Highlanders coach quits

Highlanders coach quits. Ngwenya handed in his resignation letter to the club chief executive officer Nhlanhla Dube on Monday. Highlanders has been left without a juniors’ coach following the resignation of the last remaining coach Dan Ngwenya on Monday in frustration over poor working conditions at the Bulawayo giants.

He was the designated Under-14 coach but was now in charge of the Under-16 and Under-18 sides following resignations of the age groups’ coaches Sizabantu Khoza and Gift Lunga Jnr respectively.

Lunga was the firth to throw in the towel in May last year and in March this year Khoza also parted ways with the Bulawayo giants.

“We can confirm that we have received a resignation letter from one of our juniors coaches, Dan Ngwenya. The club would like to thank Ngwenya for his services and wishes him all the best in his next endeavour,” said the Highlanders media relations officer Ronald Moyo.

Ngwenya has been with the juniors since 2011 and coached such players as Lawrence Mhlanga, Teenage Hadebe among other players that have gone on to shine at senior club and national team level.

Contacted for comment yesterday, Ngwenya confirmed parting ways with Highlanders and said the decision was not an easy one but as a family man, he had to look somewhere to fend for his family.

“Look it was like we were working for a different Highlanders because of the way we were treated as junior coaches. Those in charge seemed more concerned about the first team issues only and nothing else.

Despite our own neglect, we struggled with basic training equipment for the boys but what really led to my departure was honestly to do with treatment. I am a family man who must fend for his children yet I was struggling to play my fatherly role. I felt it was time to move on,” said Ngwenya who however did not disclose his next destination although it is believed he will reunite with Khoza at ambitious Division Two side Nabals.

MDC Alliance claims they are under siege

MDC Alliance claims they are under siege. The opposition MDC Alliance yesterday came under siege with Parliament announcing the recall of four leaders from the Nelson Chamisa-led party, claiming that they were, in fact, members of the Thokozani Khupe-led MDC-T. The recalls came after Chamisa told NewsDay that he was in charge of the MDC Alliance which he described as a separate entity from the parties that were recently before the Supreme Court.

To add to the confusion, MDC-T secretary-general Nixon Nyikadzino, who last week claimed to have fired Khupe as the opposition leader, also wrote to Parliament recalling MDC-T MP Priscilla Misihairabwi-Mushonga (proportional representation) and senator Mildred Reason Dube.

MDC Alliance chairperson Tabitha Khumalo (proportional representation legislator), secretary-general Chalton Hwende (Kuwadzana East), chief whip Prosper Mutseyami (Chikanga-Dangamvura MP) and Midlands senator Lillian Timveous, the leader of the opposition party in the Senate, were given marching orders from the House by Speaker of Parliament Jacob Mudenda yesterday.

The four came into Parliament on an MDC Alliance ticket in the 2018 elections, but Mudenda and Senate president Mabel Chinomona claimed they were members of the MDC-T. In announcing the recall, Mudenda said the MDC-T wrote to Parliament on April 3, 2020 citing section 129(1)(k) of the Constitution.

The section stipulates that an MP can be recalled from Parliament when he/she ceases to belong to the party that seconded him/her and that party writes to the Speaker of Parliament to recall the member.

“Pursuant to the above, I, therefore, inform the House that vacancies have arisen by operation of the law and the necessary administrative measures will be taken to inform the President and the Zimbabwe Electoral Commission (Zec),” Mudenda said. Justice minister Ziyambi Ziyambi immediately adjourned Parliament to prevent interjections from MDC Alliance MPs.

The Supreme Court last month ruled that Chamisa’s leadership of the main opposition party was illegitimate because the process that made him acting party president after founding leader Morgan Tsvangirai died in February 2018 was illegal and, therefore, null and void.

The court, however, also noted that the ruling could be academic, after Chamisa’s MDC Alliance held a congress in 2019 which elected him unopposed, while Khupe’s MDC-T held its own in 2018. Khupe’s MDC-T also contested the 2018 election as a separate entity and has two proportional representatives, an MP and a senator.

Chamisa, who narrowly lost the 2018 presidential election to President Emmerson Mnangagwa, accused his rival of rigging the vote and does not recognize his presidency.

He also refused to join Mnangagwa’s dialogue to resolve the country’s economic crisis. Yesterday, he accused Zanu-PF of using the courts to force him to accept Mnangagwa’s legitimacy as President. Soon after their recall from Parliament, Hwende and Mutseyami later told journalists that their party would issue a comprehensive statement on the matter.

“We are going to inform our president (Chamisa) who was not in the chamber and the party leadership of the decision made,” Hwende said. “However, we did not participate in elections under MDC-T. We participated under the MDC Alliance and it is shocking that some people are now giving us a party we do not belong to. We actually competed with the MDC T.”

Times said she was unfazed by the announcement, adding it was exposing Zanu-PF’s fear of the MDC Alliance.  Political analyst and lawyer Alex Magaisa said the recalls were a strategic attack on the MDC Alliance leadership in Parliament and stems from leadership fights in the MDC Alliance 2019 congress.

“Mwonzora and Hwende have had a long-standing battle which culminated in the battle for the secretary-generalship at the MDC Alliance congress in 2019 in which Hwende prevailed. This part of the recall seems like a continuation of a personal war marked by a streak of vindictiveness,” he wrote on his personal blog.

He noted that the recalled MPs represented the MDC Alliance at the elections in 2018 and that there was another party called the MDC-T, which was led by Khupe.

“The MDC Alliance was accepted as a distinct political party by the Zimbabwe Electoral Commission. The courts, including the Constitutional Court, have recognised the existence of this party. Politically, the call by the government for the party to join the Political Actors Dialogue POLAD process confirms the official recognition of its existence. It has always been held out to be and accepted as a political party in Parliament and all its proceedings.”

In a related matter, Nyikadzino recalled Misihairabwi-Mushonga and senator for Bulawayo province Dube from Parliament and Senate respectively. In a letter addressed to Mudenda and Chinomona, Nyikadzino said he was exercising his mandate as MDC-T secretary-general.

“As secretary-general of MDC-T, the one that contested elections in July 2018, I hereby formally notify you as the Speaker of Parliament that under the powers vested in me, I am recalling Hon Priscilla Misihairabwi Mushonga from representing the MDC-T as the proportional representative member of Parliament under our party list of Bulawayo province,” Nyikadzino said in the letter.

Nyikadzino said the party would formally notify Zec of the replacements for Misihairabwi Mushonga and Dube after a consultative process. Last week, Nyikadzino wrote to Parliament claiming to have taken over the MDC-T and that Khupe fired herself from the party when she joined “a new party established by the Supreme Court”.

He claimed he was the bona fide secretary-general elected at congress in 2018 and Douglas Mwonzora, whom he accused of abandoning the MDC-T, remained unwanted in the opposition party, a position also taken by another MDC-T official, Tarisai Chikuvanganga last month.

Chamisa yesterday publicly reacted to the Supreme Court judgment in an interview with Heart & Soul television and radio, an Alpha Media Holdings digital platform. “The Supreme Court decision will be addressed at the appropriate time,” Chamisa said. “It has nothing to do with the MDC Alliance. The MDC Alliance is a legal persona, a separate entity.”

Chamisa said the party that he led had been acknowledged as a legal entity before the courts of Zimbabwe, Parliament as well as Zec, had representation in Parliament and councils and should not be confused with the MDC-T. Analysts said Chamisa would have to raise constitutional issues with the Constitutional Court to appeal the latest threat to his leadership of the opposition party.

Entry of COVID-19 positive UK returnees questioned. This comes in the wake of the increase in the number of cases in both Bulawayo and Harare. Veteran broadcaster Ezra Tshisa Sibanda has questioned how did the citizens from the United Kingdom who tested positive to COVID-19 enter the country without being quarantined.

“There has been an increase of positive Coronavirus cases in Zimbabwe & those tested in Bulawayo are reported to have come from the UK. How did they enter the country without going through the mandatory 21 day quarantine period?” Sibanda asked.

“All people in quarantine should be tested before they are discharged. The COVID-19 Task Force should now trace people who were in contact with those 2 and force quarantine them before they spread the disease. Tracing, Tracking and containment is the only way we can beat this killer disease #COVID-19.”

Douglas Mwonzora speaks on why he recalled the MDC Alliance MPs

Douglas Mwonzora speaks on why he recalled the MDC Alliance MPs. On Tuesday, the Speaker of Parliament, Jacob Mudenda made a shock announcement that MPs Chalton Hwende, Prosper Mutseyami, Thabitha Khumalo, and Lilian Timveous were no longer sitting legislators as the party had recalled them following a request from Mwonzora.

Reinstated MDC-T secretary-general Douglas Mwonzora has said he was left with no option but to write to Parliament ordering the recall of four top party MPs as they were leading other legislators into disregarding a Supreme Court ruling that nullified Nelson Chamisa’s presidency.

However, Mwonzora in an interview with NewZimbabwe.com was adamant the recall was justified and also a formality as the affected MPs had already expelled themselves from the party by announcing they were MDC Alliance party members.

“It is because of what they actually did individually, these are leaders, Hwende was the secretary-general, Khumalo was the chairperson, Mutseyami was the chief whip in the House of Assembly and Timveous was the chief whip of Senate and these people knew better and they were the first to lead other MPs to disregard the constitution of the MDC-T,” Mwonzora said.

“They made pronouncements that they were no longer members of the MDC-T but of the MDC Alliance party. The MDC-T was a member of the MDC Alliance yet they went on to say they formed the party in Gweru or so,” said Mwonzora.

However, Mwonzora contested in the MDC Alliance electoral congress in 2019 for the position of the secretary-general and lost to Hwende. “They had automatically expelled themselves, your membership terminates automatically upon joining a new party according to the constitution of the MDC-T.”

He told NewZimbabwe.com he took the decision after learning of plans to recall him together with Morgen Komichi from Senate. Komichi has since been reinstated as an MDC-T chairperson following the Supreme Court judgment.

Mwonzora and Komichi were reinstated last month when the Supreme Court ruled that Chamisa was an illegitimate President of the MDC-T. In the ruling, former Vice President Thokozani Khupe was made Acting President and ordered to organise an extraordinary congress within three months to elect a new president to replace the late founder leader, Morgan Tsvangirai.

Tsvangirai died in February 2018 and before his burial, Chamisa and Khupe were at each other’s throats fighting for control of the party. Chamisa went on to win the battle while Khupe and a few senior party officials walked away in anger and formed a new political outfit that saw her contesting as party president in that year’s national elections.

In the interview, Mwonzora also dismissed claims by senior MDC Alliance officials that President Emmerson Mnangagwa was behind the current leadership wrangle in the opposition party.

“Whenever these people lose something they blame it on Zanu PF, they blame it on someone else. They do not even think that we are intelligent enough to do something better, remember they tried to have us removed from Parliament, they did not succeed but we did.

“It is an old strategy, it is archaic, whenever you disagree with them and they cannot sustain an argument they always then say you are a sellout and coming from a lawyer as experienced as (Tendai) Biti is worrying.

“Biti knew they were not a political party and that there were documents to that effect, they do not even credit us with the ability to think and to think in a manner that will give us an advantage over them.” Before the recall of the four legislators, the MDC Alliance had 88 MPs in the House of Assembly and 25 Senators.

Warriors captain Musona transfer-listed by Anderlecht

Warriors captain Musona transfer-listed by Anderlecht. After scoring two goals in six starts at his new club, the Belgian top-flight came to a sudden halt due to the coronavirus pandemic — in which Club Brugge will now be declared 2019/20 league champions.

Warriors captain Knowledge Musona has been transfer-listed by Anderlecht manager Vincent Kompany. Musona, 29, was restricted to just one reserve team appearance for the Belgian giants this season before his January loan switch to KAS Eupen.

With Kompany’s homecoming not bearing the desired upturn in fortunes, with a mid-table finish, the Manchester City legend is believed to have confirmed a list of players who are surplus to requirements.

According to Belgian news outlet Voetbal24, the Zimbabwe captain, Kenny Saief, Antonio Milic, Kristal Abazaj, Aristote Nkaka, Adrien Trebel and Ognjen Vranjes have been informed to find new clubs after consultation with technical staff.

This marks another frustrating year for the ‘smiling assassin’ who became one of the leading performers in Belgian during his stint with Oostende between 2015 and 2018.

ESPN, as well as streaming service ESPN Player, will premiere two new documentaries from ESPN Films’ Peabody and Academy Award-winning 30 for 30 series as it brings viewers across Africa LANCE and Be Water.

Leading the slate is LANCE, which features unprecedented access to Lance Armstrong through raw interviews and personal perspective on his controversial story. The two-part film is directed by Marina Zenovich (Fantastic Lies, Robin Williams: Come Inside My Mind). Part’s one and two will be premiere on ESPN at 21:00pm on Saturday 30 May and 6 June respectively, as well as being made available on-demand on ESPN Player.

Bao Nguyen’s film Be Water, an intimate and very personal look at the life and purpose that motivated Bruce Lee, the martial artist trailblazer and pop culture icon, will debut on ESPN at 21:00pm on Saturday 13 June, as well as ESPN Player.

Both films received acclaim at this year’s Sundance Film Festival.

30 for 30 Film Summaries and Dates:

LANCE directed by Marina Zenovich

Part 1: Saturday 30 May at 21:00pm on ESPN, and on ESPN Player

Part 2: Saturday 6 June at 21:00pm on ESPN, and on ESPN Player

From acclaimed director Marina Zenovich, LANCE is a fascinating, revealing, comprehensive chronicle of one of the most inspirational – and then infamous – athletes of all time. Based around extensive interviews and conversations with Lance Armstrong, the two-part, four-hour film tells the story of the cyclist’s rise out of Texas as a young superstar cyclist; his harrowing battle with testicular cancer; his recovery and emergence as a global icon with his seven consecutive Tour de France titles; and then his massive fall after he was exposed in one of the largest doping scandals in history.

Armstrong, along with a collection of teammates, friends, rivals, and journalists, all reflect on his story, creating a fascinating character study, capturing a unique chapter of sports history, and insisting the audience make its own interpretations about the many different sides of a complex saga.

Be Water directed by Bao Nguyen

Saturday 13 June at 21:00pm on ESPN, and on ESPN Player

In 1971, after being rejected by Hollywood, Bruce Lee returned to his parents’ homeland, Hong Kong. Over the next two years, he’d complete four iconic films that would define his legacy, a legacy cut short when he died, stunningly, in the summer of 1973. He was 32 years old.

Be Water is a gripping, fascinating, intimate look at not just those final, defining years of Lee’s life, but the complex, often difficult, and the seismic journey that led to Bruce Lee’s ultimate emergence as a singular icon in the histories of film, martial arts, and even the connection between the eastern and western worlds.

The film chronicles Lee’s earliest days, as the son of a Chinese opera star born while his father was on tour in San Francisco, and then raised in Hong Kong over what became an at times troubled childhood. Sent to live in America at the age of 18, he began teaching Kung Fu in Seattle, and established a following that included his future wife, Linda. His ambition ever-rising, Lee eventually made his way to Los Angeles, where he strove to break into American film and television. There, despite some success as a fight choreographer and actor, it was clear Hollywood wasn’t ready for an Asian leading man – and so he returned to Hong Kong to make the films that would, in fact, make him a legend, his international star skyrocketing just as his life was cut short.

Be Water is told entirely by the family, friends, and collaborators who knew Bruce Lee best, with an extraordinary trove of archive film providing an evocative, immersive visual tapestry that captures Lee’s charisma, his passion, his philosophy, and the eternal beauty and wonder of his art.

Lillian Dube jokes about struggling celebrities in Mzansi

It is safe to say that South Africa is currently breathing through the wound. The reality of a month-long lockdown means a string of job losses across many sectors and it’s not just regular citizens who are feeling the pinch. Some of Mzansi’s favourite celebrities are also feeling the effects of the lockdown on their pockets. However, veteran actress Lilian Dube has taken a different approach to the situation and has candidly shared her thoughts.

Lillian Dube

During an interview with the SABC, Lillian got real about the fact that artists and freelancers need all the help they can get to survive the aftermath of the coronavirus pandemic. She also thanked those who have directed their donations to the entertainment sector. I’m so happy to see that on this earth, there are still people who do the Lord’s work,” she said.

“I had previously heard of Mrs and Mr Ramela, who have been doing amazing charity work, including giving people blankets in winter from as far as Lesotho, as well as locally. I didn’t know that one day, he would honour us as well by helping us in my time of need. Because as you know, we artists are part-time tycoons. The one day you have work and the next dololo,” she said.

Watch the video below:

Responding to news that the government had no plan or regulations in place to accommodate freelancers, actress Winnie Ntshaba shared information that could help freelancers in need.

“In light of this announcement made earlier this week, we joined hands and resources with the Ramelas to assist some freelancers at this time. We are pleading with other businesswomen and men to donate to the cause and help freelancers as they navigate this new normal without any assistance from relief funding.

Govt gives employers 14 days to have their workers tested

Govt gives employers 14 days to have their workers tested. The Health Ministry will arrange the times and places for testing if contacted by employers. The testing was postponed after most employers reported at the beginning of the week that there were problems in finding test kits or arranging to test, hence the more central role the Government is now taking to help arrange tests.

All employers of reopened businesses have 14 days from today to have themselves and their staff screened and tested for Covid-19, in terms of an amendment to the lockdown regulations gazetted yesterday that implement Tuesday’s Government policy of allowing testing to be postponed.

The amendment, in Statutory Instrument 102, the seventh amendment to the original lockdown regulations, and issued by Minister of Health and Child Care Obidiah Moyo, states that the tests must use the rapid results diagnostic test or any other test approved by the minister.

The regulations assume that businesses open from today, although the 14-day clock starts from a later re-opening date if a business can prove to an enforcement officer that they did open after today.

Employers may arrange, said the amendment, with enforcement officers for the testing to take place at an agreed time at the workplace or at any other agreed place, and to make these arrangements they may contact the Ministry of Health Call Centre or the Ministry of Information Call Centre;

The Health Minister can also order retesting done at intervals of not less than 30 days. In the meantime employers have to ensure that staff entering their premises have their hands sanitised and their temperature checked.

Evidence of tests has to be documented and produced on demand to enforcement officers. Businesses which fail to prove staff were tested within 14 days from today, or from the actual re-opening if this was later, can be closed and staff sent home within the hour. The business cannot then re-open until all staff deemed exempted from the lockdown have been tested and proof can be given.

Anyone hindering an enforcement officer, or any employer staying open after being ordered to close, is guilty of an offence and this can attract the standard lockdown breach penalties of a fine up to level 12, imprisonment up to a year, or both.

Zimbabwe gets US$7m lifeline from the World Bank

Zimbabwe gets US$7m lifeline from the World Bank. Zimbabwe will get US$7 million from the World Bank to fight the coronavirus pandemic despite being in arrears with the Washington-based lender.

The lender will mobilise US$5 million from its Global Financing Facility Trust Fund to support the nation’s health response to the outbreak and redirect about US$2 million from its ongoing Zimbabwe Idai Recovery Project to support affected communities, a World Bank spokesperson said in an emailed response to questions.

Information, Publicity and Broadcasting Services Secretary Mr Nick Mangwana last night commented on the development saying the fight against Covid-19 was an international fight, which was not won if any country still had a problem. This is because the virus does not respect political frontiers.

“It’s a good thing that the World Bank has recognised that and is going to help capacitate Zimbabwe’s readiness to play its part in defeating the pandemic. These are unusual times, which cannot be treated by any institution as ordinary circumstances. We are glad everyone is beginning to recognise that,” he said.

The support will come from the bank’s trust funds and partners because Zimbabwe is not current on its debt-service obligations with the institution and therefore can’t access funds through its regular financing channels, the lender said. “We recognise this is a global crisis that impacts every country and we cannot leave anyone behind,” the World Bank said. Its existing multi-donor Zimbabwe Reconstruction Fund technical assistance programme is also now focused on supporting the Government’s emergency-response efforts, it said.

Finance Minister Professor Mthuli Ncube wrote to multilateral lenders, including the International Monetary Fund, seeking assistance on April 2.

The World Bank joins the growing list of international organisations such as the European Union and African Union, corporates, humanitarian organisations and countries that have rendered assistance to Zimbabwe towards the fight to contain Covid-19.

Harare businessman arrested, police recover US$18 000 worth of crack cocaine

Harare businessman arrested, police recover US$18 000 worth of crack cocaine. Tafungiswa Kennedy Jasi (52) of Borrowdale, appeared before Harare magistrate Mrs Vongai Muchuchuti-Guwuriro last Saturday charged with unlawfully dealing in dangerous drugs and was remanded in custody to May 19.

Police have recovered US$18 000 worth of crack cocaine, cutting utensils, a cutting agent and a scale from a vehicle and house of a local businessman following a tip-off.

Jasi is the chief executive for Pringle Haulage Company and Pringle Technical Engineering. This came after another businessman, Elliot Kariyana (45), who is also in the trucking business, appeared in court recently after being found in possession of 18kg of mbanje with a street value of about $15 000.

The dagga was found in the boot of his car. In denying Jasi bail, Mrs Muchuchuti-Guwuriro said the amount of cocaine found in his possession was big and that would make him a flight risk.

Prosecutor Mr George Manokore opposed bail on the basis that the State had a strong case against Jasi, who was likely to go to jail for a long term if convicted.

“Your Worship, the accused person was caught red-handed, thus removing the presumption of innocence,” he said. “He is also facing a serious offence and is likely to face a prison term if convicted, hence this will induce him to abscond.

“The State has an overwhelming evidence against him. Also, investigations are still ongoing and more people are likely to be arrested in connection with this offence, hence if released on bail, he is likely to interfere with the investigations.”

Jasi, through his lawyer Mr Knowledge Maeresera, maintained that he was innocent until proven guilty. He further said he was not a flight risk since he was a family man with business interests in Zimbabwe. After hearing submissions from both parties, the court ruled in favour of the State. On April 30, detectives received information that Jasi was a cocaine dealer and proceeded to Borrowdale where they mounted an ambush.

They were monitoring movements at the house when Jasi came driving a Ford Ranger. The detectives stopped him and searched his vehicle and found sachets of cocaine which were stashed under the steering wheel.

They further searched his house and found more granules of crack cocaine, cutting utensils, cutting agent and a scale in Jasi’s bedroom, which they seized. Jasi was arrested and taken to CID drugs and narcotics where field tests were conducted and the substance recovered was proven to be cocaine weighing 221 grammes.

In another matter, Constantine Tsuro (29), a member of the Central Intelligence Organisation appeared before Harare magistrate Mr Richard Ramaboa yesterday charged with unnecessary movement during the Covid-19 lockdown period, unlawful possession of dangerous drugs and selling liquor without a licence.

According to the State led by Mr Terence Mashaire, Tsuro had no exemption letter and neither did he have a licence to sell alcohol from his vehicle nor authority to possess mbanje. It is alleged he was selling the dangerous drug and liquor at Budiriro 3 shopping centre.

Arrested Registrar General to appear in court today

Arrested Registrar General to appear in court today. Masango spent last night at Mabelreign Police Station pending his initial court appearance today. Registrar General Clemence Masango has been arrested by the Zimbabwe Anti-Corruption Commission (ZACC) on charges of flouting tender procedures when buying five vehicles for the Central Registry and taking seven other Government vehicles to his farm for personal use.

Giving details of the charges, ZACC spokesperson Commissioner John Makamure said: “He faces two counts of criminal abuse of office. He is accused of procuring five vehicles without following laid down tender procedures. He also faces another count of taking seven Government vehicles, meant for the RG’s provincial offices, to do his personal errands at his farm,” said Comm Makamure. “He will appear at the Harare Magistrates’ Court tomorrow.”

Last week Masango clashed with the chief accountant in his office, Mr Peter Bwanya, who accused him of abuse of office over vehicles. But Masango denied all wrongdoing, saying Mr Bwanya was putting up a smokescreen since he is fighting disciplinary action over alleged incompetence and misbehaviour.

Mr Bwanya made a swathe of allegations, mainly involving the purchase or not-purchase of vehicles, which Masango responded to point by point, while criticising Zacc for launching an investigation before seeking an audit report on the allegations and on his office’s purchases and use of its purchasing budget.

The only one of Mr Bwanya’s allegations that now forms part of the charges against Masango is the purchase of five vehicles when 11 were approved and budgeted for. Masango responded to that allegation by saying that when the approval and budget were given, the exchange rate was 1-1 between the RTGS dollar and the US dollar. When the foreign currency was released there was a US dollar cost.

The second charge, of the misuse and personal use of seven vehicles by Masango, was not part of Mr Bwanya’s allegations and arises out of Zacc’s own investigations.

Harare school demanding fees of up to US$2 500 for online lessons

Harare school demanding fees of up to US$2 500 for online lessons. The announcement came after Government last week warned private schools not to demand fees for the second term saying only President Mnangagwa would guide the nation on the reopening of schools.

Arundel School in Harare is demanding fees of up to US$2 500 (or alternatively $139 975) for online classes drawing the ire of parents.

The Ministry of Primary and Secondary Education said although it was not opposed to online learning, Government had not yet allowed any school to pursue that route. Arundel School board chair, Mr Douglas Hoto on Tuesday confirmed the fees saying they arrived at the figure after considering various factors.

“The costs structure of an independent school is very different from that of a public school where the cost of employment is met by the Government. In our case, we meet all the staff costs from our resources which is the school fees.

“The cost of employment is about 65 to 70 per cent of the cost of running the institution. This does not go away because of the lockdown so at the very least, each parent should expect to pay about 75 per cent of what was being paid when there was no lockdown,” said Mr Hoto.

“Our teachers started full classes online today and they are doing all the lessons and giving and marking work as well as the co-curricular activities that can be conducted online. So in that regard, we will pay them their salaries. The rest of the school facilities still have to be maintained even in lockdown.”

He said the costs excluded food which would be served to pupils if they were physically present at the school, while other expenses like electricity and data would still have to be incurred.

“The boarding houses have lower maintenance when the girls are away, but there is still minimum maintenance that has to be done. This lower maintenance resulted in the discount to the full and weekly boarding fees,” said Mr Hoto.

In a circular to parents dated April 30, 2020, the school board pegged fees at US$1 550 ($85 250) for day scholars, US$2 265 ($124,575) for weekly boarders and US$2 545 ($139 975) for full boarders.

Some parents reacted angrily to the announcement saying the fees were too high and unwarranted. “I think they should charge reasonably considering that their running expenses are not that high.

“They already have the infrastructure for e-learning and it’s not like they are starting from scratch. They also have to consider the fact that parents are the ones meeting Wi-Fi costs,” said one parent.

Another parent said: “The Covid-19 pandemic has affected parents’ earnings negatively. Some people have lost their revenue sources completely and it is insensitive to charge at such a level.” Several other private schools have started demanding increased fees for the second term while pursuing online learning.

However, many parents and guardians have lost their income or are receiving a fraction of their salaries because of the national lockdown and are likely to face challenges raising some of the huge amounts being demanded by private schools.

According to the 2020 calendar, schools were expected to open this week and for the first term, they were supposed to close on April 2, but owing to the threat of Covid-19, President Mnangagwa ordered their closure on March 24 to prevent the spread of the virus.

In Bulawayo, institutions such as Petra and Whitestone have told parents to make second term fees payments by the end of this week. At Whitestone, parents and guardians have been told to pay fees deposit ranging from $16 000 to $27 000 by May 8.

Petra College pegged deposit at $21 000 for senior pupils and $13 780 for the juniors which is subject to adjustment when Government makes the announcement on schools’ opening.

The schools are also charging fees in foreign currency, but did not disclose the amounts in their newsletters, saying parents and guardians could call for forex fee structures and get discounts. Primary and Secondary Education Minister Cain Mathema recently said schools that increased fees without approval risked being de-registered for extortion.
