24 ZNA senior officers promoted

24 ZNA senior officers promoted. The promotions were in accordance with the Defence Act and are with effect from November 23. Twenty-four Zimbabwe National Army lieutenant colonels have been promoted to the rank of colonel by Commander-in-Chief of the Zimbabwe Defence Forces President Mnangagwa.

Congratulating the three women and 21 men at Josiah Magama Tongogara Barracks, ZNA Chief of Staff Administration Staff, Major-General Paul Chima urged them to remain loyal, dedicated and continue working hard for the ZNA and nation at large. “Never lose sight of the fact that pluralism in responsibility being brought by this promotion is deliberately meant to serve and attain a single constitutional mandate, which is to defend our independence, territorial integrity and sovereignty against envisaged threats,” he said.

“Irrespective of your post and status of employment, both qualitative and quantitative means to measure your proficiency will be used. Senior officers are men and women of integrity and it is my hope that all of you will step up to this challenge and deliver beyond expectation.”

Maj-Gen Chima urged the promoted staffers to be innovative. “I implore you to come up with innovations in your leadership jurisdiction in complementing Government policies which are aimed at generating and perpetuating economic buoyancy and growth,” he said.

“The sustainability of the Transitional Stabilisation Programme and its successor, the recently launched National Development Strategy 1, hinges on your collective efforts and unity of purpose as a nation.”

Maj-Gen Chima said while the nation was yet to recover from a state of food insecurity caused by the El Nino spells in previous agricultural seasons, it was worthwhile to note that the monetary and fiscal policy interventions by Government had restored both stability and confidence in the economy, particularly in the last few months.

The measures adopted by Government to tame inflation and the runaway exchange rate included fiscal and budgetary discipline, the introduction of the foreign exchange auction, and putting limits on mobile money transactions and restricting mobile money users to one account. Maj-Gen Chima said the defence of the nation was sacrosanct, which should never be mortgaged and compromised.

He said the ZNA had migrated from gender stereotypes and prejudices of ancient times, which were skewed in favour of men. One of the newly-promoted officers, Colonel Edward Mutukwa, said the promotion came with more responsibilities which they were ready to execute.

“This promotion comes with excitement, renewed vigour and above all, high expectations and responsibilities which we are ready to partake in our new posts within the organisation,” he said.

“Our increased responsibilities also span to strategic initiatives and solutions that will collaborate in an integrated effort to shape the ZNA’s capability. We assure the nation that we will adjust the frame of our approach to organisational and national requirements in support of the Second Republic’s goals of achieving an upper-middle-income economy by 2030.”

Among those promoted was ZNA public relations director and spokesperson, Colonel Alphios Makotore.

Zimbabwe making huge strides in combating HIV/AIDS. The implementation of the bulk of planned HIV and AIDS interventions this year was disrupted by Covid-19 but this did not affect the Government’s focus on the HIV pandemic.  This was said by President Mnangagwa last night while addressing the nation on the eve of the World Aids Day commemoration.

Zimbabwe has made commendable progress in reversing the course of the AIDS pandemic through prevention of new HIV infections and the provision of treatment to those infected despite economic challenges being faced by the country.

This year’s commemoration, which will be held virtually in line with Government’s policy to minimise the risk of the transmission of Covid-19, will run under the theme “Global Solidarity, Shared Responsibility”.

President Mnangagwa said the nation had progressed in reversing the course of the AIDS pandemic particularly through the prevention of new HIV infections and provision of treatment to those who are infected in line with the pursuit of the 90-90-90 by 2020 target.

“Ninety percent of people living with HIV should know their status by 2020, 90 percent of all HIV positive people should receive treatment by 2020, 90 percent of all people on treatment should have their viral load suppressed by 2020. “I am glad that in the context of the 90-90-90 targets, our country is now closer than ever to the goal of ending the AIDS pandemic by 2020,” he said.

President Mnangagwa said encouraging results of the recently held Zimbabwe Population-based HIV Impact Assessment (ZIMPHIA 2020) indicated that on the first 90, 86,8 percent of people living with HIV now know their HIV status, recording a 10 percent increase from 76,8 percent recorded in the previous survey in 2015.

“I am also happy to inform you that 97 percent of people living with HIV are now on lifelong anti-retroviral therapy (ART) which is quite an improvement from the previous 88,4 percent. For those on antiretroviral therapy, 90,3 percent of them have achieved viral load suppression compared to 85,3 percent in the previous survey,” he said.

The President said it was pleasing that new infections had declined from 47 000 in 2016 to 40 000 in 2019 on account of the comprehensive combination of high impact HIV prevention interventions, which include HIV testing services, prevention of mother to child infection, condom promotion and distribution, treatment as prevention, behaviour change and voluntary medical male circumcision.

“Of the 1,3 million HIV positive people in Zimbabwe, 97 per cent are now on antiretroviral therapy up from 88 per cent in 2015.

“Through a robust national ART programme that has been enhanced by high retention, the number of people dying due to AIDS has also significantly fallen to 20 000 in 2019 from 22 000 in 2018 and 23 000 in 2016. What is most pleasing is that we have recorded these achievements despite our economic challenges,” he said.

He said Government had embarked on a process of restructuring the Ministry of Health and Child Care to make it more responsive to modern national health challenges at all levels including addressing the emerging non-communicable diseases.

“I assure all people living with HIV that my Government in this new dispensation will continue to prioritise the allocation of foreign currency for the purchase of ARVs, related medical commodities and medications for the health of our people.”

He expressed gratitude to the international community for continuing to honour their pledges in support of the response to HIV even in the face of challenges in their own countries.

“My Government has embarked on a process of restoring the past glory of our health delivery system through a deliberate deployment of resources. From community level to district level, right up to provincial and national referral hospitals, work is in progress to ensure universal health coverage for our people.

“Both public and private investments in health will be prioritised as we move to make our health delivery systems world class by 2030.

He noted that the country was still far off the mark in terms of achieving zero infections and said there was need to double HIV prevention efforts focusing on geographical areas and population sub groups with high risk and new infections especially adolescents, girls and young women, sex workers and key populations.

He said this gap had to be addressed to achieve the resulted fast track target by 2020 and end AIDS by 2030.

President Mnangagwa challenged the Ministry of Health and Child Care, the National Aids Council and their partners to forge new strategies to reach those people who are holding back from HIV testing and ensure they are tested and are linked with relevant services.

Finance Minister Mthuli Ncube: Dollarisation was our biggest mistake. Although the multi-currency system brought short-term stability after hyperinflation around 2008, it largely stifled growth as the country could not utilise monetary instruments to influence economic activity and gradually lost competitiveness compared to major trading partners.

Dollarisation was a big mistake as it took away the country’s monetary autonomy and made industry uncompetitive, Finance and Economic Development Minister Mthuli Ncube said yesterday. Besides, bringing enough US dollar bills was costing the country over US$300 million annually, making the dollarisation process unsustainable.

Last June, the authorities took a decisive step to address the anomaly, by re-introducing the local currency. The Zimbabwe dollar was re-introduced through Finance Act No.2 of 2019 and Statutory Instrument 212 of 2019, which provides for the exclusive use of the Zimbabwean dollar to settle all domestic transactions as well as penalties for failure to do so.

However, adjustments have since been made to allow for United States dollar transactions (free funds), alongside the Zimbabwe dollar, through Statutory Instruments 85, 185 and 196.

“Our biggest mistake was making the United States dollar our main currency of reference. By taking away the Zimbabwe dollar we destroyed industrial capacity,” he told delegates attending a post-Budget breakfast meeting in Harare. Competitiveness comes from having your own currency.”

Constrained production during the multi-currency era meant that there was an increase in import dependency, which needed to be sustained by billions of US dollars to pay for essentials that include food, fuel, electricity, raw materials, equipment and medicine.

With the economy structurally incapacitated to generate enough forex to sustain such a huge appetite for imports, the authorities were left with little room to manoeuvre, thereby necessitating the re-introduction of the Zimbabwe dollar.

Secretary for Finance George Guvamatanga, concurred with Minister Ncube, saying the reintroduction of the local unit will drive the economy forward. “We will build this economy on the basis of the Zimbabwe dollar. The local currency will anchor this budget.” Both fiscal and monetary authorities have been making a concerted effort to ensure the success of the Zimbabwe dollar.

Experts say a successful de-dollarisation strategy should comprise a comprehensive mix of structural reforms that address the macroeconomic environment to ensure a positive fiscal balance, positive current account balance and improvement on the global debt position.

And through the outgoing Transitional Stabilisation Programme (TSP) and other measures such as the Reserve Bank of Zimbabwe’s foreign currency auction system, stabilisation of the Zimbabwe dollar is already apparent. But the move to bring back the local unit was not without negative consequences, as the process resulted in a loss of value to savings for both business and individuals.

However, last week the authorities made the first move to address anomalies arising out of de-dollarisation. Presenting the 2021 National Budget, the Finance Chief said small and vulnerable households with deposits less than US$1 000 in the bank at conversion will be compensated.

“As part of a broader reform process under the Transitional Stabilisation Programme, Government through the Central Bank introduced market determined exchange rate through the Monetary Policy of (SI 33 of 2019) on 20 February 2019. This entail transition from exchange rate of US$1: $1, initially to US$1: $2,5 and thereafter determined by the interbank market activities.

This transition resulted in currency losses to small and vulnerable households with deposits less than US$1 000 in the bank. The movement in the exchange rate from US$1:$1 to US$1: $2,5 resulted in a loss for such depositors,” he said.

“Therefore, Government has made a decision to compensate the small and vulnerable depositors who had US$1 000 and below, for the exchange rate movement loss from US$1: $1 to US$1: $2,5, with resources equivalent to US$75 million. The resources will be administered by the Deposit Protection Corporation (DPC). He added that this compensation will also extend to the country’s pensioners.

Bindura collapse mine Update: One more body recovered

Bindura collapse mine Update: One more body recovered. The unidentified body was recovered in the afternoon and was taken to Bindura Hospital mortuary. Rescue workers at Ran Mine in Bindura yesterday recovered one of the miners trapped after a tunnel collapsed on Wednesday last week.

Mrs Melodious Katoratsoko from Gora Village in Madziwa under Chief Nyamaropa said they engaged traditional leaders and spirit mediums in the area in the hope that their son, Alexio Felix Nyamvura (29), whom they suspect to be among the trapped, will be saved.

Provincial Development Coordinator Mr Timothy Maregere said Government will assist in the burial of the 34-year-old-volunteer Wellington House, who died while assisting in the rescue efforts at Ran Mine.

ZRP officer exposed counting bribery money: Video. In the video, traffic officers are seen counting the dollars they assumably got from motorists.  A video posted by the secretary for Information, Nick Mangwana has suggested that corruption is deeply rooted in the Zimbabwe Republic Police (ZRP).

This comes amid reports that police officers are demanding kickbacks from motorists who would have been found breaking road rules.

Whilst some say the video only shows petty corruption, Mangwana says those remarks may be mistaken for justification of underhand dealings.

Zimbabwe is ranked among the worst corrupt countries in the world. Corruption is believed to be among the leading factors that have contributed to the country’s deepening socio-economic and political crises.

Report: Journalist attacked by suspected CIOs suffers trauma. Chizarura told TheNewsHawks that she was still in danger as some people were trailing and watching her since the incident occurred on 18 September. She said she has been having neck problems, migraine headaches, poor eyesight and a loose jawbone.

Rumbidzai Chizarura, a journalist who was severely attacked by suspected State agents while covering a Zimbabwe National Students’ Union (Zinasu) press conference on Impala Car Rental’s involvement in the abduction of a university student, Tawanda Muchehiwa, has been suffering from severe trauma, depression and physical pain.

Chizarura opened up in an interview: I was slapped, beaten to the ground and kicked. I have a bone around my neck here that sometimes gets out of groove, I have headaches which cannot be treated by pain medication. The doctors said I would need to go outside the country to get one of my jaw bones—which is loose—fixed as there were only two people who can do it in Zimbabwe, but one them is outside the country.

I do not sleep, I get panic attacks and I am depressed most of the time. I got to a point where I just gave up on life and cut myself. I am glad for the people around me and my boss who spoke to me. To make matters worse, I have people trailing me everywhere I go, it can’t be a coincidence that I see the same person at events I attend and at shops I get into and even when I visit my family.

The Techmag TV reporter also said the suspected state security agents ordered her out of her car and started beating her.

She then ran into one of the yards close by and only got out when they had gone. Chizarura got a phone and contacted her boss and family and together they went to Braeside Police Station but were turned away.

They also tried to report at Harare Central Police Station without success and then went to Rhodesville Police where an officer took down the items that had been stolen. She added that until now, they have not been updated on anything.

Moana’s parents iron out their differences now at peace with each other. Moana‘s burial was not only delayed because of DNA tests that had to be conducted to ascertain her remains, but also by a dispute between her estranged parents on where, when and how she would be buried.

The late socialite Michelle “Moana” Amuli’s parents, Ishmael Amuli and Yolander Kuvaoga, finally ironed their differences resulting in the burial of the video vixen’s remains on Saturday in an atmosphere of tranquillity.

Moana’s mother, Kuvaoga, wanted her to be buried at Zororo Cemetery but High Court Judge Justice Pisirayi Kwenda granted Amuli the right to bury her daughter in accordance with his Muslim rites at Warren Hills Cemetery.

In his speech at the mosque, Moana’s maternal uncle Austin Chimedza confirmed that they had buried the hatchet. He said:

We just attended court to fulfil the process, but we had agreed to put all misunderstandings aside and give her (Moana) a dignified send-off. We have learnt something in terms of culture and everything that happens in the Muslim community.

We were not sceptical about how everything would be done, but it was a fear of the unknown. Now we have been told how it works and show that there is nothing to worry about.

The Amuli family’s spokesperson Yussuf Binali echoed the same sentiments as he made it clear that the two families had decided to smoke the peace pipe.

Moana died in a horrific accident that also claimed the lives of socialite Genius “Ginimbi” Kadungure, Malawian businessman Limumba Karim and Mozambican model Alichia Adams on November 8.

A media report claimed that Enhle Mbali’s request of R131,000 in monthly maintenance was rejected by a court.

Enhle Mbali Mlotshwa has hit back again at reports that suggested she demanded several maintenance claims from her soon to-be ex-husband Black Coffee (Nkosinathi Innocent Maphumulo).

A local publication reported that the model and actress lost her court bid for Black Coffee to pay her more than R131,000 in monthly maintenance.

The report claims that of the total R131,000, R80,000 was for child maintenance for their two minor children, R30,000 for groceries and household items, and R17,800 for her beauty cosmetics.

The court ruled she could only get R15,000 a month for spousal maintenance and R50,000 in child support.

Enhle let it be known on Instagram that the report was a ‘”lie” but that her court application was for Black Coffee to pay maintenance.

A representative of Mbali, Tlhogi Ngwato, speaking to The Citizen said: “We have always had faith in the legal and family courts processes. We are grateful that both parties we were able to reach an amicable resolution for the children. They will continue to co-parent lovingly and respectfully to each other and the benefit of the children.”

The couple parted ways late in 2019, with Enhle alleging that Black Coffee was unfaithful during their marriage. They have two children together, and Black Coffee has two children from a previous relationship.

Tendai Biti: This is a bank heist. The former minister of Finance and Economic Development (GNU era), Tendai Biti who is also the vice president of the opposition MDC Alliance has described as “unprecedented looting” the purchase of ZB Financial Holdings’ shares by a vehicle company linked to business tycoon, Kuda Tagwirei.

The shares were previously held by the National Social Security Association (NASSA). Biti claims Tagwirei who is a close associate of President Emmerson Mnangagwa is now eyeing shares at First Mutual Holdings. He tweeted:

This a bank heist. Kuda Tagwireyi acquired a major bank in 2019 through the purchase of Government shareholding in that Bank. Now he has acquired ZB Bank against clear provisions of banking Act against multiple bank ownership. Now the target is @FirstMutualHold. Unprecedented looting.

Tagwirei, the Sakunda Holdings boss, is also alleged to be a huge shareholder at another commercial bank, CBZ Bank Limited, also known as CBZ Bank.

Meanwhile, Shingai Ndoro claimed the sale of the shares did not involve Tagwirei adding that “instead, they were bought by CBZ Holdings subsidiary called Datvest.

The business tycoon also has interests in other sectors including mining, health, transport and energy prompting some to say this will or has already caused state capture. Tagwirei is accused of using his influence to manipulating political elites in the country.

Black Rhinos legend and former Warriors player Gift “Guava” Kamuriwo has died. Kamuriwo, passed on at a military hospital this morning of an undisclosed ailment. Former Rhinos organising secretary Wellington Mabiginye who served during the same time Kamuriwo was the team manager confirmed the sad development.

Black Rhinos legend and former Warriors and Dynamos attacking midfielder, Gift “Guava” Kamuriwo, has died aged 47. Mabiginye said:

It’s sad l have received word that Gift” Guava Kamuriwo. He has been unwell for some time. The former Nemakonde High School student started his career with the now-defunct Mhangura FC as a 19-year-old in 1993.

Whilst playing for Mhangura, his exploits caught the eye of Steve Kwashi the Jets coach who lured him to the club thereby partly achieving his dream of playing in the city and closer to Dynamos.Black Rhinos

Information Minister Monica Mutsvangwa defends her no mask birthday party. On Saturday last week, Mutsvangwa’s family hosted a surprise birthday party for the minister, the night police forced the Bulawayo Arts Awards ceremony to shut down for “violating COVID-19 measures.

The Minister of Information, Publicity and Broadcasting Services, Senator Monica Mutsvangwa has defended her birthday party which the public claims was in violation of COVID-19 regulations.

Pictures that were circulated on social media shows that guests at Mutsvangwa’s party who included minister, Ziyambi Ziyambi, Joel Biggie Matiza, Kazembe Kazembe and information secretary Nick Mangwana did not wear face masks.

Speaking to NewsDay, Senator Mutsvangwa defended her party saying they observed all coronavirus preventive measures. She said: So, my family cannot host a birthday party for me?

I have attended several events in the last week alone. I was in Nyanga, and there were more than 200 guests there. On Friday evening, I was at the Rainbow Towers and there were more than 400 guests there for the awards for Marketers Association of Zimbabwe, and then my family surprises me with a party with 50 guests comprising of my best friends and then it is a problem?

Everything and all measures were considered, COVID-19 tests were conducted, and the venue was enclosed. There was a disinfectant booth for all people coming in and isn’t it that there are people who just love to talk, who see everything as wrong?

Mangwana claimed that all attendees were tested for the coronavirus before the party adding that less than 50 people were in attendance.

This comes when the Director of Epidemiology and Disease Control in the Ministry of Health and Child Care, Portia Manangazira, has warned the country against complacency suggesting that tighter lockdown rules may be imposed.

Her remarks were in resonance with those of the Chief Coordinator on COVID-19 in the Office of the President and Cabinet, Agnes Mahomva, who told NewsDay last week that people were now acting as if the lockdown was already over.

Zimbabwe recently recorded a surge in the number of new coronavirus cases most of which were recorded in schools which were reopened in phases since the 28th of September.

President Mnangagwa promises more Chimurenga fighters statues. The president later visited Nyati Gallery near Snake Park along the Harare-Bulawayo highway to view the Mbuya Nehanda statue which will be erected at the intersection of Samora Machel Avenue and Julius Nyerere Way in the Harare Central Business District (CBD).

President Emmerson Mnangagwa yesterday toured the construction site of Mbuya Nehanda’s statue where he was informed that the completion on the work is expected to be finalised by end of next week.

He said more statues of First and Second Chimurenga heroes will be constructed, including that of late leader Robert Mugabe, his long-time boss whom he toppled in a military coup in November 2017. He said:

Other heroes and heroines from the early wars of resistance will be honoured in a similar manner among them General Mtshane Khumalo, who commanded the Imbizo Regiment under King Lobengula that defeated the Allan Wilson Patrol at the Battle of Pupu on 10 December, 1893.

Other distinguished heroes and heroines of the First Chimurenga/Umvukela such as Sekuru Kaguvi, Chaminuka, Mukwati, Queen Lozikeyi, Khumalo, Chinengundu, Mashayamombe, Mgandani Dlodlo, Chiwashira, Muchecheterwa, Chingaira Makoni and Mapondera among others will be accorded appropriate recognition.

He added that generals Josiah Tongogara, Alfred Nikita Mangena, late vice presidents Joshua Nkomo and Simon Muzenda will also be honoured.

The construction of Mbuya Nehanda has been criticised by some who do not view the initiative as a priority in a country where half of the total population is facing severe starvation, power shortages and where workers are calling for better salaries.

31 more test positive for COVID-19 at Chinhoyi High to raise the number to 88

31 more test positive for COVID-19 at Chinhoyi High to raise the number to 88. 31 more pupils have tested positive for COVID-19 at Chinhoyi High School, bringing the number of confirmed cases to 88 up from 57 in the last three days.

The development was confirmed by Mashonaland West provincial medical director Gift Masoja on Sunday who said the number of positive cases was not of schoolchildren only but could include staff.

In a related development, at least 13 Beitbridge Border Post officials have tested positive for the coronavirus. Of the 13 cases, eight are said to be from the Vehicle Inspection Department (VID) and three from the Customs and Excise Department.

Beitbridge district medical officer Linos Samhere could neither deny nor confirm the development saying he was not authorised to speak to the press.

Active coronavirus cases have been on the rise in recent weeks with the figure now at 1 192 as of 29 November 2020 after 128 more people tested positive.

The Olinda Tytan love affair rumour continues as the couple is yet to speak out. The two went through a scandalous divorce in August last year just after celebrating their first wedding anniversary. United Kingdom-based socialite, Olinda Chapel and musician, Tytan seem to have rekindled their relationship after a messy split.

At the time of the divorce that set tongues wagging, they had a heated exchange of words with Tytan real name Njabulo Nkomo accusing Olinda of abusing him and not disclosing her HIV status during their relationship.

Being no stranger to airing her dirty laundry on social media, Olinda hit back with a live video claiming her former husband was a serial adulterer who had used her as a ‘meal ticket’.

Her fans had gone as far as drawing up a petition with over a thousand signatures to have the ‘Mukoko’ hitmaker, Tytan deported from the UK.

Finance Minister Mthuli Ncube rules out return of the multi-currency system. Zimbabwe will not consider using the US dollar as its default tender again, saying it won’t repeat its past mistake of abandoning the local currency.

“One of the biggest mistakes was dollarising and removing your own currency,” Secretary for Finance George Guvamatanga told business leaders Monday in the capital, Harare. “We will build this economy on the basis of the Zimbabwe dollar. The local currency will anchor this budget.”

Finance Minister Mthuli Ncube last week presented a budget that targets spending of 421.6 billion Zimbabwean dollars ($5.2 billion) next year, with a deficit of 4.9 billion Zimbabwean dollars. The government sees the economy rebounding to expand 7.4% in 2021 after contracting 4.1% this year.

Zimbabwe reintroduced its own currency last year, after a 10-year hiatus caused by the scrapping of the Zimbabwe dollar in 2009 following a bout of hyperinflation. The country used multiple foreign currencies during this period, with the greenback as the main unit of reference.

The central bank announced in June that it will introduce a foreign-exchange auction trading system, abandoning a peg of 25 to the US dollar that was introduced three months before. The currency slumped about 70% before stabilizing at just more than 80 the greenback from September.

Inflation peaked at 837.5% in July and slowed to 471.3% last month. Price growth could ease to 9% by the end of 2021 due to exchange-rate stabilization measures adopted by the central bank, Governor John Mangudya said earlier this month.

Zim man in South Africa accused of killing wife and 5 kids

Zim man in South Africa accused of killing wife and 5 kids. Nowa Makula (32) was arrested last week and detectives believe that the Zimbabwean was trying to flee the country. In the Eastern Cape, a husband and father accused of hacking to death his wife and five children has appeared in court.

An axe found at the family home in Kwaaiman was identified as the murder weapon.  Makula has been charged with six counts of murder and one count of conspiracy to commit murder.

He’s accused of killing his 42-year-old wife and their children aged between six-months and ten-years-old last Tuesday.

The five were found dead at the scene after neighbours alerted authorities. While making his first appearance in the dock on Monday, Makula opted for a Legal Aid attorney and requested a Shona language interpreter.

The National Prosecuting Authority (NPA)’s Luxolo Tyali: “The man accused of hacking six family members to death appeared in the Elliotdale Magistrates Court today. The matter was postponed to Monday, 7 December for a formal bail application.” The postponement is also for the appointment of an interpreter.
