Zanu-PF legislator Joseph Chinotimba has said all corrupt Zanu-PF and government officials who dabble in shaddy activists should be prosecuted without fear.

Without mentioning names, Chinotimba told parliament on Tuesday that any corrupt official should not be protected.

“My point of order is that the President and the ruling party are not corrupt people and neither do they promote corruption.

” We realise that in other countries like South Africa, people like Zuma are having to account for the corrupt activities they did.

” We as ZANU-PF or you as the Chair are not supposed to protect a person engaged in corruption from being brought to book.”A person should face the consequences of his actions.

Madam Speaker, I am not through with my point of order. The men and women who fought in the liberation struggle did not go to war so that one person could benefit.

“What we want in this august House as Hon. Members, …”Let me finish off. I want to finish off Madam.

” We asked the Leader of the House on what the policy says concerning corruption and he said that no one is above the law.

” So, if no one is above the law, then let those corrupt people be brought to book and speak for themselves.

“What we do not want when we leave this august House is to be accused of protecting our people. We do not want to hear that we are protecting corrupt people.

“If I am the one who has engaged in corrupt activities, if Chinotimba has been corrupt, then let the nation know that Chinotimba is corrupt. Even the army also noted yesterday that corruption is now a cancer and we want those people engaged in corruption to be brought to book. Thank you”.

A Harare woman was hauled to the civil court yesterday by her former workmate and best friend facing allegations of verbal and physical abuse for snatching her husband. Nancy Kumbula appeared before magistrate Yeukai Dzuda facing accusations of insulting and assaulting her husband’s girlfriend Prisca Kurasa who is her former best friend. Kurasa told the court that she used to work with Nancy at the same market place in Machipisa and she fell in love with Nancy’s husband.

“We used to operate together at the market place in Machipisa and Nancy’s husband proposed to me and I accepted the love proposal and when she found out about the relationship she violently attacked me and insulted me. I then suggested to end the relationship with her husband and I informed her that I was no longer having an affair with her husband and I also apologized and she forgave me. After some time she then approached me at the market place and attacked me and insulted me using obscene language,” she said.

Kurasa further told the court that she reported Nancy to the police several times but her efforts were fruitless because the police officers were taking sides with Nancy.

“I reported to the police but all my efforts were in vain because all the police officers supported her stating that I am the one who wronged her by having an affair with her husband. I am kindly asking this honourable court to grant an order that will restrain her from attacking me and insulting me,” she said.

Nancy partially admitted to the allegations and she further told the court that Kurasa is the one who assaults her and insults her whenever she sees her.

“I admit to some of the allegations but I dispute some of them because we used to be best friends and workmates but then she decided to fall in love with my husband and that is when our relationship became sour. Her relationship with my husband came to light when I started to experience some shortfalls at my market place because my husband was giving her money.

I confronted my husband about it and he opened up to me that he was having an affair with this woman,” she said.

Nancy went on to tell the court that Kurasa assaulted her and injured her and she also sent her children to insult her each time they pass by her market place.

“She struck me with a stone and I sustained an injury on my head and each time she passes by my market place with her children they insult me using vulgar language. ”

The court granted the application for peace order that Kurasa sought and Nancy was ordered to observe peace with Nancy at all costs.

IN a bizarre incident, last week’s graduation ceremony at Lupane State University (LSU) turned into a farce for some parents and graduands, after State security agents barred pens or pieces of paper from the venue, probably fearing these could be used to produce offensive banners against President Robert Mugabe.

As people were entering into the graduation venue, they were searched and their pens confisticated.

Even journalists from the print media were not spared, as they had their pens seized, in spite of them having positively identified themselves by producing their accreditation cards.

Security officers at the entry points claimed they had been ordered not to allow pens into the venue. One of the journalists, who spoke on condition of anonymity, said it was shocking that a pen is now viewed as a security threat ahead of cellphones and various electronic gadgets that were allowed into the venue.

“This is nonsense. How can one take my pen away, even after identifying myself? I am at work, security details should respect our jobs too,” he said.

Even the intervention of LSU spokesperson, Zwelithini Dhlamini to assist the disgruntled journalists could not help the situation, as security agents stood their ground.

“Gentleman, at the moment I cannot assist. All we have to do is to work with what we have and according to instructions. This is a national event, as you can see,” one of them said.

But Higher and Tertiary Education deputy minister, Godfrey Gandawa said he was unaware of the incident, before referring all questions to State Security minister Kembo Mohadi.

“We are not aware of that. I think it is best you contact the Security ministry and find out why pens are not allowed at graduation ceremonies,” he said.

A few weeks ago, Mugabe was left with egg on his face after three University of Zimbabwe (UZ) graduands raised placards in protests at a graduation ceremony he was officiating.

The placards denounced his government for continuously churning out graduates into a closed economy without any job prospects.

UZ has allegedly withheld the graduands’ certificates, amid reports the institution was mulling disciplinary action against them.

“A coalition between Tsvangirai and Welsman is the worst case scenario, they go made if they are any rumors of them coming together, there are people who are paid to misinform Tsvangirai who always lie to him that so and so what to take away power from him, even if Tsvangirai stand as an independent he capable of defeating anyone in Zimbabwe he doesn’t need Zanu PF rejects,” said Moyo.

Controversial cabinet minister, Jonathan Moyo, has challenged the army to help recover the billions of dollars in diamonds that were looted at the Marange gem fields from 2008 to 2015.

In an interview to mark his 92 birthday in March, Mugabe claimed some $15 billion worth of diamonds were stolen from Marange. Responding to remarks in parliament recently by Douglas Nyikayaramba that corruption was bleeding the economy, Moyo, the Higher and Tertiary Education minister, challenged the army general to recover the missing gems. Writing on Twitter, Moyo said: “Nyikayaramba said corruption is a major security threat. Unravel and recover missing $15 billion”.

Nyikayaramba had delivered a thinly veiled broadside at Moyo, who is facing multiple fraud allegations for illegally drawing money from the Zimbabwe Manpower Development Fund (ZIMDEF) to fund Zanu PF and his own constituency activities.

He bemoaned lack of action against culprits on the part of relevant authorities. Nyikayaramba also took aim at Moyo’s factional ally, Saviour Kasukuwere, rapping top officials who were building 50­roomed mansions as has been reported about the Local Government minister. Moyo’s twitter hints at the role the military played in the looting of the Marange diamonds.

A 2012 Global Witness report indicated that the security sector helped itself to some of the diamonds to prop up Mugabe’s party and government. The arm, police and central intelligence are said to have been allocated undeclared shares in several companies, using the loot to buy vehicles and fund covert operations against Zanu PF critics, while the bosses diverted some of the money to their own use.

Newly-elected Norton legislator Temba Mliswa says a grand opposition coalition led by indomitable MDC leader Morgan Tsvangirai and including war veterans, will beat President Robert Mugabe and his warring Zanu-PF hands down in the eagerly-anticipated 2018 national elections.

The gutsy Mliswa said among the lessons that long-suffering Zimbabweans and the country’s brutalised opposition could learn from his stunning victory last Saturday, was that they could once again defeat Mugabe and Zanu-PF, just as Tsvangirai and the MDC had done in 2008 — as the ruling party was “nothing” without the backing of war veterans.

Indeed, and despite battering and bribing voters with residential stands, as well as printing and distributing fake MDC flyers to confuse the people of Norton, Zanu-PF was given a royal hiding in last weekend’s keenly-followed by-election in the constituency which was resoundingly won by the former ruling party bigwig.

Mliswa blew out of the water Zanu-PF’s little-known Ronald Chindedza to win the Norton by-election, which came about following the expulsion of former war veterans’ leader and Cabinet minister Christopher Mutsvangwa from the ruling party — which is being devoured by its seemingly unstoppable factional and succession wars.

He polled 8 927 votes to Chindedza’s 6 192, to deliver a hammer blow to Zanu-PF which was bidding to avoid defeat in Mugabe’s own backyard, as well as preventing disgruntled war veterans who campaigned for Mliswa from gaining a measure of revenge on Mugabe and his former liberation movement, following their recent hounding out of the party.

This was also despite the fact that the Norton by-election had been marked by violence, the controversial parcelling out of residential stands and mega rallies by vice presidents Emmerson Mnangagwa and Phelekezela Mphoko, among other prominent Zanu-PF politicians, as they drummed up support for Chindedza.

Analysts and opposition officials who spoke to the Daily News at the weekend also said Mliswa’s unexpected victory had raised optimism among both pro-democracy groups and the ranks of the opposition that the 2018 national elections could be up for the taking.

Speaking yesterday, Mliswa said the support that he had received from Tsvangirai and the MDC, war veterans, village heads and ordinary Zimbabweans, among many other people, was both “amazing and critical”, and a sign-post to what would happen in 2018 if “like-minded people come together”.

“To be honest and truthful, I wouldn’t have won this seat had it not been for Morgan Tsvangirai. He promised to support me to make sure that I win the election and true to his word, he came to the party. He dispatched his team and MDC vice president Nelson Chamisa was actually on the ground campaigning for me.

“Even when Zanu-PF unleashed violence on us, Chamisa was caught in the crossfire and inhaled teargas just like all of us. It’s a fact of life that Tsvangirai has the people. It took him just to advise his structures to work with me and victory was delivered.

“The war veterans also played a crucial role in my victory. That is why it is important for Tsvangirai to lead the planned opposition grand coalition in 2018 which will involve everyone, including war veterans,” Mliswa said.

“If Tsvangirai decides to accommodate Mai Mujuru, then so be it, but that man is not only popular and genuine, he is also a natural leader and a father figure. The people of Zimbabwe like him and we can’t take that away from him.

“The problem with many of the country’s leadership is that they only think about themselves and not the people. I am grateful for the support I received from Tsvangirai and the MDC, as well as war veterans and the PDP (People’s Democratic Party),” he added.

Elaborating further on the possible role that Mujuru could take in the mooted coalition, Mliswa said “the problem with People First is that it has relegated the founders to the terraces”, after “she was invited to the party”.

“My concern is that Mujuru is trying to relegate people like (former State Security minister Didymus) Mutasa and (former Zanu-PF spokesperson Rugare) Gumbo when they are the founders of the party. Those people principally suffered for Mujuru.

“In Norton, we stood up against the brutal Zanu-PF regime. The election was testing the coalition and electoral reforms and I don’t have to be a member of the MDC to support Tsvangirai. Zanu-PF rigs elections but without war veterans they are nothing.

People should also realise that both Mujuru and (vice president) Emmerson Mnangagwa were hand-picked by Mugabe while Tsvangirai has his own massive constituency. So let’s all back Tsvangirai for 2018,” he said.

Mliswa’s Norton victory has put the burning Zanu-PF in more turmoil, amid divisive accusations and counter accusations of internal sabotage by warring factions angling to take-over the reigns from Mugabe.

Meanwhile, MDC spokesperson Obert Gutu told the Daily News yesterday that Mliswa’s victory offered the opposition “a launch pad” for the proposed grand coalition.

“This is very good news that creates the possibility of having a grand coalition to confront the Zanu-PF regime in 2018. United we are stronger and divided we are weaker. The people of Zimbabwe can rest assured that the coalition is coming. The Zanu-PF regime will be history come the next elections,” he said.

Zimbabwe People First (ZPF) spokesperson Jealousy Mawarire said any attempts to derail the mooted grand coalition would not prevail.

“As ZPF, we know there are people desperate to scuttle the proposed coalition of opposition political parties and part of the strategy is straining relationships among the top leaders of the parties involved.

“However, we know that the will of the people, which is to see a united opposition in 2018, will be respected and is on firm ground. It can never be derailed by contrived statements cooked by enemies of the people and mischievously attributed to our leaders,” he said.

Speaking at the weekend, political analyst and former civic leader, Gladys Hlatywayo, urged the opposition to build on Mliswa’s victory which she said had been made necessary by a united approach.

“Lessons learnt here are that a united front of the opposition  coupled with lack of elite cohesion in the ruling party, can be lethal to Zanu-PF. The opposition needs to be crafty going forward, especially on the reform agenda, to ensure that the election process is democratic and immune to the electoral shenanigans of yesteryear.

“The united front forged by the opposition was crucial. The war veterans ditched the ruling party and supported Mliswa. Having been part of the ruling party himself, Mliswa was able to withstand Zanu-PF’s intimidation and violence and fought for the seat.

“The manner in which (Zanu-PF national political commissar Saviour) Kasukuwere conceded defeat also signals a willingness to re-strategise on Zanu-PF’s part and the opposition must equally up its game,” Hlatywayo said.

University of Zimbabwe politics professor, Eldred Masunungure, said while it was too early to read “too much” into Mliswa’s shock victory, Zanu-PF could expect more shocks in the 2018 polls.

“One swallow does not make a summer and this is only one victory out of dozens other by-elections since 2013. In addition, Norton has traditionally been an MDC seat and the 2013 result was rather weird.

“Nonetheless it is a cardinal lesson for Zanu-PF that patronage has its limits. You can dole out 9 000 stands but still get 6 000 votes. This is also so, considering the amount of effort that was put in by Zanu-PF, with two vice presidents going there to try and persuade and force the electorate, or both.

“It is a lesson for 2018 that they can expect to see repeated. They are reaping what they are sowing through the partisan distribution of food aid and other electoral ills,” Masunungure said.

Zanu-PF insiders also said that Mliswa’s victory was a significant blow to the ruling party, adding that disaffected party bigwigs and war veterans, who had a stunning fall out with Mugabe earlier this year, had vigorously campaigned to ensure that Zanu-PF did not win the seat.

The ex-combatants served Mugabe with divorce papers in July to end a long relationship which dated back to the days of the 1970s liberation struggle. This was after the war veterans’ executive issued a damning communiqué in which they said churlishly that the nonagenarian was now “a hard sell” for the 2018 national elections.

A ZIMBABWE Republic Police (ZRP) officer is currently on trial before his superiors for allegedly accusing President Robert Mugabe of being “too old to rule” the country and questioning the nonagenarian’s leader’s marriage choice.

Sergeant Thompson Joseph Mloyie of ZRP is undergoing a ZRP trial for allegedly contravening paragraph 35 of the Schedule of the Police Act (Chapter 11:10), that is, acting in an unbecoming or disorderly manner prejudicial to the good order or discipline or reasonably likely to bring discredit to the Police Force.

The ZRP accuses Mloyie of uttering the words: “President Mugabe achembera haachakwanisi kutonga nyika ino. Ndiye arikuonzera (sic) kutambura munyika ino uye akaroora hure Grace Mugabe,” which ZRP translated to mean “‘President Mugabe is old and incapable of leading this country. He is the cause of the suffering going on in this country and is married to a prostitute, Grace Mugabe.”

Mloyie, who is represented by David Hofisi of Zimbabwe Lawyers for Human Rights (ZLHR) was arrested on Saturday 05 March 2016 and charged with contravening Section 33 (2) (a) of the Criminal Law (Codification and Reform) Act Chapter 9:23 for undermining the authority of or insulting the President.

Prosecutors claimed that Mloyie uttered the words “President Robert Mugabe is too old to rule and married a prostitute Grace Mugabe.

While his trial is pending at Harare Magistrates Courts, ZRP has instituted a police trial before Superintendent Makunike.

Through his lawyer, Hofisi, of ZLHR, Mloyie has petitioned the Constitutional Court which on 14 November 2016 will determine a constitutional application filed by the ZRP officer, where he is contesting why low ranking officers do not have the option of being tried by a Magistrate for offences allegedly committed under the Police Act like higher ranking officers in ZRP.

Hofisi is arguing that Mloyie is entitled to enjoy the right to equal protection and benefit of the law as provided in the Constitution under Section 56 (1) and freedom of thought under Section 60 (1) and freedom of expression under Section 61 (1) of the Governance Carter.

Since 2010, ZLHR has attended to close to 200 cases where clients have fallen foul of this law and the bulk of the victims are residents and villagers residing in the politically volatile Mashonaland Central province.

ZLHR has challenged the constitutionality of Section 33 of the Criminal Law (Codification and Reform) Act (Chapter 9:23) on several occasions, on the basis that it infringes on freedom of expression, particularly of a public figure, and one who must be subjected to scrutiny as a political candidate.

In courts, the National Prosecuting Authority has in recent years and months been withdrawing charges against several suspects after declining prosecution and conceding before Constitutional Court judges that the allegations do not disclose the commission of an offence.

This would be after ZLHR would have petitioned the country’s apex court seeking orders challenging the constitutionality of the insult laws.

Sandra Ndebele ­Sibindi is in exam mode as she is sitting for ‘O’level Mathematics exams at a Bulawayo school.

On Monday, Ndebele ­Sibindi was spotted going for revision lessons at Foundation College ahead of the Paper 1 exam on Tuesday. Ndebele­Sibindi, who will be writing Paper 2 next Tuesday, said she was writing Mathematics exams as she wants to start teaching music. But for her to be able to do so, she needs to enrol at the Hillside Teachers College for a diploma in music, of which Mathematics is a prerequisite.

The government’s move to restructure NetOne is paying off, with the latest telecommunication sector quarterly report showing the mobile phone company closing in every day on its main rival.

The Postal and Telecommunications Regulatory Authority of Zimbabwe (Potraz) says NetOne was the only company to register positive revenues, with a market share growth of 4,7%.Its market share increased to 34,7% from 33,8% in the first quarter of 2016.

The Potraz report said NetOne was the only operator to register an increase in active subscriptions, gaining 3,5% to 4 512 359 from 4 360 298 in the first quarter.

Econet had a negative of 0,002% from 6 714 939 to 6 714 832 active subscribers in the first quarter of 2016.
Telecel recorded 1 783 682 active subscribers from 1 824 936, a 2,3% drop.

“Judging from the past three quarterly reports, there is an upward trend in NetOne and there is growing confidence,” a market analyst said.

The company has gone on an aggressive drive around the country launching base stations and increasing awareness.NetOne recently signed an over $400m loan facility with China Eximbank for various projects, among them base stations, equipment and technological innovations.

Acting chief executive officer, Brian Mutandiro, speaking the launch of a new base station in Nyanga recently, was adamant that “revenues will continue to look up, as we are continuing to increase our subscriber base. Investments have assisted in boosting our revenues and this year alone we have registered over a million new subscribers.”

The Marketers’ Association of Zimbabwe last week honoured NetOne with the integrated promotional campaign of the year 2016 award for its product One Fusion in addition to three other accolades.

Before the restructuring exercise, Information and Communication Technology and Courier Services minister Supa Mandiwanzira had expressed concern over the poor performance of the mobile phone company and urged the board to act.

“As government, we have now invested money into the company and we must see results. We can’t have the same performance. Management must be innovative enough to compete and return a dividend to the government,” he said then.

Several top NetOne executives, including chief executive officer Reward Kangai, are currently on suspension to facilitate investigations into allegations of mismanagement.

Former Vice-President Joice Mujuru has lashed out at her successor, Vice-President Emmerson Mnangagwa, describing him as a male chauvinist and unelectable because of his alleged role in the Gukurahundi massacres.

Mujuru – who now heads the opposition Zimbabwe People First (ZimPF) following her expulsion from the ruling party last year on allegations of plotting to dethrone President Robert Mugabe – made the remarks in an interview with The Africa Report during her European tour early this month to drum up Diaspora support for her party.

The former Vice-President insinuated the two had clashed over who was more senior in the party prior to independence and this could have poisoned their relations after 1980.

A man from Empumalanga in Hwange is in trouble after he s#xually abused a 12 year old girl several times.

Patsen Tshuma (36) was not asked to plead to r#pe when he appeared before Hwange magistrate and was remanded in custody to November 8.

The court heard that sometime in May 2016 at 8pm Tshuma went to the girl’s home where she asked her to get into the car. He allegedly started proposing love to her but she denied. He allegedly started caressing her on her thighs before grabbing her hands and removing her clothes and r#ping her. He then gave her $5.

Sometime in July this year he also called the girl’ sister telling her that he was on the way to see the complainant.

He arrived at the girl’s residence and called the girl into his car where he r#ped her. He again gave her $5. The offence was later discovered by the mother of the girl and a report was made to the police leading to the arrest of Tshuma.

More than 3 000 families were left homeless yesterday after their houses built on land belonging to BAK Storage Company along Harare-Masvingo Road were razed to the ground by the Sheriff following a High Court order to evict the illegal occupiers.

The houses were built on 70 hectares of land belonging to the storage company.

Heart rending scenes were the order of the day as hapless residents watched their houses being pulled down to the ground.

Those that delayed removing their property were counting their loses yesterday afternoon as bulldozers knocked down the structures along with their contents. Some of the residents were seen hastily removing some valuables such as doors, door frames and roofing sheets before the bulldozers flattened the structures.

Household property such as beds, blankets, stoves and wardrobes was strewn all over as watchful policemen monitored the Sheriff on duty.
