Thokozani Khupe councillor to deputises Chamisa’s mayor. Mukunguma lost to Mafume by five votes. This was despite that the Thokozani Khupe-led MDC-T had recalled councillors affiliated to the Nelson Chamisa-led MDC Alliance party.

In a major turn of events at Harare Town House, an MDC-T councillor Luckson Mukunguma, who last month narrowly lost the Harare mayoral election to MDC Alliance candidate Jacob Mafume, was yesterday elected deputy mayor.

Mukunguma has, however, pledged to work with Mafume saying political affiliation should be put aside in order for elected officials to improve service delivery and fight graft.

“I would like to extend my appreciation to the mayor and say we are in this together and we need to make sure service delivery is our chorus so that the people who entrusted us with votes are given the services they are expecting,” Mukunguma said.

“It is important at this juncture to fight our number one enemy in the city of Harare and that is corruption,” he said. But the MDC Alliance said Mukunguma’s election would derail most council projects as he would use the position to fight Mafume.

ZEC sued over by-election dates

ZEC sued over by-election dates. Precious Charuma and others have asked the Harare High Court to order ZEC to announce by-election dates for all vacant municipal and parliamentary seats. The High Court application came as the Zimbabwe Human Rights Commission (ZHRC) on Wednesday called on the government to “observe and respect the democratic and political rights of its people as enshrined in the constitution.”

The Zimbabwe Electoral Commission (ZEC) breached the constitution by failing to hold by-elections when they became due, a group of citizens joined by the Elections Resources Centre (ERC) said in a lawsuit filed this week.

Health minister Constantino Chiwenga two weeks ago amended Covid-19 regulations to postpone the holding of by-elections which ZEC had announced would be held by December 5.

Citing public health concerns over the coronavirus, Chiwenga, who is also the Vice President, said the election ban would remain “for the duration of the period of declaration of Covid-19 as a formidable epidemic disease.”

Chiwenga’s decree was fiercely resisted by the opposition MDC Alliance which was hoping to use the by-elections to quickly get its elected representatives controversially recalled by a rival faction returned to parliament and municipalities. The MDC-T led by Thokozani Khupe has caused the recalls of 32 MDC Alliance MPs and senators, and 86 councillors including four mayors.

In a High Court application, Charuma and the ERC cited ZEC, President Emmerson Mnangagwa and Chiwenga as first, second and third respondents respectively. “The first and second respondents breached Section 158 (2) and Section 159 of the Constitution when they failed to conduct by-elections in the country before September 30, 2020,” they state.

“The first and second respondents’ decision not to hold by-elections before September 30 was in breach of the Electoral Act and Sections 258 and 259 of the Constitution. “They also breached Section 39 of the Electoral Act in the event of the second respondent and Section 121A in the case of first respondent.”

The litigants want ZEC and Mnangagwa to be found in breach of the constitution and to be ordered to immediately take steps to announce by-election dates. The ZHRC added its voice to the disenchantment saying the government’s actions muzzled its own citizens.

“While restrictions maybe be necessary in a democratic society, they must respect pluralism, broadmindedness and tolerance. Measures should not be indefinite,” the commission said.

“Pandemics should not be used as an opportunity for states to unleash absolute executive powers. Such powers should be exercised fairly and reasonably and should avoid taking shortcuts which in the long run may tend to persist and become permanent features eroding or diminishing democratic principles and values.”

MDC Alliance led by Nelson Chamisa argued that the suspension of elections was an assault on democracy.

“The suspension of by-elections in circumstances where Zanu-PF and its proxies continue to recall lawfully elected MPs and councillors is a vicious assault on the will of the people and the greatest threat to our democracy. This is fascism. Democracy is dead,” the MDC Alliance said in a statement soon after the suspension of elections was announced.

The turmoil in the MDC camps followed the death of former leader Morgan Tsvangirai in February 2018 sparking intense jockeying to replace him between his three deputies – Khupe, Chamisa and Elias Mudzuri.

Chamisa engineered a vote of the MDC-T’s National Council which gave him interim leadership, but Khupe boycotted. Chamisa led a coalition of parties into elections in July that year, while Khupe kept the MDC-T name and ran as a rival.

The MDC Alliance secured over 100 seats in parliament while the MDC-T got two through proportional representation. Chamisa ran President Emmerson Mnangagwa close with over 2.1 million votes compared to Khupe’s 45,000.

The Supreme Court in March this year ruled that Tsvangirai broke the MDC-T constitution when he appointed Mudzuri and Chamisa as his co-deputies, and therefore the MDC-T had only one vice president at the time of Tsvangirai’s death – Khupe – who should have gone on to become an interim leader before an extraordinary congress to elect new leadership.

The court also directed that Khupe should take interim charge of the MDC-T and call an extraordinary congress to be held within three months. The ruling also restored party structures that existed at the last congress in 2014.

Chamisa says his party is the MDC Alliance and not the MDC-T, but this has not stopped Khupe from seeking to take control of the Alliance, including appropriating its elected officials, offices and finances due to the party from the government based on its electoral performance.

Govt set to introduce higher denomination notes

Govt set to introduce higher denomination notes. A member of the RBZ’s MPC Eddie Cross said the new notes would soon hit the market after lengthy deliberation by the authorities.

The Reserve Bank of Zimbabwe is expected to introduce higher denomination notes, which will see the amount of physical cash in circulation double to $3 billion.

This was after the realisation that there are more US dollars in the economy than local currency. Cross also said the country has a physical surplus of Rands which are sold monthly back to the South African Reserve Bank.

Pyramid scheme operator on the run. National police spokesperson senior Assistant Commissioner Paul Nyathi yesterday said Dzinoenda, who is the owner of Bervern Capital (Private) Limited, which posed as an investment company, accepted deposits from members of the public.

Police have launched a manhunt for a Ponzi scheme fraudster, Bervern Dzinoenda who is said to have posed as an investor and made super-profits, then later disappeared with his clients’ deposits.

“The ZRP is seeking information on the location of Bervern Dzinoenda NR-59-154186C-48, passport number CN532572, in connection with cases of fraud as defined in section 136 of the Criminal Law (Codification and Reform) Act, Chapter 24:20,” read a statement from Nyathi.

“During the period between 2018 and August 13, 2020, the accused person operated Bervern Capital (Pvt) Ltd accepting deposits from members of the public, posing as a registered investment company without a licence from the Reserve Bank of Zimbabwe. Clients were promised super profits upon maturity of their deposits.”

Nyathi said Dzinoenda then disappeared with the cash and his whereabouts were still unknown.

Trouble brewing in Chamisa’s MDC-led faction. According to the agreement, constituent parties were to field candidates in select areas – without being contested by other parties in the pact.

Fresh trouble is brewing in the MDC Alliance with its leaders now standing accused of overlooking an agreement which allows the group that came up with one of the coalition deputies to field some candidates unopposed in some parliamentary seats.

But now Nelson Chamisa and his allies are said to have disregarded that agreement by allowing members from their group to take part in the Kuwadzana primary elections.

One of the aspiring candidates from the Welshman Ncube group said he had to withdraw from the Kuwadzana race out of frustration and alleged lack of principles by the Chamisa camp. The seat was left vacant following Miriam Mushayi’s death.

Mushayi belonged to Ncube’s MDC.

Thokozani Khupe told to show maturity. In an apparent reference to MDC Alliance members who have been walking out in protest whenever Mnangagwa addresses Parliament, Mliswa said there was need for maturity from the opposition.

Norton legislator Temba Mliswa (Independent) on Tuesday warned newly sworn MDC-T proportional representative MP Thokozani Khupe against walking out on President Emmerson Mnangagwa when he is addressing the august House.

He said they should desist from walking out when the President is addressing. MDC Alliance legislators have in the past justified their behaviour saying they did not recognise Mnangagwa, accusing him of manipulating the 2018 presidential election results following his defeat by Nelson Chamisa.

Khupe was sworn in as MP last week together with 14 others to replace recalled members from the Chamisa-led party. She was immediately assigned to serve on the Portfolio Committee on Budget, Finance and Economic Development.

“I would like to congratulate Khupe and other MPs. May I say to them; I hope you shall serve national interests and not walk out when the head of State is here,” Mliswa said.

“I know Khupe is a seasoned politician who is mature. I hope she leads in that manner. I think we are here for national interests and a lot of time has been wasted resulting in this Parliament losing credibility because of us not putting national interests first. The President remains the head of State and Parliament is one of the institutions. I am hoping that during the State of the Nation Address (Sona), you shall be exemplary in showing the nation that national interests bind us.”

Mnangagwa is soon expected to present the Sona and officially open the Third Session of the Ninth Parliament on the same day.

While Mliswa claimed that MPs were not putting national interests first, last week the Zanu-PF chief whip Pupurai Togarepi praised opposition MPs saying that in the past months there was unanimity in Parliament, with both sides of the House debating issues of national interest.

Sisters Kelly and Zandile Khumalo have allegedly smoked the peace pipe.

This after Zandi publicly divorced her sister earlier this year. The separation came after Zandi’s hubby Mhlo Gumede was accused by promoter and owner of Gesh Lounge, Bhekani Ndlovu, of using Kelly’s name and taking money. Kelly denied getting booked by her brother-in-law.

The sisters seem to have kissed and made up and are set to perform together today at an event hosted by Mhlo.

Kelly refused to comment, saying: “If it’s nothing to do with my recent album, then no comment.”

Zandi said: “This is family stuff and if you are interested in that. I’m sorry I can’t give you an answer. This is my business and my family.”

Civil servants laugh off salary hike. The PSC announced yesterday that payment of the US$75 allowance would now be done monthly and indexed to the existing exchange rate. This effectively means that the lowest paid civil servant will get $11 350, about US$100, a far cry from the US$520 demanded by the public servants.

Civil servants yesterday reacted angrily to government’s pronouncement that the US$75 monthly COVID-19 allowance would now be enjoined to their salaries and accused the Public Service Commission (PSC) of trying to hoodwink them into believing that they had been awarded a salary increment.

“The PSC is pleased to advise government workers that the US$75 COVID-19 allowance for September 2020 is being paid today. Going forward, the US$75 COVID-19 allowance will be paid on paydays. This effectively means that the least paid worker (B1) is now earning $11 350 monthly, while a teacher at entry grade (D1) earns a total of $12 591,15. The US$75 allowance is indexed to the prevailing RBZ foreign exchange rate,” PSC secretary Jonathan Wutawunashe said in a statement.

He then saluted civil servants for religiously rendering their services despite the low pay, adding that he hoped negotiations for improved their salaries between government and their unions would be concluded soon.

Apex Council spokesperson David Dzatsunga said: “It is their unilateral decision and not negotiation and it reads as if they are just calculating the US$75 in local currency terms and then add it on to what we have been getting before.

“The correct thing is to talk about it, but we realise they are acknowledging that all is not well and they are now firefighting. We expect what we should
have negotiated. The circular seems to be saying you guys are saying you are getting this, but in actual fact, you are getting $11 000 and, therefore, we are going to negotiate from that figure which I also find problematic.”

The Progressive Teachers Union of Zimbabwe (PTUZ) said nothing had changed and vowed that teachers would continue with their boycott.

“What they have done is to convert our Nostro salaries into local currency and then added the 40% that they gave us. If you add US$75 and about $4 000, you get to $11 000 to $12 000, so there is nothing that they have done,” PTUZ president Takavafira Zhou said.

“This is not what we asked for and you don’t give a catapult to a child who asks for fish. We never asked for such an increase or whatever, what we want is the restoration of salaries that we were getting in October 2018.”

He described the move as an “unfair labour practice which is callous and a monument for Zimbabwean injustice.” In a statement, the organisation said: “If it is true that the figure includes nostro, nothing has changed. Our members will not go to work on the back of deception. Mark our words.

“The insult against our members will have negative repercussions that will be felt for a long time. There are no negotiations going on. There has been no change in the salary figure. The announcement is intended primarily to hoodwink desperate parents and students.”

The Amalgamated Rural Teachers Union of Zimbabwe said the move by the government was meant to deceive the workers.

“There is nothing new here. Teachers have been earning the same inadequate income which falls short of both our expectations and the modest monthly budget for a low income earner. The Consumer Council of Zimbabwe pegged the monthly breadbasket at over $20 000. The COVID-19 allowances expire in December, 2020,” the rural teachers said.

“This is a joke. The government intends to deceive the world into believing that they adjusted our salaries. To the contrary, they simply added current teacher incomes to the COVID-19 allowance and announced the total figure. Teachers have been earning the same inadequate income since July.”

Meanwhile, in Parliament, former Finance minister Tendai Biti (Harare East MP MDC Alliance) said the government should pay teachers the US$520 salaries they used to get before the re-introduction of the Zimbabwe dollar.

Government has steadfastly maintained the use of the Zimdollar at a time rentals, goods and services are charged in hard currency.

Miss Universe Zozibini Tunzi returns home to Judge Miss SA 2020

Reigning Miss Universe Zozibini Tunzi will return to South Africa next week, to judge the Miss South Africa 2020 pageant.

The all-female judging line-up includes some of the country’s most respected and influential personalities with Tunzi being joined by Peggy-Sue Khumalo, Anele Mdoda, and Leandie du Randt and a fifth judge is yet to be revealed.

Miss South Africa 2020 will be crowned at The Table Bay hotel in an entertainment-packed event on Saturday, October 24, from 17h00. The event will be screened live on M-Net and Mzansi Magic and will also be streamed online.

For Zozibini this moment seems surreal, “I was a contestant on stage just a year ago and was in awe of the women on the judging panel,” she says.

Zozibini has crowned Miss Universe last year, after she scooped the Miss SA 2019 title, “I know what it is like first hand to be in the job that these incredible women are applying for. I am excited to see how that experience will be of help in the judging panel. One woman’s life is about to change and I am a part of a panel that will make that happen. I am nervous but mostly humbled and excited by it.

Speaking of what she will she be looking for in a potential Miss South Africa Zozibini says, “There are different aspects to look out for, but I am mostly looking for someone with raw authenticity and sincerity about who they are. Someone who has a voice and an aura about her that makes almost everyone feel at ease when they come in contact with her because she will be engaging with a lot of people in the year.”

“My advice to the finalists ahead of the night is that when they hit the stage, they must not be too much in their heads. They have done an incredible job in the past few months, in and outside of their interviews. They have been the best representation of themselves. Half of the handwork is done. The final night is for them to be proud, to celebrate their achievement, and to have fun.”

Tongai Moyo: Its been 9 years already. Tongai “Dhewa” Moyo was promoted to sing with the angels on this particular day, leaving us empty, devastated. Many broke down, wept and even fainted in shock as they struggled to come to terms with Dhewa’s departure to the other world. October 15 2011 is the day the Zimbabwean entertainment landscape was left poorer as the nation received sad news from St Anne’s Hospital.

The Utakataka Express founder had battled cancer but he would put on a brave face on stage. A valiant warrior he was, Dhewa was determined to soldier own but the angels needed him most to come and compose new songs.

Since then, October 15 now has a special place to many on the national showbiz calendar. In short, the sungura colossus left an impressive body of music to be cherished for years.  And nine years down the line, the tears are still welling down his fanatics’ cheeks. However, we need to stop weeping and celebrate the departed legend’s achievements.

The ordained heir to the Utakataka Express throne said he was humbled by the support he has been receiving from fans, sponsors and corporates during the past nine years. “I’m grateful that fans have finally embraced me as I am and not as Dhewa’s duplicate. “It was hard to win hearts of my father’s fans and creating my own in the same process.

“What I enjoy most is that with the fans’ faith and support, I have managed to safeguard the legacy of my father,” he said. Asked how he was going to mark the ninth anniversary of his father, Peter said:

“I will be in Sesombe tomorrow (today) where we are going to meet as a family and just reflect on the good things my father did and map a way forward. “We have been doing this every year on the 15th of October and we won’t stop honouring him,” he said.

However, the 31-year-old conceded it was not rosy to ensure that he keeps his father’s legacy alive. “As a person who was coming from a sporting background, it was not easy at all as it meant that I needed to be a strong.

“I’m glad we have managed to rebrand and we still continue doing that to ensure that the band lives on. “Judging from where I was, I think the legacy of my father is in safe hands,” he said.Peter Moyo at fathers grave

He also said that he was doing his best to unite his family despite an alleged fallout with his younger brother Obert Tongai Junior. Peter is on record saying he would not beg Obert for dialogue but he won’t forsake his blood.

Once perceived as Dhewa’s fiercest rival, the Orchestra Mberikwazvo camp insists they were in good books with the late sungura icon. “Dhewa was a creative genius who brought competition in sungura during his peak.

“It’s unfortunate that he could not live to this day but he was indeed a good person who made showbiz enjoyable.

“Up to now, he hasn’t been replaced and we don’t know how God will fill that void if in any case it’s possible,” said Macheso.

Asked what needed to be done by Dhewa’s kids to safeguard the late Utakataka Express legacy, he said: “Unity is the key to success and those who are reviving his legacy need to work together and avoid washing dirty linen in public.”

Similar sentiments were echoed by Somandla Ndebele who applauded Dhewa for his creative edge. “When it comes to quality sungura, then we need to talk about my late friend Tongai.

“he was a hardworking person who wanted to see people making progress. “He brought about a lot of competition in this genre and we will certainly miss those exciting times,” he said.

Soma said they used to share deep secrets with Dhewa and he knew how to handle him when he was upset. “Dhewa was a brave person but at time he was fragile as well as short-tempered. “He would breakdown whenever the newspaper wrote those he thought attacked his privacy.

“I had to sit down with him and enlighten him on how to be able to handle the media guys. “When his wife died, was inconsolable to the point he felt the media was after him but we addressed it,” he said.

Asked what he learnt from Dhewa, Soma continued: “Bravery is one of the things that I learnt and if you recall, Dhewa would get injections to boost him on stage in the last days of his life.

“He would perform in pain and some of us who were close to him know better.” Soma also weighed in into the feud between Peter Moyo and his younger brother Obert Tongai Junior.

“As a father figure, I am not happy at all as the two boys have decided to show the world that they are not pulling in the same directions. “Tongai was a peace-maker and these guys need to unite and shelve away their differences and safeguard the brand.

“Obert must know his place as a younger brother to Peter and Peter need to lead by example as well and whip the youngster in line. “Of course the two haven’t approached me but I am ready to assist them and show them the way.

“If they cannot unite, its better they don’t diss each other but rather do music and see who will be a victor,” he said.

SAMAITA
Mutare based sungura artiste and transport Brian “Eastern Igwe” Samaita who was inspired by Dhewa said the departed legend was a game-changer. “I met Tongai Moyon through his bass guitarist Spencer Khumulani who introduced me to him.

“Dhewa took me for a brother and even blessed my musical journey and as someone who was doing the same groove, he has not problems with me following in his groove. “We later became friends and I even took his son Obert on board and stayed with him in Mutare teaching him the ropes.

“By taking Obert on board, that was the only way I could thank Dhewa for the great work he has done for me over the years,” he said. Like most Dhewa’s friends, Samaita is worried by the feud between Obert and his elder brother Peter.

“The infighting is really unwanted and uncalled for at a time when we are trying to safeguard the legacy of our legendary friend. “We can’t afford to see the legacy dying just like that because of attention seeking people,” he said.

SULU
Not to be outdone was Suluman Chimbetu who shared stage with Dhewa when he held his last show.

“When I shared the stage with Dhewa in what became his last show, Tongai didn’t understand me and vice versa. “We later clicked and he would tell me to look after his son Peter because he was still knew in showbiz considering his background as a footballer,” he said.

Sulu said he learnt creative and branding from Dhewa. “Dhewa was unpredictable on stage and we made one of the finest combinations yaitora mari pa town but at the same time people got real value for his fans.

“It’s unfortunate that when he died, we wanted to record a song together but we could not continue after Dhewa died. “I will always remember him as a person and artiste who left hind a legacy to cherished for years,” he said.

COSSY RULES
Kadoma based businessman, promoter and Tongai Moyo’s family friend said they have a responsibility to play. He told H-Metro that they will be visiting Dhewa’s rural home today as had become the norm.

“On Thursday we are driving to Kwekwe where we are going to visit Chihera and family. “I would have wanted Obert to be the so that I sit down with, Peter and family elders so that we whip them in line.

“As a father figure playing that role, I now take it upon myself to ensure that I bring the boys together. “We don’t want them to fight in public for prominence but rather they need to focus on their careers,” he said.

Music promoter, corporate lawyer and musician Panganayi Hare who worked with Dhewa as a promoter still misses the late music icon.

In a mini statement, he wrote: “Today (October 15) marks the 9th anniversary of the death of the late great Tongai Dhewa Moyo. Father Flower, Murozvi Mukuru, Mopao Mokonzi….mazita aiita kupfekerana.

I got to know and be acquainted to Dhewa or Tongishto as we called him in the turn of the millennium. I was a music promoter then. We had numerous successful shows with Tongai especially in places like Gweru, Bulawayo, Beitbridge and Victoria Falls to name a few.

What l liked most about Tongai is the fact that he was very professional and time conscious. Tongai’s sound was very intact and superb. Kuma live show ake zvaibuda sezvazviri pa CD. And he had a towering stage presence.

Whether people like it or not Dhewa revolutionised and changed the face of sungura music. He was smart on and off the stage and his band was also always immaculately dressed. He gave the then undisputed king of sungura music Alick Macheso a run for his money especially after the release of the monster hit albums Naye and Pinda Panyanga.

Competition between the two greats became so massive and any show pitting these two then the promoter was assured of smiling all the way to the bank. To me Sungura music lost part of it’s soul when Tongai died. Sungura has never been the same.

My all-time favorite songs from Tongai are Zvinoita Murudo and Funga Kaviri. I vividly remember his text message asking me to visit him at St Anne’s Hospital…..you could see the giant was in pain but he was in pain. I was never to see him alive again.  Forever continue to rest in peace Tongshto. Your legacy is intact. Your music continues to inspire me up to now. Forever missed.

CHIPAZ
Similar sentiment were shared by music promoter who described Dhewa as an irreplaceable figure.

“Life without Muchina Muhombe has been very tough, the gap he left is very difficult to fill. I can only sum it up by saying, no man of his character will I ever find in this world. Dhewa rest in peace,” he said.

SHIGA
Not to be outdone is Congolese chanter Gift “Shiga-Shiga” Katulika who saluted the late Dhewa. “Dhewa taught me a lot of things and some of them would need a day to share with the world.

“I just hope his children would learn one or a thing because we lost a hero who was determined to put sungura on another level. “In fact, it was Dhewa who changed sungura music and up to now he hasn’t been replaced,” he said.

FIRST FARAI
Sungura prince First Farai who was weaned off by Dhewa hasd this to say:

“The industry will never be the same without him. Yes, he was promoted to glory but hey, it happened so early. “He was a friend brother and father to me. l will miss him forever. Nevertheless hatirase musambo tiri kumhanya nawo., dai aramba achitarira mhuri dzaakasiya,” he said.

RONNIE MUDHINDO
South Africa based Utakataka Express founder member and family friend Ronnie Mudhindo said his mentor was heaven sent.

“I will always remember him since he is my the one who made me an icon I am today so October 15 will always mean a lot to me. “To his family, we are praying for unite so that the departed legend won’t turn in his grace since he loved peace,” he said.

Drama as Guvamombe’s record goes missing. THE tribunal record containing proceedings and a determination which absolved former chief magistrate, Mishrod Guvamombe on a charge of criminal abuse of office has gone missing, Justice Felistas Chatukuta heard yesterday as the trial of the former top magistrate continued at the High Court.

Guvamombe is facing charges of criminal abuse of office, and/or alternatively defeating the course of justice during his tenure as the country’s top magistrate.

Proceedings were adjourned on three occasions yesterday as the State and the defence tried to find common ground on the way forward after it emerged that the full record of tribunal proceedings conducted by Justice Herbert Mandeya, was missing with only a few pages made available by the State.

Guvamombe’s lawyer Jonathan Samukange then applied for the trial to focus on the second count which was also marred by controversy as the State sought to seek admission of a bundle of documents purportedly supplied by the defence. But Samukange again challenged their production.

Justice Chatukuta, however, expressed concern over the manner in which the matter had been handled, highlighting that the court was not pleased with the delays.

The State called its first witness, regional magistrate Elijah Singano to testify on what transpired regarding the attachments of former Cabinet ministers Saviour Kasukuwere and Supa Mandiwanzira who were law students with the University of Zimbabwe (UZ).

Singano said he was the provincial magistrate for Harare province when Mandiwanzira and Kasukuwere were deployed for attachment by the UZ, adding that since both were facing criminal charges, they were posted to the civil courts where they were later withdrawn after concerns had been raised about them.

He said there was no anomaly in accepting them, adding the two were part of over 40 students who had been referred by the university for attachment.

He further said there was nothing barring the duo from being attached to the Judicial Service Commission (JSC) as students because the Constitution said they were presumed innocent until proven guilty by a court of law.

The second witness to testify was the deputy secretary for the JSC Thembinkosi Msipa who told the court that students from universities apply for attachment in various departments and the secretary then decides if there was a capacity for them to be taken on board.

Msipa said when Guvamombe received a letter from UZ for student attachment, he should have referred the matter to the JSC for consideration, but he failed to do so. The trial continues today.

Suspected r@pist beaten to death. Given Kanyera (42), of Hore village, allegedly broke into a bedroom hut where Susan Chapfunya (33) was sleeping. A 42-year-old man was on Monday bashed to death in Mukumbura, Mashonaland Central province after members of the community accused him of being a rapist.

Chapfunya screamed for help, attracting the attention of Joseph Sekera (23) and Kamukemba Kipa (29), who immediately rushed to the scene. Sekera and Kipa found Kanyera standing by the door of the hut.

When they asked him to explain himself, Kanyera failed to give a satisfactory answer and they assaulted him with open hands and bricks, resulting in his death a few days later. Mashonaland Central provincial deputy police spokesperson Assistant Inspector Fidelis Dhewu confirmed the case.

“We are investigating a murder case and we have arrested one suspect Sekera, while his accomplice Kipa is still at large and we are appealing for information in regards to his whereabouts,” Dhewu said.

According to the police, the now-deceased did not seek immediate treatment after the assault, neither did he report the matter to the police. He went to the clinic two days later after his health had deteriorated.

At Kaitano Clinic where he sought help, he was asked to file a police report first before receiving treatment, leading to the arrest of Sekera and Kipa. Kanyera was treated and transferred to Karanda Mission Hospital, where he died on admission.

CAF maintains ban on Barbourfields Stadium and warns Zifa. Caf wrote to Zifa on Wednesday advising of the new developments but maintained the ban on Barbourfields Stadium. The continental soccer-governing body, however, warned that failure to implement other demands such as the installation of bucket seats, which remain outstanding, will see the temporary approval being removed.

The Confederation of African Football (Caf) has temporarily okayed the National Sports Stadium (NSS) to host senior men’s matches, but ordered that outstanding issues be dealt with as a matter of urgency.

The Warriors will host Algeria in an Africa Cup of Nations qualifier at the National Sports Stadium next month, four days after playing the African champions on their own turf but the government has to hasten to address the bucket seats and turnstiles issues that remain outstanding for the country to continue hosting Caf senior men matches.

In the correspondence addressed to Zifa chief executive officer Joseph Mamutse, Caf said: “We are satisfied to see the progress made in the National Sports Stadium in order to bring the venue to the required standard. Therefore Caf has decided to remove the ban and grant temporary approval for NSS subject to the continuation of the implementation of the remarks made in the previous inspection visits.”

The same could, however, not be said for BF, which is still lagging behind in a number of issues including bucket seats, turnstiles, changing rooms and lighting.

“In relation to the previous Caf correspondence requesting a pre-inspection report for the National Sports Stadium and Barbourfields Stadium, we confirm receipt of the reports and photos evidence of the concerned stadiums,” reads the letter from Caf. “With relation to Barbourfields Stadium, based on information received, the decision is to uphold the ban for use in Caf men’s senior matches.”

Caf said work on the NSS, as well as the procurement of necessary equipment, should not stop. “Kindly note that the failure to implement the recommendations fully over the next period of time may compel Caf to remove the temporary approval of the stadium. We encourage that you continue to with the improvement works that are in place in order to complete the renovation programme and procurement of necessary equipment in both stadiums.

Zifa yesterday also confirmed NSS had been conditionally approved by Caf. “In granting the temporary approval, Caf indicated that they are charmed by Zimbabwe’s efforts, but the continental football authority underscored that renovations must continue until the stadium is quickly brought to required standard,” Zifa spokesperson Xolisani Gwesela said.

A few months ago, Sports and Recreation Commission director-general Prince Mupazviriho said the NSS was ready to host international matches, acknowledging the grey areas.

Mupazviriho said: “The reason for those aspects (bucket seats, e-ticketing and turnstiles) to be outstanding is that most of the companies who manufacture (the equipment) are closed and we have to import,” Mupazviriho said.

He said the authorisation had been granted to flight tenders for the equipment. Gwesela said the home match against Algeria would be played without spectators at the venue, the reason Caf might have given the NSS the nod as the issue of turnstiles and e-ticketing and the individual bucket seats will not be at play on the day.

Madzibaba pledges cars to Highlanders captains. After hearing reports that Highlanders have started negotiating with key players for contract extensions, Mutumwa decided to “spice up” the talks by offering cars to the club.

The leader of a local apostolic sect Madzibaba Manuel Mutumwa has pledged at least two cars for use by Highlanders’ captains while serving the club.

Mutumwa of the Johane Chishanu Selbourne Park is a die-hard Highlanders’ supporter and he believes the club’s followers play “a big role” in keeping Bosso afloat, hence the need to assist office bearers in achieving their goals.

Mutumwa made the pledge to give Highlanders cars when he donated groceries that included mealie-meal and cooking oil to first team players and the technical staff.

“Highlanders is a big institution, a community club that needs everyone’s help. The foodstuffs that I’m donating to the club are part of the pledge I made when I presented similar stuff at the beginning of the Covid-19 lockdown to cheer up the team during this tough time. I’m planning big incentives once games resume just to keep our players and technical staff happy.

“Also, because of the cries that I’ve heard regarding the signing of players, I’ll be assisting the club with two or three cars to be used by the captains. I hope this will motivate the players and help the club,” said Mutumwa.

Bosso captain Sibanda said: “These groceries mean a lot to us as players as well as our families. They help ease some burdens. We thank you Madzibaba for your continued support.”

Restricted funeral procession and burial for Oskido’s dad. The family of the late Esaph Mdlongwa father to legendary music producer Oscar “Oskido” Mdlongwa has said the only close family will be allowed to attend the funeral and burial of the late politician.

In a statement, the Mdlongwa family thanked friends, relatives and the public for their support. However, according to the statement, there will be no gathering due to the Covid-19 times experienced by the world.

Mdlongwa who was the founding organising secretary of the MDC died on Wednesday evening at Mater Dei Hospital due to Covid-19 related complications. He was 78 years old.

“As the Mdlongwa Family, we wish to thank you all very much for the support we are receiving during this very difficult time. As you all know, uBaba died from Covid-related complications and as such we wish to advise that there will be no gathering as is the norm.

“Only limited close family will be allowed to access the home for proceedings and subsequent burial,” read the statement without giving a date of the burial.

The Mdlongwa family asked for prayers in this difficult time that they are going through. “Please keep us in your prayers in this time as we need all the strength, guidance and comfort as possible. It is not an easy time for us at all,” read the statement.

Perhaps a memorial will be held at a later stage to allow others to come pay their respects, read the statement.

“A memorial will be held at a later stage to be advised, hopefully by that time we’ll be able to gather and be in close proximity and allow others to pay respects to the family. We acknowledge as a family that he indeed was a great man who deserves an incredible send-off, but in the interest and safety of all, complying with Covid 19 regulations we have decided to take this route. We value your love and support and prayers,” read the statement.

The South Africa based Oskido broke the news to his fans on the microblogging site Twitter this morning along with pictures of him and his father.

“It’s with great sadness to let you know that I have lost my old man due to Covid-19, a great man who inspired me to understand the value of life. So long Mdala, rest well. I will see you again in the next lifetime. You’ve showed us a way & shone the light Akwehlanga lungehlang,” posted Oskido.

Politician and South Africa Minister of Transport Fikile Mabulula was among a whole host of celebrities to console Oskido saying: “Condolences My brother may your old man rest in eternal peace. Strength to you and family.” Renowned DJ Black Coffee said: “Condolences Bhuda.” And also, hip hop artiste Cassper Nyovest said: “Condolences grootman.”

IMF paints a gloomy picture on Zim’s Economy. The international financial institution also expects the annual inflation rate to close the year at 495% and predicts an economic rebound of 4,6% in 2021. The International Monetary Fund (IMF) has projected that the Zimbabwean economy will this year contract by 10,4%, much higher than its earlier prediction of 7,4%.

In in its new World Economic Outlook titled A Long and Difficult Ascent released during the current Annual Spring Meetings in the United States, the Bretton Woods institution said: In 2019 Zimbabwe authorities introduced the Real-Time Gross Settlement dollar, later renamed the Zimbabwe dollar, and are in the process of re-denominating their national accounts statistics. Current data are subject to revision.

This comes as Zimbabwe’s statistics agency, Zimstat has reported that the country’s year on year continued on a downward trend in September. Zimbabwe’s Minister of Finance and Economic Development, Professor Mthuli Ncube has however dismissed IMF’s projections as mere opinion.

He, however, admitted that the country was in the negative, like “all the economies around the world” citing the coronavirus pandemic as the causal factor. In response to questions by Zimbabwe Independent at a cabinet event on Wednesday, Ncube suggested that a recent “assessment shows that the situation is not as bad as initially thought.” He added:

We had projected a growth of -4,5%. Our teams are busy on the ground again trying to further analyse that growth.

We also have our own numbers. We have got our own batch of statistics — we have got the central bank and Treasury who look after these numbers. These numbers are not imposed on countries by the way. It’s an opinion by just one institution out there, albeit, an important institution.

He added that there were other institutions which were also providing varying statistics which suggests that there is no projection which is 100 percent accurate. Zimbabwe’s economy has been on a downward trajectory for the past 24 months following the government’s adoption of austerity measures which were meant to kickstart the economy.
