Mines Minister: Industry needs $8 million to lure investors. This was said on Sunday by Mines minister Winston Chitando in a report which he presented in Victoria Falls during the 2022 pre-budget seminar in response to issues raised by the Parliamentary Portfolio Committee on Mines.

The Mines Ministry is demanding $8 million from the 2022 budget to woo investors into the mining sector and ensure that closed mines scattered around the country are reopened.

He said: The ministry will enhance its efforts towards the resuscitation of closed mines. A total of $8 172 604 is required to support promotional activities, engagement with investors and relevant stakeholders towards the reopening of the closed mines.

More effort is also being made through Zimbabwe Mining Development Corporation (ZMDC) whereby they are engaging various investors to reopen closed mines. The ministry intends to transform the Lupane office into a full-fledged provincial office. Currently, Bulawayo Metropolitan hosts most of the staff and operations of the province.

Chitando said during public hearings by the committee on the 2022 national budget, members of the public demanded that government must prioritise the reopening of closed mines throughout the country to enhance employment creation and improve mining revenue going into the national purse.

He said Zimbabwe had a lot of large-scale mines that were shut down due to the collapse of the economy leaving thousands of employees jobless.

He added that it was also recommended that a lithium smelting and processing plant should be set up to produce products rather than export raw minerals. Zimbabwe intends to achieve a US$12 billion mining industry by 2023 with a view to attaining an upper-middle-income economy by 2030.

Harare City Council to evict over 200 tenants over ZWL$82.8 Million debt

Harare City Council to evict over 200 tenants over ZWL$82.8 Million debt. The local authority said it is owed ZWL$14 billion by debtors inclusive of ZWL$82.8 million it is owed by tenants who have since been served with eviction notices. Harare City Council has urged residents and businesses to pay their bills for the local authority to be able to deliver expected public goods and services.

Harare has for decades been failing to deliver public goods and services such as potable water, sewer reticulation, road maintenance and garbage collection citing lack of resources. Pindula News presents the city’s statement.

PRESS STATEMENT BY COUNCIL ON THE NEED FOR RESIDENTS TO FUND SERVICE DELIVERY.

Residents and business enterprises are advised that debt collection teams are visiting to enforce bill payment. Council recently set up a debt collection blitz team headed by Mr Jabulani Duve upon realising that some debtors needed a direct interface to pay up. Debtors owe council ZWL$14 billion.

Failure or delays in retiring the debt is adversely affecting funding for service delivery. All debtors are therefore urged to be paid up and in situations where they can not pay up at once, payment plans are advised.

Council is committed to providing top-class services provided resources are made available. Council will deface billboards that are not paid for while illegally erected billboards and directional signs will be taken into safe custody.

According to Harare (Control of Advertising Signs) By-Laws, 1981, it is illegal to erect billboards or any structure within City of Harare area of jurisdiction without a permit and approved plans from council. Council has opened a window to regularise some billboards provided the owners the stipulated fines and lease fees.

Advertising companies with billboards are advised to settle their debts and avoid removal of the advertising signage. Meanwhile, council is auditing occupancy of its residential and commercial properties. Occupants not paying rentals will be evicted.

Part of the audit verifies lease ownership. Council will offer leases to sitting tenants. The city has so far issued letters of final demands to tenants. At least 277 eviction notices have been sent to tenants in Glen Norah and Highfield who owe Council ZWL$82,8 million.

Finance Minister revises inflation target

Finance Minister revises inflation target. Government had previously projected the figure at between 25% and 35%. Panicky authorities have been reshuffling targets in the past few months in response to volatilities that have shaken the economy, including an extensive battering of the domestic unit.

Finance and Economic Development minister Mthuli Ncube increased annual inflation targets to between 35% and 46% at the weekend, saying pressures from rocketing international food and oil prices were beginning to seep into the domestic market.

Presenting a paper to legislators during a pre-budget seminar in Victoria Falls, Ncube said a robustly growing parallel market had tipped the scales against earlier projections.

“Recently the economy is witnessing inflationary pressures emanating from benchmarking or indexation of prices of goods and services at parallel market exchange rates,” Ncube said.

“In addition, the increase in international food and oil prices as well as global inflation continue to exert additional inflation pressures on the domestic economy.

“In the outlook, due to recent developments, annual inflation is likely to end the year between 35% to 46%, up from the revised targets of between 25% and 35%,” the minister added.

“Inflation has been generally declining since August 2020, underpinned by both tight fiscal and monetary stances. Year-on-year inflation for the month of September decreased to 51,6% from 362,6% recorded in January 2021,” he said.

Global inflation rates have gained traction after the International Monetary Fund injected US$650 billion into member States to help them fend off COVID–19 induced headwinds.

At the end of September, the Reserve Bank of Zimbabwe revised annual inflation targets upwards before lining up a sea of fresh policy proposals to government, as it raced to stem a “worrisome” surge in parallel market rates.

“Worrisomely, developments on the parallel market for foreign exchange are likely to exert further inflationary pressures on the economy,” central bank chief John Mangudya said.

“The country recently witnessed further depreciation of the parallel market exchange rate from about $130 per US dollar to about $160 per US dollar, implying a parallel market premium of above 70%.”

He added: “In view of recent developments, annual inflation is likely to end the year between 35% to 53%, up from the revised end targets of between 25% and 35%. “In addition, the increase in international food and oil prices as well as global inflation continues to exert additional inflationary pressures on the domestic economy.”

Patrick Chinamasa speaks on his Borrowdale house fire incident: Blames act of God. The Zanu PF secretary for finance and acting political commissar said he was “ruling out completely any foul play” after fire-fighters responded to the inferno between 3.30 and 4PM.

It’s not easy to accept that what we have worked for all our lives has gone up in smoke. A fire tore through the Borrowdale home of former finance minister Patrick Chinamasa on Friday, causing extensive damage.

Chinamasa revealed that his one-year-old grandson was rescued unharmed from the main bedroom where the fire was first detected following what he described as a “boom sound”. In a statement about the incident, Chinamasa said: “Thank God the child’s mother, who had just arrived back from work, and the housekeeper managed to rescue the baby.

“The main bedroom, the bedroom where the fire originated from and my study were all gutted by the fire and reduced to ashes. Nothing was saved from these rooms. The Fire Brigade arrived in time to save the dining room, the lounge, the kitchen and the two remaining bedrooms.

“As to the cause of the fire, I am suspecting an electrical fault. I am ruling out completely any foul play. Enemies may celebrate over my misfortune but I believe there was no enemy hand behind this incident. I know social media will be awash with all sorts of speculations. This I have no power to stop. What I know from the bottom of my heart is that this was an accident, an act of God.”

Chinamasa said he had been left “severely traumatised” by the incident, adding: “It’s not easy to accept that what we have worked for all our lives has gone up in smoke in a matter of seconds.

All that we have remained with are the clothes we were wearing. The furniture, clothes, blankets, files, documents, records, manuscripts, family photos… everything, and above all my priceless and irreplaceable library is now just a heap of ash and rubble.”

Chinamasa invoked the biblical Job whose story of keeping the faith no matter how grim the circumstances of life may be inspires Christians. “In conversations with friends and relatives, I find myself fielding Job-like questions but I want to assure all who care for my welfare that in God I trust and he will provide,” he said.

Kudakwashe Mnangagwa wins child custody battle. Kudakwashe David Mnangagwa who is believed to be a close relative to President Emmerson Mnangagwa has won a child custody battle.

High Court High judges, Justices Ephraim Tagu and Emilia Muchawa ruled that his baby mama, Al-Marie Iris Hall, was toxic to the minor, born in 2019.

Hall had approached the High Court challenging the decision of a magistrate who awarded custodianship to Mnangagwa. Said the judges:

The court proceeded to also consider case law authorities which emphasize that the best interests of the child are paramount consideration even for a child born out of wedlock. The case of Sadiqi (Frank Buyanga) versus Chantelle Muteswa HH249/20 sets out the legal position in respect to the custody of minors born out of wedlock and was relied upon by the court a quo.

Furthermore, the court a quo relied on the provisions of the Guardianship of Minors Act and the Universal Declaration on the rights of the child. These cannot be said to have been irrelevant considerations. One cannot therefore successfully impugn the court a quo’s conclusion that the best interests of the child in casu could best be served by placing her in the custody of a stable and responsible person being Mnangagwa. In the result, the appeal is dismissed with costs.

The court confirmed that Mnangagwa has always been a good father to the child while the mother was said to be a violent person and a drug addict who once stayed in a rehabilitation home for three weeks.

At one point Hall’s mother raised a point that her daughter was so desperate that she could sell her baby for drugs.

Mnangagwa through his lawyer Tinomudaishe Chinyoka also said his baby mama would threaten to kill herself each time he wanted to move out of their flat and Hall did not dispute this in any of her affidavits.

Update: 11-year-old girl dies after being tortured by own mother for 2hrs non-stop. Reports suggest that the 26-year old Vimbiso Muzvagwa used a cooking stick and a sandal to beat her daughter to death. A neighbour said the now-deceased girl’s body had swelled when they went to see her.

The Zimbabwe Republic Police (ZRP) is investigating a case in which a Budiriro woman and her sister assaulted her 11-year-old daughter to death as punishment. Another commented:

It was too bad. Mwana akarohwa for more than two hours ndikabvinza vakati regai ane muskanzwa asi ihh it was too much. Another neighbour said the deceased girl was naughty but the assault was just too much.

ZRP national spokesperson Assistant Commissioner Paul Nyathi confirmed the incident saying preliminary investigations indicate that the mother and her sister assaulted the girl as a form of punishment. He said:

We are investigating the issue but from the statements we have the mother on the same day whipped the child as a form of punishment and left and the younger sister also assaulted the child.

Corporal punishment for disciplinary purposes was banned in schools although parents still use it as a corrective measure.

Nelson Chamisa speaks on War Vets after their arrest. This come after several war veterans were arrested in central Harare on Tuesday for protesting against poor pension stipends. MDC Alliance president Nelson Chamisa has called on President Emmerson Mnangagwa’s government to respect fighters of Zimbabwe’s war of independence and address their grievances rather than harass them.

Chamisa took to Twitter this Wednesday morning to express solidarity with the incarcerated ex-combatants, saying his government will never “ignore or forget” them. He said: AS A PEOPLE’S GOVERNMENT we will never harass, terrorize, disrespect, victimize, ignore or forget our war veterans and liberation heroes.

Their welfare and dignity is and shall be our top priority. All their grievances must be addressed. Stop arresting and harassing our liberation heroes. About 40 war veterans were detained at various police stations in Harare, with some taken to Harare Central Police Station, while the rest were taken to Rhodesville and Borrowdale police stations.

The veterans had gathered at the Africa Unity Square to protest over the $16 000 monthly allowances they are getting from the government when police in riot gear swooped on them. This is the second time the war veterans have been arrested this year.

In August, nine of them were arrested for protesting at Finance and Economic Development Minister Mthuli Ncube’s offices, demanding a review of their pension benefits. They were, however, released in the dead of night without charge, allegedly following instructions “from the top”.

Passport backlog to be cleared by December 2021

Passport backlog to be cleared by December 2021. Information, Publicity and Broadcasting Services Minister Monica Mutsvangwa also told reporters during a post-Cabinet briefing in Harare on Tuesday that considerable progress has been made in the e-passport production project.

The Government says the passport backlog has been reduced from 400 000 in August 2020 to just 184 000 and expects it to have been fully cleared by year-end.

She said: The nation will recall that during its ninth meeting, Cabinet approved a strategy by the Ministry of Home Affairs and Cultural Heritage to clear the country’s passport backlog that had accumulated to over 400 000 by August 2020.

It is pleasing to note that the backlog has since been reduced to the current 184 000. It is anticipated that the backlog would have been cleared by the end of December 2021.

Mutsvangwa also gave a report on the e-passport production which is being worked out with a Lithuanian company under a build, own, operate and transfer agreement. It is expected to reduce the cost of passports. Mutsvangwa said:

Cabinet also wishes to report that the implementation of a build, own, operate and transfer agreement with Garsu Pasaulis, a Lithuanian company on an e-passport production project is well on course with the aim of boosting production of passports, identification cards and birth certificates.”

The final design of the Zimbabwean e-passport will be fully compliant with the requirements of the International Civil Aviation Organisation.

She also said renovations at the Harare Passport enrolment centre, at the Civil Registry Building, started last week while the Bulawayo Passport enrolment centre commences this Wednesday.

Poacher busted in an ambush in Lupane but accomplices escape. The Zimbabwe Republic Police (ZRP) has arrested one of the poachers who trapped and killed a buffalo in Lupane. The poacher identified as Peter Nyathi has since named his accomplices who are still at large. Said police in a statement:

Police in Lupane are investigating a case of poaching in which one suspect, Peter Nyathi was arrested whilst his accomplices mentioned as Gilbert Moyo, Bukhosi Ncube, Hlalani Matwasa and Mduduzi NFPK are on the run. The suspects trapped and killed a female buffalo which was identified by members of the National Parks and Wildlife who were on patrol on 22/10/21. An ambush was set leading to the arrest of the suspect who is assisting the police with investigations.

Anyone with information to contact any nearest Police Station. The impact of the pandemic has increased wildlife poaching around Zimbabwe’s national parks, as some people who lost their jobs hunt the animals for food.

Tinashe Farawo, the spokesman of the Zimbabwe Parks and Wildlife Management Authority, says the efforts of such conservation groups are helping to fight poaching in this wildlife-rich country.

Anti-poaching organizations, including Damien Mander’s Akashinga (The Brave Ones) project, a squad of vegan, women rangers have been formed and Zimbabwe hopes the organisations will help eliminate poaching entirely.

Sjava tells Big Hash to focus on work with encouraging words

After several years in the industry, Sjava has shared some advice with rapper Big Hash. Big Hash took to Twitter expressing how he found it laughable that there could be people who did not know that the Young project he released in 2019 is a mixtape.

Sjava responded to his Twitter post encouraging him not to be fazed by people opinions, but rather focus on making music for his fans. Focus on making good music and not what n***as think umculo ungawenzeli ukuvunywa yenzela abantu,” he wrote

“You’re not wrong OG this s**t is all I have even whether I have everything else or nothing at all,” Big Hash wrote in response.

Big Hash revealed that he is working on his debut album and will be collaborating with producer Zoocci Coke Dope.

Bonang Matheba is trending once again for the wrong reason as she gets dragged into a discussion on Rea Gopane’s podcast. The YouTuber took aim at not only Mr. JazziQ but also Bonang. The podcaster who popularised the sentence, “Scoop told us,” has birthed yet another one which says, “Ntsiki told us,” when he spoke about Bonang’s House Of BNG drama.

Mocking the entrepreneur, Rea Gopane shared that Bonang is not smart as she makes people think she is. She has all that energy for me…can you imagine,” Rea said referencing the the legal battle he got embroiled in after he made his defamatory statement.

“Scoop told us that AKA is on coke, and Bonang is the one that got him into cocaine. Scoop told us that, bro, after the interview we had him right here at this place,” Rea said at the time.

“She has all that energy for me but her but her paperwork and business is not even right, but you wanna flex to your fans,” he said. “Bonang is not as smart as she pretends to be. All she is good at is the fan base she has, that attacks people,” he alleged.

Rea even dragged Ntsiki Mazwai into this, one of the few women who questioned Bonang’s involvement with House Of BNG saying she does not own it, but she is just a marketing gimmick. Rea said Ntsiki is a smart woman because she has been saying this and she has never been shy to point this out.

The podcaster even said Bonang makes her lawyers do stupid stuff like making sending police officers to his place. “Do the real work of securing the bag,” he said. You running away from the big boys, she fooled everybody, she was going to vineyard and taking pictures saying “girls with vineyards”, Bonang does not own a f*** vineyard,” he mocked.

Ntando Duma in trouble for campaigning with the EFF

South African actress and television personality Ntando Duma has had quite a roller-coaster year so far. After making her first appearance on Mzansi Magic telenovela, “The Queen” in 2020, she quit the show this July after she was cast for an upcoming Netflix original series. Her stint on the telenovela was marred by constant social media criticism of her acting skills. The actress and Ferguson Films remained mum on the criticism throughout.

Also in July, the actress attracted widespread condemnation after she recorded herself seated in her car as she unleashed a profanity-laden attack towards an elderly woman who had questioned her choice to use a parking bay reserved for the disabled.
On Monday, as pictures started to emerge of Duma rallying for the EFF in Mdantsane township and at the Cape Town University of Technology, tweeps took the time out to question her affiliation with the political party.

This comes after singer Makhadzi suffered the same fate over the weekend for her affiliation with the ANC.

Other tweeps, though, came out in support of the artists’ decision to associate with the party of their choosing.

Mabelreign Girls High s.e.x scandal student expelled. The guard, David Tembo, believed to be in his late thirties, allegedly resigned in an effort to sweep the scandal under the carpet. A 16-year-old Form Three pupil was recently expelled from Mabelreign Girls High School after she was involved in several s.e.xual encounters with a security guard employed by the school at the school premises.

Tembo, however, is reportedly still residing at the school while the Form three girl pupil was expelled from the school, leaving her parents bitter.

H-Metro reported sources as saying the matter was downplayed at the police station after the girl said the encounters were consensual. The girl’s mother confirmed to H-Metro that her daughter had s.e.xual encounters with the security guard Tembo. She said:

I don’t want to talk about it anymore since it’s distressing my daughter. She cannot even handle anything right now. The father accused the school head, Nomatamsanqa Kusena, of protecting the security guard. He said:

The Headmistress is protecting a person who manipulated my daughter into s.e.x. Nothing has been done to him, and the head just wants us to go away.

The security guy is someone who we entrust our kids with at the school and he is supposed to be a father figure. How could he do that to my daughter?

The sad part is that we were just handed a transfer letter and told to look for another school for my daughter because it’s no longer accommodating for her. Contacted for comment, Tembo denied ever having an affair with the Form three pupil. Said Tembo:

I don’t know what you are talking about; yes I know her but the conversations you are referring to are involving another guy. It was my phone which was used to send the messages and I was also fixing her phone.

The school head Mrs Kusena can testify because I explained everything to her. Meanwhile, Kusena refused to entertain the media, saying “I am not in a position to speak to the media, I can only refer you to the authorities. No comment”.

War Vets: We have gone back to the Smith Regime

The protesting ex-combatants, who are members of the War Veterans’ Welfare Pressure Group (WVWPG) and drawn from across the country’s provinces, accused President Emmerson Mnangagwa’s government of neglecting them.

War veterans who were arrested in Harare on Tuesday for protesting over paltry stipends said the country has regressed to the Rhodesian era where they were not allowed to freely air their grievances.

A war veteran from Mvurwi, Obert Hazvinei Machingura, said the former combatants were holding protests because of false promises made by Mnangagwa’s government. Said Machingura:

We have seen other groups, including the ruling party itself, being permitted to conduct protests, but we are being blocked,” Machingura said. We have gone back to the (late former Rhodesia Prime Minister Ian) Smith regime. We are not allowed to speak.

Why is it so hard for the authorities to allow us to submit our petition to the President? We are wallowing in poverty, but we contributed immensely to the liberation of the country. Some of us lost limbs, relatives and homes to free the country, but what is the reward for that? Nothing.

Another war veteran, Mildred Chimurenga, who came all the way from Kwekwe, said the arrests were an indication that there was limited freedom of expression in the country under Mnangagwa. She said:

Government should be committed to improving our welfare the same way we dedicated our lives to the liberation of this country.

We have been reduced to beggars when we deprived ourselves of some freedoms and opportunities to enrich ourselves and chose to go to war. However, only a few are enjoying the benefits.

MDC Alliance leader Nelson Chamisa said war veterans deserved respect and instead of harassing and terrorising them, the government should address their grievances.

About 40 ex-combatants were detained at Harare Central Police Station after they gathered at the Africa Unity Square to protest over the $16 000 monthly allowances they are getting from the government. Others were detained at Rhodesville and Borrowdale police stations.

Finance Minister Mthuli told to prioritise Civil Servants’ salaries in his 2022 Budget. The Parliamentary Portfolio Committee on Public Service, Labour and Social Welfare has implored Finance and Economic Development Minister, Mthuli Ncube, to prioritise the improvement of salaries and benefits of civil servants when he presents the 2022 national Budget next month.

The Committee recommended that civil servants’ salaries and monthly pension payouts should be pegged above the poverty datum line (PDL). According to the Consumer Council of Zimbabwe, the cost of living for a family of six is nearly ZWL$50 000.

It recommended Ncube to focus on growing the revenue base so as to offer some relief to Government workers, “for example tapping into taxing the informal sector”.

The Committee also said Ncube should address inconsistencies in the currencies being used in the country which has seen fuel and rentals being charged in US dollars, while salaries remain in Zimbabwe dollars.

It further recommended that the US$50 per week foreign currency facility being disbursed through Bureaux de Change should be made available through the mainstream banking sector to make it accessible to all.

Additionally, the Committee recommended that Ncube should consider introducing mobile Bureau de Changes to cater for rural areas.

It added that the 2022 national Budget should allocate more funding towards supporting social welfare programmes targeting vulnerable groups, particularly persons with disabilities.

The Committee recommended that the creation of an electronic database of persons with disabilities should be prioritised.

ZANU PF Annual Conference kicks off

ZANU PF Annual Conference kicks off. The ruling party says it has put in place measures to curb the spread of the coronavirus, among them, social distancing, wearing face masks, washing hands and voluntary vaccination.

The ZANU PF Annual National People’s Conference commences this Wednesday, starting with a Politburo meeting chaired by the party’s First Secretary, President Emmerson Mnangagwa.

This year Central Committee members will follow proceedings from their respective provinces through a virtual platform while the party Politburo members will congregate at the main venue in Bindura, Mashonaland Central province. Only vaccinated delegates will attend.

Speaking after a tour of the venue at the Bindura University of Science Education, ZANU PF director for administration, Major (Rtd) Dickson Dzora, who was leading a national technical committee tour of the main venue, said:

We will be having a Politburo meeting and Central Committee meeting tomorrow (today) and Thursday and these meetings need to be briefed on the state of preparedness towards the official opening of the conference.

All along we have been reporting to the conference coordinating committee chaired by the national chairperson and they have been meeting jointly with Mashonaland Central to take stock of the state of preparations.

At least 145 delegates are expected in the main auditorium and a separate tent marque has been set up as a media centre where scores of journalists accredited to cover the meeting will follow proceedings virtually. Tomorrow, delegates will travel for the official opening of the conference on Friday by President Mnangagwa.
