2020 vehicle imports surpass 2019 despite COVID-19 lockdown. The Zimbabwe Revenue Authority (Zimra) – responsible for revenue generation in the country highlighted that imported units were at a cost of ZWL$10,2 billion this year while ZWL$1,4 billion was generated last year.

Vehicle imports marginally increased to 40,052 units between January and October this year up from 40,016 units recorded during the same comparative period last year despite the advent of the Covid-19 induced border controls, statistics reveal.

The revenue could not be used comparatively owing to the exchange rate fluctuations during the stipulated period. The lowest vehicle imports were recorded in April after President Emmerson Mnangagwa announced the Covid-19 induced lockdown affected end of March.

Only 484 vehicles were imported against 4,135 units imported last year during the same month. In May the figure picked to 2,512 units but remained way below the 4,156 units imported during the same month last year.

“Variations between 2019 and 2020 can be attributed to the implications of the coronavirus since it affected all nations on imports and exports. Closing of borders and restrictions of movements made it difficult to supply. Also, the reduction of disposable income resulted in demand for vehicles going down in 2020 as many individuals would opt for essential or basic products,” said Zimra head corporate communication Francis Chimanda.

Most interestingly, between January to March and from June up to October, statistics availed highlight that more vehicles were actually imported this year than during the same comparative period last year.

Zimra hinted that the border control measures further limited their revenue base as the movement of goods and persons were restricted.

“Revenue collections will be affected significantly as more borders were closed and the movement of goods became difficult as only essential goods were being given priority. Free movement of persons across borders is an enabler of increased trade resulting in more revenue collection base. As the number of restrictions within the Region increases, the trade will be affected and importations reduced drastically,” said Chimanda.

However, Zimra managed to surpass its set target for the first, second and third quarter despite limited revenue streams under Covid-19. Chimanda attributed the positive development to a wide variety of measures implemented to enhance tax compliance.

These include checking compliance status of VAT operators trading in foreign currency, debt follow-ups and stricter monitoring of debt payment plans, and risk-based audits.

The tax collector further intensified roadblocks and border patrols to curb smuggling, and transit management enforced through the Electronic Cargo Tracking System (ECTS) and escorts, among others.

President Mnangagwa orders ZESA to reduce tariffs charges. ZESA recently increased power tariff by more than 100% in a space of a month, a move that triggered panic in the critical sectors of the economy and the public.

President Emmerson Mnangagwa has ordered power utility ZESA to reduce its stepped electricity tariff from about US$0.19 per kilowatt-hour (kWh) to about US$0.10 /kWh following a public outcry.

“The president issued a directive to ZESA to reduce the tariff. ZESA has complied,” a well-placed ZESA source said. His sentiments were echoed by several other sources at the Ministry of Energy and Power Development.

Energy and Power Development Minister, Zhemu Soda confirmed the reduction of the tariff saying this was after consumers complained about the skyrocketing tariff.

Harare Mayor Jacob Mafume charged for land corruption. The Special Anti-Corruption Unity (SACU) pounced on the Harare City Council boss claiming he influenced the city housing directors to illegally allocate residential stands sometime in March 2020.

Harare mayor and Ward 17 councillor Jacob Mafume was Wednesday arrested and charged of criminal abuse of office arising allegedly from the allocation of two residential stands in Westlea without following due process.

Mafume’s lawyer, Tonderai Bhatasara told NewZimbabwe.com Wednesday the city’s first resident was most likely going to appear in court this Thursday.

“He was picked by SACU today (Wednesday) and is detained at Rhodesville Police Station. He will appear in court tomorrow (Thursday).

“SACU is alleging that Mafume influenced the Harare City Council housing director to allocate at least two residential stands in Westlea sometime in March 2020,” Bhatasara said.

Close schools, MPs tell govt. At All Souls Mission School in Mutoko, over 20 pupils are reportedly showing signs of the virus. A Form 4 Chinhoyi High student tested positive for COVID-19 last Saturday and the cases ballooned to 57 yesterday.

Parliament has recommended that the government immediately shuts down schools, blaming the rising COVID-19 cases on its failure to adequately prepare for the reopening of learning institutions after 57 pupils at Chinhoyi High School tested positive for the virus.

“We have 57 COVID-19 cases at Chinhoyi High School and we continue to test more learners. We started testing pupils after a 17-year-old girl tested positive last week” provincial medical director Gift Masoja said yesterday.

“The examinations will continue but those who tested positive should write on their own the same applies with day scholars.”

Mashonaland West provincial education director Gabriel Mhuma added: “The school has been sealed off, no boarder will be allowed to leave the school and all day-scholars were told to stay at home as a precautionary measure.”

Although the Primary and Secondary Education ministry said it was yet to verify the cases in Mutoko, unconfirmed reports said day-scholars had been advised not to come to school while boarders were under quarantine until tests have been conducted.

Schools have become COVID-19 hotspots aided by the cramped environment and non-existent social distancing. John Tallach, a mission school in Ntabazinduna near Bulawayo was shut down after reporting over 120 positive cases last week. The number has since risen to 184.

Debating a report by the Parliamentary committee on Primary and Secondary Education chaired by Proportional Representation Member of Parliament Priscilla Misihairabwi-Mushonga, the MPs said the government was ill-advised and acted prematurely to open schools and exposed children to the deadly virus.

Contributing to the debate, Sotherton MP Peter Moyo said schools should not have been opened in the first place and that the best way forward now was to close them to avoid a disaster.

“I hope the whole world agrees with what has been said here that schools were not supposed to be opened. We have opened schools and children who were COVID-19 positive and negative were put at the same place hence infecting the whole school,” Moyo said.

“What does this mean? It means that we made a mistake as a government. Schools were not supposed to have been opened before the necessary precautions to protect the children were taken. Only God knows whether these children will survive. The government should just close schools.”

Schools reopened on September 28 for examination classes in a phased process that saw the last group open on November 9. Most schools, however, remained closed after teachers, who were on strike demanding a pay hike, failed to report for duty.

There have been concerns that students were not ready for examinations due to the COVID-19-induced schools’ closure and a strike by teachers, but the government insisted examinations should go ahead. Moyo said schoolchildren should not write examinations because they were not prepared.

Misihairabwi-Mushonga, in her committee report, suggested examinations that were set for December 5, 2020 be moved to February since there were no adequate preparations due to the COVID-19-induced lockdown and the teachers’ strike.

The report was penned at the time teachers were on strike and there were reported incidents of wayward behaviour by the unsupervised students. Beitbridge West MP Ruth Maboyi said Parliament should ensure all preparations for examinations should be for 2021 as schools were not adequately prepared to curb the spread of COVID-19.

“The COVID-19 lockdown started in March and we are expecting the students to be sitting for their exams. There is nothing like that. What type of examination is that?” she quizzed.

MDC-T PR MP Paurina Mpariwa said a disaster was looming in schools if children were allowed to continue attending classes.

“Firstly, the report says schools did not prepare for the coming back of schoolchildren. It is clearly seen that there was no preparation concerning the sanitisers, face masks and even the children do not understand the social distance issue,” she said, adding that the country was staring a disaster.

The government insists that adequate measures have been put in place in schools to curb the spread of COVID-19, but the situation on the ground indicates otherwise. Progressive Teachers Union of Zimbabwe secretary-general Raymond Majongwe took a swipe at the government for failing to heed advice from teachers that schools should remain shut.

Jacob Mudenda: The phone call that led to Robert Mugabe’s resignation. Mugabe resigned from office on November 21, 2017 following a week of unrelenting calls from the public and his own party, Zanu-PF, to step down after 37 years of leading the country.

Speaker of Parliament Advocate Jacob Mudenda has, for the first time, revealed how he managed to convince late former president Robert Mugabe to tender his resignation, allowing him to leave office with “some form of remaining dignity”.

When Mugabe tendered his resignation via a letter read to Parliament by Adv Mudenda, the process of impeachment had already begun during a joint sitting of both the Senate and the National Assembly at the Harare International Conference Centre (HICC).

It was during the debate that Adv Mudenda received the late former President’s resignation letter which had been brought by then Justice, Legal and Parliamentary Affairs Minister Happyton Bonyongwe.

Adv Mudenda, who was speaking at a stakeholders’ meeting of media practitioners and the civil society organisations in Bulawayo on Tuesday, said he phoned Mugabe and told him in no uncertain terms that he risked suffering the ignominy of being impeached in the event that he failed to heed his advice.

“I was in conversation with the President (Mugabe) and advised him that ‘why don’t you resign and stop this impeachment because you will not win it’. We spoke over the phone because I did not want him to suffer the consequences of impeachment where he was going to appear before a Parliamentary committee to answer to charges; he could not have escaped,” he said.

“Out of respect, I told him not to allow himself to be humiliated through that. I said do not allow yourself to go through this damming process of impeachment. He said ‘I will come back to you’ and it was around 1.05PM.

“I think he consulted his lawyers and he phoned back and said ‘Honourable Speaker, I agree with you and I am going to write a letter and it will be delivered where the impeachment process is taking place’.”

Adv Mudenda said reading Mugabe’s letter, which had his signature, marked an end to the impeachment process.

“I never doubted his signature because I knew it very well. I read the letter and that killed the impeachment process and the President was free to receive all his benefits and those of the First Family. Unfortunately, he had fallen ill and he battled that cancer, but couldn’t conquer it,” he said.

The motion to impeach Mugabe was moved by Senator Monica Mutsvangwa (Zanu-PF) and seconded by Mabvuku-Tafara MP Mr James Maridadi (MDC-T). Mugabe stood accused of serious misconduct and abrogating his constitutional mandate to his wife who was making utterances on business of Government and accessing classified information without constitutional authority.

The announcement was followed by jubilation among legislators and members of the public that had come to witness the impeachment proceedings at the HICC. The joint sitting of the houses of Parliament had been convened to discuss the President’s impeachment after he had initially failed to resign, as directed by the Zanu-PF Central Committee.

Adv Mudenda said the former First Lady, Grace Mugabe, had usurped the powers of the President in breach of the Constitution and going to the extent of summoning Vice Presidents to give them instructions.

“It is not a secret that Grace Mugabe had turned into a de facto leader of Zimbabwe. She said it herself during one her rallies that ‘every morning I summon the two Vice-Presidents and they would bring notebooks and I tell them what to do’. Where have you found that in the world where a Frist Lady does that?

“President Mugabe was now very old and his wife was now running the affairs of this country and it was unconstitutional. The constitution does not allow a first lady to be prominent in the rule of the country,” said Adv Mudenda.

Adv Mudenda said there was also a mistaken view in the public domain that he should have stopped the recent recalling of expelled MDC-T MPs, adding that as Speaker of Parliament he had no right to go into the merits and demerits of the matter.

The MDC-T led by Dr Thokozani Khupe recalled 21 legislators including eight senators it nominated to fill seats won by the umbrella MDC-Alliance, which it sees as an electoral

Harare City Council speaks on shaking and vibrating Mupedzanhamo bridge. This comes after Musarurwa, purporting to speak on HCC’s behalf, told NewsDay that the council was not inspecting its infrastructure due to resource and skills constraints.

Harare City Council (HCC) has distanced itself from one Bernard Musarurwa, saying the engineer is not an employee of the local authority.

Musarurwa was speaking following claims on social media on Wednesday that Mupedzanhamo flyover where Simon Mazorodze Road interchanges with Rotten Row, was shaking and vibrating.

However, in a notice on its social media channels this Thursday, HCC said Musarurwa does not speak on its behalf, and the said bridge is managed by the Ministry of Transport. The notice read:

Please note that Eng Bernard Musarurwa is not employed by the City of Harare and does not speak on behalf of the city. The said bridge is managed by the Ministry of Transport because it falls under the national roads category.

The city, however, stands ready to work with Government in the event there are confirmed structural defects on the bridge.

Popular Sungura Musician Alick Macheso will before the year fold entertain his fans with a brand new single which will be released on 4 December 2020, H Metro reports.

Macheso spoke briefly about the album before he referred all questions to his publicist and said: The single will be out first week of December, it’s for the fans.

Professor Ngwenya: We will die and we will die soon of Corona. Mpilo Central Hospital Acting Chief Executive Officer Professor Solwayo Ngwenya warned that Zimbabweans will die in huge numbers as people seem to be oblivious to the pandemic.

A health expert has raised alarm over a spike in coronavirus cases in the country especially in the past few weeks coupled which has been exacerbated by the government’s lackadaisical approach in averting the impending catastrophe. He wrote on Twitter:

I forgive the current generation for NOT understanding what a pandemic is. Its been long since the last global one of 1918. They had no family survivors of 1918 or haven’t bothered to read history.

Coronavirus: we face a terrible time here, increasing cases, positivity rates, falling recovery rates. In a major global pandemic seen after 1918, with scant resources, and a population unaware of the impending catastrophe. We will die, and die soon. We have been warning!

Prof Ngwenya’s dire warning comes after the country recorded 110 new COVID-19 cases on Wednesday, 25 November 2020, with 106 being local and the remainder returnees from Botswana.

The national recovery rate has also fallen, with a total of 39 new recoveries recorded, putting the national recovery rate at 87.7percent.

Former Minister Obadiah Moyo’s personal assistant arrested. Police picked Mapokotera on Thursday at about 2.30 pm on allegations of criminal abuse of office. Gideon Mapokotera, the former Personal Assistant (PA) to fired Health and Child Care Minister Obadiah Moyo has been arrested.

Mapokotera allegedly facilitated the issuance of visas to Ali Mohammad and his family to gain access into the country in contravention of section 174 of the Criminal Law Codification and Reform Act Chapter 9:23.

It is the State’s case that Mapokotera created visa application letters on June 18, 2019, for a single entry visa, September 26, 2019, for a multiple entry visa and November 24, 2019, for multiple entry visas for Ali Mohammad’s family – wife and six children.

The accused person had not been given authority by his principal and further did not bring the heinous development to his attention up to the 25th of November 2020 when the principal was made aware after investigations commenced.

Meanwhile, Muhammad has a case pending before the courts. He is charged together with Henrietta Rushwaya and others on smuggling, unlawful possession of gold, charges which they all deny.

FC Platinum coach Norman Mapeza names squad to face Costa do Sol. The match, set for Zimpeto Stadium, Maputo, kicks off at 3.30 pm. Coach Norman Mapeza named regular players in the team with the likes of Petros Mhari, Perfect Chikwende, Gift Bello, Rahman Kutsanzira and Gift Mbwete making the selection.

FC Platinum have announced their travelling squad for the Champions League preliminary round encounter against Mozambique champions, Costa do Sol, on Saturday.

If they give me just 30 per cent of what we were working on in the last three days, I will be a happy man. A lot has changed since I left the club, new players have come in also.

I haven’t had enough time to have a definitive opinion of them but I am sure those who were here during my time have told them of my philosophy and what I expect from my players.

Mapeza has been working with the team from Monday, having taken over from Dutchman Pieter De Jongh who was sacked last week. De Jongh was shown the exit door soon after CAF announced that for foreigners, only pro licence holders a shall now be allowed to sit on the bench during CAF interclub matches.

Tollgate fees to be payable in forex and local currencies using the Foreign Currency Auction Rate. The budget proposed that toll fees be payable in foreign or local currencies at the Foreign Currency Auction Rate. Under the new structure, Light Motor Vehicles will pay $2, minibuses $3, buses $4, heavy vehicles $5, haulage trucks $10 and the residential discount will be set at $10 per month.

Finance Minister Mthuli Ncube today presented a ZWL$421.6 billion budget, premised on an economic rebound which is also hinged on anticipated recovery from COVID-19. Said Ncube:

In addition, toll fees for foreign-registered vehicles will be payable in United States Dollars or equivalent in other foreign currencies, using the above rates.

The budget also proposed a PAYE tax-free threshold of ZWL$10,000 per month from ZWL$5,000 per month. It also revised the bonus tax-free threshold from ZWL$5,000 to ZWL$25,000, effective 1 November 2020.

Meanwhile, the largest allocation of ZWL$55.2 billion was made to the Ministry of Primary and Secondary Education, that also included a provision for sanitary wear for girls from disadvantaged backgrounds.

The Ministry of Lands, Agriculture, Water and Rural Resettlement was allocated ZWL$46.3 billion while the Ministry of Defence was allocated ZWL$23.8 billion.

Nicolas Pepe scores as Arsenal win 3 – 0 against Molde. The Ivory Coast forward curled a powerful strike into the top corner after a difficult week following his dismissal at Elland Road. Nicolas Pepe put his red card against Leeds United behind him with the opening goal against Molde as Arsenal secured their place in the last 32 of the Europa League.

Reiss Nelson doubled the Gunners’ lead shortly after with a tap-in from close range as Arsenal progressed to the knockout stage with two games to spare. Substitute Folarin Balogun, 19, scored with his first touch to cement victory for Mikel Arteta’s side in Norway.

The North London side have won all four games in Group B and scored 12 goals in the process, displaying a consistency that is in contrast to their Premier League campaign.

After a bright but goalless first half, £72m signing Pepe broke the deadlock for the Gunners in a style befitting his price tag. A lovely cushioned touch set the 25-year-old up to fire home past goalkeeper Andreas Linde and put Arsenal on their way to last 32.

The Gunners quickly increased their advantage when Nelson, Arsenal’s best player along with Pepe, tapped home after a good pass into the box by Joe Willock.

A comfortable win was completed when Balogun swivelled in the penalty area and fired home a low strike to cap off a positive performance by Arteta’s side.

With qualification to the knockout stage secured, the focal point for Arsenal in Europe will be the return of a small number of supporters to Emirates Stadium for the tie against Rapid Vienna on 3 December.

The club tweeted before the game in Norway: “It’s been a long nine long months without our fans. And our matches simply haven’t been the same. So we’re delighted to confirm we’ll be safely welcoming 2,000 fans back to Emirates Stadium for next week’s #UEL fixture.”
