born on 26 October 1949 in Matobo District under Chief Masuku in Matabeleland South Province.
He attended Nduna Primary School from 1956 to mid-1958. He moved to White Water Primary School for Standard One to Three and that was between 1958 and 1960. Cde Sikhosana also attended Lozikeyi Primary in Bulawayo for Standard Four to Six from 1961 to 1964.
In 1965 he moved to Mzilikazi Secondary School, then Mgandane for his Form One to Four and in 1969 he attained a certificate in Salesmanship from Rapid Results College and a Diploma in Public Relations from Ruskin College in the United Kingdom.
Cde Sikhosana worked as a Tally Clerk for the Bulawayo Clothing Factory (Charter Clothing) from 1970 to 1975. Between 1976 and 1977 Cde Sikhosana was elected regional organiser for the Rhodesian Clothing and Garment Workers Union. His movement from Charter Clothing to trade unionism was orchestrated by the political leadership to fill the gap left by the detention of the late nationalist Cde Enos Mdlongwa.
In 1977, Cde Sikhosana left the country for Zambia via Botswana to join the armed struggle and was trained at Camp of General Training (CGT) as an infantry cadre. After demobilisation in 1982, he joined the Bulawayo Municipal Workers Union and became the organising secretary.
In 1992 Cde Sikhosana was seconded to the Public Service International Headquarters in Geneva, Switzerland. In 1983 he was elected National Secretary-General for the ZAPU Youth wing. Between 1987 and 1989 Cde Sikhosana was instrumental in uniting the structures of the two liberation parties after the signing of the Unity Accord in 1987.
He was elected Youth Publicity and Information Secretary for the united party Zanu-PF at the inaugural Youth Conference in 1989. Cde Sikhosana became the National Deputy Secretary for the Zanu- PF Youth League deputising the late National Hero Chief Air Marshall Josiah Tungamirai.
Between 2000 and 2014, he served as Zanu-PF National Secretary for Youth Affairs. In 2014 he became Deputy Secretary in the Department of Implementation of Indigenisation Policy in the Politburo.
In October 2019 he was appointed acting chairman for Bulawayo Metropolitan Province, a position he held until the time of his death. He is survived by wife, Mrs Jelina Dube Sikhosana, five children and six grandchildren. Mourners are gathered at his home, Number 3115 Nkulumane 5 in Bulawayo.

Actress Nokuthula Mavuso has written a detailed Twitter thread to the minister of sports, arts and culture and to the SA presidency, detailing her struggle as a freelance actress The star said that as a freelance actress, who last worked in April 2019 before the birth of her child, she was in a particularly hard financial position.
“Dear, @NathiMthethwaSA @PresidencyZA, My name is Nokuthula Mavuso and I’m a freelance actor who hasn’t worked since the birth of my child in April 2019. I was due to work on a series that was meant to shoot on March 26 2020. The project cannot resume until ports of entry are reopened.
Nokuthula explained that her upcoming gig was therefore postponed due to the global pandemic and the lockdown imposed in Mzansi to curb the spread of Covid-19. She said that postponement meant she was hoping that the government would come through for her as promised with financial aid during this time.
The actress said she had hoped the announced R150m relief fund allocated to help performers and artists during the lockdown would help her, but even after submitting all necessary documentation, she had been met with nothing but silent treatment.
“I was hopeful that the fund would cushion the #LockdownSA #COVID19SA blow. I sent through all required docs by your dept, I’m yet to receive an acknowledgement of receipt from your dept. Mine worker dies during blasting exercise falls 40 metres down. A worker at Vumbachikwe Mine died after he allegedly fell during a blasting exercise when he was alone underground.
Matabeleland South provincial police spokesperson, Chief Inspector Philisani Ndebeleconfirmed the incident which occurred on Monday at around 11 AM. He said investigations were underway.
“I can confirm that we recorded a sudden death incident which occurred at Vumbachikwe Mine. A mine worker identified as Moses Ndlovu (39) died in a mine accident which occurred during a blasting exercise. His body was taken to the Gwanda Provincial Hospital Mortuary. Investigations are still underway to ascertain what happened during the mine accident,” he said.
A source who preferred anonymity said Ndlovu who was a mining crew leader was reportedly alone when he initiated the blast. He said when the blast went off Ndlovu is suspected to have been struck by a flying rock and fell about 40 metres.
“Ndlovu was working at the mine with his crew and they were preparing to perform a secondary blast. When they were done setting up, he told his two crew members to leave him behind underground and go back to the surface as he was going to initiate the blast alone.

One week in, two weeks out for COVID-19 as govt reduce exposure to health workers. Since the outbreak of the pandemic, health workers have been on the frontline in the fight against Covid-19 that is straining the health sector. Government is already paying a risk allowance to health workers who in the majority of cases perform duties that are less likely to be done from home.
Health workers, including nurses and doctors, will from today start reporting for duty for a week and go off duty for two weeks as part of measures to reduce their exposure to Covid-19.
Health workers had been working for “flexible hours”, an arrangement that was introduced through a collective bargaining agreement to cushion particularly nurses, who had gone on an indefinite strike citing erosion of their salaries by inflation. The workers would report for work on a few days a week, but working more hours than their usual shifts. Most nurses were now working two days a week for 12 hours a day.
According to the Ministry of Health and Child Care, the new arrangement for health workers to go off for two weeks can be changed any time depending on the situation. In an interview yesterday, Health Service Board chairperson Dr Paulinus Sikosana said once health workers take off days, they would be tested for Covid-19 before reporting for duty again.
“That decision was made by the Ministry of Health and Child Care last week. The rationale was basically health workers get exposed to COVID- 19 patients. They rest and they will be tested before they come back to work and usually one shows signs between two to 14 days,” said Dr Sikosana.
In a letter dated May 11 addressed to all provincial medical directors and chief executive officers, the then Health Ministry permanent secretary Dr Agnes Mahomva said the new system will reduce exposure of health workers to Covid-19.
“Further to the letter from the Health Service Board where they effected the cancellation of flexible working hours for health workers due to the declaration of Covid-19 pandemic by President Mnangagwa, all provincial medical directors and chief executive officers should utilise the system outlined below which will minimise the risk of exposure to Covid -19.
“Health workers should, therefore, report for duty for one week continuously and take two weeks off to minimise exposure risk,” read the letter signed by Dr Mahomva who was last week appointed by President Mnangagwa to the newly created post of chief coordinator, national response to the Covid-19 pandemic in the Office of the President and Cabinet.
Zimbabwe Nurses Association president Mr Enock Dongo said when reporting for work, each shift will run for eight hours for nurses. “With effect from tomorrow (today) nurses will be working one week in for eight hours and then two weeks out. We have new arrangements we want to reduce the number of days and hours that the nurses spend in the hospital environment,” said Mr Dongo.
He said they were looking forward to the engaging government over the issue of remuneration.
While extending the lockdown for an indefinite period on Saturday, President Mnangagwa said the training of a large number of healthcare workers in various aspects of Covid-19 such as care, infection prevention and control as well as disease surveillance has been done and will continue.

Showbiz darling, Nina Hastie, has come face-to-face with the grim prospect of her car growing legs – and moving from where she’d parked it.
This as thugs attempted to steal the comedian and businesswoman’s drop-top ride.
The 37-year-old was so traumatized by the incident that she decided to sell her baby after the incident.
Nina told Sunday Sun that said she got rid of the car after it got fixed.

Explained Nina: “The insurance paid for the damages, I’m not using that car anymore.
“I found that someone had tried to take something and couldn’t get it, the door was then left damaged.”
She had opened a case of attempted theft out of a motor vehicle at the Norwood Police Station in Jozi in August.
According to a police statement seen by the SunTeam, Nina said someone had tempered with the car’s driver’s door and window.
Read the document, in part: “Complainant alleged that she parked her car, a Pearl White 500c cabriolet with (registration withheld) at her residential place.
“When she came back, she was surprised to find the front door on the righthand side and the lock damaged and the window wasn’t closing.

“When she took her car to be checked, she was told someone tempered with the car, as they damaged the lock and the window mechanism.
“The damages cost R15 000 and the suspect is unknown. Nothing was stolen inside the car.”
According to the police document, the case was still under investigation.
Cop spokesperson Kay Makhubele said a case was opened at the Norwoord Police Station and no one has been an arrest.
