First Lady’s Angel of Hope Foundation takes kids off the streets

Children living on the streets are poised to have a new lease of life as First Lady Auxillia Mnangagwa’s Angel of Hope Foundation bathes, clothes and commits them to rehabilitation centres, as it presses ahead with efforts to allow every citizen a decent life.

Working in conjunction with the Department of Social Welfare, the foundation yesterday picked children in the streets of Harare aged between nine and 16 years and temporarily sheltered them at St Joseph House for boys ahead of their transfer to Chambuta Children’s Home in Chiredzi on Saturday.

This is not the first time that the First Lady through her foundation has rounded up the children with a view to offering them a better life in addition to access to education.

Children living on the streets were exposed to drugs and prostitution, among many other challenges that affect the healthy living.

The First Lady is the country’s health ambassador with a passion for the elevation of the poor and marginalised communities.

Most of the children that were yesterday rescued from the streets spoke glowingly of the First Lady for providing shelter above their heads.

One of the beneficiaries of the latest move, a 14-year-old boy gave a heart-rending account of how he ended up living on the street since 2017.

“I left home where I was staying with my paternal grandmother who abused me. My mother left me with my father when I was young and left for Mozambique and that was that. My father later left me in the hands of his mother and disappeared. To date, I do not know his whereabouts. I only passed through Grade One then dropped out of school,” said the child while battling tears.

He said he was thankful to the First Lady for providing care for people like him given the cold weather and the tough life on the streets.

“It’s not easy to get a meal every day. What the First Lady has done for us is splendid and I do not know how best to thank her,” he said.

Another nine-year-old beneficiary of the First Lady’s initiative echoed similar sentiments and said he ran away from an abusive stepmother.

“My mother died, my father remarried and my stepmother ill-treated me. I would starve while her children were well catered for. Whenever I told my father about the ill-treatment, he would beat me so I decided to run away from home. I have been on the streets since 2018,” said the boy.

He thanked the First Lady for giving him the things he yearned for like warm clothes, a roof above his head and regular meals.

An older boy, who is 15 said his challenges came after they were deserted by their mother, who reportedly left for South Africa long ago.

“My brother and I were staying in Kadoma with our aunt. I don’t know my mother because she left for South Africa when I was young. I do not know whether or not she is still alive.

“She completely forgot about us. When my father remarried, he took us to his sister who was not kind to me and my brother. We later ran away from home and came to Harare in 2016. A lot happened on the streets. I don’t know where my brother is. I am not sure if he is still on the streets or he went back to Kadoma.

“I was exposed to a tough life at a tender age, but with the advent of the First Lady, things are looking up and the future looks brighter. I now no longer think about where I get the next meal and things are looking okay,” he said while dressed in clean warm clothes.

What the First Lady is doing is in fulfilment of a pledge she made last year when she promised to transform the lives of hundreds of children living on the streets and afford them basic needs such as shelter, food and skills training, among others.

This was after the homeless children pleaded with her to help them access basic needs, especially shelter.

The First Lady pledged to assist them saying the vulnerable group could be helped through equipping them with necessary skills, provision of food and decent housing.

She identified Chambuta Children’s Home in Chiredzi as one of the places to move the children into.

The orphanage has the capacity to take care of 200 children.

When Amai Mnangagwa identified the home, the infrastructure was dilapidated, however, with her intervention and assistance, renovations were made.

There is also a vocational skill training centre near the home much to the benefit of the children.

St Joseph House for Boys’ Superintendent Ms Evas Pedzisai praised the First Lady for leading by example through the initiative, which shows motherly care for the welfare of vulnerable children.

“We have seen these children being given clothes, blankets and food. With this cold spell during this period of Covid-19, these children have benefited and we support the mother of the nation for doing this. She has shown good vision in this Covid-19 era,” she said.

Two people died Saturday from the Coronavirus, bringing the number of fatalities to six since Zimbabwe recorded its first Covid-19 case in March this year.

The two fatalities came as the country recorded seven new cases, taking the number of infections to 486.

Zimbabwean artist Innomuno makes his impact during lockdown

Innomuno is currently based in New York and keeps flying the Zimbabwean flag up high. The young artist has kept his Zimbabwean identity by releasing a Shona version of his latest single “Reason to live”.

The hit is a cocktail of R&B and soul, with a touch of old-school. Innomuno made the single during the Covid-19 lockdown, in the comfort of his home, while the city of New York had been hard-hit by a high number of coronavirus cases. Speaking of his experience during the production of “Reason to live”, Innomuno recalls composing the song in Zimbabwe last year before Covid-19 had spread across the world.

The song derives inspiration from other Zimbabwean music legends such as James Chimombe, Marshall Munhumumwe and Oliver Mtukudzi. It is safe to assume the driving force behind Innomuno’s musical talent is deep-rooted in his identity as a Zimbabwean even though he has spent quite some time in the United States.

Born Innocent Tswamuno, which inspired his stage name Innomuno, the artist discovered his passion for music at an early age. While in his hometown of Nyanga, Innomuno learned the piano and sang in a church band. “I learnt to sing and make music in my father’s church in Mutare,” as he reminisces of his childhood. Music takes Innocent back to his home where he was not yet a musical star but just a little boy exploring his gift.

“One night I was in a headspace where I was missing home and thought how cool it is to write a song that connects the pop/contemporary sound with my roots,” he says. It is clear that “Reason to live” is more than just a song, but also a glimpse into who he is and where he comes from.

Revealing his love for Pamereki Braai, a favourite spot to visit in Harare, Innomuno still holds Zimbabwe dear to his heart.

“The cover art for Reason to live was shot outside Pamereki Braai,” he adds.

Innomuno thrives on his African identify and admits that he never understood his African roots until he left Zimbabwe in 2007.

“My African identity is the only thing I carry within me every day, no matter where I am. It’s the piece of home that nothing can ever remove,” he says.

His decision to make music that integrates his native language, Shona, was based on a motivation to promote his cultural identity.

“That amalgamation of English and Shona pays homage to my African roots and anyone who isn’t Zimbabwean will want to learn about it. I have several American followers asking me to explain the language I use in my music and I get to educate them about Shona,” he adds.

Fuel price hike triggers long queues

Zimbabwe’s fuel supply situation has been quite challenging for some time now with analysts citing low fuel prices compared to those obtaining in the region.

With signals by Government that a new realistic pricing structure is in the offing, scenes of motorists jostling for the cheap commodity are common before the price hike.

Commissioning Petrotrade’s solar-powered service station in Mabvuku, Energy and Power Development Minister Advocate Fortune Chasi said the low prices stimulated rent-seeking behaviour in the fuel sector causing artificial shortages.

“We are proposing that a new pricing structure that will put an end to these shortages because a lot of fuel was being diverted to the black market,” said the minister.

Motorists concurred with Minister Chasi saying a pricing problem is contributing to the challenge. A sophisticated syndicate of dealers is accused of diverting fuel from service stations taking advantage of low prices and reselling it on the black market.

CCZ says Govt should balance prices and salaries

The Consumer Council of Zimbabwe (CCZ) says the government should balance between pricing of goods and salaries to prevent a situation where the loss of value on earnings would impoverish consumers.

CCZ made the remarks after civil servants rejected a 50% salary raise and a non-taxable US$75 COVID-19 allowance announced by Treasury on Wednesday.

The workers have described the offer as insignificant considering the soaring prices of basic commodities in recent weeks.

CCZ regional manager for Bulawayo, Comfort Muchekedza yesterday said there should be a balance between pricing of goods and salaries.

“Consumers have a right to basic needs and this right is very important and should not be taken for granted,” Muchekedza said.

“In our case, the government, being the custodian of all citizens, has to make sure that all the citizens have access to basic needs. If citizens are buying goods, they have to be affordable and an equal match between salaries and prices.”

Muchekedza said prices should not run away from income.

“The price of bread is now too much. At the current $62 per loaf, one needs more than $1 500 for bread only, how many can afford that?” he asked.

Muchekedza said more worrying was that government’s subsidised mealie-meal was not reaching many, forcing the population to buy a 10kg packet of the staple commodity at $250 as opposed to $70.

“A family usually needs 30kg of mealie-meal per month and you say $250 multiplied by three, it is $750 and to add to $1 500 for bread, the whole salary is over. You haven’t talked about sugar, cooking, bills and transport money,” Muchekedza added.

“All these costs really don’t match with the income and government should meet with stakeholders and come up with a resolution.”

Revealed: Here are the Schools re-opening guidelines

All schools’ out and indoor sporting activities have been suspended ahead of next month’s opening of learning institutions as the Government implements measures to curb the spread of coronavirus.

The measures, which include the prohibition of learners from school playgrounds, engaging in choral practices, and physical contact among others, are contained in Standard Operating Guidelines sent to all primary and secondary schools recently.

According to the guidelines, break and lunchtimes will be staggered or held in class.

Further, classrooms will accommodate not more than 35 learners seated one metre apart.

Learners are prohibited from sharing textbooks and other learning materials, with the Government encouraging hot sitting to accommodate all students.

The guidelines state that all school authorities should strictly adhere to the “new normal” and failure to do so attracts punitive action.

“As schools prepare for reopening, special considerations have been made to ensure the safety of both learners and teachers during the new normal,” read part of the guidelines.

“In light of this, the Ministry of Primary and Secondary Education has developed Standard Operating Procedures which are meant to guide heads of schools, teachers, learners and stakeholders on how they should be conducting business.

“It is, therefore, made clear in this document that failure by any school head for any reason to observe these guidelines is deemed an act of misconduct and will attract serious disciplinary action.

“The seating arrangement in every classroom should be that there is a distance of one metre from one learner to another.

“To achieve this, there should be one learner at each desk or the school should use the desk and chair approach and a classroom should not accommodate more than 35 learners.

“Social and physical distancing should be practiced in hostels, the use of bunk beds in hostels is therefore prohibited.

“All sporting activities, including matches, choral practice, indoor games, and festivals are prohibited during the new normal.

“The use of play centres, sporting equipment, gymnasium, and sporting facilities are prohibited since they may facilitate the transmission of coronavirus.

“Schools should avoid mixing learners for lessons and after-school activities. Learners in a class should stay in one classroom throughout the day while teachers move between classrooms in secondary schools.”

Also, each school will be required to have sufficient Personal Protective Equipment (PPE) and a health coordinator trained by the Ministry of Health and Child Care before schools open.

Each classroom should be equipped with a handwashing facility, running water, and soaps. Ablution facilities, according to the guidelines, should be cleaned and disinfected thrice a day.

Transport services will be required to carry one student per seat with a distance of one metre effected.

The Ministry of Primary and Secondary Education has also mandated schools to come up with Covid-19 awareness programmes for learners.

The start of the phased reopening of primary and secondary schools has been set for Tuesday, July 28.

Primary and Secondary school heads who spoke to this publication said they had no objection to the guidelines.

They, however, said their school coffers were empty.

“Though we were saying school heads are ready to work for as long as we receive material support in terms of resources such as masks and sanitisers, currently schools rely on fees and coffers are empty,” said one school head who spoke on condition of anonymity.

Government tasked schools to provide masks and sanitizers to their learners.

Teachers Unions have also been opposed to the opening of schools saying there was need for adequate time to procure PPEs.

Mthuli Ncube – National Ports Authority long overdue

Zimbabwe will expedite the establishment of the National Ports Authority to take over the management of its ports of entry and exit, a Cabinet minister has said.

Finance and Economic Development Minister Professor Mthuli Ncube said this was long overdue.

He made the remarks on Friday while responding to Beitbridge East Legislator Albert Nguluvhe who had raised concern over the state of affairs at Beitbridge Border Post.

Prof Ncube had visited the port of entry to familiarise with operations.

“As a ministry, we have noted the concerns from the local Member of National Assembly for Beitbridge East (Albert Nguluvhe) and I will engage other line ministers in Cabinet so that we operationalise the National Ports Authority,” he said.

“It is very critical that we have a responsible authority to coordinate border activities and address operational and administrative issues on the go.

“However, things could be even better with someone managing the affairs and coordinating issues under clearly defined roles.”

Prof Ncube said Zimbabwe’s ports, especially Beitbridge, played a key role in regional and international trade. Zimra collects an estimated $170 million at the border facility weekly.

According to Hon Nguluvhe, the state of affairs at the border was worrisome.

“The civil servants are doing well, but then we have people implementing many programmes without proper coordination and disgruntled people have nowhere to report to,” he said.

“We need to minimise unnecessary processes to attract more human and commercial traffic to the border to enhance revenue collections.

In 2014, Cabinet approved the establishment of the National Ports Authority (NPA) to coordinate operations and attending to teething challenges at the ports of entry.

However, five years down the line, the NPA is yet to see the light of day.

According to the proposal, the NPA will fall under the Ministry of Transport and Infrastructure Development.

Some of the stakeholders at border posts include; Department of Immigration, Insurance companies, Zimra, security agencies, ministries of Health and Child Care, Environmental Management Authority, Forestry Commission, Veterinary and Agriculture services ,among others.

You have to accept them, bond coins and notes are still legal tender – Mutsvangwa warns

Bond coins and bond notes are still legal tender, Information, Publicity, and Broadcasting Services Minister Monica Mutsvangwa reiterated yesterday, and traders are legally obliged to accept them.

“Government notes with concern that there are some sections of the market that are rejecting bond notes and coins. Notes inscribed ‘bond notes’ are being rejected in preference for those inscribed ‘dollars.’ Government through the Ministry of Finance and Economic Development will be substituting bond notes with new notes through a gradual process,” said Minister Mutsvangwa.

“In the meantime Government advises the public that the $2 and $5 bond notes are still legal tender in this country and therefore calls upon the business sector not to reject them. As just been announced by Reserve Bank of Zimbabwe Governor, Dr John Mangudya, all business owners, shopkeepers, tuck shop owners and even individuals are free to exchange the bond notes with new notes through their banks.” Under normal circumstances, when currency notes are deposited in banks fairly frequently, banks remove worn and soiled notes and send them to the Reserve Bank for destruction. When notes or coins are demonitised, notice has to be given in the Government Gazette and a reasonable time is always given for holders to bank these while they are still valid, or even in a set time after demonitisation.

Turning to the Covid-19 update, Minister Mutsvangwa implored churches to observe measures announced by the Government that includes social distancing and not to converging beyond 50 congregants.

High Court grants Saviour Kasukuwere right to evict war veterans from his farm

The High Court has given exiled former cabinet minister, Saviour Kasukuwere the green light to evict war veterans who are encamped at his Corncorpia Farm in Mazowe.

Kasukuwere had approached the High Court to force Efanos Mudzimunyi, Kudakwashe Moyana, Kenneth Mudzimunyi, and Akim Mudzimunyi to vacate his farm, which they invaded earlier this year.

The war veterans had appealed to the Supreme Court against a High Court order which ordered them to vacate the farm that was given to the former Local Government Minister during the land reform programme.

Ruling on the matter, Justice Edith Mushore said the order would “operate and be executed pending the outcome of war veterans’ Supreme Court appeal.

Mudzimunyi and colleagues were allegedly given the farm by the Minister of Lands, Perrance Shiri after the offer letter to Kasukuwere was this year withdrawn under unclear circumstances.

Reports suggest that there have been clashes between Kasukuwere’s workers and the war veterans which resulted in vandalism of property.

The war veterans have been harvesting Kasukuwere’s oranges and are reportedly not taking good care of the trees which could affect production in coming years.

Disease which killed 9 people in Luveve identified

The Bulawayo City Council has identified the disease which has killed nine people in Luveve as a gastrointestinal disease but warned that it was incapacitated to handle an outbreak of another disease at a time the country is battling coronavirus.

Nearly 1 000 people have already been treated of the disease which has diarrhoea symptoms, while nine people have died since the outbreak of the disease which residents blame on water supplied by the council.

The Mayor, Councillor Solomon Mguni, revealed that health officials have identified the illness as a gastrointestinal disease outbreak.

A gastrointestinal disease is a condition or disease that occurs within the gastrointestinal tract, it includes conditions as constipation, irritable bowel syndrome, haemorrhoids, anal fissures, perianal abscesses, anal fistulas, perianal infections, diverticular diseases, colitis, colon polyps and cancer.

He revealed that so far the outbreak has been clustered in Old Luveve, New Luveve and Gwabalanda.

“At least 726 suspected cases of Gastrointestinal Disease have been seen and evaluated at Luveve Clinic this week (last week) and at least 37 seen at their homes as at 18 June 2020. At least 15 were transferred to Mpilo Central Hospital from Luveve area (including the clinic) on 16 June with the hospital reporting at least 59 people being admitted and five having died (five children and one adult) as of 16 June 2020.

Investigations on community deaths is ongoing, with at least three having been reported. Symptoms being reported include watery diarrhoea, bloody diarrhoea, fever, vomiting and abdominal cramps and pain,” said Clr Mguni.

He said four treatment stations have been set up, with mobilisation of mobile ablution facilities in progress.

“The inter-departmental investigations (health and engineering services) are ongoing with water samples from taps, storage containers and unprotected wells being collected and sent to different laboratories for testing.

“The city continues with engagement of local leadership and community structures, council has also waivered water shedding in the affected area,” he said.

Clr Mguni said some of the patients who were admitted to Mpilo Central Hospital had been diagnosed with Haemolytic-uraemic syndrome, which is a group of blood disorders characterised by low red blood cells, acute kidney failure, and low platelets.

“Initially most of the Luveve cases complaining of diarrhoea were not reporting to the health facility citing that they did not have money to pay for service fees at the clinic. Patients were advised to seek care immediately while issue of payments was going to be addressed using the council’s pro-poor policy or unfunded mandate framework as has always been the case in outbreak situations.

“After that campaign, the numbers of patients seeking services has increased. It was also observed that the affected cases were not administering the home-made sugar and salt solution as they did not have sugar or salt at times. Oral Rehydration Solution (ORS) at clinics was distributed to those affected,” said Clr Mguni.

The Mayor said one of their major challenges to date in handling this gastrointestinal disease outbreak was the lack of personnel as already their officials were engrossed with containing the Covid-19 pandemic in the city.

“Council has inadequate human resources to cater for two outbreaks and maintain essential services, further there is a major worry in terms of the frequency of the diarrhoea deterring patients from seeking health services early. Water shortages are also deterring messages on hand washing as there was backlash experienced from the community. The danger is that the outbreak may not be limited to Luveve only,” said Clr Mguni.

The mayor dispelled social media reports that there was an outbreak of typhoid in the city. Meanwhile, the local authority has reported that it requires US$1 482 000 to address the problem of water contamination in the affected areas.

The plan of action according to the local authority’s engineering services department includes the rehabilitation of the existing water and sewer infrastructure with the local authority noting that one of the possible causes of the contamination was the obsolete infrastructure.

“The infrastructure is over 50 years old and has not had any water quality challenges. The 144- hour shedding strained the already aged network, further complicating the system and reducing its ability to self-cleanse due to prolonged hours of no water in the network.

“Part of Old Luveve water mains are being replaced under BWSSIP ( Bulawayo Water and Sewerage Services Improvement Project) which is an African Development Bank (AfDB) on-going project, to eliminate such challenges. The water connections are being separated and repositioned to run front-verge, whilst the sewer drainage will remain mid-block. However, funding has not been adequate to cover the whole of Old Luveve,” reads a council report on the contamination.

The targeted projects include; rehabilitation of the outfall sewer line with hand-dug wells (US$1,2 million), repair of all water and sewer service connections (US$250 000), pipe laying and replacement (US$25 000), repair of the reclaimed line (US$5 000) and pipes and fittings (US$ 2 000).

In the immediate term the local authority revealed that it will be back-filling all unprotected hand-dug wells and their use will be strongly discouraged. On Friday, the Government also ordered that all those treated for running tummies in the area must be tested for Covid-19.

Ex-Zipra commander Nleya declared a National hero

President Mnangagwa has conferred national hero status on Cde Stanley Nleya who died on Tuesday in Bulawayo.

Cde Nleya was one of the Zimbabwe People’s Revolutionary Army (ZIPRA) commanders during the liberation struggle.

His pseudo name was Elish Gagisa.

Cde Nleya succumbed to heart disease at United Bulawayo Hospitals (UBH) where he had been admitted.

The national hero has been described as a true commander who trained several high-ranking military officials who include Zimbabwe Defence Forces (ZDF) Commander General Phillip Valerio Sibanda.

Zanu PF secretary for Administration Dr Obert Mpofu yesterday said President Mnangagwa declared Cde Nleya a national hero due to his immense contribution to the liberation of the country.

He said there was no objection among Politburo members to the proposal to declare Cde Nleya a national hero.

Dr Mpofu confirmed the hero status to the Nleya family at their home in New Luveve, Bulawayo, where mourners are gathered.

“His Excellency, the President and the First Secretary of Zanu PF Cde ED Mnangagwa has conferred the national hero status to the late Stanley Nleya who died on June 16 2020. His remains will be interred at the Heroes Acre at a date to be advised,” said Dr Mpofu.

He said the declaration of national hero status means all expenses relating to his burial will be met by the State.

Dr Mpofu said the Government would closely work with the family in coming up with burial arrangements.

He described Cde Nleya as a selfless and true soldier who wanted nothing for himself but was focused on an independent Zimbabwe.

Dr Mpofu said when news started trickling in that Gagisa had died, he received a phone call from Vice President Dr Constantino Chiwenga who wanted to establish whether the information was true.

“Vice President Chiwenga is a soldier and knows the man Cde Nleya was. It’s not shocking that he called to enquire about him. Remember he trained a lot of people during the liberation war. Some of the soldiers he trained became some of the finest commanders that the country has ever had in independent Zimbabwe. We have the Commander ZDF, he passed through his hands. He trained people who have dedicated their lives towards protecting the territorial integrity of the country. That alone is proof enough that he is a true hero, a hero of heroes,” said Dr Mpofu.

He expressed concern that there was little documentation of biographies of some of the freedom fighters who significantly contributed to the liberation of the country.

Dr Mpofu said failure to document the biographies delays national hero declaration as has been the case with Cde Nleya.

“As a matter of urgency, we want the Ministry of Defence and War Veterans and the department of war veterans in the party to compile a database for all freedom fighters so that we can have their biographies. We know them but we need their biographies documented. Failure to document is the reason why we are having biographies that do not reflect the true stature of some of the cadres, yet they would have done more for the country,” said Dr Mpofu.

Bulawayo Provincial Affairs Minister Cde Judith Ncube commended President Mnangagwa for declaring Cde Nleya a national hero.

She said Cde Nleya was a national hero of unquestionable credentials and it is not surprising that he has been accorded the highest honour.

Minister Ncube said it was saddening that Cde Nleya died at a time when Government was working on a programme to visit some of the freedom fighters to assess how they are coping with hardships facing the country.

She said Government had assisted Cde Nleya by taking him to hospital but it was unfortunate that he did not make it.

Zanu-PF Politburo member and Retired Colonel Tshinga Dube said Cde Nleya was an astute soldier and a true commander.

He said his leadership qualities saw him rising to the ZIPRA High Command as a deputy chief instructor during the liberation war.

Rtd Col Dube who was also in the ZIPRA High Command said he was worried as most of the commanders were dying.

“These days I’m even afraid to look at the pictures of those who were in the High Command. Not so many people made it to the High Command but the few who were part of it are dying. We are losing our members may be from the initial 12 members, only five of us are left,” he said.

Zimbabwe National Liberation War Veterans Association (ZNLWVA) Bulawayo provincial chairman Cde Cephas Ncube also described Cde Nleya as a dedicated soldier.

He said while he was not directly trained by Cde Nleya, the commanders he worked under were trained by the national hero.

Cde Nleya’s younger brother and family spokesperson Mr Tshaka Nleya said it was Gagisa’s wish to be declared a national hero.

“We feel comforted that Government has honoured his wish. He wanted to be declared a national hero and be buried at the national shrine like his fellow Cdes. We are humbled after Cde Mpofu delivered the hero status message to us,” said his brother.

Cde Nleya was born on September 26 in 1947 in Masendu area in Bulilima District of Matabeleland South.

He did his primary education in the same district before proceeding to Hope Fountain Mission for his secondary education.

He also attended Inyathi Mission in Bubi District before abandoning school to join the liberation war in 1968.

Cde Nleya had his first military training at Morogoro in Tanzania where he was later elevated to the position of an instructor.

He remained at Morogoro following the Zapu split when the late James Chikerema left to join Froliz.

At independence, he led the demobilisation process before being integrated into the Zimbabwe National Army where he served as one of the senior commanders before being fired in the early 1980s.

The High Court has given exiled former cabinet minister, Saviour Kasukuwere the green light to evict war veterans who are encamped at his Corncorpia Farm in Mazowe.

Kasukuwere had approached the High Court to force Efanos Mudzimunyi, Kudakwashe Moyana, Kenneth Mudzimunyi, and Akim Mudzimunyi to vacate his farm, which they invaded earlier this year.

ZACC: Account for your wealth or lose it. ZACC chair Justice Loyce Matanda-Moyo said the anti-graft body was empowered by the Money Laundering and Proceeds of Crime Amendment Act to seize assets bought through proceeds of crime.

The Zimbabwe Anti-Corruption Commission (ZACC) has launched a new operation code-named “Wakazvitenga Sei?” that is set to see individuals who fail to account for their wealth forfeiting it to the State.

Even if the suspected corrupt person is acquitted by the courts, the unexplained wealth orders give the commission and the National Prosecuting Authority (NPA) power to forfeit the properties. The law demands that anyone suspected of corruption explain his or her source of wealth, failure of which they will lose the properties.

It is understood that some persons of interest, including high-profile individuals, are already being investigated by ZACC. Justice Matanda-Moyo told The Sunday Mail that those that would be under investigation are expected to produce verifiable and auditable data to support their wealth.

“This is an intensive lifestyle audit on some of the rich people. They have to produce their invoices on what goods or services they rendered and this has to match the value of the acquired properties,” she said.

“We will also be checking if these people or their businesses were paying taxes. This means that the Zimbabwe Revenue Authority (Zimra) is also on board as we seek to ensure compliance to all laws.”

However, before the properties or wealth is seized, an application would be made through the NPA. Those who are under investigation will then be afforded an opportunity at the High Court to account for their wealth.

Failure to do so will automatically result in seizure and forfeiture. Zimbabwe National Road Administration (Zinara)’s former chief executive officer Mr Frank Chitukutuku’s properties have been frozen while investigations into his case continue.

A former Zimra revenue official Mr Kennedy Nyatoti recently lost a US$150 000 mansion and a vehicle after the taxman conducted a lifestyle audit which exposed that his earnings did not match his possessions.

ZACC spokesperson Commissioner John Makamure said the country now has robust legal instruments to fight corruption such as the Anti-Corruption Commission Act, Prevention of Corruption Act, Money Laundering and Proceeds of Crime Amendment Act and Criminal Law (Codification and Reform) Act.

Writing in his bi-weekly column, Corruption Watch, which is published by The Sunday Mail, Commissioner Makamure said the unexplained wealth orders were recently enacted into law and gave impetus to assets forfeiture of properties reasonably suspected to have been acquired through corruption.

“The unexplained wealth orders are a profound development in the quest for zero tolerance to corruption. This is because someone can be acquitted in a criminal trial but still have assets forfeited as long as on the balance of probabilities there is reasonable suspicion that they were acquired from corrupt activities.”

Commissioner Makamure said they were closely working with the NPA, which makes applications at the courts to seize targeted properties under the operation. “We are confident that the improved legal framework on asset recovery should enable the commission to surpass its target of recovering assets worth $300 million by the end of this year.”

Legal expert Mr Oliver Marwa said while the current statutes were adequate to combat corruption, there is need to double down on efforts to fight the scourge considering its prevalence. There was need for ZACC to hire competent chartered accountants and lawyers who should be well paid to avoid bribery from suspects, he said.

“Corruption in Zimbabwe is more pronounced in the public sector where politicians have more assets compared to their counterparts in the developed world. They acquire houses and cars, hence it is not difficult to seize and forfeit properties acquired from proceeds of crime,” said Mr Marwa.

He recommended that asset seizure should be done expeditiously as properties could be easily transferred or sold to third parties and render the whole exercise futile. “Corruption is very complicated. So let us be serious because it sustains itself in that if someone is arrested he/she can easily pay a bribe and be released. In some cases, one may never get evidence of corruption,” said Mr Marwa.

“In Zimbabwe, we have the slowest action in dealing with corruption but this must change if we want to win this war.” President Mnangagwa’s administration has declared war against corruption and has been propping up institutions that fight graft to be able to deliver on their mandate.

Telecoms tycoon Masiyiwa in massive Covid-19 resource mobilisation. Mr Masiyiwa said US$33 billion had been raised through working with fellow African envoys. The recently-appointed African Union Special Envoy in charge of Coordinating the Continent’s Private Sector Initiative to Procure Personal Protective Equipment (PPE) and other essential supplies during the Covid-19 pandemic, Mr Strive Masiyiwa, says Zimbabwe has not been left behind in the campaign to mitigate the effects of coronavirus.

“Many African countries have now received money from what is known as debt standstill, while others have had emergency relief extended to them by multilateral financial institutions,” he said. “The total amount released to date is now more than US$33 billion.

“Getting this money is the work of my fellow envoys who include Dr Ngozi Okonjo-Iweala, Dr Donald Kaberuka, Mr Trevor Manuel and Mr Tidjane Thiam.” Mr Masiyiwa said the aim was to raise about US$100 billion, which will also benefit small businesses in African countries.

“They (envoys) have done a fantastic job and are working to get that money to reach US$100 billion so that it can also reach small businesses,” he said. “I am confident they will succeed because these guys are world-class smart.

“I have been pressing that countries use 15 per cent of this money to buy medical supplies and fix hospitals.”

Mr Masiyiwa said countries like Zimbabwe and Sudan had been selected to benefit as they were under sanctions and could not access international financial facilities. “Global Fund and GAVI and the Vaccine Alliance have so far availed over US$50 million to Zimbabwe,” he said.

“In addition, Zimbabwe has received over US$200 million from Afreximbank. The good news is that this week Zimbabwe’s health officials held meetings with AMSP and Afreximbank officials. “They were informed that they could buy all the supplies they needed from the platform and Afreximbank will pay.”

Guruve chief Chipuriro has denounced members of the Zimbabwe National Army (ZNA) currently enforcing COVID 19 lockdown laws in Guruve for br_talising his people.

Speaking at a meeting organized by the Institute for Young Women’s Development (IYWD) Chipuriro said soldiers should stop attacking civilians.

“Soldiers are attacking my people in Guruve and recently l have a nephew who sustained an ear injury due to attacks by soldiers,” Chipuriro said.

“This habit should stop. Enforcing is not attacking teach the people on how to fight COVID 19 pandemic not assaulting them.”

A member of IYWD who is also the chief’s advisor Catherine Gora said soldiers are demanding free s_x services from thing vendors and fleecing drug peddlers.

“As young women, we are in trouble with soldiers here they demand free sex and if you refuse they assault you, some of us are drug peddlers they also come demanding free drugs if you do not give them they will assault you,” she lamented.
