Chitungwiza Municipal stops demolition of houses. The u-turn is made after the Zimbabwe Lawyers for Human Rights (ZLHR) who are representing Chitungwiza Residents Association wrote to the municipality demanding the local authority to produce a court order granting it the right to destroy the homes or they would take legal action against it.

Chitungwiza Municipality has announced that it will no longer be implementing the demolition order which had announced that illegal structures in Seke, St Mary’s and Zengeza were to be demolished. ZLHR had written:

May we kindly remind you that Section 7 of the Constitution provides that no person may be evicted or removed or have their home demolished without an order made of court. After considering that all the relevant circumstances your purported order is not in terms of the Constitution and is in violation of the Constitution Chitungwiza municipality responded to ZLHR letter announcing the suspension of the demolition order. The local government authority said:

Please be advised that council in its special full council meeting held on October 9, 2020, resolved to put the demolition exercise in abeyance hence the demolitions will no longer be affected as per the cited order.

The order had attracted criticism from observers across all walks of life with the former Minister of Energy Advocate Fortune Chasi saying the timing was off while the local government authority was also to blame for the erection of the structures.

He argued that the municipality watched as the structures mushroomed, collected rates from the owners, instead of stopping them in time. In some cases, the government regularised illegal structures in an endeavour to protect “innocent” owners who could have been duped by unscrupulous council officials and land barons.

Lasizwe responds to a mother who asked him to change his ways

Lasizwe Dambuza has been slammed by a parent who says he is a bad role model to children who follow him on social media. The YouTuber has shared a video on social media where he addresses this claim and warns other parents to not come at him sideways.

The comedian who has openly talked about his depression and who sometimes touches on personal topics to educate others has been accused of being a bad role model to children. As a homos.e.xual who openly lives his life with no apologies, he has been bullied and ridiculed for just that, being gay.

Even after going through the most difficult time in his life after the passing of his father, Lasizwe was still bullied by people who criticized the way he mourned his father. He then had to defend himself by informing people he can mourn the way he wants to.

In the video, Lasizwe expresses how baffled he was after the parent called him out in the DMs slamming him for allowing her child to follow him. He also revealed that it was not just one parent but there has been many cases similar to this one.

This mother asked Lasizwe to change his ways and be a good example. Slamming the parent he asked them who is the child’s parent, and who should be the one teaching the child morals. He further added that he did not put a gun on anybody’s head and that the children followed them willingly.

“Who is the parent of this child? Because it’s definitely not me. Stop making me your child’s parent, I must now teach your child things that you can’t teach (them). Your child chose to follow me. I did not point a gun to their head and forced them to follow me. If you believe (that) I am a bad role model or a bad example for your child, it’s simple, unfollow me. I will live my life the best way I feel I should be living it,” he said.

His followers agreed with him and slammed parents who rely on celebrities to be their children’s role models.

MDC Alliance bigwigs lose primary election

MDC Alliance bigwigs lose primary election. MDC Alliance stalwarts Saturday lost in party primary elections to elect party representative in the by-elections scheduled for December to find a replacement to former Kwekwe Central parliamentary seat left vacant by legislator Masango Matambanadzo of National Patriotic Front who died in June this year.

The race was won by Judith Tobaiwa, MDC alliance deputy national youth assembly treasurer, who garnered 1 328 votes.

Meanwhile, former MP for the constituency, Blessing Chebundo was at a distant second with 496 votes while former Health Minister in the inclusive government, Henry Madzorera managed a paltry 43 votes. Lastly, Edmore Marongwe got 22 votes. The party’s deputy Midlands spokesperson, Searchmore Muringani told the Standard that he was convinced the Nelson Chamisa led MDC outfit would win the parliamentary seat. He said:

All our candidates accepted the vote results. There was no violence. all supporters are now headed to win the seat at the ZeC (Zimbabwe electoral Commission) elections.

We were united in the exercise of today and we showed the world we are the opposite of Zanu-PF. People are yearning for change in Kwekwe and we will deliver it with guidance from president Chamisa.

Meanwhile, it is not clear whether the by-elections will be held or not although both ZANU PF and MDC Alliance have since held internal elections to choose their representatives.

This comes after the minister of Health and Child Care, Vice president Constantino Chiwenga recently suspended by-elections indefinitely citing COVID-19. The election management body, the Zimbabwe Electoral Commission (ZEC) also confirmed the suspension.

After Natasha Tweeted, “Choose the father of your kids wisely,” Donald tweeted “I can’t wait to be someone’s daddy” in a separate tweet, social media users thought there could be a link to the two. Donald shut it down immediately by laughing it off saying people should just relax.

She and rapper A-Reece worked on a steamy music video titled Mngani which saw them acting out as a loved up couple. The video caught the attention of both their fans and soon after people were convinced that they are an item.

“We just work well together, and she’s very beautiful, no lie. Yeah, she has very soft lips, and she has this nice dimple when she smiles… I admire her eyes. But anyway, we work well together… when we’re acting, when we’re being professional,” he said, before pointing out that he is not in any relationship at the moment. Godfrey Tsenengamu’s bail ruling postponed

Godfrey Tsenengamu’s bail ruling postponed. Former Zanu PF Mashonaland Central youth chairperson Godfrey Tsenengamu will spend another night in custody after Harare regional magistrate Mr Ngoni Nduna said he was yet to complete his bail ruling.

Mr Nduna said he should be done by tomorrow morning. Tsenengamu initially appeared in court on Saturday on incitement to commit public violence with an alternative charge of incitement to participate in a public gathering with intent to commit public violence.

Tsenengamu was among 14 political activists, including MDC-Alliance deputy chair Job Sikhala and Amalgamated Rural Teachers’ Union of Zimbabwe (ARTUZ) president Obert Masaraure, who were on the police wanted list for inciting public violence. He handed himself over to the police on Friday.

Police throw teargas in a bus full of passengers: Video. Zimbabwe Republic Police continues to violate and abuse its power yet again as some of its officers today threw teargas cans into a bus full of passengers with a majority of senior citizens.

The video has since made rounds on social media, with no adequate information to what led to this incident. From the video passengers are seen jumping out of the bus through windows as the gas is seen spreading and coming out through the windows as well.

Onlookers began recording the drama as it unfolds. Many senior citizens who could not escape through the windows were left stranded inside fighting for their lives. Watch video

Saviour Kasukuwere speaks on extradition threats: It’s political and tribal harassment by ED. Mnangagwa’s government through the National Prosecuting Authority (NPA), is seeking the assistance of the South African authorities to bring Kasukuwere to a Zimbabwean court for trial.

Former cabinet minister Saviour Kasukuwere who was also at one time Zanu PF national political commissar, says the decision by President Emmerson Mnangagwa to go to the Midlands and announce attempts at extraditing him was “political and tribal harassment.”

This is regardless of the fact that the former ruling party Political Commissar was acquitted by the country’s courts of all the charges he was facing after the military coup of November 2017.

In an interview with Nehanda Radio, Kasukuwere said the decision was “political and tribal harassment” by Mnangagwa given that he allegedly chose to announce the issue in Gweru, his home area.

Kasukuwere is from the Mashonaland Central province. “It’s political and tribal harassment by ED. “In Nov 2017, why did they shoot not arrest me if I had a criminal case? Still I came back twice to face trial and was acquitted!

“Now he goes to a Gweru party political meeting and announces that he will extradite me! For what crime? The one I was in court and acquitted?” Kasukuwere said.

The International Criminal Police Organisation (Interpol) in 2018 refused to cooperate with the government of Zimbabwe in its bid to have the Robert Mugabe-era cabinet minister arrested and extradited.

“As you may recall, this request has been to the Notices and Diffusions Task Force for review of its compliance with Interpol’s Constitution and Rules, in particular Article 3 of the Constitution, according to which ‘it is strictly forbidden for the Organisation to undertake any intervention or activities of a political, military, religious or racial character’.

“As a result, the General Secretariat is not in a position to publish, the red notice against Mr Kasukuwere and the information concerning the individual will be deleted from Interpol’s database,” read a statement by Interpol.

At the peak of factionalism in Zimbabwe, G40 had an upper hand, with the former first Lady Grace Mugabe as their centre of power. Their consulate was left exposed after the November 2017 military coup that overthrew the late former president Robert Mugabe and most of them ran for cover into foreign countries.

After the death of Mugabe in 2019, the dying G40 corral was set for revival purportedly under the auspices of Jonathan Moyo, Saviour Kasukuwere, Walter Mzembi and Patrick Zhuwao.

Nelson Chamisa: We are not concerned with parliamentary seats or money

Nelson Chamisa: We are not concerned with parliamentary seats or money. Using a March controversial Supreme Court ruling that declared Chamisa’s leadership of opposition illegal, the reinstated MDC-T leader, Khupe recalled more than 35 MDC Alliance MPs, Councillors and senators who supported Chamisa.

MDC Alliance leader Nelson Chamisa has reprimanded President Emmerson Mnangagwa’s under-fire administration over its decision to establish Thokozani Khupe as leader of the opposition in Parliament despite the fact that she was rejected by the electorate in the 2018 elections.

She replaced them with other MPs loyal to her and they were sworn to replace recalled seats last week Wednesday despite having lost elections in 2018. Speaking at the burial of MDC Alliance official, Annah Muyambo who died last week after failing to recover from a stroke developed soon after being recalled by Khupe, Chamisa said his party was not concerned with Parliamentary seats and money but by being on the side of the people.

The MDC Alliance has since blamed Mnangagwa’s administration of working with Khupe and the MDC-T secretary-general Douglas Mwonzora to create a one-party State by destroying the main opposition.

“Economy responds to the confidence of the people in this economy. We have confidence because people can see our track record. “We will never betray the people. We are not into politics for money. We are not into politics for position, Parliament seats but to change the lives of the people of Zimbabwe.

“Those who want to go, who want money and positions can always go. We are concerned with the welfare of the people. They wanted to make me leader of the opposition in Parliament. They said ‘we will give you a motorcade and bodyguards’ but I told them that is ‘meaningless’.

“Life is more than wealth. Life is more than money. Life is about a legacy. Life is about the service you give to the people you live with and lead. “If we are going to lose everything, we are not prepared to lose people. With people on our side, we will ultimately go where we are supposed to go,” Chamisa said.

In the 2018 presidential election, Chamisa was narrowly and controversially defeated by Mnangagwa, winning 44,3% of the vote to his 50,8%. But Khupe who came a distant third with 3,42% has been established as the leader of the opposition.

Zimplats invests US$200m in Zimbabwe

Zimplats invests US$200m in Zimbabwe. The firm said last week that it had deployed a further US$200 million at its Ngezi-based platinum operation to develop a new mine and redevelop an existing underground operation. Zimplats chairman Fholisani Mufamadi did not disclose the nature of new opportunities being pursued by the country’s largest platinum producer.

Australian Stock Exchange-listed resources giant Zimplats is scouring Zimbabwean landscapes to unlock fresh opportunities, possibly bolstered by fresh policies giving foreign investors the right to hold controlling stakes in mines.

But his remarks represent the calming of jitters at the platinum operation after nearly two decades of uncertainty stemming from harsh empowerment laws that were in force under the late former President Robert Mugabe’s administration.

The tough laws have been relaxed, and foreign investors can now hold majority control in local assets. “The group continues to scan the environment for investment opportunities in Zimbabwe,” Mufamadi said in a commentary to the firm’s financial results for the year to June 30, 2020.

“The future of the company remains bright despite the pressures from the operating environment and the threats from COVID-19,” he said.

Zimplats scaled up its investments during the period under review, pouring US$198,3 million on the development and redevelopment of Mupani and Bimha mines. Mupani gobbled US$99,5 million, while US$98,8 million was deployed to Bimha Mine, Mufamadi said.

Mupani Mine is being developed at a cost of US$264 million, and will replace two current assets Rukodzi and Ngwarati mines once they are mined out. On completion, Mupani will add impetus to Zimplats’ ambition to scale up output in Zimbabwe’s Great Dyke mining belt.

“The (Mupani Mine development) project is expected to be completed on time and within the approved budget. The Bimha Mine redevelopment project is substantially complete save for the underground workshops whose progress was affected by the COVID-19 pandemic. We expect to commission the workshops in the first half of FY2021,” he said

The Zimplats boss said the group remained committed to extracting and processing the mineral resource in Zimbabwe in a manner that created value for all stakeholders. During the review period, revenue increased by 38% to US$868,9 million, bolstered by skyrocketing rhodium, palladium, gold and nickel prices on the international markets.

Six elements (6E) ounces sold decreased by 3% to 554 944 ounces, mainly due to the force majeure notice issued by Zimplats’ parent company, Impala Platinum which resulted in the suspension of sales for more than a month in the final quarter of the year.

The force majeure notice was in response to the COVID-19-induced lockdown in South Africa. Cost of sales increased by 8% from US$443,6 million, driven by increases in share-based compensation and depreciation expense.

The increase in depreciation expense was due to the change in the estimation method of depreciation for surface and metallurgical assets from units of production to straight line and an increase in the asset base, said chief executive officer Alex Mhembere.

Gross profit margin improved to 45% from 30% as a result of the improvement in metal prices. Operating cash cost per 6E ounce increased by 2% to US$613 due to inflation while profit before income tax increased to US$374,2 million from US$205,3 million.

Zimplats’ ore output increased by 7% to 7,2 million tonnes. Matte and concentrate sold to Implats amounted to 554 944 6E oz. The group paid dividends of US$45 million and repaid borrowings of US$42,5 million. At year end, the group had bank borrowings amounting to US$7,2 million and a cash balance of US$135,8 million.

The Buntu series will see Jah Signal who started the tour on 21 September detailing his experience of visiting popular tourist destinations in Zimbabwe.

Speaking about the Buntu series, the Sweetie Shinga Muroora hitmaker said: The bundu experience will be coming on ZimParks social media platforms such as Youtube, Facebook, Instagram and Twitter among others.

It is hinged on our experience in the bundu Victoria Falls, Hwange National Park, Matopos National Park, Chinhoyi and Binga Sand Beach among other fascinating places

Former Zanu PF MP Killer Zivhu donates boats to teachers for catching fish. Zivhu said the teachers could use the boats to catch fish at the Tugwi Mukosi dam and they can either eat the fish or sell them to sustain themselves as life has become unbearable for teachers due to poor remuneration.

Former Chivi South legislator Killer Zivhu is seen in the following video donating what looks like canoes he said he was donating to teachers at an undisclosed school.

Last week Zivhu also donated mealie meal and relish to some teachers and said they should not worry about such commodities for now.

Zivhu was recalled from parliament by Zanu PF for allegedly calling for a dialogue between the MDC Alliance leader Nelson Chamisa and President Mnangagwa.

ICG demands the suspension of Deputy Health Minister after awarding unregistered firm A $5.6 Million contract. International Crisis Group (ICG) Senior Consultant Piers Pigou has called for the suspension of the Health Deputy Minister Dr. John Mangwiro after it emerged that he awarded a $5.6 million contract for COVID-19 Sundries to an unregistered firm, the Daily News reports.

Pigou spoke to the publication and said: The Health MEC (Member of the Executive Council) in Gauteng (Bandile Masuku) was dismissed on the basis of a similar preliminary investigation last week.

The correct course of action is clear. Deputy minister Mangwiro should be suspended until the investigations are complete, but preferably he should be fired. A clear course of action must be set, and if the president was as committed to fighting the corruption scourge as he claims to be, we would see him taking decisive action.

Unconfirmed reports claim that the health deputy minister Dr. Mangwiro reportedly held a meeting one evening with Natpham’s tender adjudication team and arm-twisted the pharmaceutical to award the tender for the supply of COVID-19 sundries Young Health Care.

ZACC reportedly conformed they are investigating Dr. Mangwiro’s involvement in the deal which was cancelled later on. The scandal was reported during the same time it emerged that a company called Drax was selling COVID-19 materials to the government at inflated prices.

2 terrorising armed robbers gunned down. One of the robbers who survived the shootout 38-year-old Garikai Shangwa was arrested and has since appeared before Harare Magistrate Judith Taruvinga who remanded him in custody till 23 October.

ZRP reportedly gunned down 2 notorious armed robbers who had for sometime terrorized Harare residents in a shootout that saw 2 of the robbers being fatally shot by the police while another one was seriously injured in the shootout, the Daily News reports.

It is the state case that: On October 7 around 7pm, Shangwa was in the company of the now-deceased Joseph Mutarika and Naison Kasere, Tawanda Moyo who is in hospital, George Machenyanga and two other unidentified men when they hatched a plan to rob the complainant (name not supplied).

When they arrived at the premises, one of the accused persons knocked on the door before they all stormed into the house. The complainant was having supper with her family and was threatened with guns by the gang demanding to know the whereabouts of one Chinhengo.

The gangsters were told that it was not Chinhengo’s residence, but Shangwa and his accomplices insisted, demanding to see the family’s identity cards. It was alleged that Shangwa and his gang then ordered the family to lie down and tied their hands and legs using clothes.

They reportedly ransacked the house and stole electrical gadgets, US$61 and registration plates for a Toyota Toyace. They loaded their loot into the Nissan Bluebird and left.

The complainant filed a police report leading to Shangwa’s arrest during a shootout. Meanwhile, ZRP 2 months ago arrested notorious armed robber Musa Abdul and his friends at Beitbridge Border post and they have since engaged Interpol to try and track other robbers who escaped when the gang was arrested.

President Mnangagwa: Vote-buying a dismissible offence. The President convened a special meeting with provincial executive members, comprising youths, women and war veterans’ wings, where he warned leaders against manipulating the party constitution by imposing preferred candidates through vote-buying and the use of the Zimbabwe Electoral Commission (ZEC) voters’ roll in conducting primary and DCC elections.

ZANU PF First Secretary and President, Cde Mnangagwa, yesterday warned senior officials against breaching party rules and regulations when conducting District Coordinating Committee (DCC) and primary elections.

The stern warning comes at a time when the revolutionary party is investigating cadres who caused chaos in the Kwekwe Central constituency during primary elections on October 3, where prospective party candidates, Cde Kandros Mugabe was battling it out with 26-year-old Cde Energy Dhala Ncube, in primary polls ahead of a by-election.

The primary elections were suspended indefinitely. In an interview after the closed-door meeting at the ruling party headquarters in Harare, Zanu PF secretary for Administration, Dr Obert Mpofu, said the President urged provincial executive members to follow laid down party procedures at all times.

The meeting, Dr Mpofu said, was called by President Mnangagwa to give direction to the party, especially the provincial leadership, on the appropriate mode of behaviour when conducting internal elections.

Dr Mpofu said the President directed all party leaders to be fully conversant with the party’s constitution as it relates to the election of party leaders. “It was a very important meeting, which was summoned by President Mnangagwa where he called all provincial chairpersons and their wings comprising the youth, women and the war veterans’ wings,” said Dr Mpofu.

At the meeting, President Mnangagwa condemned the imposition of candidates, saying the electorate should choose their preferred representatives.

“He also strongly spoke about the internal party procedures and regulations as they relate to elections, and that this cannot be equated to the Zimbabwe Electoral Commission (ZEC) process, which is meant for all political parties. He said at no point should the party use ZEC regulations on an internal selection process, but should use the party’s constitution, party regulations as they are reviewed by the party from time to time,” said Dr Mpofu.

Apart from sticking to constitutionalism, the President spoke against vote-buying, the use of money as a tool for canvassing for positions. He said this conduct was an anathema to the party.

“We have a situation where people just emerge during elections, flogging and showing money to would-be voters or to the electorate to influence them to vote for a certain candidate of their choice or to those with money. That is unacceptable. It’s a dismissible offence,” Dr Mpofu said.

The President urged members wanting to re-join the party to follow party rules and regulations.

“The President urged all members and former party members who want to re-join the party that they are welcome. However, he emphasised that there should adherence to party regulations and principles as has always been the case, that when you decide to rejoin the party you have to go through the process, which means you have to start from the cell upwards but not to be catapult to senior positions when you have at some point deserted the party.”

Dr Mpofu said that President Mnangagwa emphasised the need for party members to be disciplined at all costs. The party’s Secretary for Administration said the President cited discipline as the central cog that binds the party and should always be observed at all levels from ward to the Politburo level.

“All senior members should always carry the constitution of the party. Most of the problems which the party is having are due to ignorance of the party’s constitution,” he said.

The party is currently conducting DCC elections in the remaining eight provinces after the process was undertaken successfully in Harare and Bulawayo provinces.

The President reminded the party cadres the reinstatement of DCCs was raised and adopted at the 17th Annual National People’s Conference held in Esigodini, Matabeleland South Province, from December 11 to 16, 2018.

“You recall that at the 17th National People’s Conference, which we held at Esigodini in December 2018, the party resolved to reinstate the DCC structures. This decision was made based on the need to give impetus and drive to party mobilisation as we accelerate the various programmes towards the achievement of Vision 2030.

“We are now in the process of implementing that decision. The party’s constitution clearly outlines the aims and objectives of the party,” said the President.

ZRP officers in hot soup for tear-gassing bus with passengers. Passengers aboard a Rimbi Tours coach had to jump out through the windows with some falling hard on the tarmac. Some were injured as they fell while others will need to be checked for possible internal injuries.

Seven police officers, who threw teargas cannisters into a bus full of passengers at the Harare Exhibition Park yesterday afternoon, now have to account for their actions with one officer identified as having thrown a cannister already under arrest.

Police had stopped the bus to question and possibly arrest the driver on allegations that he had no driver’s licence and had quarrelled with passengers.

Tear smoke is usually used to disperse violent or potentially violent groups in the open air, the objective being to make the group break up and those involved run away. It is not usually used in confined spaces or where those affected are basically innocent bystanders. In this case the police wanted to question just one person, the purported driver.

Police say they had information that the person in the driver’s seat had no Class One licence before asking him to open his window. When the driver resisted, a police officer then threw tear smoke cannisters into the bus.

It is not yet clear if the police officer had been instructed by superiors to do so. In a video clip that went viral on social media yesterday, a group of seven police officers was seen blocking the yellow Rimbi Tours bus that was enveloped in smoke. The area is a major bus stop for passengers wanting to catch a bus for the western areas.

Police branded Datsun Go vehicle was seen parked behind the bus while a Mazda B18 single cab truck was blocking the bus in the front. The seven officers were seen pushing and shoving passengers while men and women were jumping out of the bus through windows.

Police officers in the Datsun Go just drove off when large numbers of people intervened. People could be heard grumbling while others were shouting at the police in protest.  “Munourayisa vanhu mhani. Teargasi ndereyi pakadai (You will kill the people. Why are you using teargas under the circumstances).”

National police spokesperson who threw the tear gas cannister. I saw her).” National police spokesperson Assistant Commissioner Paul Nyathi confirmed the use of tear gas saying one officer who was seen throwing a tear smoke canister had been arrested.

“I can confirm the arrest of one officer for deploying tear smoke on passengers seated in a Rimbi Tours bus this afternoon at Harare Showgrounds. Investigations are ongoing and more are likely to be arrested, depending on their roles in the commission of the offence,” he said.

“We will leave no stone unturned and even the commanders of that team must explain their cases. No one is above the law,” said Asst Comm Nyathi. Asst Comm Nyathi said the officers will be charged, both under the Police Act, and in terms of the Criminal law.

But the purported driver’s alleged offence will not be overlooked in a separate investigation. “We have instructed the command in Harare province to take action against the officers,” he said.

However, Asst Comm Nyathi said the bus crew should explain why the bus was being driven by someone without the required licence. “We understand someone who is not licenced to drive was driving the bus and full-scale investigations will cover the police officers and the bus crew,” he said.

Rimbi Tours director Mr Decent Rimbi could not explain why his bus was possibly being driven by someone without a Class One licence. He, however, condemned the police officers’ heavy-handedness saying they could have used other and safer means of arresting the driver.

“We got information that police officers asked the driver to open his window and he resisted. The person who was driving the bus is a Class Two driver. After the resistance, we had police then deciding to use tear smoke.

“I feel the police were too harsh on the driver to an extent of harming innocent passengers. Some passengers have asthma or other problems that are affected by teargas, hence the action taken was unwarranted.

“From my understanding, traffic offences do not warrant such actions. If the driver does not have relevant papers, he is arrested and barred from driving.

“If the problem lies with the bus’ paperwork or fitness, it can simply be impounded. Tear smoke was not appropriate under the given circumstances,” said Mr Rimbi. Zimbabwe Passenger Transport Association secretary Mr Oliver Chibage condemned the actions of the police.

He, however, urged bus operators to comply with police orders and the law. “As an association, we condemn the act because tear smoke cannot be used on people who are not violent, worse still those confined in a bus.

“We work with the police and if a misunderstanding arises, it must be settled in a civil way,” he said. Mr Chibage urged operators to comply with the law and to respect traffic officers on the road.

Health Minister VP Chiwenga: Suspension of student doctors lifted. The classes were suspended last month after an industrial action. The master’s degrees are the post-graduate qualifications needed to become a registered specialist and involve both clinical training under supervision within a hospital and theoretical studies.

The suspension of the University of Zimbabwe master’s degree programmes in medicine and obstetrics and gynaecology have been lifted following a lengthy engagement between the contrite doctors and Health and Child Care Minister Vice President Dr Constantino Chiwenga in Harare yesterday.

There was an euphoric atmosphere when VP Chiwenga told the apologetic doctors in pursuit of specialist training that they could resume their studies. “Go back to school and study hard, and complete your programmes. The nation is looking forward to the professors among you. Don’t destroy your country. It is a gift from God. Keep it safely. I heard what you said, and I heard what Dr Mangezi said on your behalf,” said VP Chiwenga.

In his deliberation, Vice President Chiwenga underlined the centrality of dialogue in solving issues, no matter how complex. There could never be any achievement in haggling or fighting, VP Chiwenga reiterated adding that without communication industrial actions, which he called “primitive”, would find traction.

The 39 doctors present, represented by the University of Zimbabwe’s Health Professions Education chairperson Dr Walter Mangezi, Dr Nigel Dzvanga from the Medicine class, and Dr Maxwell Chimhina and Dr Yemurai Bikwa of Obstetrics and Gynaecology, expressed contrition for their industrial action, appealing to Vice President Chiwenga’s good heart.

Presenting the doctors’ case, Dr Mangezi underscored the nature of the programmes that the postgraduate medical students were pursuing, saying they were repentant, and would do all they could as responsible citizens. The doctors were looking forward to being given a second chance as some of them were only a few months shy from their final examinations.

Dr Dzvanga, based at United Bulawayo Hospitals and representing the Master of Medicine class appealed to VP Chiwenga to allow them to return to school and complete their studies. Mutare Provincial Hospital’s Dr Chimhina from the Obstetrics and Gynaecology group echoed the same sentiments, saying their examinations were scheduled for November.

Obstetrics and Gynaecology aspirant specialist Dr Bikwa, who is stationed at Parirenyatwa Group of Hospitals, indicated that as doctors and citizens of Zimbabwe, they regretted actions on their part that led to the impasse, and sincerely apologised for their misdemeanours as young people.

“It is our wish together with Government, to improve healthcare delivery for both rural and urban communities in Zimbabwe. It is our wish to be part of the national vision to achieve the millennium goals for health,” said Dr Bikwa.

Not taking anything away from their professionalism, he implored doctors to adhere to ethical tenets of their calling, which place them in high esteem among citizens.

Because an investment in health is an investment in security, VP Chiwenga pointed out, the need to continuously engage in the pursuit of knowledge could not be overemphasised because diseases, as is the case with highly contagious Covid-19, are relentless.

Calling on the remorseful doctors to respect the sanctity of life and the sacredness of the nation of Zimbabwe, VP Chiwenga stressed the essence of compassion and self-dedication where every citizen has to make a sacrifice, and liberties and freedoms are respected.

The doctors thanked VP Chiwenga for affording them a chance to prove themselves and contribute to the development of the country.

On their behalf, Dr Chimhina said: “We are really grateful to Honourable VP Chiwenga, who is the Minister of Health and Child Care for responding to our plight in the shortest possible time, and allowing us to resume our studies.

“It was the first time for us to have a one-on-one meeting with him. “We are happy that we are going back to our studies, and finish our programmes, so that we will be able to go back to serve our people in the communities, starting from the grassroots.

“Errors have been made and lessons have been learnt. We are now prepared to go back to our programmes, work hard and keep our eyes on the balls so that we will be able to serve our nation in line with Vision 2030.”

Dr Mangezi said the University of Zimbabwe was thrilled that VP Chiwenga allowed their students to return to school, saying that challenges that led to the impasse were now resolved.

VP Chiwenga took the opportunity to outline his vision for the ministry saying issues of decent accommodation, reliable transport, remuneration and adequate tools for health professionals were close to his heart, and was, therefore, called on them to remain patient.

Two more armed robbers linked to Abdul gang arrested

Two more armed robbers linked to Abdul gang arrested. Carrington Marasha (30) and Douglas Mutenda (age not given) are facing six charges of armed robbery. They were not asked to plead when they appeared before Harare magistrate Mrs Judith Taruvinga.

Two more suspected armed robbers alleged to be members of the “Abdul gang” appeared in court yesterday. The two are being jointly charged with their accomplices; Mussa Taj Abdul (47), Charles Lundu (47), Rudolf Kanhanga alias Tapiwa Munatsi (29), Tapiwa Mangoma alias Tapa (27), Innocent Jairosi (32), Prince Makodza (31), Liberty Mupamhanga (29) and Godfrey Mupamhanga (27).

Mrs Taruvinga remanded them in custody to October 26. Marasha and Mutenda were advised to apply for bail at the High Court. The court heard that on July 24, the gang attacked 40 Longford Street in Queensdale, Harare, after arriving in separate vehicles.

They manhandled a family member threatening him, broke into bedroom where the householder had barricaded himself, wife and children, assaulted the householder and allegedly stole US$1 473 from the wife’s handbag, five cell phones, handbags, eye glasses, power banks, face masks and other valuables, with a combined value of US$7 516.

On the second charge, it is alleged that on July 25, the accused, who was in the company of their nine co-accused who are still at large, armed themselves with a shotgun, pistol, hammer and iron bars and went to the Trauma Centre at 1 Borrowdale Lane where they attacked the two security guards firing shots as they fled.

They tracked down one guard and beat him with a hammer, assaulted another guard and the receptionist with an iron bar, searched the reception area and stole a ZTE cellphone from the security guards, before allegedly breaking the door to an office where they threatened a manager and stole her cell phone.

Another High court judge set to appear before a tribunal. Justice Ndewere is facing allegations of misconduct and conduct inconsistent with being a judicial officer. Her suspension from the bench will be automatic by operation of law once the tribunal is put in place.

High Court judge Justice Erica Ndewere will be facing a tribunal after the Judicial Service Commission (JSC) recommended to President Mnangagwa to set one up to look into her suitability to hold office.

If the tribunal clears her, she returns to the bench; if the tribunal makes other findings and recommendations she could well lose her post. The tribunal is not a criminal court, but can report that certain conduct is not consistent with holding judicial office.

This brings to two the number of judges that have allegedly conducted themselves in a manner that constitutes judicial misconduct, and which calls for a tribunal hearing.  Supreme Court judge Justice Bere is on suspension pending the outcome of the tribunal that probed him and is now compiling its report to the President.

Secretary for Justice, Legal and Parliamentary Affairs Mrs Virginia Mabhiza yesterday confirmed that JSC had referred the matter to President Mnangagwa, the appointing authority, for a judicial tribunal in terms of the Constitution.

“The JSC has referred to the President a recommendation to set up a tribunal to inquire into the question of removal from office of Justice Erica Ndewere, a High Court judge,” she said without giving details of the allegations levelled against the judge.

“A tribunal will be constituted very soon and in terms of the Constitution, the judge will be suspended once the tribunal has been set up.” Justice Bere’s three-member tribunal chaired by retired judge Justice Simbi Mubako last week completed its inquiry into Justice Bere’s fitness to hold the office of a judge.

However, Justice Bere’s investigations were concluded in his absence after he and his legal team walked out on the proceedings in protest over the tribunal’s refusal to have one of its members, Advocate Takawira Nzombe, recuse himself because of his alleged links to Harare lawyer Mr Itayi Ndudzo, who was a crucial witness in the inquiry.

Justice Bere faced the tribunal on the recommendation of the JSC after Mr Ndudzo accused the judge of interference in a civil case involving the Zimbabwe National Road Administration (Zinara) and his relatives.

Justice Bere was serving on both the Constitutional Court and Supreme Court benches when he was suspended in March this year.

The tribunal sought to establish whether or not Justice Bere conducted himself improperly in violation of the oath of office and the Constitution by interfering in the matter at the centre of the inquiry.

Information Minister Monica Mutsvangwa: Airports pandemic measures impressive. More than five airlines are now flying into Harare since the easing of Covid-19 restrictions and the re-opening of international passenger traffic under a strict testing regime that requires all passengers to carry the results of recent PCR tests.

Adequate measures informed by the World Health Organisation guidelines have been put in place to ensure airports handle travellers in a safe environment without risking a spike in Covid-19 infections.

Since the resumption of commercial flights, Robert Gabriel Mugabe International Airport is yet to receive a Covid-19 infected person.

This came out during a tour of the airport by Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa, who is also a member of the inter-ministerial ad hoc taskforce on Covid-19 yesterday.

During the tour, Minister Mutsvangwa managed to observe processes for both arrivals and departures. She was also informed that there are three companies at the airport that are conducting Covid-19 tests on those who do not have valid Covid-19 negative certificates on arrival, with results taking at least two-and-a-half hours.

Minister Mutsvangwa commended airport authorities for putting in place measure to ensure the safety of both passengers and officials.

“It is our duty that we assure our travellers both domestic and international of the measures that have been taken here at the RGM International airport to make sure we contain the spread of this pandemic,” she said.

“This is a serious pandemic. We take it seriously as a country. A lot of measures have been put in place and we would like to continue making sure that our public adhere to these measures.

“The tour has given us confidence, as we speak to our public to assure them that your health is prioritised and the airport has put sufficient measures to contain the spread of this disease. Those who come without the Covid-19 free certificate have the opportunity to be tested right here at the airport and that process has been reduced to just two-and-a-half hours, some are saying two hours.”

Airports Company of Zimbabwe (ACZ) board chairman Mr Dave Popatlal and his executive led the Minister on their tour. ACZ acting director-general Mr Tawanda Gusha said the number of airlines resuming flights has been encouraging.

In terms of adhering to the prescribed Covid-19 protocols Mr Gusha said ACZ was continuously learning of the best practises without inconveniencing passengers unnecessarily.
