4 injured after car ploughs into a bank queue. According to witnesses, a double cab Nissan Navara collied with a Nissan Tiida and veered onto the pavement at the Main Post Office at the corner of Joshua Mqabuko and Leopold Takawira Street in Bulawayo.

Four people were injured on Saturday morning when a vehicle veered onto the pavement and ploughed into people who were queuing to withdraw money from a bank in Bulawayo.

The Navara was travelling along Leopold Takawira, heading towards Tredgold and the driver failed to stop at the robot-controlled intersection resulting in the collision. Three women and a child were ferried to hospital by ambulance.

Son Heung-min scores as Tottenham beat Man City 2 – 0

Son Heung-min scores as Tottenham beat Man City 2 – 0. In the usual battle of wits between Jose Mourinho and his old adversary Pep Guardiola, the Spurs manager came out on top as his team’s season gathered further momentum. Tottenham Hotspur went top of the Premier League after producing a display of clinical efficiency and tactical discipline to beat Manchester City.

Son Heung-min put Spurs in front after five minutes, finishing coolly from Tanguy Ndombele’s pass before Manchester City had a first-half goal ruled out by VAR for a handball by Gabriel Jesus after Aymeric Laporte’s finish.

City continued to enjoy greater possession but Spurs, as you would expect from a Mourinho side, were fiercely drilled and resilient, taking their chance when it came to double their advantage and finish the game.

It came in the 65th minute after a dream substitution from Mourinho, Giovani lo Celso beating Ederson with a low finish from another Kane pass 35 seconds after coming on for Steven Bergwijn – the only cloud for Spurs coming with a late injury to Toby Alderweireld after an outstanding performance.

Mourinho revels in a statement win
Mourinho was a bundle of energy in his technical area as Spurs took all Manchester City could throw at them to come out with the win that puts them at the Premier League summit and also made a powerful statement about their ambitions and aspirations.

Mourinho’s voice echoed around this vast, empty arena as he urged on his players, shouting instructions with regular demands of “press the ball”. Guardiola, in contrast, was understandably subdued and downcast.

It is still early days for a club that has struggled to win silverware over so many recent years, but there is a growing sense of strength and optimism around Spurs, fuelled by a serial winner as a manager who looks revitalised after the acrimonious end to his spell at Manchester United.

Spurs have the golden threat of the likes of Son – who has now scored 11 goals in all competitions this season – and Kane, with Gareth Bale on the bench here, but they now have some many of the usual Mourinho traits that have always made his teams so difficult to beat.

It has been a year since he succeeded the hugely popular Mauricio Pochettino and Spurs are starting to resemble Mourinho’s image and likeness, epitomised by the unfussy but highly effective midfield sentry Pierre-Emile Hojbjerg, a signing from Southampton that was a managerial priority in the summer.

Spurs are currently a potent mix of solidity and threat, as proved by the way they dug deep to keep Manchester City out before striking to deadly effect. Spurs had two shots on target and scored twice.

In Kane, Spurs also possess the complete forward at the very top of his game, a class act as a provider for the ninth time in as many league games this season – but also the master marksman when his chances come along, as they will with regularity this season.

Spurs and their fans will not get carried away but there can be no denying Mourinho’s tried and trusted methods are having their effect, with the long-time foe Guardiola the victim on this occasion.

Bruno Fernandes scores another penalty as Man United beat West Brom 1 – 0

Bruno Fernandes scores another penalty as Man United beat West Brom 1 – 0. Former United keeper Sam Johnstone included a splendid save from the initial kick amongst a string of superb stops to deny his old club.

Bruno Fernandes’ twice-taken second-half penalty was enough to give Manchester United their first Premier League victory of the season at Old Trafford over a battling West Brom outfit.

However, VAR intervened as Johnstone was clearly off his line and Fernandes made no mistake with his second attempt. The effort ended a wait of 324 minutes for a United goal in the Premier League on home soil – and that was also a spot-kick from the Portuguese against Tottenham.

It was harsh on the visitors, who have awarded a penalty themselves a minute after the restart when Fernandes caught Conor Gallagher. But after reviewing the incident on the pitchside monitor, referee David Coote decided the United man had just touched the ball, much to Baggies boss Slaven Bilic’s frustration.

The result leaves West Brom, who were without captain Jake Livermore and defender Kieran Gibbs because of positive coronavirus tests, still waiting for their first win of the season.

After successive victories, United are in the top half of the table for the first time this season. And, given the pressure he was under before the win at Everton on 7 November, there must be some satisfaction for Ole Gunnar Solskjaer in going above Pep Guardiola’s Manchester City in the table.

It is only the second time Solskjaer has done that, and the previous occasion – after the first game of last season – only lasted a week.

Ginimbi’s lawyer speaks out on will arrangments

Ginimbi’s lawyer speaks out on will arrangments. According to Mr Brighton Pabwe of Venturas and Samukange — who were Ginimbi’s long-time legal representatives, there was no inheritance document deposited with any attorneys or with the Master of High Court.

The late socialite and businessman, Genius “Ginimbi” Kadungure, did not register a will to determine how his estate will be distributed, his lawyers said yesterday. A person can write a will and then lodge it with their lawyers, executor, or the Master of High Court.

“We are not aware of any will that was prepared by the late Kadungure. That document does not exist at the moment,” Mr Pabwe told The Sunday Mail yesterday. As a way forward, he said, the Master of High Court, Mr Eldard Mutasa, had called for a meeting with the Kadungure family, creditors, and beneficiaries in Harare on Wednesday at 10.30am.

Mr Mutasa could not be reached for comment as his mobile phone was unreachable.  Inheritance law experts explained that it was likely that at the Wednesday meeting, the Kadungures will register Ginimbi’s estate. The Master of High Court will then determine whether the estate should be distributed through a will or an estate executor.

In the event that an executor is appointed, he/she will then list all the properties, vehicles, creditors in the Kadungure estate and then, later on, agree with the beneficiaries on how the estate would be partitioned.

Mr Pabwe said a clear position on the fate of Ginimbi’s wealth will be determined on Wednesday. Last week, Ginimbi’s close friend, Mr Nomatter Zinyengere, popularly known as “Sophisticated Hustler” or “Kit Kat”, failed to push through an unsigned will at the Master of High Court.

In the unsigned will, Kit Kat was named the heir to Ginimbi’s Lamborghini Aventador S Roadster while the late socialite’s father, Mr Anderson Kadungure, and his sisters Juliet and Nelia, were listed as possible beneficiaries of the estate.

Repeated efforts to get a comment from Kit Kat were futile as his mobile phone went unanswered. He did not respond to a request for an interview via WhatsApp.

But Ginimbi’s lawyers insisted there was no registered will. Family spokesman, Mr Darlington Kadungure distanced the family from the purported will and declined to further discuss the matter.

He said a family meeting would be held today at Ginimbi’s Domboshava mansion to chart the way forward. “For now, we don’t want to say much as a family. We are meeting tomorrow (today) and that is when we will decide what to do with our brother’s estate,” said Darlington.

Information gathered by The Sunday Mail indicates that some of the properties that make up Ginimbi’s estate include the Domboshava mansion, a plush holiday home in Dubai and a mansion in Phakalane Golf Estate in Gaborone, Botswana — a luxury suburb said to be a version of Harare’s Borrowdale Brooke.

Investigations by this paper show that his companies include Pioneer Gases (Zimbabwe), Quick Gases (Botswana), and 27×40 000-litre fuel tankers in South Africa — all under Piko Trading — the holding company of his business ventures.

Ginimbi owned an undisclosed number of top-of-the-range vehicles such as Lamborghini, Ferrari, Rolls Royce, Range Rovers and Bentleys — all worth millions of United States dollars.

Although it is not legally stated as to what will happen to the 10-bedroomed Domboshava mansion, close family associates claim that it will be turned into a high-end hotel while some of the vehicles will be used as shuttle cars for guests.

Ginimbi’s ex-wife Zodwa Mkandla: I watched Genius grow from nothing

Ginimbi’s ex-wife Zodwa Mkandla: I watched Genius grow from nothing. Always the one to capture his life in digital frames which he shared with his adorable fans, through pictures and short video clips on social media sites, the finer details of his personal life and businesses, however, remained largely inscrutable or opaque.

Genius “Ginimbi” Kadungure’s death in a horrific accident on November 8 pierced a veil that shrouded his personal life, business empire, estate and fabulous wealth.

Eulogies and testimonies from his close friends, associates and relatives have helped to put together pieces of the jigsaw puzzle that were his life. But no one could possibly claim to have known him better other than his wife of six years, Zodwa Mkandla, who is nicknamed “Zozo”.

“I met him when he was 23 and it was in 2006. We were just friends then but he, later on, asked me out and we started dating in 2009; this was after three years of friendship,” she opened up to The Sunday Mail last week.

The couple’s relationship blossomed into marriage and they lived together at the plushy and palatial 10-bedroomed mansion in Domboshava.

However, their marriage hit the rocks in 2018. They duly shared assets and parted ways.  It became a closed chapter. Despite the break-up, the power couple remained in good books as the two were often spotted together at various parties in and outside the country.

An equally accomplished businesswoman, Mkandla reminisced about the hitherto unknown habits of the late socialite, whom many believe had a taste for the finer things in life.

She said: “He was a very traditional man who didn’t enjoy things like pizza; he was a sadza man served with mabhonzo and matumbu (beef bones and offals). During weekends, he would enjoy hosting his friends at our home in Domboshava.”

‘Snakes’

But how the 36-year-old businessman, with only one Ordinary Level subject (Agriculture) to his name, successfully transformed his life from the seeming backwater of Nyamande Village, to a cash-flush entrepreneur who flaunted his wealth through high-end sports cars such as his recently acquired Ferrari and Lamborghini has been the subject of inquiry over the past two weeks.

Some speculated, as they often do, that the meteoric rise of Ginimbi was driven by black magic. Ms Mkandla claims the only “black magic” she knew the youthful businessman practiced was burning the candle from both ends.

“When we first met, Genius had nothing to his name — anga asina chinhu — but the man was such a hard worker. He would wake up at 5am to do his gas business. He continued to work hard throughout his life until he made it to the top,” she said.

“I was the first in business, hence I was wiser. Genius had bigger business ideas but I always helped him with the wisdom. Likewise, I would go to him for business advice.  “What I can say without any shadow of doubt is that Ginimbi was a go-getter and never used juju.

“If there are snakes which vomit money, why can’t people get them and be rich? I watched Genius grow from nothing to a millionaire through sheer hard work.” Kadungure started off in the gas business, where he established Pioneer Gas before spreading his tentacles to neighbouring Botswana through Quick Gases, which he acquired when it was about to go under.

Although it made him rich, he hit the mother lode when he ventured into the fuel business through multimillion-rand tenders to supply diesel to mining conglomerates in Botswana and South Africa.

His lifestyle and tastes ultimately changed. He began investing in properties such as the ostentatious Domboshava home and high-end vehicles.

But he partied as hard as he worked. It was his penchant for all-white parties that put him in the limelight. However, they set Harare’s rumour mill on overdrive as some speculated that they were rituals associated with his ventures.

“We all have our colours and his theme was white; what has that to do with mushonga (rituals)? I lived with Genius and I never saw any juju or rituals. The parties were just him having fun. Anga arimunhu aida zvekunakirwa hake,” said Ms Mkandla.

Recently, Ginimbi’s friends spoke of how the man would binge on bottles of Lion Lager and danced the night away at sungura maestro Alick Macheso’s shows. It is believed that his favourite music was rhumba and was biased towards international stars like Fally Ipupa and Koffi “Mopao Mokonzi” Olomide.

Estate

Ms Mkandla, said she has nothing to do with Genius’ estate as that will be handled by his lawyers and family. She, however, hinted that the Domboshava mansion would likely be turned into a hotel, while some of the luxury vehicles will be used as shuttle cars for clients.

“Genius was a very organised man; he obviously left a will. I will only work with the family to help them run the hotel and the transport business since I am already in the hospitality industry through Traverse Travel Agent. I have the clientele which can occupy the hotel and generate money for the business.”

Ginimbi, who seems to have had a huge following both in real life and on social media, brought Harare and Domboshava to a standstill during his burial a week ago, as multitudes graced his send-off.

His transformation from an ambitious pauper to a poster boy endeared him to many. Few, however, knew that he was once a family man.

Even as his lifeless body lay along Legacy Way (former Borrowdale Road) on that ill-fated Sunday morning, Zozo, his former life partner, closely stood by calling for help. The young socialite might be dead, but his story remains very much alive.

Zinara injects $1bn to roads rehabilitation

Zinara injects $1bn to roads rehabilitation. The additional allocation pushes this year’s budget to more than $1,5 billion as Government doubles down on efforts to rehabilitate the country’s road network, some of which is in a poor state.

The ability of local authorities to spruce up roads, especially ahead of the rainy season, has been further enhanced after the Zimbabwe National Road Administration (zinara) injected an additional $1,1 billion to supplement previous disbursements.

zinara had initially targeted to disburse $512 million this year, but the figure doubled following tariff reviews that saw the road fund administrator surpassing its target by more than 100 percent.

Overall, the new figure is 10 times higher than the $140 million allocated in 2019.  Transport and Infrastructural Development Minister Joel Biggie Matiza said the current trend shows that the realignment of zinara’s operations to its legislative mandate was paying off.

“Yes, I can confirm that zinara is disbursing a supplementary budget of $1,1 billion to road authorities,” he said.

“This supplementary budget is meant to complement the 2020 budget as the road authorities prepare for the rainy season. The supplementary budget is also coming at an opportune time when most road authorities are struggling to complete scheduled road projects for 2020 due to inflation that eroded their budgetary allocations.

“We believe that the supplementary budget is also going to enable road authorities to undertake routine maintenance works.” zinara, Minister Matiza added, was strategic in the development of the country’s road network in line with Vision 2030, which is premised on creating a prosperous society.

“For us to have a world-class road network by 2030, zinara should ensure timely and significant disbursements to road authorities. However, it is important to note that improved disbursements are tied to the collection of meaningful tariffs by the road fund administrator. I urge motorists to comply with the law and pay their vehicle licence fees if we are to construct a road network that meets international standards.”

There are growing concerns some road authorities were not using their disbursements on time and stalling critical roadworks in their jurisdictions. The government continues to exhort local road authorities to outsource expertise from zinara, especially in circumstances where they might not have the much-need capacity, in order to expedite roadworks.

“President Mnangagwa has put road infrastructure development on top of Government’s priority list as a key economic enabler. As such, road works in all provinces should be accelerated to ensure that we meet the targets of Vision 2030. I am happy that zinara is doing all to capacitate road authorities financially. Due to our strategic location in Sadc, Zimbabwe can be a regional transport hub if we work together with a common vision,” said Minister Matiza.

The Government is investing a lot of resources to rehabilitate the country’s road network to smoothen trade and commerce and improve living standards in communities.

The countrywide Visual Road Condition and Inventory Survey, which was bankrolled by zinara in 2017 and carried out by the country’s road authorities, including the Zimbabwe Local Government Association (zilga), indicated that 30 percent of the total road network is “in poor to very poor condition”.

However, of the 98 000-kilometre road network, 40 percent (39 000km) is in fair condition, while 17 percent (16 000km) was good and 8 percent (7 913km) was very good. Since 2018, extensive rehabilitation work has been taking place around the country to bring the roads to a modern and trafficable state.

Harare City Council spokesperson, Mr Michael Chideme said the local authority this year faced difficulties attending to the roads because of price variations associated with an inflationary environment, including late disbursement of funds.

“Council remains hopeful that zinara would increase disbursements so that more roads in the city are repaired,” he said.

ED’s CIO boss relative fired

ED’s CIO boss relative fired. It is mid-morning on a Tuesday and employees at plots surrounding Gushungo Dairy Estates are toiling in the fields under the searing heat; sweating like a sinner in church, while road construction workers take turns to dig trenches, pounding and cracking the earth.

Robert Mugabe’s business empire crumbles. The blistering sun scorches vast swathes of lush green land in the picturesque Mazowe Valley, 40 kilometres north of Harare, as the November heat takes a toll on the baked surface below.

Driving on the tarred road that leads to Alpha Omega Dairy, one sees a sea of poverty. It is evident from the small grass-thatched mud houses that most villagers are living in squalor.

The majority of them have — at one time or another — worked for the dairy company belonging to the late former president Robert Mugabe and his wife Grace, who once bestrode and dominated Zimbabwe’s political landscape like colossuses.

At one time Grace, whose family seized more than 20 farms during Mugabe’s reign — including the one where the dairy is built — once described her late husband and herself as farmers, who have installed a state-of-the-art plant at Gushungo Estate.

She claimed it was the second-biggest dairy in Southern Africa, capable of milking 64 cows at a time. She said the Mugabe owned a herd of more than 2 000 cattle. Like a haunted island, Alpha Omega — loosely translated to mean the beginning and the end — is now derelict. It is now a monument to failure.

If a name is anything to go by, it is apparent that the business came to a screeching halt with the end of Mugabe’s 37-year-rule in 2017 when his longtime ally, Emmerson Mnangagwa, ousted him in a military coup.

Before the coup, Alpha Omega benefitted from patronage as government departments and state institutions stampeded to order milk, yogurt and ice cream.

Some of Gushungo’s major buyers included the army, police, parastatals and government hospitals. The company, known for scooping prizes during the Zimbabwe International Trade Fair and Harare Agricultural Show, which were part of the Mugabe hero-worshipping cult, has become a pale shadow of its former self. Alpha Omega is a subsidiary of the former first family’s business empire, Gushungo Holdings.

During Mugabe’s time in power the company was touted as a model of success of the chaotic land reform programme in which Mugabe and his cronies seized white-owned commercial farms and associated businesses for self-aggrandisement in the name of correcting historical injustice.

Most of the farms grabbed by Zanu-PF leaders and their supporters are now largely unproductive and derelict. Only a few are thriving. However, the multi-million-dollar business has fallen on hard times and cannot compete with other dairy companies on the market.

In fact, it now resembles a ghost factory that stands as an ominous power symbol capturing the imaginations and ambitions of the Mugabe family. Upon arrival, we find the parking lot empty, with only one delivery truck in sight. There is skeletal staff on the premises lingering around.

The yesteryear hive of activity is gone and workers’ crestfallen faces tell a story. The milk-manufacturing plant has gone mute, while the sales department that used to welcome hundreds of clients daily looks deserted. “Not much production happens here anymore,” one of the employees says.

When The NewsHawks team, posing as clients, enquired about products like the Appertina yogurt and Alpha Omega ice cream, they were met with evasive and unclear answers as to when the dairy products would become available. An order of five cartons of Appertina yogurt would only be available for dispatch by Monday the following week.

Most of Alpha Omega’s products have disappeared from the shelves of major retail outlets around the country as the multi-million-dollar business empire faces viability challenges.

A half-empty refrigerator in the sales area contained only the Mnandi brand of sour milk. Other products like fruit juices and ice cream were out of stock. “Yogurts will only be available next Monday. We only made one delivery this week,” an employee said.

The NewsHawks also spoke to a security guard, who said delivery trucks have not been dispatching products daily due to a scarcity of raw materials. “Business has been very low, we only have one delivery truck going out weekly, but the fresh milk business is still going well.

“We have customers from time to time,” the guard said. The downturn in the company’s fortunes—just like the rest of the economy—has resulted in employees, including shopfloor workers like guards and milkers, leaving in droves.

Most of the workers believe Grace, Mugabe’s widow, has abandoned the dairy project. The Mugabe family hardly visits the farm anymore, workers said.

Grace has actually been out of the country since before the Covid-19 lockdown early this year. Production at Gushungo Farm, which supplies critical raw materials for the dairy estate, has declined over the years, villagers around also testified.

“The cattle have no food, so you cannot expect miracles at Alpha Omega,” another Gushungo Dairy employee said. Gamuchirai Mapako, a former worker, said she decided to quit last year after a series of unpaid salary payments.

She has had to turn to vending to eke out a living. “Before I quit, I used to earn $190. That money could not get me through the week and I hear that things are still bad,” Mapako, a former security guard, said.

Another worker, who is selling kitchen wares for a living, told The NewsHawks that the company was struggling to pay salaries.

“I earn $1 200 and the money always comes a month after the normal pay date. It used to be better when Amai (Grace) used to frequent this place.” Grace is reportedly staying in Singapore, while her business empire crumbles. “This project needs someone to really focus their energy on it. A lot needs to be revived at the farm.

There is no way the cattle will get enough to eat without production at the farm. For the process to be complete, more attention needs to be put at the farm,” a worker at Gushungo dairy, Mary Mupasiri, said.

Gushungo Farm has also been affected by the frequent breakdown of boreholes and lack of pasture for the dairy cows. At Gushungo Butchery, a security guard offered to buy meat on credit for The NewsHawks team in exchange for US dollars.

His young family is struggling to survive, he says. “Just give me your dollars and I will get meat on credit, but you will not get a receipt,” he said.

The butchery could be mistaken for a dumpsite, with old farm equipment that includes tractors, trucks and combine harvesters strewn all over the yard. Our news crew also visited Amai Mugabe High School, an upmarket educational institution nestled in the Mazowe Valley which looked almost deserted.

Only a few students from the examination classes could be seen in the corridors of the school, a result of Covid-19 and dereliction.

A staffer seemed animated as he took the team on a school tour. The state-of-the-art furniture, lecture rooms, laboratories and dormitories look deserted as only a handful of students go about their daily learning routine.

Amai Mugabe School used to attract children of top Zanu-PF politicians and civil servants. It was highly regarded. There were reports that senior government officials were cajoled into enrolling their children at the school.

Some of them did as instructed, feigning support and to curry favour with the Mugabes. But many parents have withdrawn their children from the school since Mugabe’s fall.

The tuition fee, although still expensive, has been cut in the past year to attract students. Students are required to pay US$2 985 per term for boys, while girls pay US$2 945.

The multi-million-dollar Gushungo Holdings, which used to be touted as a model of success of the controversial land reform programme despite reeling under a US$20 million debt, is now a ghost project—it is dying with the decline of the Mugabe political dynasty.

Report: Zanu-PF commissar Victor Matemadanda is recovering after being poisoned

Report: Zanu-PF commissar Victor Matemadanda is recuperating after being poisoned. Matemadanda was taken ill after attending a Zanu-PF Mashonaland East provincial coordinating committee (PCC) meeting held in Marondera on November 13, sources said. President Emmerson Mnangagwa, his deputy Constantino Chiwenga and several other top ruling party officials attended the meeting.

Zanu-PF commissar Victor Matemadanda is recuperating after he fell seriously ill amid suspicious that he was poisoned at a ruling party event a week ago. Party insiders revealed that Matemadanda is suspected to have been poisoned at the function. He has been receiving treatment from his Mt Pleasant home in Harare after complaining of stomach pains and vomiting soon after the meeting.

The Zanu-PF commissar has not been seen in public since then, although the insiders said he was responding well to treatment. They, however, said he was still “not out of danger”. “He is now better, but the situation was terrible,” the insider, who requested anonymity, said.

“I talked to him today (yesterday), he is now doing well. “He was vomiting and complaining of severe stomach pains. I think it was food poisoning.” Matemadanda, who is also the Zimbabwe Liberation War Veterans Association secretary-general, yesterday would neither confirm nor deny that he was unwell.

He referred all questions to acting party spokesperson Patrick Chinamasa who he said “has all the details”. “Cde Chinamasa has got the details,” Matemadanda said in a terse response. Chinamasa was not picking calls, but he issued a statement late last night confirming that the Defence deputy minister “suddenly fell seriously ill” on November
14.

“Matemadanda’s sudden illness was accompanied by itchiness of the eyes, sweating profusely, swelling of the body and vomiting badly, resulting in him rushing for medical attendance,” he said.

Chinamasa said the war veterans’ leader was recovering with only itchiness in the eyes persisting. The Zanu-PF spokesperson told The Standard that he was not aware of the allegations that Matemadanda was poisoned.

He said only doctors could speak about the poisoning allegations after carrying out tests. Information minister Monica Mutsvangwa refused to comment on Matemadanda’s alleged illness and poisoning, saying it was a personal matter that he alone could respond to.

“How am I supposed to know about someone’s personal health? “I am a government spokesperson and how is that a government issue? Phone him and hear from him,” Mutsvangwa said.

Matemadanda has been traversing the length breadth of the country restructuring the ruling party that is in the process of conducting district coordinating committee (DCC) elections to reintroduce the controversial structures banned by the late former president Robert Mugabe in 2014 accusing them of fanning factionalism in the ruling party.

The position of Zanu-PF commissar has always been a contentious seat with history replete with cases of his predecessors dying in mysterious accidents during party restructuring exercises.

These include the late former Defence minister Moven Mahachi, Border Gezi and Elliot Manyika. Cases of alleged poisoning in Zanu-PF top ranks have become common with Mnangagwa being one of the “victims” after he was taken ill during a rally in Gwanda in 2017 Mnangagwa suffered a “severe bout of abdominal discomfort, vomiting and diarrhoea”.

He was alleged to have eaten ice-cream from Mugabe’s Gushungo Dairies, a claim that further strained relations between Mnangagwa and the then-president. Mnangagwa told a memorial service for Masvingo iron lady Shuvai Mahofa in 2017 that, just like she was poisoned at a Victoria Falls Zanu-PF meeting in 2015, he was also a victim of poisoning in Gwanda.

Mahofa, a close Mnangagwa ally, allegedly succumbed to poisoning in 2017. Chiwenga also nearly died last year after he was allegedly poisoned.

The VP spent several months battling for his life in hospitals in South Africa, India and China. After Chiwenga’s return, he made headlines for refusing to take food at Zanu-PF and government functions, let alone drinking water.

Another AFM drama as pastor sues church for $13m

Another AFM drama as pastor sues church for $13m. Alfred Mujeyi issued summons against his former employer where he argues that the church has not taken care of his medical bills since the accident that happened in 2006.

An Apostolic Faith Mission (AFM) in Zimbabwe pastor is claiming over $13 million from the church as he accuses it of neglecting him after he was involved in a car accident.

According to Mujeyi, on November 3, 2006, he was sent by the church to preach during a crusade at Zesa Munyati as part of his pastoral duties. He was involved in an accident on his way to Munyati and did not receive proper treatment on time as doctors were on strike.

“To this end, the plaintiff ended up spending a month in the intensive care unit (ICU), a month at Avenues Clinic and another three weeks at Parirenyatwa Hospital,” Mujeyi said in his declaration.

“Upon his final discharge, he was transferred from Chakari to Halfway (service) assembly for pastoral duties where he was for only five days. “Due to his condition, he was transferred again to Dombwe where he spent seven months serving pastoral duties.”

Mujeyi said after he was discharged from hospital, he worked for the church at Parktown Elf Flats until the assembly was closed and he was transferred to Vince Mine.

“Throughout this whole time, the plaintiff had been suffering severe pain and trauma from the accident,” he said. “As a result of the accident, the plaintiff now has slurred speech, forgetfulness, continuous head pain and has become unemployable.”

The pastor said although he was injured during the course of duty, he was never reimbursed or offered assistance in paying medical bills. Mujeyi also said he was not receiving any salary from the church during that period.

“As such, the defendant (AFM) is liable for the care of its employees who are injured during the scope of their employment,” he said.

“The defendant has neglected, failed or ignored the request by the applicant to assist him in paying the following: medical bills from Avenues admission at $3 000 000, a medical bill from Opt Prof Kalanga at $5 600 000, pain and suffering at $931 000 and loss of future earning capacity at $3 870 720.

“Despite demand, the defendant has, however, failed to honour their legal obligation towards the plaintiff, who was injured during the course of his employment with the defendant. “The plaintiff is left with no option, but to take legal action.” The church is yet to file an appearance to defend.

Drama in Mutare as Zanu PF youth pounce on flamboyant prophet Passion Java

Drama in Mutare as Zanu PF youth pounce on flamboyant prophet Passion Java. There was drama near Java’s church premises in the eastern border city when controversial Zanu-PF youth chairperson for ward 11, Heaven Chihono, popularly known as “Shorty”, pounced on Java. After committing the offence, Chihono ran into the crowd and disappeared.

Kingdom Embassy leader Passion Java was humiliated in Mutare after his clothes were soiled by a Zanu-PF youth official on Friday, who accused him of not respecting President Emmerson Mnangagwa.

Chihono said had been sent by his “superiors” to attack Java for not respecting Mnangagwa. He accused Java of showing off and not respecting Mnangagwa’s government. “My brother, I was working on orders from my superiors,” Chihono told this journalist.

“This was the reason why there was no much resistance, we told some bouncers from here in Mutare that we would come after them. “I took brake fluid oil, mud, water and urine and I put it in one bottle, then I soiled him. He is not respecting our president.”

“I disarmed one of the guards, I took his pistol. “I do not think he is trained. I then returned his pistol after I soiled his boss.” Soon after the incident, Java went to Mutare Central Police Station to request for protection as he headed for interviews with a local radio station.

Java was also escorted by a local bouncer, Clyde Jani, a close confidant of Sports deputy minister Tino Machakaire. Zanu-PF youth chairperson Tawanda Mukodza yesterday condemned the wayward behaviour of the party youth.

“Zanu-PF is an ideological party,” Makodza said. “We don’t condone such behaviour. We don’t do such behaviour in the name of the party. “If it is true that he is using the name of the party to do such things, we are going to take disciplinary action against him.

“We are always talking of discipline in our meetings, but let me find out first what happened on the ground and carry out our own investigation.

“I don’t lead rebels.” Meanwhile, Java caused a stir in Mutare as hundreds of his supporters jostled to have a glimpse of him. Business was brought to a standstill as the self-proclaimed prophet reportedly showered his supporters with cash.

Fitness bunny Moana’s ghost haunts family

Fitness bunny Moana’s ghost haunts family. The matter has now been taken to the High Court, which is tomorrow expected to rule over the dispute between the deceased’s parents over her burial.

High drama, confusion and controversy have become the hallmarks of the late socialite and fitness trainer Mitchelle “Moana” Amuli’s burial with the feud surrounding her interment dividing opinion among society.

The feud between the late socialite’s parents has hogged much of the limelight since Moana died alongside Malawian businessman Limumba Karim and Mozambican model Alicha Adams when Genius “Ginimbi” Kadungure’s Rolls-Royce vehicle collided with a Honda Fit along Borrowdale Road a fortnight ago. Kadungure died in the accident and was buried last week on Saturday inside the grounds of his million-dollar mansion in Nyamande Village, Domboshava.

The quartet was heading to Ginimbi’s mansion in Domboshava coming from Moana’s 26th birthday party at Ginimbi’s Dreams Nightclub, formerly Sankayi, situated in Harare’s Avenues area.

The interment of Moana was delayed as the family had to follow a lengthy deoxyribonucleic acid (DNA) testing process to verify her remains after she was burnt beyond recognition.

A chain of events has continued to play out for the past days disrupting all the proposed funeral arrangements for Moana that included a church service at Doves parlour and a stopover at the accident scene along Borrowdale Road.

Initially, Moana was supposed to have been buried last Wednesday at Zororo Park Cemetery along Seke Road. But the burial was later moved to Thursday before being stopped again at the 11th hour as family wrangles took centre stage. Her parents could not agree on religious rites and burial site.

The deceased’s mother Yolander Kuvaoga and father Ishmael Amuli, who are on separation, have so far failed to agree on how their daughter should be buried with the husband flexing his muscles to follow their Muslim cultural rites, which his wife is against.

“I am Muslim and my daughter should be buried as per our tradition. “Her body should not lie in state in Highfield as they wanted,” Moana’s father said earlier.

As the chaos and drama took centre stage, Moana’s mother, represented by her lawyer Jerome Madondo, made an urgent chamber application at the High Court on Friday to nullify the burial order that was issued on Wednesday.

The application is meant to stop her estranged husband, who is being represent-ed by Marcus Zvirahwa, from reneging on their prior agreement that Moana was to be buried at Zororo Cemetery along the Harare-Chitungwiza road.

Moana’s mother wants the court to grant an interim interdict to stop the burial until the finalisation of the matter. High Court judge Justice Pisirai Kwenda on Friday deferred the matter to tomorrow by consent from both parties’ lawyers as he wants to hear the two parties’ oral evidence before making an informed decision on the dispute. The judge also wants Amuli’s lawyer Zvirahwa to file his opposing papers.

“This matter be deferred to Monday November 23, 2020 at 3pm, which shall be the return date for this matter,” Kwenda said. “The first respondent (Amuli) shall file his notice of opposition by 9am on Mon-day November 23, 2020. The applicant and first respondent shall attend the hearing on Monday November 23, 2020 to give oral evidence.”

In her founding affidavit, Moana’s mother said she had an agreement with Amuli that their daughter be buried at Zororo Cemetery in the presence of the deceased’s relatives and friends.

She said Amuli later told her that Moa-na would be buried according to the rites of Islam in her absence, contrary to what they had earlier agreed on.

“I have a reasonable apprehension that I, together with other female sisters, colleagues and relations, would be excluded from the funeral rites, which would be unconscionable,” Kuvaoga argued.

She said Amuli stated that she would be excluded from the funeral gathering, which in her opinion would be unacceptable as she is the deceased’s mother. Moana’s mother also told the court that her daughter had remote ties to Islam as evidenced by her lifestyle.

“I do not wish or desire that anyone be excluded from the occasion on the basis of gender or creed as this goes against not only my sense of community according to custom but of the general persona of my deceased daughter, who embraced every-one,” she said.

“The deceased was a popular personality with a huge following. Apparently, it would be unfair not only to me, but to other people and relations who knew her personality.”

Moana’s mother said Amuli had changed the burial place from Zororo Cemetery to Warren Hills to exclude her from the funeral gathering, adding that it would be unfair for her and other mourners to be denied an opportunity to bid Moana farewell.

ZACC charges dead official

ZACC charges dead official. ZACC has also laid charges against the late former director of Engineering Services, Johns Natambwe and the late former employee Ivan Muzondo over corruption and abuse of office after they allegedly connived to sell stands without changing use as well as plan approval from the parent ministry.

The Zimbabwe Anti-Corruption Commission (ZACC) last week arrested former Gweru Town Clerk, Daniel Matawu on allegations of corruption involving stands worth more than US$78 000 which were illegally sold without following proper procedures.

On Friday Matawu appeared before Gweru magistrate Miss Miriam Banda facing two counts of criminal abuse of duty as a public officer. He was remanded out of custody to 3 December on $10 000 bail. For the State, Miss Margret Mukucha told the court that sometime in 2013, the local authority management decided to use the golf course in Mkoba 4 for residential purposes but did not follow procedures for converting the piece of land as well as changing its use.

The court heard that the council did not make a resolution to that effect and did not submit an application for the change of use to the Minister of Local Government through the provincial planning officer for assessment of the proposed change. It was alleged that Matawu working in connivance with Natambwe and Muzondo did not lodge their layout plan and application for change and reservation to the Department of Physical Planning.

The trio created and sold five stands which are stand numbers 7342, 7447, 7449, 7463 and 7464 in Mkoba 4 on an active open space which was a golf course without the approved layout plan and change of reservation by the responsible Minister thereby not following proper procedures.

The court also heard that Matawu and Natambwe undersized stand number 7464 to 3 400 square metres but upon inspection, the stand was measuring 8 789 square metres in extent thereby showing favour to the beneficiary and prejudicing council of potential revenue. In total, they sold land measuring 22 389 square metres valued at US$66 659,22.

Miss Mukucha further alleged that sometime in 2009, the council decided to create five institutional stands in Mambo location in Gweru on open space and Matawu again working in connivance with Natambwe and Muzondo did not lodge they layout plan and application for change of reservation to the Department of Physical Planning.

The three allegedly sold five institutional stands with numbers 9110, 9108, 9109, 9241 and 9108 on an active open space without approved layout plan and change of reservation by the responsible Minister thereby not following proper procedures.

The land sold measures 6 000sqm valued at US$12 000 000. Miss Mukucha said Matawu’s responsibility was to make sure that proper procedures were followed before parcelling out land thereby unlawful and intentionally did that which was contrary to or inconsistency with his duties as a public officer by showing favour to few selected people instead of the required first come first saved basis. Meanwhile, Zacc is still investigating Councillor Chirau who allegedly parcelled out land to his minor children.

Covid-19 scare as land borders prepares to reopen next week

Covid-19 scare as land borders prepares to reopen next week. Home Affairs and Cultural Heritage Minister Kazembe Kazembe said the team has been moving around all borders assessing the state of preparedness and readiness ahead of the proposed reopening of the borders on 1 December.

The Government has dispatched a team of experts to inspect all borders and ports of entry ahead of the opening of the facilities next week to assess the state of preparedness in the wake of rising Covid-19 cases and mounting deaths.

Minister Kazembe said the team is expected to give a report back to the inter-ministerial taskforce on tomorrow after which the task force will also make a follow up by visiting the borders particularly Beitbridge.

“We have set an up a committee of experts and Government officials to move around inspecting borders and assess their state of preparedness and readiness as we prepare for the opening of borders December 1. We are expecting a lot of traffic mainly at Beitbridge because some people maybe returning home after months under lockdown while some will be crossing the border.

“The team is expected to give a report on their observations on Monday (tomorrow). The inter-ministerial task force will also move around all ports of entry and borders posts to also make its own assessment,” he said.

Minister Kazembe said the country will be more vigilant following spiking cases of Covid-19. He said Beitbridge Border Post was the busiest port of entry in the country and Government would make due diligence.

“We do not want to be complacent about the situation we have because numbers are going up. We are going to be vigilant. The main focus is on Beitbridge Border Post,” he said.

The Government recently announced that the country’s land borders will re-open at the beginning of December following months of closure as part of measures to contain the spread of the coronavirus pandemic.

This follows advise from the Department of Immigration to consider phasing the reopening of land borders for passenger traffic, especially at Beitbridge Border Post where 500 000 people crossed in both directions before the start of the lockdown in March alone.

South Africa is one of the most affected countries in the region and the majority of the imported cases came from South Africa.

The pandemic is resurging in the country with the southern part of the country by virtue of its proximity to neighbouring South Africa being greatly affected. The Beitbridge port of entry is a gateway from South Africa to much of Sadc, with many using the border post on their way to Zimbabwe, Malawi, Mozambique, DRC, Zambia and Tanzania.

3 arrested for speeding unregistered car towards ED’s motorcade. Before speeding off towards the direction where the President’s convoy was coming from, the trio told a police officer who had instructed them to drive off from the road to “leave us alone as we are also bosses.”

Three men from Kwekwe have been arrested after they refused to remove their car from the road to pave way for President Mnangagwa’s motorcade before speeding off in the direction the convoy was coming from.

While fleeing they also sped through a red robot but their luck ran out when two officers on motorbikes, who were part of the convoy gave chase and blocked them.

The incident happened on Friday in Kwekwe when the President was on his way from Gweru where he had officiated at Midlands State University (MSU) graduation ceremony heading to his Sherwood Farm just outside Kwekwe.

The trio, Tadzoka Nago (42), Stanley Zibako (37) and Honest Diura (47) yesterday appeared before Kwekwe magistrate Mrs Samukelisiwe Gumbo facing charges of contravening the Road Traffic Act and assaulting a police officer.

They were released on $2 000 bail each and will be back in court for trial on 9 December.  The State led by prosecutor Mr Kudakwashe Mazoredze has it that on 20 November, President Mnangagwa’s motorcade was coming from Gweru where he officiated at MSU graduation ceremony heading to his Sherwood farm just outside Kwekwe while the trio was at OK Supermarket main entrance.

The court was told that the trio was approached by a police officer, Clemence Mande who ordered them to drive their vehicle, an unregistered Honda CRV off the road to pave way for the Presidential motorcade. The three, however, responded by telling the police officer that “nesuwo tiri mashefu” loosely translated to “we are also bosses.”

When the police offcer tried to effect an arrest on the trio, they allegedly sped off towards ED Mnangagwa Way, where the Presidential motorcade was supposed to pass through. They headed towards Senderai roundabout and towards Industrial Road.

Two of the Presidential motorbikes then gave chase and the trio sped through a red robot as they tried to flee. They were, however, intercepted and arrested along Industrial Road. They were represented in court by Mr Charles Chigomere of Mutatu and Partners Legal Practitioners.

ZESA importing 600MW to cover demand. This was revealed by ZERA CEO Eddington Mazambani when he said: Imports account for between 33-40% of our power requirements. Our internal generation is about 900MW against a demand of between 1400MW and 1500MW with 500-600MW covered by imports.

Zimbabwe Electricity Supply Authority ZESA is said to be importing 600MW from regional suppliers to bridge the power supply gap engulfing the country right now, New Zimbabwe reports. According to the publication, ZESA is producing 850MW against a demand of around 1500MW hence the need to bridge the gap by importing power.

All power generating facilities are reportedly operating below capacity according to the publication which stated that: As of last week, the Zimbabwe Power Company (ZPC) indicated that Kariba was producing 637MW, Hwange 184MW, Bulawayo zero, Munyati 14MW, and Harare 15MW. The combined output from all the five power stations was 850MW.

ZESA last week announced that power generation was suppressed due to technical faults at Hwange and Kariba.

2021 national budget to prioritise preserving stability of ZW$

$
0
0

The 2021 National Budget will prioritize preserving the stability of the Zimbabwean dollar and arresting inflation to allow citizens room to save, invest and plan, Finance and Economic Development Minister Professor Mthuli Ncube has said.

Previewing the Budget in an interview yesterday at the end of Parliament’s three-day pre-budget seminar, Prof Ncube said price stability will be at the centre of his budget proposals. Minister Ncube will present a $421 billion Budget in Parliament on Thursday.

“The overarching goal for this Budget is to support macroeconomic stability in terms of prices and currency stability and stability in the general environment. Because with stability we can do so much, companies can plan, people can save, citizens can postpone consumption and they can invest because they will know that the value of their currency is being preserved. In terms of specific measures, we will continue to support the Foreign Currency Auction System that we have put in place.”

The local unit has garnered significant stability since the introduction of the auction system in June. Before the system was launched, the Zim Dollar was trading at around US$1: $120 but has since stabilised at below US$1: $82 over the last two months.

The Reserve Bank of Zimbabwe has so far allotted US$434.3 million to the auction bringing relief to the business sector.

Minister Ncube said Treasury will maintain a stranglehold on Government spending in order to avoid huge budget deficits.

“We will make sure that we continue to live within our means as a Government so that we do not create a risk for the currency by running large budget deficits. We will only tolerate small budget deficits; so fiscal discipline is critical. We will also make sure that we support our currency strategy, which remains our competitive tool. For industry, you can see how our manufacturing sector is beginning to recover and it is because we have a currency that acts as a competitive tool for our industry, in terms of export and domestic production. We will also ensure that money supply growth remains within target and it doesn’t become a risk to the value of the currency and indeed inflation.”

The Budget, said Minister Ncube, will seek to strengthen the economy’s resilience to shocks. He said it will also offer massive incentives to consumers in order to promote consumption.

“You should expect a budget that will basically strengthen the resilience of the economy. We are talking about resilience to shocks such as climate shocks, shocks from macroeconomic instability and shocks from the pandemic. Hence it will have a very strong resilience element to it.”

He said the budget will seek to relaunch the economy towards a growth trajectory by giving incentives to the private sector and to foreign investors. Government will also resume token payments for the debts owed to International Finance Institutions, particularly the Paris Club, said Prof Ncube. The 2021 Budget will be the first implementing tool for the recently launched 5-year economic programme, the National Development Strategy 1. Earlier on, responding to presentations made during the seminar, Minister Ncube said Treasury had received budget requests of up to $1.1 trillion.

“We have determined the expenditure outlay for 2021 to be ZWL$421 billion as per our macroeconomic framework. We are confident that the allocations being considered for each ministry are a decent improvement to enable optimal service provision in all NDS1 priority areas.”
He said Treasury will review upwards tax bands with tax free threshold to allow workers more disposable income. The Budget, he said, will revise upwards the minimum taxable amount for the Intermediated Money Transfer Tax.

“I acknowledge that the value of non-taxable transactions has been eroded by inflation. In this respect, review of the threshold is indeed a matter under consideration, but I can assure you we will make a review. As is the case with the non-taxable portion for IMTT, the tax-free threshold for employees’ tax (Pay As You Earn) is under consideration as a 2021 National Budget measure and again the outcome will be known when the Budget is presented.

But I must hasten to add that often this tax-free threshold always becomes a default minimum wage so wherever you set it, you are in fact by default setting a minimum wage. That is what companies do when they hear announce it, so we are taking that into account.”

Government will ring-fence 20 percent of revenue collected through the IMTT tax to fund free education in public schools.
Provision of sanitary wear for girls in schools will also be expanded, said Minister Ncube.

“I take note of the proposal to improve the allocation for BEAM to achieve SDG 5, revival of school grants to reduce the cost burden of education on families and communities, free sanitary ware for rural schools, ring-fencing 20 percent of the IMT tax for provision of free basic education in 2021 and need for sustainable education sector financing mechanism biased towards innovation. I totally agree that the Basic Education Assistance Model (BEAM) is very critical in ensuring access to education for the vulnerable.

“The current allocations for BEAM will be improved in 2021 to target about 1.5 million children. I further take note of the need to ring-fence 20 percent of the IMT tax for provision of free basic education in 2021 and the need to have sustainable education sector financing mechanism, biased towards innovation.”

He said the Budget will also provide funding for the acquisition of 100 ambulances for public hospitals. Government will also establish an air ambulance service, he added.

“Many stakeholders have raised concern regarding the need for Government to procure ambulances. Acknowledging this need, in the 2020 Budget Treasury had provided for the procurement of 100 ambulances. However, due to procurement challenges, these resources have not been utilised. In this regard, the 2021 Budget will again set aside resources towards this purpose and I hope that the procurement process will be expedited to enable delivery of ambulances in 2021.”

He added: “Already, the procurement of operational of vehicles for ZRP is underway with delivery of the first batch of 100 vehicles expected this month whilst the balance of 400 will be delivered in following months.”
