Court asked to force Zacc to arrest Jonathan Moyo over $500k fraud

A Harare man pushing for the prosecution of Higher and Tertiary Education, Science and Technology Development Minister Professor Jonathan Moyo for allegedly abusing public funds, says nothing stands in the way of the Zimbabwe Anti­Corruption Commission (Zacc) from bringing the minister to court.

Mr Hardlife Mudzingwa, who approached the High Court seeking to compel police to arrest Prof Moyo, yesterday sought an amendment to his provisional order. He now wants Zacc compelled to bring Prof Moyo before a court of law.This emerged during a brief hearing of his urgent chamber application before Justice Loice Matanda­Moyo. The anti­corruption body is on record saying it has a complete docket of the case.Justice Matanda­Moyo, however, deferred the hearing to October 25 to allow Prof Moyo to file his opposing papers. Both parties’ counsels confirmed the latest development.

prof-moyoThe judge postponed the matter to allow Prof Moyo to file his papers,” said Advocate Sylvester Munyaradzi Hashiti, instructed by Mr Simon Mupindu of Mupindu Legal Practitioners, acting for Mr Mudzingwa. “She also wants Zacc to respond to the amended provisional order. We are saying nothing can stop Zacc from proceeding with the matter against Minister Moyo if the investigations are complete and thorough as they claim.” Prof Moyo’s lawyer Advocate Lewis Uriri, instructed by Mr Terrence Hussein of Hussein, Ranchhod and Company, said he protested the delay in serving his client with both the application and notice of set down.

“Our client was only served with the papers shortly before the hearing of the matter in the afternoon. “We also protested the fact that the application and its imminent date of hearing was already public knowledge since the media had written and published it before our client was served.” Mr Mudzingwa’s lawyers amended the order after the Acting Police Commissioner­General Josephine Shambare said they had not arrested Prof Moyo because no report was made to that effect. Deputy Commissioner­General Shambare said this in response to Mr Mudzingwa’s application seeking to compel the police to arrest the minister and cause his prosecution.

She stated in her founding affidavit filed in the High Court on Monday that the Criminal Procedure and Evidence Act (Chapter 9:07) sets out the parameters within which police perform their duties. Zacc, she said, was empowered by the Constitution to direct police to investigate cases of suspected corruption or to require assistance from the police service. The Acting Police Chief also stated that Mr Mudzingwa did not allege nor prove that police was directed to investigate (Prof Moyo and refused.She further stated that the anti­corruption body could at law refer matters to the National Prosecuting Authority for prosecution. Mr Mudzingwa, she said, has failed to prove that police refused to perform its duty and that there was no other sufficient legal remedy. She would urge the court to throw out Mr Mudzingwa’s case.

“It is clear that this application was manifestly ill­conceived and is nothing but an abuse of court process,” she said. In his application, Mr Mudzingwa is also seeking an order for the executive to distance itself from Prof Moyo’s prosecution. He said it was his constitutional right as a Zimbabwean citizen to have Minister Moyo “brought before equity” Prof Moyo, he said, should be given the chance to prove that he is a true Robin Hood and that the law allows him to abuse public funds arguing he cannot plead his cause, before Cabinet, the Politburo or on Twitter.

Mr Mudzingwa attacked Vice President Phelekezela Mphoko’s statement that Prof Moyo could not be arrested without President Mugabe’s consent as wrong and unacceptable at law. The VP’s conduct, he said, gave the impression that the constitutional ideals underpinning the establishment of Zacc were not high on the State’s agenda. To support his case his case, Mr Mudzingwa cited various sections of the Constitution

 


Zanu PF won’t apologise for using State resources

Zanu PF will continue using State resources to fund party projects and will offer no apology for it, Indigenisation minister Patrick Zhuwao said

He was speaking at a Zanu PF rally in Norton on Monday where the party’s youth league secretary, Kudzanai Chipanga, parcelled out 5 000 residential stands to party supporters. “I am here as Youths minister representing government to send a message to those who want to intimidate us with a misconception that government institutions like Zimdef,

Urban Development Corporation (Udcorp) and others cannot give resources to Zanu PF supporters,” Zhuwao said. “Zanu PF is a citizen of this country hence its supporters must benefit and we are unapologetic about it,” he went on, adding that the ruling party will not apologise for using Udcorp — a government entity mandated to ensure the provision of housing.

patrick-zhuwaoUdcorp is currently embroiled in allegations of land scandals. Addressing the same gathering, Chipanga said State resources will not be accessed by those outside Zanu PF structures. He said many people thought the fast track land reform programme was a fly by night initiative but 16 years later, resettled farmers are still enjoying the fruits of the initiative, albeit at the cost of the agricultural sector that is reeling from under­production. “We distributed stands in Bulawayo, we distributed stands in Rusape, Norton you are third. We are going to Harare next week. In Chishawasha we are coming there and soon everyone will be having their stand number,” he said.

Just last week, Zanu PF political commissar Saviour Kasukuwere echoed the same sentiments saying the party was determined to cling on to power by any means necessary, even if it meant looting Zimbabwe’s remaining scarce resources. Speaking at a rally in Norton on Thursday, a fuming Kasukuwere whose words were later endorsed by Vice President Phelekezela Mphoko, said he was ready to face jail for defending the interests of the party. Zanu PF’s partisan distribution of land is not the only element that has come into question. Social Welfare minister Prisca Mupfumira last week controversially told starving Norton residents that they risk losing out on food aid if they remained outside Zanu PF structures.

She used the Zanu PF Norton rally platform on Thursday to distribute 60 tonnes of maize seed. This came as President Robert Mugabe, in February, declared a state of disaster in regions affected by the El Niño­induced drought. The crisis has left four million people in need of food and in need of humanitarian aid with agencies calling on the ruling party to look beyond politics after allegations by human rights commission that opponents of Mugabe were being denied assistance

ZANU PF youths cause more chaos plot a second land reform

Zanu PF youth league secretary Kudzanai Chipanga has controversially called for a total seizure of all remaining white-owned farms to resettle the ruling party’s youths.

Curiously, his call is on the back of Lands and Rural Resettlement ministry commissioning a survey to ascertain land use following concerns that most resettled farms are grossly under-utilised.

Speaking at a Zanu PF rally in Norton on Thursday — ahead of the constituency’s October 22 by-election — the Zanu PF politburo member said “play time between whites and blacks was over”.

He went on to say “vice president (Mphoko), the youth are also thankful for the land for stands which is being given by President Robert Mugabe”.

The league has been parcelling out State land to Zanu PF youths, with 5 000 residential stands distributed in Norton through Saviour Kasukuwere’s Local Government ministry.

“Here in Norton, the Local Government ministry will on Saturday begin its processes of pegging stands for youths asi zvinhu zvacho zvinenge . . . zviri kunonoka (the process is delaying),” Chipanga said.

“So we are saying to…Kasukuwere, by the time you come to peg stands, you will see us already occupying that land,” he added.

Chipanga’s push for fresh farm invasions comes as Zimbabwe’s economic demise is believed to have been triggered by the land grabs by war veterans in the late 1990s.

Early this year, the Reserve Bank of Zimbabwe warned against continued land invasions, saying they were affecting agricultural production and increasing the country’s risk profile.

Central bank governor John Mangudya said bringing finality to the land reform programme would go a long way in addressing uncertainties that continue to adversely affect the agricultural sector from transforming the economy.

Last week, Lands and Rural Resettlement minister Douglas Mombeshora told church leaders in Norton that his ministry had set up teams to assess resettled farms, with the view of re-distributing underutilised land.

Adding that first priority for land distribution would be given to youths, insisting that the older generation have had their share since the commencement of the land reform programme.

He also warned land owners that government had the right to repossess land, where it sees fit.

“The Constitution says all agricultural land is vested in the president . . .You may have a tenure document it could be an offer letter, a lease or a title deed it tells you how to use the land but that doesn’t give you total rights over the land,” Mombeshora said.

“If there is development that needs to be done, even if it’s a church, government can say it wants it removed. All you can do is discuss compensation. But if you feel your rights have been infringed, you can go to the court but . . . ultimately ukarwisana nehurumende ndiwe unoruza (if you fight government you are bound to lose).”

Unlucky’ Warriors put in tough AFCON Group

ZIMBABWE men’s senior football team, the Warriors, were expectedly drawn in a very difficult group in yesterday’s draw for next year’s Africa Cup of Nations (Afcon) finals, as they will face continental heavyweights Algeria, Tunisia and Senegal in Group B.

The draw for the tournament, which kicks off on January 14, was held in Libreville, Gabon and the country was represented at the function by team manager, Sharif Mussa.

“I was expecting such a draw. I’m not surprised really. I was prepared for any team, there is no particular group that one would have wanted to avoid. Every group is tricky and has good teams.,” he said.

“We have been given teams that finished top of their groups in the qualifiers and that means they are good. We are the lowest ranked, but we are not going there to add some numbers. I have confidence in our ability.”

Pasuwa said he wanted two friendlies before the finals and hoped Zifa would allow the Warriors to go into camp early.

“I want to have two friendly matches against teams from the North,” he said lamenting that the Warriors had missed friendlies during the past Fifa internationals calendar.“I want us to play Egypt and Morocco before the start of the competition.

“We need to camp early, and I want the team together by December 22, latest. We have already submitted our plans to Zifa and we hope we will get our wish. Now that the draw is out and we know what we would be up against, we need to unite as a nation and mobilise resources for the team so that we will go and do the country proud.”

Zimbabwe, who would be making their third appearance at the continental showpiece, will begin their campaign with a match against Rihad Mahrez’s Algeria on January 15 at the Stade de Franceville before taking on Sadio Mane’s Senegal at the same venue four days later.

They will conclude the group stages with a match against Tunisia at the Stade L’Ammitse on January 23.

Teams were drawn into four groups of four, with the top two teams in each group advancing into the quarter finals.

Zimbabwe were in pot 4, the lowest at the draw, with the rankings based on performances at the Afcon final tournaments (2012, 2013, 2015), Afcon qualifiers (2013, 2015, 2017), Fifa World Cup (2014) and Fifa World Cup qualifiers (2014).

Meanwhile, Warriors striker, Knowledge Musona continued with his fine goal-scoring form in the Belgian league, notching in his sixth goal of the campaign for KV Oostende, as they overcame a battling Mechellen 3-2 at the weekend.

Musona was recently named among a number of players, who have allegedly been placing bets on some matches in the Belgian top-flight league.

But the 26-year-old, whose goals helped the Warriors qualify for the 2016 Africa Cup of Nations finals for the first time in 10 years, has refused to let that storm distract him.

He scored in the fourth minute before defender, Bruno Godeu and midfielder, Ibrahim Conte weighed in with a goal each.

The goal saw him stake a claim for the Golden Boot Award, as he is now two goals behind leading goal scorer, Saadi of Kortrijk.

Word of an exodus of DJs and presenters at the AB Communications owned ZiFM Stereo radio station has been coated with sweetness, but underneath the comments by the characters leaving the train is an army of disgruntled workers and alleged managerial incompetence.Not everything is Supa in Mandiwanzira’s investment!

Solid personalities including DJ Eskay, Candice Mwakalyelye, Sokostina, Farai Mwakutuya, Zihlo and Kundai Chiyanika have reportedly already left, tendered their resignations or are just waiting to fade away from the nightmare script that the ZiFM Stereo fairytale used to be.

“The truth is there’s a monster at ZiFM Stereo and the rot is right at the top,” said a mole speaking exclusively about the meltdown.

When probed further about who exactly was behind the problem as Susan Makore, a veteran broadcaster was ultimately at the helm, clarity was offered.

“Mai Makore has no problem and knows what she does as she has a media background. The problem is at the station where the person running affairs is Tendai Madondo who has no idea how to work with creativity and has no background in the media industry and has just been tossed into a position she cannot handle.”

So out of her depth is castaway Madondo that the source claimed that the lady, much like her surname Madondo, is lost in the woods!

Reached for comment, AB Communications head Makore said: “The best person to talk about the issue is Tendai (Madondo) who runs the day to day activities at the radio station. She’s a competent person and obviously more than willing to address such a pertinent issue with the media.

“We’re always happy to respond to media professionals who go out of their way to act professionally in their work and write from an informed perspective after having gone all out to seek comment,” she said.

However, Tendai, who was said to have travelled to South Africa presumably on business, could not be reached and efforts to get her comment via social networking platform WhatsApp hit a snag as she wasn’t available.

The Supa Mandiwanzira owned station has no doubt hit rock bottom and even started to dig-its worst spell since going on air four years ago.

Kwekwe polytechnic is reportedly restructuring management to accommodate acting vice principal who allegedly failed to secure post as substantive vice principal

Sources from the institution indicated that one Mary Molly Mapanga was not successful in interviews for vice principal at the Kwekwe Polytechnic.

“She masterminded the plan for management restructuring to keep herself  in the senior management though she was to be taken back to lecturing. she is corrupt and still has signing powers over the Polys finances. She has a network of rumour mongers and spies who assist her cover up her bad management and runs the Poly like her personal business,” said the furious source.

The source said Mapanga spearheads the victimisation of staff members who try to advance themselves educationally so that they remain low level staff.

“Her sidekicks who continue to cause havoc at the Poly and assist in victimising staff are Mrs Marandure from the degree program, Letty Sibanda head of on the job training, Josephine Mwayi-Mapenduka, Mrs Chigome, Mrs Zinyemba, Sandra Tauzeni head of commerce,” said the source.

“This was done with the assistance of the procurement officer Miss Piki. Mapanga sublets the canteen catering equipment illegally together with the canteen manager Mrs Furusa and pocket the money for their personal use.”

The source said when there are staff member funerals Mapanga ferries church members from dutch reformed church Kwekwe using company bus but refuses to go with members of staff.

“She continues to represent the institution yet she does not have a substantive post except being a lecturer. For her personal functions she uses kitchen staff and diverts some of the institutions kitchen resources like food to her personal events. Her new job title is director of corporate affairs,” said the source.

Zimbabwe pays off IMF arrears

Zimbabwe pays off IMF arrears. Zimbabwe has cleared its arrears with the International Monetary Fund as part of efforts to settle its overdue financial obligations to the multilateral institution.This is a milestone in the country’s endeavour to attract fresh capital.

The IMF said Zimbabwe, which had been in arrears since 2001, last Thursday settled its obligations, amounting to $107,9 million to the IMF’s Poverty Reduction and Growth Trust.

The IMF said Zimbabwe transferred part of its SDR holdings kept at the IMF to the PRGT account to clear the arrears.

“Zimbabwe is now current on all its financial obligations to the IMF,” said IMF communications director Mr Gerry Rice in a statement.

In his Mid-Term Monetary Policy Statement presented last month, Reserve Bank of Zimbabwe Governor Dr John Mangudya indicated significant progress had been made towards the re-engagement process to clear the country’s external debt arrears with multilateral financial institutions.

Indications were that Zimbabwe would have cleared arrears by year end.

“Significant work has been recorded to ensure that the country clears its arrears by 31 December 2016. It is critical to note that it is Zimbabwe that owes multilateral and bilateral creditors and not vice versa,” he said.

As at September 2016, the country’s arrears to the IFIs totalled $1,8 billion. Of this, the IMF accounted for $110 million, AfDB- $601 million, IDA- $218 million and IBRD at $896 million.

Dr Mangudya could not be reached for comment as he is away on business in Germany.

External debt arrears clearance will improve Zimbabwe’s country risk premium through reducing its debt overhang.

This will also enhance the country’s access to foreign finance.

Economist Dr Gift Mugano said although Zimbabwe still needs to meet financial obligations with other MFIs such as the World Bank and the African Development Bank, this was a step in the right direction.

“The issue of debt overhang has been serious and our relations with these institutions have been bad because of that,” said Dr Mugano.

“The IMF and WB are like international ‘commissioners of oath’ in business confidence and if we do not pay them they can give us a tag which is bad and difficult to shake off,” he said.

He added, under normal circumstances, the country should be getting fresh capital from the IMF.

However, the multilateral lender does not operate in isolation, said Dr Mugano, as it is still controlled by the world’s super powers with significant voting rights and bias against Zimbabwe.

“It is not a straight jacket,” he said.

Bond Notes not coming anytime soon,” says Chinamasa

FINANCE minister Patrick Chinamasa has indicated that the bond notes are not likely to hit the market anytime soon, as government is yet to finalise modalities for the introduction of the currency.

Chinamasa, who has been taken to the High Court over the introduction of the bond notes alongside Reserve Bank of Zimbabwe (RBZ) governor, John Mangudya, told the court the facility was still a concept that was yet to be put through a test.

“The parameters within which the bond notes shall be introduced and implemented are still at conceptualisation stage and nothing is as yet, cast in stone in this regard,” he said in his opposing affidavit in papers filed with the High Court on October 6.

The Finance minister further cast doubts that the bond notes would be introduced in November, claiming the currency was still at the planning stage.

In presenting the mid-term monetary policy review last month, Mangudya said bond notes would be introduced this month, although some reports say this has been moved to early November.

Before that, he had told a Press conference at the beginning of May that the bond notes were to be introduced “soon”, although he did not give a specific date.

On May 29, Mangudya then pronounced the October date, saying there was need to consider legal processes that would take about three to four months.

Caps Holdings shareholder, Frederick Mutanda, recently approached the High Court seeking the introduction of the bond notes to be declared unconstitutional.

He argued the move was likely to infringe on his constitutional rights.

Mutanda also demanded the release of the $200 million Africa Export and Import Bank (Afreximbank) loan facility agreement by the central bank governor, but the latter refused, saying it was protected by confidentiality.

“In any event, such agreement is a private agreement between the first respondent and Afreximbank. It is, therefore, subject to privacy of contract and confidentiality clauses,” Mangudya responded.

“Applicant (Mutanda) cannot compel respondents to divulge confidential information invoking irrelevant constitutional provisions.”

In his opposing affidavit, Mangudya further denied there was a cash-run on the banks, as people were trying to retrieve their money ahead of the bond notes introduction.

“No evidence, other than the applicant’s observation, is presented to support this; suffice to say there has never been any cash-run on the banks, since the policy pronouncement,” he claimed.

“To the contrary, evidence on the ground shows that deposits have gone up.”

The bank also denied bond notes would be a new domestic currency, arguing they would be a debt instrument.

“Indeed, bond notes are debt instruments, which are surrogate to the real United States dollar. Hence, they will be valued at par with the US dollar and they will operate alongside other currencies.”

Last month, outgoing Chief Justice Godfrey Chidyausiku and the full Constitutional Court bench dismissed a similar application by ZimPF leader, Joice Mujuru, arguing the court challenge was premature.

When we left Harare on the fateful day it was indeed a beautiful afternoon, the journey was wonderful in that it was just the two of us and we even spoke about it that it was our time together as we usually travel with company.

He was a man of few words but on that day he was speaking all the way and I could not believe it. Each day I wake up I feel like I will talk to him and hold his hand but no, my friend is gone to be with the Lord and it is real.

The Sunset

I remember we spoke about how beautiful the sunset was, we spoke like two lovers who were in courtship, we admired the sun’s bright orange colour and as he drove I wanted to take a picture but the road was bumpy and he even asked if he could stop the car and take better pictures and I agreed. I took the picture of the sunset and it was beautiful. We talked about the beauty of creation and that people say there is no God yet there are beautiful things around us.

At that time it was just a conversation but little did I know that it was a prophetic word, a conversation about the sunset of my life. My love story was coming to an end, my sun was setting. We stopped over in Gweru where he bought groceries for the family in Bulawayo. When he came back from the shop I never imagined that this was the last time I was seeing my husband walking.

As we drove he spoke at length and with passion about what he was not impressed about in the family. He was a man of few words but he spoke a lot on that journey. He spoke about how he was impressed and excited with the new breed of leaders of the church.

The accident

At about 9.30pm two animals appeared on the road. I looked at him and I could see him deciding to run over the animals or swerve to avoid them. He tried to swerve to avoid them, they went to the left and the car veered of the road, he tried to bring it back onto the road.

I remember seeing myself upside down hitting the tar three times and five parts of my body were broken. We never even had time to talk, shout or scream but within a flash a lot happened. I don’t know how I was thrown out into the bush but I found people looking for me in the bushes. You are looking at a miracle; I could have died in there if no one had seen me.

I sustained multiple injuries and it took five hours before I received attention, and I was bleeding internally. The first people to arrive at the scene were the ones that found me, I could have easily been unseen and died alone in the bushes because no one knew how many people were in the car.

I didn’t have my seatbelt on while in the car. When I was being taken into the ambulance I could hear onlookers talking, sympathising with me saying “Ahh, she is still alive, shame, the other one has died”. That is how I knew that my husband was dead. I was too weak to cry, I had a punctured lung, broken ribs, broken knee, grazed body but my brain was alive, and I remember everything.

I fell onto thorns and I was begging my helpers to remove the thorns. One of the worst moments of my life is the part where the ambulance drove away leaving my husband trapped in the car. All I can say is God allowed it; my children have testified, we have seen a lot. If God wanted him alive he would be here today.

The Miracle

We had not been on medical aid for years from about 2002 and when I joined the Human Rights Commission there was a medical aid benefit, I don’t know how many times my husband asked me about progress with the medical aid.

The urgency in which we pushed to be covered was amazing and Wednesday morning before the Thursday I got a call that our application for a waiver had been accepted because the medical aid was supposed to be functional as from November, but they accepted to cover us sooner.

I am saying this so that you know that God is never late, life belongs to God. I stayed 33 good years of marriage although we were together for 34 years, the first year was rocky.

My husband married me a virgin and he was also a virgin! He was a wonderful husband, a great man. One day I will be with him, but I am broken inside, I am grieving. I will take one day at a time.

After 9 years Pius Ncube opens up about adultery allegations

In July 2007 Bishop Pius Ncube’s world collapsed around him on the back of adultery allegations, after he was caught on camera allegedly bedding a then married Rosemary Sibanda (who is now late).

In the ensuing media frenzy, then Archbishop of Bulawayo, Ncube resigned, left the country for The Vatican “to grow spiritually”, and then slipped back into Zimbabwe to start life afresh at the Marist Brothers Seminary in Dete, Hwange. In his first interview in almost nine years, Bishop Ncube,  the sex allegations, his spirituality, exorcism in the church and various other issues. Q: It has been nine years since you resigned from leading the Bulawayo Diocese, what have you been up to?

pius-ncube There is a lot to God’s work. I have been visiting Christian communities, helping with spiritual matters and – where possible – offering them help that might be physical, psychological or otherwise. I am still involved in pastoral work and that has taken a lot of my time as well

Besides, we are working on the translation of the 700­page Catechism of the Catholic Church into iSiNdebele with other priests. This is because we want the Word of God to be accessible in daily languages. The Catechism is a collection of the basic beliefs of the Catholic Church; that we believe in the Trinity, that is the Father, the Son and the Holy Spirit.

It teaches a lot, like the need to embrace God’s kingdom and His Presence and that the church plays a role in this mediation, that there is need for unity of humanity and there is need for a personal union with God. Q: But surely, that cannot be enough work for nine years, what else have you been doing? A: Holding retreats, I think in the past five years we have been having them regularly. These are spiritual exercises where someone can spend up to six days in prayer. I have also been involved with the local communities, the rural communities, encouraging their faith and at times helping at St Luke’s Hospital in Lupane.

The sick need prayer to be healed, so from time to time, we visit the sick to pray with them. Q: Any miracle healing sessions? A: Though the Catholic Church believes in miracles, we don’t chase them, we let miracles happen naturally. I have been told of many miracles that have happened in the church. For instance, we have a member from one of our parishes who has been surviving only on Holy Communion for the past six years, because whatever food she eats she vomits. So a priest visits her three times a day to offer communion, that is a miracle, isn’t it? I have heard of a woman who had a sore neck which healed on a Good Friday as she was holding her cross. The stories are plenty.

Q: And exorcism, the Catholic has some history of exorcism… A: I have been in the church for 43 years and yes, I have seen exorcism being done. Every bishop has the power to exorcise, but it must be pointed out that the person being exorcised must be confident, must have faith. Most of the exorcism here in Africa involves ancestral spirits, and not diabolic forces. Most of these exorcisms are not as dramatic; just spirits not wanting someone to attend church. Q: You have been in the church for 43 years, that makes you how old? A: I am 69, going on 70. I was born on December 31, 1946.

Quite some years you have clocked, that means you must have been all over the country with the church… A: It was at St Patrick’s, a Catholic School in Bulawayo, where I embraced Catholicism. And it was mainly because of the headmistress of the school that I fell in love with the church. She was a Dominican nun from Germany who was very thorough in her ways. She largely influenced my decision to join the Catholic Church for life. After my Ordinary Levels, I attended Chishawasha Seminary where most Catholic priests are trained. I trained there for seven years, leaving in 1963. I then went to a number of postings in and around the country, first landing at St Joseph’s in Kezi, (then) Empandeni Mission in Plumtree. At independence I went to a Rome college, the Lateran University, for a two­year Master’s in Theology; came back and taught for a year at Chishawasha. In 1984 I was asked by Bishop Henry Karlen to animate the Christian community, that is assisting shepherds and priests to get together.

Then I was a pastoral vicar, that is an assistant to the bishop, based at Bishop’s House in Bulawayo. In 1985 I went back to Plumtree, to Embakwe Mission, where for a year I was in charge of the mission and some outstations. The following four years, from 1986 to 1989, I was at St Patrick’s in Makokoba. Between 1990 and 1997 I was pastor at the Cathedral of St Mary’s in Bulawayo and at the end of 1997 I was ordained bishop, a position I held up to 2007.

Q: A remarkable journey, indeed. Any memories from all those years, any lasting memories? A: I was at Empandeni Mission from 1975 till 1979 and this was the peak of the liberation struggle. I have never been a violent person, I have always hated violence, and this was a trying time for us in the clergy, especially trying to understand the guerilla fighters, most of whom were atheists. So it was really a challenge. Then came the period between 1987 and 1997, the days of the Aids pandemic; that period had a profound effect on my soul.

We would have three burials in day, and at times within a short time bury another member, or members, from the same family. Conducting those funerals and then offering counseling thereafter was never easy. Death is something that has always been difficult to handle. And over all those the years I have presided over hundreds of marriages but I must mention that whilst it is easy to celebrate marriage, it is not easy to counsel and keep the same going. Those are some of the memories that I still hold dear.

Bankers advises Zimbabweans foreign trip travellers

THE Bankers Association of Zimbabwe (BAZ) has urged banking clients intending to undertake foreign trips to pre-notify their banks ahead of their travelling to avoid the failure of using their international credit cards for transactional purposes while outside the country.

Travellers outside their countries of origin use Master Cards or Visa cards to conduct their transactions in other countries.

The two are both widely accepted in over 200 countries and it is very rare to find a location that will accept one but not the other.

Responding to questions, Bankers Association of Zimbabwe president Dr Charity Jinya said customers intending to use the international credit cards needed to pre-notify their respective banks ahead of their travel as well as providing such information as to when they are travelling and the locations where they anticipate using their cards.

“In line with Reserve Bank (of Zimbabwe) Guidelines on foreign travel and in order to combat card fraud, customers wishing to use international cards need to pre-notify their respective banks ahead of travel, providing such information as to when they are travelling and the locations where they anticipate to use their cards. If information provided is incomplete, this may result in challenges,” she said.

Dr Jinya urged customers to seek adequate information and guidance from their respective banks before travelling.

Meanwhile, according to BAZ, daily cash withdrawal limits imposed on locally issued cards remains applicable to withdrawals outside the country.

Customers are also advised that daily cash withdrawal limits imposed on locally issued cards remain applicable to withdrawals at ATMs outside the country, while normal exchange control limits apply on all other purchases and payments effected via cards,” said Dr Jinya.

Economist Dr Bongani Ngwenya said the developments were part of measures announced by RBZ governor Dr John Mangudya to curb leakages on foreign currency. He said although the restrictions make it difficult to transact outside the country, it would not have made any sense if cash withdrawal limits were only imposed locally.

“If there were no restrictions on withdrawing outside the country, we would witness an influx of people taking advantage of this loophole and travelling outside just to access more cash. The same restrictions limiting us domestically apply in foreign travel and according to the RBZ this is the best way to manage the cash crisis we are facing as a country,” said Dr Ngwenya.

In his January 2016 Monetary Policy Statement, Dr Mangudya said illicit financial flows and other capital flight remittances constitute a major constraint to development financing in the region.

According to the RBZ, during the period January to December 2015, a total of US$684 million was remitted outside Zimbabwe or externalised by individuals under the auspices of free funds for various dubious and unwarranted purposes that include remittance of donations to oneself, offshore investments, externalisation of export sales proceeds by corporates through individual accounts leading to pervasive tax evasion and externalisation.

“This rampant export of liquidity is not sustainable,” said Dr Mangudya, as he announced measures that included strict customer due diligence which require banks to observe strict Customer Due Diligence (CDD) and high level consciousness to ensure that all local and cross border transactions, including settlement of foreign payments by credit and debit cards, are bonafide, to the extent possible and practicable.
