Sulumani Chimbetu: I cherish my dad’s teachings

Sulumani Chimbetu: I cherish my dad’s teachings. Sulumani Chimbetu says he sympathises with fellow artistes who áre literally “dying” for opportunities to perform on Covid-19 lockdown.

Most of the artistes have lost their sources of income as they relied on live shows. They are still reminiscing on the good old days they used to pack pubs and beerhalls to rafters but the ban on public gatherings has left them stranded.

Being a youth icon with fellow artistes at heart, Sulu said he would do his best to create opportunities for them on lockdown. He said the only way he would assist his fellows on Covid-19 lockdown was allocating slots to them during the forth-coming Simon “Chopper” Chimbetu commemoration gigs to be held online.

Chopper died on August 14 2005 and was declared a provincial hero. And 15 years after his death, his music is still as wonderful as ever with the crop of young artistes doing renditions of the Chopper’s all-time classics.

RARE COMMEMORATIONS

Simon Chimbetu
However, this year’s commemorations would not go on as Sulu and Dendera fans had wished.

This is because of the Covid-19 pandemic which has claimed thousands and infected millions world over. “Over the years, I used to celebrate my father’s legacy through high profile tribute shows but the situation is no longer permitting us to do so.

“However, the month of August won’t go unnoticed and we will find a way to celebrate Chopper’s legacy via online shows. “My management team has since stepped efforts to ensure that we remember the late Chopper Chimbetu in a unique way.

“We therefore call upon all partners who want to come on board to ensure that we remember our hero in a unique way,” he said. Sulu, who like his father has been uplifting young talent as well as us helping the needy, has vowed to give artistes slots during the commemorations.

“By the way, we have a number of artistes who have no capacity to organise online shows on lockdown on their own and those who had missed such opportunities.

“I will definitely assist them by giving them slots so that they also interact with their fans.

“A series of shows will stretch for the greater of August but we will be guided by what the President says regarding the lockdown precautious,” he said.

In his own capacity, Sulu said he would also update fans on the legacy his fans left through video promotions to be shared online.

“I am always in constant touch with my fans and I will do my best to ensure that I also honour him. “I have since recorded some singles that I will be dropping ahead of the commemorations.”

LESSONS
Sulu, who is no doubt the heir to the Chimbetu throne, said his father taught him life. “My father taught me survival skills when he was still alive and I am beginning to implement some of the tricks that he taught me when he was still alive.

“I have now realised that he wanted me to man up when he was teaching me real life and I will be forever grateful having a father life him who was a family man,” he said. Sulu, who became a breadwinner in the family at a young age, said he was only trying his best to keep the family intact.

“On the issue of bringing the family together and fending for them, I wouldn’t say I have been able to do that beyond expectations but I am only trying. “I always do the best I can and I wouldn’t want to say that I am the best in looking after the family.

“Rather, I would my family to say testify on their own and not for me to do self-praising,” he said. Family wise, Sulu said Chopper taught him to be a responsible father who is not ashamed to perform “dirty” work for the sake of his family.

“When it comes to family, I always do my best so that they don’t starve or beg for food.  “Like I said earlier on, survival tips I learnt from my father have taught me to think outside the box and that is how I am managing,” he said.

MUSIC
As the countdown to the Chopper commemorations gathers momentum, Sulu said he was also focusing on producing stuff that old and new Dendera fans would always cherish. “Musically, I am not stopping and I think I have grown to be my own man. “Of course I still do Dendera started by father but I can safely say that I have managed to create my own brand.

“It’s not like I am now branching away from the Dendera beat they start but we are simply improvising so that we don’t get stuck in the past,” he said. To date, Sulu has released a number of albums namely Ndomusiya Nani, Ndimusiya Nani DVD, Reverse Deal, Syllabus, Gunship, Jamboree among a number of singles.

Footballer Masuku stuck in Botswana

Footballer Masuku stuck in Botswana. The Botswana Football Association (BFA) made the decision to annul the season due to the challenges posed by Covid-19 last month.

Bostwana-based footballer Remington Masuku says he is stuck in the neighbouring country because of restrictions in movement due to the Covid-19 pandemic.

And Masuku, who is at BDF XI in the top-flight, said his wish was to come home to be with his family but could not manage. “I am stuck here and it’s a difficult situation for me altogether since the end of the league.

“My family is back home in Zimbabwe and every year I used to travel to be with family and friends which is completely different this time around,” said Masuku. The former Bulawayo Chiefs striker said the travelling arrangements during the lockdown period are frustrating.

He said he is also afraid that he might fail to return to the country in case a decision is made to start a new season – which usually starts between August and September.

“Well there are chance of travelling but all I know is that the process is too long and frustrating at the same time. “There are a number of issues involved here for you to travel and again when you arrive in the country and after all it’s not safe.

“The other fear is that I might fail to come back if I am to leave, it might be difficult for me to return into the country because of the strictness with returnees or anyone who is coming back into the country as measures to limit the spread of the virus,” said Masuku.

He added: “There is no clear picture in as far as the future of football is concerned. We just know that the current season was ended but no one knows on the future of next season.

“So those are other issues that are forcing me to remain stuck here in as much as I want to be with my family. If there was a clear picture, for example, that there is no football this whole year. I could have come home to be with family because this is the same period with offseason,” he said.

Masuku had earlier bemoaned the end to the season saying he had set his targets and that he was just returning from the injury.

2 illegal gold panners die after mine shaft collapses. Matabeleland South provincial police spokesperson Chief Inspector Philisani Ndebele confirmed the two cases reported in Filabusi and Esigodini on Friday and Saturday.

Two illegal gold panners died after mine shafts they were working in collapsed in two separate incidences that occurred in Matabeleland South province. He said in the first incident, Buhlebenkosi Ndlovu (22) was working in a shaft which is about 400 metres deep when it collapsed in Filabusi last Friday.

“I can confirm that we recorded two sudden death cases where two illegal gold panners died after shafts they were working in collapsed. In the first incident Buhlebenkosi Ndlovu from Zhukwe area was working in a 400-metre-deep shaft at Empire Mine in Filabusi,” he said.

“The shaft collapsed and buried Ndlovu inside. His body was retrieved by fellow villagers who dug him out. The matter was reported to the police who attended the scene. His body was conveyed to the Filabusi District Hospital Mortuary.”

Chief Insp Ndebele said in the second incident, Munyaradzi Muchena (28) was working in a six-metre-deep shaft at Esigodini Ncema catchment together with Mr Tawanda Ndlovu over the weekend. He said the shaft collapsed while Muchena was inside.

The police spokesperson said the matter was reported to the police who attended the scene. Chief Insp Ndebele urged members of the public to desist from engaging in illegal panning activities as that puts their lives in danger and is also in violating of the law.

Econet challenges police’s search and seizure warrant

Econet challenges police’s search and seizure warrant. The warrant accused the Strive Masiyiwa-owned company of Money-Laundering and it gave the police authority to search and seize documents showing subscriber details.

Zimbabwe’s biggest telecommunications company, Econet Wireless has challenged the search and seizure warrant issued by a Magistrate against the company last week.

In the urgent chamber application filed through lawyer Mkhululi Nyoni of Mawere Sibanda Commercial lawyers, Econet said the warrant is illegal and would breach customer confidentiality. Read the court papers in part:

The warrant of search and seizure is unlawful and constitutes a violation of the applicant’s right to privacy of the applicant’s subscribers. The warrant of search and seizure is also so widely and generally couched that it is susceptible to being set aside.

There can be no doubt that individuals and society suffer at the hands of criminals. But there can also be no doubt that in the absence of a system of limits which limits state power by protecting substantive rights like the rights to privacy and the rights to dignity, individuals and society will suffer at the hands of the state and its officials.

The company also claims that the warrant is intended to “destroy Econet and remove it from its market leadership position to the benefit of another operator.”

Returnees providing false addresses at quarantine centres

Returnees providing false addresses at quarantine centres. Those giving officials false information at quarantine centres at the Plumtree and Beitbridge Posts are reportedly doing so to avoid being sent to their home provinces.

Zimbabwean citizens returning from South Africa and Botswana are causing authorities headaches by supplying them with false information on their identities.

This will enable them to quickly jump the border and return to South Africa and Botswana where they were deported from once their mandatory quarantine period is over. Matabeleland South provincial social welfare officer Criswell Nyakudya confirmed the unscrupulous shenanigans by some returnees. He said:

A number of returnees have proved to be untrustworthy as they have been providing us with false addresses. There are some who claim to have lost their National Identity cards and then give us fake ID numbers, addresses and names and claim to be from Matabeleland South Province.

We have been experiencing this mostly with those returnees that would have been deported and not those coming back voluntarily. After the returnees have completed their quarantine period they are transported to their respective provinces.

Those who pretend to be from Mat South will be doing so in order to avoid being transported to their provinces so they can remain in Matabeleland South where they have easy access back to Botswana and South Africa.

Nyakudya said, as a result, they have brought in the Registry Department which is now checking particulars of returnees to check their places of origin.

RBZ Looting Scheme expose shakes Gideon Gono

RBZ Looting Scheme expose shakes Gideon Gono. “I am going to issue a statement on that,” Chinamasa curtly said. Following the exposé, Information permanent secretary Ndavaningi Mangwana took his anger to social media platforms, accusing people who leaked the document of omitting names of some alleged beneficiaries for political expediency.

The ruling Zanu-PF party yesterday appeared shaken to the core after names of government fat cats who benefited from the 2007/8 Reserve Bank of Zimbabwe (RBZ)-funded farm mechanisation scheme were exposed, with acting party spokesperson Patrick Chinamasa saying he would issue a statement on the matter.

“The fight for public accountability should never be seen as a political tool. When lists of beneficiaries of State programmes are published with some names deliberately redacted, then the exposé betrays its nefarious intent. The act of redacting certain names in itself is corrupt,” Mangwana tweeted.

Former central bank governor Gideon Gono was shaken and forced to recant statements he made in 2007 regarding the status of the facility. Then, Gono claimed it was a loan facility which farmers were supposed to pay back.

Gono, who had kept the list of beneficiaries under wraps since 2007, made a surprise U-turn at the weekend saying beneficiaries were not expected to pay back the money since it was a government freebie to capacitate newly resettled farmers.

This was after UK-based Zimbabwean lawyer and analyst Alex Magaisa had quizzed him over the matter. “I can state categorically that Dr Magaisa is offside and that no beneficiary of the farm mechanisation programme ever refused to pay for the equipment that they got and neither were they asked to pay,” Gono’s 2011 letter said.

Curiously, Gono’s letter to then Agriculture minister Joseph Made confirmed that indeed the facility was a loan meant to be paid back.

“As you are aware, Honourable minister, the bank is owed a lot of money by beneficiaries of the Farm Mechanisation Programme. The board needs your advice on the way forward given the political nature of the circumstances surrounding this debt,” Gono wrote.

According to the leaked list, President Emmerson Mnangagwa received US$411 728 for his much-hyped Pricabe Farm in Kwekwe, alongside several army and Judiciary officers, politicians and journalists, among others.

Magaisa asked rhetorically: “If these goods were free, why was it necessary to characterise them as debts owing from the beneficiaries?” Gono accused Magaisa of making unfounded, inaccurate and unfair conclusions in his article which went viral at the weekend.

In a hard-hitting response to Gono, Magaisa quoted several published articles that contradicted Gono’s position regarding the scheme.

“The purpose of this statement was to bolster the view that the transactions were not loans but free hand-outs. However, this is inconsistent with the statement at the end
of the article where Dr Gono is quoted as saying, “Both rural and non-rural farmers benefited from the takeover of the loans by the State …,” Magaisa added.

“The adage that one cannot have his cake and eat it at the same time is appropriate. One statement says it was not a loan, but the other says it was a loan taken over by the government. It can’t be both at the same time. It is these contradictions that give rise to opacity which fuels more speculation and suspicions,” Magaisa argued.

In a 2008 story in our sister publication, the Zimbabwe Independent, Gono was quoted as saying government was in a quandary over how to proceed with the debt owed by farmers who benefited from the programme following the changes to the exchange rate.

In 2010, Gono was also quoted in the media saying the mechanisation facility was a loan and beneficiaries would payback. He added that the central bank had drafted modalities for repayment.

The government eventually took over the debt in 2015 under the Debt Assumption Act when Chinamasa was Finance minister, despite resistance by opposition MPs.

“Another fact that shows that these transactions were treated as loans is that all beneficiaries were given credit ratings. The highest credit rating, according to the scheme was A. An A credit rating means the RBZ considered you as most able to repay, while a C credit rating was the lowest among beneficiaries,” Magaisa continued.

“Therefore, the fact that these transactions were initially framed as loans is evident from history. In the latest Sunday Mail article, Dr Gono says the position that no one should repay ‘was arrived at after consultations with the government which took the decision and wrote to him that equipment given to farmers during that most trying period should not be regarded as a loan to anyone and, therefore, no payment was to be made by the beneficiaries of the programme’.”

“This means this was a position taken after the fact, and it is consistent with the view that the transactions were initially treated as loans before the government decided otherwise.” Magaisa said it was even worse than Gono was seeking to treat the supposed loan as a “freebies” by the government at the expense of the taxpayer.

Magaisa said it was illogical that selected beneficiaries got machinery and equipment without signing any formal agreement imposing legal obligations upon them, adding that the move was even more suspicious.

One of the beneficiaries, former Provincial Affairs minister for Masvingo, Kudakwashe Bhasikiti, yesterday said he had repaid his farm mechanisation loan.

“Those who are saying farm mechanisation was for free are telling blatant lies. I paid $10 billion for mine which was worked out as the US dollar equivalent then. Everyone has to pay. Corruption has to be exposed,” Bhasikiti said.

Zanu-PF member under fire after video of him beating and forcing women to eat raw chilli went viral

Zanu-PF member under fire after a video of him beating and forcing women to eat raw chilli went viral. Zimbabwe Gender Commission chairperson Virginia Muwanigwa said the law should take its course and the culprit brought to court.

ZANU-PF Mashonaland West provincial administrator Fannie Chikomba has come under fire from his party and human rights organisations for forcing seven women to eat chillies before whipping them with a hose for alleged theft from his farm.

“As a commission, we are not happy with such abuses perpetrated by anyone on another person. We hope the law will take its course and justice will prevail. Those beatings amount to gender-based violence,” Muwanigwa said.

Zanu-PF acting spokesperson Patrick Chinamasa said the police should fully investigate the case. “The police should handle the case professionally, no one is above the law. The police should not consider what party an individual belongs, what is bad is bad,” Chinamasa said.

Chikomba was recently captured on video beating up seven women and forcing them to consume hot chillies as punishment for stealing maize from his farm. The Zanu-PF provincial administrator admitted to whipping the women. One of the victims, Lucia Mburuma, expressed fear that she could have a miscarriage.

“Since the day I ate chilli, I have not been feeling well. My fear is that I might have a miscarriage and I don’t have money to consult a doctor,” she said. “We never reported the matter to the police, but there are some people who came posing as police officers. We don’t know whether they are officers,” one of the women said.

Chinhoyi University ordered to shut down after lecturer test positive for COVID-19. Government has told the Chinhoyi University of Technology (CUT) to close the institution amid reports that one of the lecturers at the university tested positive for coronavirus.

The directive was announced in a media brief by the minister of Information, Publicity and broadcasting services senator Monica Mutsvangwa who said Zimbabwe cannot afford to be complacent in the face of the pandemic. She said:

Today the National Taskforce on COVID19 met and received reports from its Subcommittees and also deliberated on the following matters: Additionally, following the recorded infection at the Chinhoyi University of Technology and in line with the guidelines for the re-opening of Universities and Colleges, The Taskforce resolved that the said institution undertake all necessary and sensible steps to close.

The Taskforce also received an update on the implementation of the World Health Organization Guidelines for Discharge of clients from the isolation which has been implemented and this has decongested isolation and quarantine facilities. CUT recently reopened for on-campus studies after they had been suspended in March when the country recorded its first coronavirus cases.

The government recently authorised tertiary institutions to reopen for last year students.

Govt tightens lockdown again: Only essential services staff to report for duty

Govt tightens lockdown again: Only essential services staff to report for duty. After a meeting of the national Covid-19 taskforce, Information, Publicity and Broadcasting Service Minister Senator Monica Mutsvangwa said the two decisions were a reaction to the rising number of local infections and deaths.

As the number of confirmed Covid-19 cases in Zimbabwe passed 1 700 yesterday, with more than half the patients infected within the country, the Government has decided that only civil servants providing essential services should now report for work while the Chinhoyi University of Technology should close after a lecturer tested positive.

Latest figures from the Ministry of Health and Child Care show that 133 new infections were confirmed on Sunday, 116 of them local, and 102 new infections yesterday, 81 of them local infections within Zimbabwe including one death in Matabeleland North found after a routine post mortem test.

This brings the total number of confirmed cases to 1 713 with 26 deaths. But the growing trend is of more community infections rather than imported infections found in quarantine centres, the total number now confirmed to have been infected within Zimbabwe is 872, with those returning residents being found positive while in quarantine numbering 841. For the first time local infections outnumber those among returnees.

Bulawayo is still the worst hit province and city, with 490 of the local infections and 12 of the deaths, with Harare on 212 local infections and eight deaths.

So far 472 people are confirmed as recovered.

Speaking on the task force decisions, Minister Mutsvangwa said: “The task force directed that only those civil servants who were approved by the Public Service Commission to provide essential service should report for work, with the rest remaining in lockdown. The task force also received a presentation on the distribution of local positive cases across the country, which cannot be linked to an identifiable source. While these positive cases are dotted throughout the country, they are mostly concentrated in Bulawayo and Harare.”

The closure of Chinhoyi University of Technology followed standard policy. “Following the recorded infection at the Chinhoyi University of Technology and in line with the guidelines for the re-opening of universities and colleges, the taskforce resolved that the said institution undertake all necessary and sensible steps to close,” said Minister Mutsvangwa.

Several private companies, finding an infection or cluster of infection in a business unit have followed the same policy, closing the unit temporarily while full disinfection and testing is done before there is any decision to reopen the unit. With the spikes now being seen the Government will not be continuing to ease lockdown provisions.

“The country remains under lockdown and as such the Government continues to provide food to the vulnerable in our communities and also to those who have been severely economically affected by this lockdown,” Minister Mutsvangwa said.

So far 202 077 people had benefited from the Covid-19 informal sector relief fund, which is targeting 1 million beneficiaries. A lot of people in the informal sector have been unable to earn their living since the lockdown was instituted.

Minister Mutsvangwa said Zimbabwe was getting aid from China for borehole drilling in Masvingo and Manicaland provinces with priority being given to schools. Last week, the Cabinet deferred reopening of primary and secondary schools.

Acting Permanent Secretary in the Ministry of Health and Child Care Dr Gibson Mhlanga yesterday allayed fears that official figures were not inclusive of cases being recorded in the private sector press statements.

All results of all Covid-19 tests carried out at accredited laboratories are sent to the ministry immediately after they become available. “The laboratories that do the tests report to the ministry so that we collate the information and communicate it through our daily bulletins,” said Dr Mhlanga.

He said organisations have an obligation to communicate with their staff and clients on new health developments. “Companies have the prerogative to inform their stakeholders if cases have been recorded. Organisations doing so are not flaunting any rules; it is above board,” he said.

“The problem is people sometimes think information is being hidden. Some may even say they know of cases that happened in other places and use that as a basis for saying we are not painting the full picture, which is not true,” said Dr Mhlanga.

Information, Publicity and Broadcasting Services Permanent Secretary Mr Nick Mangwana said Government has begun tightening screws around the movement of people in response to the spike.

“Security is being tightened to ensure only essential services can be allowed through to central business districts,” Mr Mangwana wrote on his Twitter. Employers have also begun working on modalities to decongest their workspaces.

South Africa has recorded 5 033 deaths from 364 328 cases of Covid-19, with around half of all infected people now recovered. This is the fifth-highest number of cases in the world, although South African death rates are far lower than countries with similar totals.

City top officials arrested for corruption denied bail

City top officials arrested for corruption denied bail. The regional magistrate at the Harare Magistrates’ Courts hearing the bail application found that there were significant risks that Marara and co-accused Aaron Tayerera would abscond and that Nhekairo would interfere with a crucial witness.

Three City of Harare top officials, including director housing and community services Addmore Nhekairo, his predecessor and now director human and capital resources Matthew Marara were yesterday denied bail.

Marara (49) is facing a fraud charge with Aaron Tayerera (48), who is the acting chief clerical officer, while Nhekairo (54) is facing a charge of criminal abuse of office.

Marara and Tayerera are charged with fraudulently selling council land in Strathaven for US$20 900 to an unsuspecting land seeker and pocketing the money. Marara already has a pending case before the same court, with other co-accused, involving the illegal creation and sale of 150 stands in Kuwadzana, with irregularities in the approval of plans and production of fraudulent layout plans prejudicing council of US$1 141 779.

Nhekairo, the State alleged, allocated residential stands in Westlea to undeserving people who include police officers and a prosecutor, who have since been arrested and charged.

The three initially appeared in court on Saturday last week before regional magistrate Ms Bianca Makwande who remanded them in custody to yesterday for her ruling on their bail application.

In denying Marara and Tayerera bail, Ms Makwande said they were likely to abscond if granted bail considering that there are series of other cases being investigated involving stands in the same area.

“If the allegations as put forward by the State are proved in the trial, the accused persons stand to be sentenced to stiff sentences considering that they have offices which they hold. The evidence as presented by the State at this moment is extremely strong,” she said.

“Accused 1 (Marara) has a pending case of a similar nature before the same courts and is on bail. Taking into account the factors laid bare, I am in agreement with the State that the offences Marara is being charged of are similar. They are more than one, which shows that he is somewhat unrepentant.

“It was submitted by the State that there are series of other cases being investigated of other stands in the same area, which can induce the accused persons to abscond. Granting them bail in the circumstances would not be in the interest of justice. For these reasons I am of the view that there are compelling reasons and both accused persons are denied bail.”

In Nhekairo’s case, Ms Makwande said he was likely to interfere with State witnesses especially the key witness with whom he shares an office.

“The State managed to lay compelling reasons that the accused may interfere with State witnesses. It indicated that one Mrs Koke, a key witness in the matter, was going to give evidence that she was directed by the accused person to offer stands to the said beneficiaries.

“According to the papers produced in court, the accused person is still employed by the city of Harare and is not on any suspension and therefore the likelihood of interference is high. I share the same sentiments with the State that there is indeed a likelihood that the accused person if released on bail may interfere with State witnesses. That likelihood is real and not imagined considering the evidence that has been laid before the courts. Because of that reason, bail is denied.”

It is the State’s case that between 2018 and 2019, Marara and Tayerera hatched a plan to defraud Harare City of its land and they identified an open space in Strathaven. They then demarcated the said piece of land and gave it a fictitious stand number and sold it to an unsuspecting land seeker Aaron Gomo through a real estate agent named Seef Zimbabwe, allegedly for US$20 900, the court heard.

To cover up for the offence, the pair, it is alleged, created an offer letter and agreement of sale backdated to 2017, which they signed and handed to Gomo.

The offence was discovered by the City of Harare Investigations department through a tip off. Allegedly fraudulent and fake documents including a fraudulent file, fake layout plan, offer letter and agreement of sale manufactured by the pair are being held as exhibits.

On March 19, Nhekairo during the course of his duties as public official allocated residential stands to undeserving land seekers who are all public officials namely Obeylaw Moyo, Aaron Karuru, Claudious Majonga, Naboth Nyachega, Clemence Chimbare and Munamato Mutevedzi who were all involved in the investigation or subsequent desired prosecution of the alleged creation and private sale of 150 Kuwadzana stands in Harare.

According to the State, the said beneficiaries were not on the housing waiting list and Nhekairo abused his office by issuing council land without following proper procedure. The authored offer letters are going to be produced in court as exhibits. Mr Michael Reza and Mr Brian Vito prosecuted while Mr Batanai Pesanai represented Nhekairo.

Marara has already been charged as a kingpin in the Kuwadzana deal whereby it is alleged that a group of council officials demarcated 150 stands on council land in Kuwadzana without following proper procedures of change of land use and creation of approved layouts and then sold these for personal benefit through attached interns and estate agents for a total of more than US$1 million or local currency equivalent.

In the remand hearings last week involving four police officers, a chief public prosecutor and three council officials it was alleged that investigations and court action were not pursued against some of those allegedly involved in the Kuwadzana land issue and that four police officers and the chief public prosecutor were allegedly paid off with allocations of council stands in Westlea, using allegedly fraudulent waiting list numbers, with the allocations allegedly approved by Nhekairo.
