Game Park miner loses claims in a violent takeover to Shantelle Chikafu who once claimed to be ED’s daughter. John Maungwa lost the claims after two nights of violence which left nine mine workers seriously injured and vehicles as well as mining infrastructure destroyed.

Umfurudzi Game Park miner, John Maungwa has lost control of his gold-rich mining claims to Shantelle Chikafu, who once claimed to be President Emmerson Mnangagwa’s daughter and Shamva North legislator, Oscar Gorerino.

Problems started on Sunday night when four armed men visited Umfurudzi Game Park accompanied by over 100 illegal gold miners linked to Chikafu who held Maungwa’s workers hostage overnight reportedly torturing them “military style.”

Reports coming from Maungwa’s Wickman 23 Mine yesterday said the Chikafu and Gorerino gang overpowered Maungwa’s workers and took over the mine where they have brought in an excavator to conduct mining operations on his claims.

They also damaged Maungwa’s truck used to ferry gold ore from the mine by deflating its tyres and smashing its windows in full view of ZimParks rangers. Maungwa’s workers have been displaced and are reportedly hiding in the hills in the game park fearing for their lives.Umfudzi mine claim

In an interview, Maungwa yesterday confirmed the new development and said he had lost a lot of property and his gold ore to the gang. “They have dispersed my workers, damaged my truck by deflating its tyres and stole the gold ore,” Maungwa said.

“Right now, the gang members are mining from my gold pits with their excavator and they also burnt down the entire mining infrastructure at the site. My workers are now hiding in the hills fearing for their lives. Nine of them are seriously injured and seeking treatment,'” Maungwa said.

He said he failed to get help from the police, ZimParks or other relevant authorities as they feared confronting the gang members because of their political backing. “Police went to the mine on Monday after I had made a report of assault against my workers and blocking of my trucks which were removing gold ore from the mine,” he added.

“This was after the High Court ruled in my favour, instructing that I resume operations. However, they refused to enforce the order or arrest the assailants even after being identified in their presence.”

Mashonaland Central police spokesperson, Fidelis Dhewu yesterday confirmed that they had been some disturbances at the mine and police were investigating. “There is something happening there, but the reports are not being done in earnest as there are reports and counter reports,” Dhewu said.

“We can’t be seen to be siding with one side but investigate and establish the truth. We are going to meet a team coming with the disposal and that is when we are going to get the true picture.”

When NewsDay visited the mine on Monday before the complete takeover, over 100 youths were camped at there, waiting to pounce on 200 tonnes of ore left at the site when ZimParks director-general Fulton Mangwanya directed cessation of mining operations after the matter spilled to court.

There were also police details led by Mt Darwin officer-in-charge, a Chief Inspector Kisimusi who had arrived to investigate after Maungwa asked for help to enforce an order made by Harare High Court judge Justice Tawanda Chitapi delivered on November 25 this year.

According to Chitapi’s order recorded under case no HC 5286/20, ZimParks director-general was ordered to reinstate Maungwa to his mine after he had written a letter on September 3, suspending operations arguing that Maungwa was not supported to grant to mine in the safari area without the consent of Environment minister Nqobizitha Mangaliso Ndlovu.

However, when police arrived on the ground, they took statements from the injured miners and ordered that they be taken to hospital for treatment but refused to enforce the order arguing that it was a court application, not an order.

They also did not arrest the armed suspects who held hostage and assaulted Maungwa’s workers on Sunday night and were present at the scene and are suspected to be “military” men bused in from Kwekwe.

Kisimusi also refused to displace mob from Maungwa’s premises, arguing that they were too many and he had no manpower to do so.

Two of the victims needed urgent medical attention as their conditions were visibly deteriorating. However, Chitapi’s order which the police said was a court application, a copy of which NewsDay has in its possession, rapped Mangwanya for acting unlawfully and taking the law into his own hands.

“The respondent (Mangwanya) has taken the law into his own hands and seeks to justify his conduct and actions and those of the Parks and Wildlife Management Authority upon an alleged breach of the law by the applicant (Maungwa) which breach is doubtful in the light of the explanation given by the applicant,” part of Chitapi’s ruling read.

Even assuming that the applicant has been mining in violation of section 119 aforesaid the respondent (Mangwanya) can’t in turn violate the law by resorting to selfhelp.

“The respondent’s conduct is arguably in contempt of the order this court granted in case HC 2180/20 (Maungwa vs Chikafu). The respondent’s legal practitioners should have told him that a court order binds the world at large.

“The conduct of the respondent was just as unlawful as that of the respondent (Chikafu) in case No HC2180/20 as far as the forced access, denial of the applicant and his workers to the mine is concerned.”

Justice Chitapi added: “Parks and Wildlife Management Authority to forthwith restore access and possession of the mine called Wickman 23 and shall not interfere with the mining operations thereat pending the return date. Accordingly, the provisional order is granted as prayed for.”

The situation became tense on Monday, with NewsDay witnessing truckloads and commuter omnibuses reportedly carrying Chikafu and Gorerino’s backers heading to the mine after news filtered that the police had left the scene without enforcing the court order. A NewsDay crew left the mine in a huff as the situation was getting tense.

Last week, Gorerino declared to NewsDay that even if Maungwa won the court orders, he would never have control of the mine although he distanced himself from the disturbances.

More details on Ginimb’si cases that were struck off the roll. Genius Kadungure’s lawyer, Brighton Pabwe of Venturas and Samkange, appeared before Magistrate Trynos Wutawashe and tendered his death certificate, marking the closure of the cases.

The State has withdrawn fraud, tax evasion and money laundering charges against late businessman and socialite Genius “Ginimbi” Kadungure who was set to appear in court yesterday.

Kadungure died on November 8, 2020 in a head on collision car accident along Borrowdale road in Harare on way to his Domboshava home.

He was being accused of misrepresenting to Zimra that his company Piko Trading Private Limited made total sales of $2 777 678, inclusive of Value Added Tax between February 2009 and March 2016, when in actual fact the company had made sales amounting to $9 092 951.

It was also alleged that Kadungure smuggled about 5 289kg of liquefied petroleum gas into the country between January 2015 and March 2016, prejudicing Zimra of $672 533 in taxes. He was out on bail the time he died. Teddy Kamuriwo appeared for the State.

Illegal gold panner beats up workmate to death. Matabeleland South acting provincial spokesperson, Inspector Loveness Mangena confirmed the incident which occurred in Togotshweu Village in Mphoengs area. A Mangwe illegal gold panner is on the run after he allegedly beat up his workmate to death for wearing his clothes without permission.

She said the suspect Mpilo Nyoni of Makhubu Village assaulted the now deceased Mr Philani Gumbo on Thursday and his body was found on Sunday.

“I can confirm that we recorded a murder incident which occurred in Togotshweu Village in Mphoengs area. Mpilo Nyoni and Philani Gumbo who are both illegal panners were drinking at Mahlangu Mine at around 3AM when Nyoni started accusing his peer of wearing his clothes without permission which resulted in a misunderstanding.

“Nyoni started assaulting Gumbo who then fled from the scene. Nyoni pursued him and is suspected to have caught up with him and further assaulted him before leaving him in the bush. Gumbo’s body was found two days later by a passerby who then alerted other villagers.

The matter was reported to the police who attended the scene,” she said. Insp Mangena said Nyoni was on the run and appealed to members of the public with information that could lead to his arrest to contact any nearest police station.

Bulawayo father accidentally shoots his 3 children. The man (name withheld) who is from Hope Fountain on the outskirts of Bulawayo, had earlier on fired the same gun to disperse a rowdy crowd at a party he had hosted at his dealership.

A 47-year-old man was arrested on Saturday night after he accidentally shot his three children at his home in Bulawayo.

National Police spokesperson Assistant Commissioner Paul Nyathi said the man brandished his weapon and fired a 9MM CZ pistol during the party. He did not disclose the injuries suffered by the three children but said they were hit by a ricocheting bullet.

“The incident occurred on 28 November where a certain man was holding a party for about 35 people. This was around 11.30PM during a lockdown and people who were partying started fighting,” said Asst Com Nyathi.

He said the man then fired some shots in the air to disperse the crowd and people fled in different directions. Asst Comm Nyathi said after dispersing the people, the man went to his house and that is where tragedy struck.

“After dispersing the crowd he went home where his children aged four, 12 and 13 stay and he is said to have accidentally pulled the trigger and the bullet ricocheted off the floor thereby injuring the children. The children were rushed to United Bulawayo Hospitals (UBH) and he was arrested,” said Asst Comm Nyathi.

He said the man is facing charges of firing a gun and violating Covid-19 regulations.

“This was during and after a party that was being held at 11.30 PM, way after curfew time. People are breaking Covid-19 regulations, the issue of social distancing the issue of masks and partying. When police move in people start complaining. It seems that people are not taking the issue of Covid-19 seriously,” said Asst Comm Nyathi.

Worry over high school students pregnancy during lockdown. Speaking during the committee’s tour of schools in Bulawayo, the chairperson Priscilla Misihairabwi-Mushonga said the pregnancies were a cause of concern.

The Parliamentary Portfolio Committee on Primary and Secondary Education yesterday said Bulawayo has a relatively high number of pupils who fell pregnant during the Covid-19 lockdown and if nothing is done, they may miss examinations to the detriment of their future.

She said even though she did not have the exact figures, she was aware that many girls had fallen pregnant, a development that should, however, not stress them as Government, through its inclusive education stance, now has a provision for pregnant pupils. The committee toured Mhali Primary School and Magwegwe High School both in Magwegwe suburb.

At Magwegwe High the head confirmed that seven pupils from one class were no longer coming to school after falling pregnant despite the fact that they were supposed to write their final examinations which started yesterday.

According to statistics from Mpilo Central Hospital, one of the two major health institutions in the city, children aged 12 to 16 now account for about 30 per cent of deliveries.

Treasury recently set aside $123 million for the provision of psycho-social support for pupils who fall pregnant, in a move that reaffirms Government’s position on the need to protect the rights of the girl child. The Government position is that the previous provision that allowed school authorities to expel pregnant pupils was discriminatory to the girl child.

Presenting the National Budget last Thursday, the Minister of Finance and Economic Development, Professor Mthuli Ncube, said the allocation was to ensure the implementation of the new provision He said Government now allows for non-exclusion of pregnant girls in schools and to ensure observance of this provision, psycho-social support will be enhanced at schools hence the allocation of ZWL$123 million towards that.

Prior to the amendments of the Education Act, school authorities could expel a girl for falling pregnant but spare the boy responsible for the pregnancy, which was seen as discriminatory against the girl child. The budget allocation follows the approval in August by President Mnangagwa of the amendment of the Education Act.

“The most worrying thing in Bulawayo was the seemingly very high rate of girls who fell pregnant during the Covid-19 lockdown and none of them have come back to school. This speaks to either lack of knowledge that they can come back to school but also there is a lot of stigma associated with someone falling pregnant so the parents and children do not know how to deal with the stigma,” said Ms Misihairabwi- Mushonga.

“We have asked the school heads to trace those pupils, particularly those writing exams so that they can at least write exams and we see how we can deal with them next year. The high rate of pregnancy is worrying and we need to start talking about ways to ensure the affected realise they can still access school despite falling pregnant.”

She said it was important for school heads to initiate conversations on pregnancy and stigma so that affected pupils get the psycho-social support needed to continue with school.

According Ms Misihairambwi-Mushonga, it will take willing school authorities to bring back the pregnant pupils to school which may be their only way out of poverty and underdevelopment. She said the figures released so far could just be a tip of the iceberg as many schools seem to have lost a number of girls during the long Covid-19-induced break.

“It will be wise for school heads and authorities to publicly announce that whoever fell pregnant during lockdown has a right to continue with their studies especially those who are supposed to be writing their final A and O-level examinations,” said Ms Misihairabwi-Mushonga.

The committee is also checking on the progress made so far to ensure schools adhere to Covid-19 guidelines to curb the spread of the deadly virus which has killed 277 Zimbabweans.

“We also realised that there are very few pupils that had access to the online education and radio programmes during lockdown both in Bulawayo and Matabeleland South province which we visited on Monday,” said Ms Misihairabwi-Mushonga.

Mnangagwa: Why wear Jesus Christ’s cross and fail to honour Mbuya Nehanda? Speaking during a tour of Nyati Gallery near Snake Park, where the Mbuya Nehanda statue is being made by sculptor David Mutasa, President Mnangagwa scoffed at critics who consider the erection of the effigy an act of national idolatry.

President Emmerson Mnangagwa said that Zimbabweans should honour Mbuya Nehanda for leading the war of liberation during the First Chimurenga just as they recognise Jesus Christ for dying for mankind. He said:

Those who say that also carry crosses around their necks and pictures symbolising Jesus Christ. Why wear that cross? If they were not part of us, we would have told them to go back to their countries of origin.

What is wrong with us recognising those who led us during the liberation war? We recognise Jesus Christ because he died for us and we are also recognising Mbuya Nehanda because she led us during the war.

The Mbuya Nehanda memorial statue is being erected at the intersection of Samora Machel Avenue and Julius Nyerere Way in the capital, Harare.

The famous spirit medium was being hanged on April 27, 1902, by the white settler regime after she inspired the war of liberation in 1896/7 popularly know as the First Chimurenga/Umvukela.

Mtshabezi High School records 15 positive Coronavirus cases

Mtshabezi High School records 15 positive Coronavirus cases. In a statement, Mtshabezi High head Morgan Moyo said necessary precautions have been taken.

Fifteen coronavirus cases have been recorded at Mtshabezi High School in Matabeleland South Province, with 11 pupils, 2 teachers, and 2 workers among the confirmed cases. He said:

On behalf of the school family, Brethren in Christ Church and the Ministry of Primary and Secondary Education, I would like to confirm 15 cases of Covid-19 wherein 11 learners, two teachers and two workers affected.

Tests for Covid-19 were administered on 26-11-2020 and results thereof delivered to the school on 29-11-20. All necessary precautions have been taken in line with Covid-19 protocols.

In a related development, a teacher at Christian Brothers College (CBC) in Bulawayo recently tested positive for coronavirus and is currently in isolation.

This comes as a number of COVID-19 cases have been reported in schools across the country, with some education stakeholders calling for schools to be closed. However, the government has resisted the calls, saying schools should accept the “new normal”.

ZIFA Presidential aspirant Bunjira encourages foreign-based players to come home. The former CAPS United and Mamelodi Sundowns striker told Pindula News that it has always been his ambition and passion “to see every good footballer with a Zimbabwean connection being given a fair chance to represent the country, and thereby having the best national team possible for Zimbabwe.”

Former Warriors star, Alois Bunjira, has amplified the call for foreign-based footballers eligible to play for Zimbabwe to “come home” with Arsenal forward Reiss Nelson being his latest target.

The ZIFA presidential aspirant also said both local and foreign-based players deserve a fair chance adding that the players in Diaspora “are still very much Zimbabwean and we should do a lot more to try and integrate them into our system. It is all good for Zimbabwe football and sports tourism.”

Bunjira confirmed that he is still “very much interested in the ZIFA post.” Speaking on what he intends to do to transform national football, the football analyst said:

There is so much that can be done for Zimbabwe football locally and internationally that is not being done currently and Zimbabwe football is staying stuck or moving backwards. The only way to effect the positive changes and make sure our football grows is by getting in and effect the changes from inside.

We have so much potential to be African powerhouse and for our football to be a big industry in the country, but we are not pressing the correct buttons. We need to change things and move football forward Football should be a big industry of glitz and glamour. We need to get that.

In 5 years after my election, there will be rapid change. The aim is to have football retain its glamour and have proper professional structures that encourage parents to believe their children can have a future and life in football. We can have football as big as in South Africa in 5 to 10 years time.

He added that every Zimbabwean has a role to play in encouraging the players who are eligible to play for Zimbabwe to “come home.” He said:

Locally, Zimbabweans should embrace the young footballers in Diaspora and not feel threatened. After all, they are our real cousins and relatives. I am not sure why Zimbabwe became polarised between local and Diaspora. It actually feels like a war. It should not be like that. My son is in England right now.

That doesn’t mean he is now less Zimbabwean. We should be united as Zimbabweans and even sharing ideas. I think locally we need to up our game to rise to the same development level as know Diaspora and be secure.

The diaspora community should not throw away their roots. They should cultivate the love for Zimbabwe and culture into their children as they are growing up. They should encourage them to love and want to represent Zimbabwe. It is not all about money, like many believe. Playing for one’s country is the greatest honour. Money is made at club level

Bunjira said Reiss is just a continuation of the calls he and other stakeholders have been making since years back. He narrated:

There was a time we made so much noise about Galloway. We did the same with Bradley Pritchard. I am sure you missed the time we made the call for Bonne to get his papers. I have been in touch directly with (Ipswich Town midfielder) Tristan Ryan Nydam and his father. I spoke to (Bournemouth defender) Jordan Zemura directly before he got here.

I spoke to his mum. I speak to a lot of parents with Zimbabwean young footballers in the diaspora. I know young Zimbabwean boys in Europe, America and Aussie. I have travelled around the country watching junior tournaments. It is a matter of time chete before everything comes together.

It is all about passion for the game and wanting to see Zimbabwe succeed. So yeah…it is not just about Reiss. It is only that, for now, Reiss ndiye arikupisa. We still need young boys like Tivonge Rushesha and Young Mutatu in the USA. We are rich in talent.

My message to them is that the second republic in football is coming soon and let us come together and make Zimbabwe great again. They don’t have to wait and see a great Zimbabwe first. They can be the ones to come and make Zimbabwe great Come and let’s qualify for the World Cup together.

Bunjira added that although hosting the World Cup is out of the equation, foreis now, Zimbabwe can qualify for the World Cup before 2030.

Tuchel, who was unaware of the controversy surrounding his former player’s social media post, said: “I’m surprised because I know Edi as a calm person, determined on the pitch to help the team.

“This determination is a rare characteristic for a striker of his quality – always ready to do everything for the team. He has a big physical impact, scoring comes very naturally for him. He’s reliable 24/7. You can call him in the night and he’d be there to score and to defend.

“I’m happy for him personally that he could show this to all Man United fans in the last game against Southampton, where he was absolutely decisive for them. “He does not need to show it tomorrow, we already know, so he can do a little pause! It’s not necessary to show us. If he plays, we must find answers for that.”

Update: The situation remains the same at Ran mine. The shaft which is over 500 metres deep is giving the rescue team torrid time to retrieve the bodies which are feared dead. Mashonaland Central provincial district coordinator Timothy Maregere confirmed the development.

Seven now since the collapse of Ran mine, Bindura and only one body of the illegal miners from the suspected 30 and one helper have been retrieved.

“Water is still being pumped out of the shaft, the shafts were so deep to about 500 meters so as it stand only those two have been retrieved,” Maregere said.

He further said although rains are pouring they do not affect the process as the pumps are pumping underground water.

“Rains cannot disrupt the process since we are pumping out underground water so far there is a better development as we have pumped out mud a sign that shows that the water is almost finished underground we should retrieve the bodies anytime from now,” he added.

The collapse was triggered by the blasting of a support pillar in an area, which was flooded, resulting in the roof of the shaft giving in on Wednesday.

Darama as Zanu-PF MP snubs ED’s preparatory meeting. Mazowe Central Member of Parliament Sydney Chidamba is under fire from provincial leadership after he snubbed a preparatory meeting of President Emerson Mnangagwa today.

Chidamba who was once reprimanded by the late Politburo member Perence Shiri over a leaked audio to impeach Mnangagwa did not bother to meet the Provincial leadership led by chairperson Kazembe Kazembe and Politburo member Munyaradzi Machacha who leads the Chitepo School of ideology.

The meeting was to prepare for the national tree planting day at Kakora primary school by to be graced by the president. Chidamba has always been linked to G40 after he became the vice-chairman of the province in Robert Mugabe era and since the coming in of Mnangagwa he was reduced to a cell member.

Provincial member Michael Mutopa confirmed that they have since warned Chidamba of Working parallel with the president.

“We warned Chidamba of his G40 links after he snubbed our provincial leadership in his constituency where the president is visiting instead of preparing for the president he was busy campaigning for another DCC aspiring chairman in Gunguhwe ward6 and Chaminuka district,” he said.

Chidamba’s mobile number was power off. Meanwhile, DCC members are putting the final nail as election is around the corner.

Twitter suspends Newsday account

Twitter suspends Newsday account. Followers of the account were mystified when the profile page for Newsday Zimbabwe’s Twitter read ‘Account suspended and all the tweets had disappeared. The micro-blogging website, Twitter, has suspended the account of Newsday Zimbabwe for reason not yet known.

This led to a number of conspiracy theories about why the account had been suspended.  However, Newsday Zimbabwe said their account had not been hacked or deliberately suspended.

No further details have been disclosed. According to Twitter, common reasons for suspension may include spam, account security at risk and abusive tweets or behaviour.

Under Twitter’s abusive tweets or behaviour position, under reasons why accounts get suspended, it states: “We may suspend an account if it has been reported to us as violating our Rules surrounding abuse. When an account engages in abusive behaviour, like sending threats to others or impersonating other accounts, we may suspend it temporarily or, in some cases, permanently.”

The suspension came to light when Newsday’s sister paper The Standard sent an SOS to @Wamagaisa @usembassyharare. The Standard portrayed the suspension as an act of suppressing freedom of the press.

Said The Standard, “NewsDay is a critical watchdog in Zimbabwe in its role as a press in a democratic society. By suspending its Twitter account, @TwitterSupport is suppressing freedom of the press. Is @Twitter silencing democratic voices?”

2 Zimbos jailed for 15 years for smuggling explosives into SA. Patson Banda (25) and Life Mbazi (33) were arrested by the Directorate for Priority Crime Investigation (Hawks) in March while crossing into the neighbouring country. They had loaded the contraband in two trolleys.

A Musina magistrate on Tuesday jailed two Zimbabwean men for 15 years for smuggling explosives worth R470 000 into South Africa through the Beitbridge Border Post. Since their arrest, Banda and Mbazi have been languishing in remand prison after their several applications for bail pending trial were dismissed at the Musina Magistrates Court.

Hawks spokesperson for Limpopo Province, Captain Matimba Malulele said the conviction and sentencing of the accused persons was a warning to would-be offenders.

The explosives have since been forfeited to the state. “On 13 March 2019, the Hawks’ Serious Organised Crime Investigation members received a tip-off about people who were smuggling explosives from Zimbabwe into South Africa,” he said.

“The Hawks members assisted by Beitbridge Crime Prevention members kept an observation at Beitbridge Port of Entry until they saw two suspicious people pushing a trolley full of parcels.

Upon searching the trolley, explosives worth over R470 000-00 were found wrapped with plastics and the duo was arrested”. The smuggling of explosives into South Africa through Beitbridge has become a perennial headache for border authorities.

It is understood that the explosives are used for ATM bombings or illegal mining activities in the neighbouring country. More than 20 people have been arrested along Zimbabwe boundary with South Africa with explosives in the last 24 months.

Governor Mangudya warns money launderers. Speaking at the Daily News’s 2021 national budget breakfast meeting in Harare on Monday, the central bank chief also said that it was important for companies to know their customers to avoid being entangled in money laundering cases.

The governor of the Reserve Bank of Zimbabwe (RBZ), John Mangudya, says authorities will step up the current crackdown on individuals and companies that are moving large but unexplained sums of money, “until there is sanity in the economy”.

“I was asking some firms in this economy about why they were accepting third party transactions? “You find a company called Alpha Asset Management, for example, buying cooking oil from Surface Investments and you ask yourself what that company wants to do with cooking oil when it does not deal with that product?

“Surface might want to see that as a sale, but to us, it is money laundering. It means the chief executive officer of the company is not considering who his customer is and where the money is coming from, maybe because there are some shenanigans behind it.

“So, these are things we do every day. You need to know who your customer is for the sake of your business’s integrity,” Mangudya said.

“These are the things we need to sort out as a country. These are the things we are dealing with every day and we end up freezing their accounts, but I hate doing that.  “However, if you misbehave, I have no qualms about taking this action because it is against our own principles of doing business.

“A chief executive officer’s job is to ask about compliance first and foremost,” Mangudya added. The RBZ chief also called on companies to correct their deficiencies to avoid coming under scrutiny for their failure to adhere to Financial Action Task Force (FATF) rules.

“The deficiencies that led to our grey-listing are not insurmountable. They are about Zimbabweans understanding the rules on anti-money laundering and counter-financing of terrorism, which has been deemed to be very low. “If your understanding of FATF is not very good, it means you do not understand the KYC (Know Your Customer) principle. People think that it is all about banks, yet it is also about you selling your fuel or cooking oil to third parties.

“Such things are critical, and that is one area where we have a deficiency. So, we need to ensure that when we talk about grey lists we can improve by doing what I am saying,” Mangudya further told the well-attended meeting.

FATF is an independent inter-governmental body that develops and promotes policies to protect the global financial system against money laundering, terrorism financing and the financing of weapons of mass destruction.

On the other hand, a grey list is a catalogue of stocks in which a bank is not allowed to invest in. This comes after six Zimbabweans and their companies were recently arraigned in court on money laundering allegations involving $5 billion.

Another businessman, Fidelis Chuma, has also appeared in court facing a money laundering charge involving $300 million. It also comes as the central bank has imposed strict regulations on mobile money transfer platforms by banning bulk agent lines and limiting the daily transaction limit to $5 000.

As a result of these measures, the Zimbabwe dollar has firmed up against the US dollar on both the black market and the official foreign currency auction system – bringing price stability in the economy.

Giroud scores 4 goals as Chelsea thump Sevilla. The Frenchman scored early in each half with two delightful finishes after being fed by clever passes from Kai Havertz and Matteo Kovacic respectively. Olivier Giroud scored all four goals in a comprehensive Chelsea victory over Sevilla that ensures the Blues take top spot in Champions League Group E.

He completed the treble with a flicked near-post header, then converted a penalty after he was bundled over in the box. Already assured of qualification for the last 16, Chelsea made nine changes to the team that drew 0-0 with Tottenham in the Premier League on Sunday.

Both Havertz and Christian Pulisic made their first Blues starts since October following illness and injury, while 19-year-old midfielder Billy Gilmour came off the bench for his first appearance of the season.

Sevilla, also sure of their place in the knockout stages, were without a number of first-choice players and were forced to give a debut to goalkeeper Alfonso Pastor after Tomas Vaclik was injured in the warm-up.

There was little the 20-year-old could do about the goals and his saves ensured Chelsea’s winning margin was not greater.

Giroud makes his point – again
Giroud had made only one previous start for Chelsea this season, in the EFL Cup defeat by Tottenham, but this haul came after he scored a stoppage-time winner as a substitute against Rennes last week.

His path to regular Premier League football is blocked by Timo Werner and Tammy Abraham, but he could do no more to take the opportunity presented to him in southern Spain.

The former Arsenal man put in a complete performance, not only displaying clinical finishing, but also a physical presence that tortured the home defence. Chelsea found regular joy with runs from midfield and it was Havertz’s early burst that ended in a lay-off to Giroud, who cut inside and tucked inside the far post with his left foot.

The second goal was a joy, a dinked right-footed finish over Pastor, while the header from N’Golo Kante’s cross from the right completed a ‘perfect’ hat-trick. The spot-kick, drilled in with his left foot, was Giroud’s final act before he was withdrawn.

Chelsea coast to top spot
While both teams made changes safe in the knowledge their progress was already certain, there was still the carrot of a theoretically easier draw in the last 16 to play for.

Chelsea would not have expected such a straightforward evening against a Sevilla side who sit fifth in La Liga and took a point from a goalless draw at Stamford Bridge in October.

Yet, bar a period in the first half when set-pieces from the left caused trouble in the visiting defence, the Blues coasted to a fourth successive Champions League victory for the first time since they lifted the trophy in 2012.

Havertz and Pulisic, who have seen Hakim Ziyech emerge during their time on the sidelines, were both lively, while Callum Hudson-Odoi was a threat down the right.

Antonio Rudiger saw a header from a corner cleared off the line at the end of an even first period, before Chelsea dominated the second half as the hosts tired. By the end, they had extended their unbeaten run in all competitions to 15 games, during which time they have kept eight clean sheets.

Neymar helps PSG beat Man United 3 – 1

Marcus Rashford had cancelled out the Brazilian’s early opener with his third goal in four games against the French outfit. Manchester United’s Champions League campaign is hanging in the balance as two goals from Neymar helped Paris St-Germain secure victory at Old Trafford.

But Marquinos’ excellent second-half finish put the visitors back in front and after United midfielder, Fred had been sent off for a foul on Ander Herrera, Neymar tapped home his 38th Champions League goal.

The result leaves United level with PSG and RB Leipzig on nine points in Group H and knowing they need a draw away to the German side next Tuesday to progress to the last 16.

In the build-up to the game, PSG boss Thomas Tuchel admitted Rashford had become “a little bit annoying”.

The sentiment was perfectly understandable given two seasons ago England forward scored the injury-time penalty that knocked PSG out even though they had won the first leg of their last-16 tie 2-0 at Old Trafford.

Rashford was also responsible for United’s 87th-minute winner in the French capital on matchday one. So it is fair to assume Tuchel’s view only hardened when Rashford’s shot – after Kaylor Navas had pushed away an Anthony Martial effort – completely wrong-footed the keeper and ended up in the bottom corner.

The goal equalised Neymar’s well-taken sixth-minute effort and took Rashford’s tally in this season’s competition to six, level with the likes of Erling Haaland and former United team-mate Romelu Lukaku.

Had Martial not blazed over when presented with an open goal when the second half was still in its infancy, or had he finished off the rebound when Edinson Cavani’s delicate chip came back off the crossbar, rather than blast it into Marquinos, PSG might have had the life sucked out of them.

As it was, they were the ones building up a head of steam when Ander Herrera’s off-target shot was turned into Marquinos’ path to put them back in front.

United did push for an equaliser and substitute Paul Pogba came close when he volleyed over from the edge of the area but, with an extra man, PSG always had the edge and after Kylian Mbappe had fired wide, Neymar finished the hosts off.

He is now two behind Sergio Aguero, who is the second-highest South American goalscorer in the competition.

Henrietta Rushwaya bail record complete. Mr Nduna said this while making a ruling on applications made by the five over the complaints they raised emanating from their arrest.

Rushwaya, Muhammad, Tserai, Mufandauya and Karanda are expected back in court on December 11 for their routine remand.

Harare regional magistrate Mr Ngoni Nduna has indicated that the transcribed record of proceedings that Henrietta Rushwaya, Stephen Tserai, Raphios Mufandauya and Gift Karanda wanted to use to appeal for bail at the High Court was ready.

Muhammad was, however, picked by police at the Harare Magistrates Court moments after appearing in court.

Although police could not by last night confirm the arrest, sources said Muhammad was picked in connection with visa applications done on his behalf by former Health Minister Obadiah Moyo’s personal assistant, Gideon Mapokotera, on the pretext that he was coming into the country to partner the Ministry of Health.

Mapokotera has since appeared in court for allegedly applying for visas on behalf of Ali Muhammad and his family from the Immigration Department.

BAZ: More radio stations coming. BAZ intends to licence at least 10 community radio stations and 19 campus radio stations for a 10-year period as Government continues its quest to free the airwaves under the New Dispensation.

Zimbabwe’s media reforms are moving swiftly forward with the Broadcasting Authority of Zimbabwe (BAZ) now verifying information and carrying out fact-finding missions in the communities that submitted applications for radio licences to help it choose the best fit for the limited number of frequencies available.

Communities that have applied are from: Hwange and Victoria Falls, Beitbridge, Mbembesi, Manama and Legion, Empandeni, Maphosa, Ndolwane and Plumtree, Binga, Kamativi, Kariba, Mapengolo and Siabuwa, Chikombedzi, Chiredzi, Rutenga, Mahenye and Malipati, Chipinge, Chimanimani, Gwendingwe, Rusitu, Chibuwe, Shamva and Alaska, and Rukotso and Susamoyon.

Speaking after hearing submissions in Beitbridge on Monday from two applicants, Beitbridge Town Council and the Beitbridge-Shashe initiative, BAZ acting chief executive Engineer Matthias Chakanyuka said the authority had asked applicants for further information. Only one licence is available for a Beitbridge community radio station.

Engineer Chakanyuka said BAZ wanted to issue most of the licences before the end of December. Applications have to give detailed information on the legal, financial, content programming and technical aspects. “We are here to confirm the information that they have submitted and sought clarifications where there was need,” said Engineer Chakanyuka.

“The way forward is for us to return and look at the information they gave us and we are expecting additional information. It is like a beauty contest, where we have two applicants seeking to grab one licence.

“We expect the additional information within a week so that we may be able to process the licence. Our aim is to issue all the licences this year.”

BAZ have so far visited Manicaland, Masvingo and Beitbridge and would also visit Plumtree, Matobo, Hwange, Binga and Kariba over the next few days. Those that delayed in submitting the outstanding requirements would see their applications being processed in the first quarter of next year.

Six new free-to-air private television stations were licensed by BAZ on November 20 and are expected to go live in Zimbabwe within the next 18 months, ending State broadcaster, ZBC-TV’s 64-year monopoly.

The move effectively frees the airwaves, with private television stations joining private radio stations as the Second Republic implements a raft of political, economic and social reforms to make Zimbabwe an upper middle-income economy by 2030.

Since 1956, Zimbabwe had only one television service but upon assuming office in 2018, officials in the Ministry of Information, Publicity and Broadcasting Services pledged to license more.

Licensing of use of airways is required as frequencies and bands have to be allocated, and there are only a limited number of these in each country.

Zimpapers Television Network (ZTN), a subsidiary of diversified media group Zimbabwe Newspapers (1980) Ltd, was one of the channels awarded a free-to-air television licence. The other five are Rusununguko Media (Pvt) Ltd trading as NRTV, Jester Media trading as 3K TV, Acacia Media Group trading as Kumba TV, Fairtalk Communications trading as Ke Yona TV, and Channel Dzimbahwe — trading as Channel D.

Information, Publicity and Broadcasting Services Minister Senator Monica Mutsvangwa recently said the Second Republic was not ending with the six new stations, but was working on giving licences to more community radio stations.

When she was appointed Minister, Sen Mutsvangwa pushed to re-establish the BAZ board, which had not been operating for close to five years, and that lack had derailed the process of implementing media reforms which President Mnangagwa has said must be prioritised.

Grain producer prices and incentives revealed. Producer prices for maize, traditional grains, soya beans and cotton will guarantee at least 15 percent profit after costs are covered. Cabinet this week also resolved to give maize farmers an extra 20 percent incentive for their produce, in line with measures to boost food security.

The Government this week announced pre-planting producer prices for the 2020/21 summer cropping season as part of the Agriculture Recovery Plan and launched the urban Pfumvudza programme as it takes further significant steps aimed at boosting agricultural productivity and ensuring food self-sufficiency.

Grain Marketing Board (GMB) chief executive, Mr Rockie Mutenha yesterday confirmed the pre-planting prices. “The pre-planting producer price for maize is $32 000 per tonne while traditional grains will be pegged at $38 000 per tonne. Soya beans pre-planting price is pegged at $48 000 per tonne,” he said.

The Ministry of Lands, Agriculture, Water and Rural Resettlement said the pre-planting producer price had a bearing on the planning, production and management regimes. Government would also announce targets for the summer crops at provincial level.

Cabinet also agreed to raise the number of households to benefit from the Pfumvudza-Intwasa Programme from 1,8 million to 2,2 million to accommodate urban and peri-urban farmers.

Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa this week said Lands, Agriculture, Water and Rural Resettlement Minister, Dr Anxious Masuka presented proposed producer prices which have since been adopted. The Cotton Company of Zimbabwe is expected to announce the new producer prices this week.

“The producer prices ensure farmer viability and incentivise the producers to grow these strategic crops. They are based on a model of cost of production plus 15 percent return on investment. A 20 percent premium on the price of maize is given to farmers who grow this crop,” said Minister Mutsvangwa.

“Regarding the Pfumvudza Programme, Cabinet was informed that households supported under the programme had increased from 1,8 million to 2,2 million. All the 2,2 million families enrolled had been automatically entered in the Pfumvudza competition for all the crops. A tota been trained on Pfumvudza.

“Additionally, the Zunde raMambo concept has been revived and inputs are now being distributed to 286 chiefs.”

For the Presidential Cotton Programme, Minister Mutsvangwa said Cabinet approved the cotton “Pfumvudza” pack comprising 6kg seed, 80kg basal fertiliser, 40kg top dressing and the required herbicides and chemicals, reducing the seed allocation from 20kg to match fertilisers provided.

Minister Masuka said Zimbabwe was headed for a bumper harvest given the number of farmers who had registered under Government schemes and started working on their land.

“We are planning for two programmes for cereals. The first one is for Pfumvudza where we were targeting 1,8 million households. We had to revise the target to 2,2 million households because we have taken into account, peri-urban farmers. It means that the scheme was oversubscribed.

“In terms of maize seed and traditional grain, over 70 per cent of households have received their basal fertiliser. It means this is unprecedented in terms of preparedness. It means we will have a good harvest,” said Dr Masuka.

Minister of State for Provincial Affairs and Devolution for Harare Metropolitan Province Senator Oliver Chidawu yesterday officiated at the launch of the Urban and Peri-urban Pfumvudza Programme at the Police Support Unit in Harare saying the programme was a game-changer in the agriculture sector.

Sen Chidawu commended Government for the Pfumvudza Programme saying the initiative would enhance food security for the nation.

“This programme will be a game-changer for food security not only in our province but Zimbabwe as a whole. Allow me to highlight that Harare, unlike other provinces, lacks vast land for agricultural production. However, Harare has a lot of peri-urban agriculture and therefore, as a province, we are grateful to the Ministry of Lands for this intervention.

“We look forward to a successful programme and urge all beneficiaries to diligently follow the instructions by Agritex officers to ensure bountiful harvests. Farming is a national responsibility and as a province, we are pleased to have finally been afforded an opportunity to contribute significantly to national food production,” Minister Chidawu said.

The programme perfectly complemented the recent agricultural mechanisation programmes launched by President Mnangagwa, including the Belarus Mechanisation Programme.

“President Mnangagwa has continuously emphasised the importance of increasing productivity in all sectors of the economy and this programme is in keeping with the President’s vision for a food secure and prosperous Zimbabwe,” he said.

Speaking during the launch of distribution of Pfumvudza inputs to urban and peri-urban farmers in Rusike, Marondera, this week, the Minister of State for Mashonaland East Provincial Affairs and Devolution Aplonia Munzverengwi said the programme was targeting every household to ensure food security.

She urged urban farmers using open spaces for farming to register under the Pfumvudza-Intwasa farming concept for them to receive inputs.

“We were given a directive by the President to start distributing inputs to urban farmers after realising that due to the economic hardships, people in urban areas also need to do farming to fend for their families.

“President Mnangagwa is a listening President and he cares about the welfare of his people. Now that we have been given a directive by the President to start distributing inputs, I urge you to prepare your fields in order for you to receive inputs. Those who don’t know how to go about it should undergo training,” said Minister Munzverengwi.

On the livestock side, Government last month launched the Presidential Blitz Tick Grease Scheme, dip tank rehabilitation, genetic improvement, and borehole drilling under the Livestock Growth Plan.

During the launch, 34 bulls were distributed to 34 chiefs in Matabeleland South.  Distribution of one million 1kg packs of tick grease for one million cattle-owning households has started.
