Mai Titi vows to quit Social Media rants. Local comedienne and socialite, Mai Titi, born Felistus Murata, said that she will henceforth not partake in scandals and social media rants as she seeks to improve and grow her brand.

Mai Titi, who is currently in Tanzania, East Africa, for her acting debut, said she had been advised to put a stop to her social media spats and had taken heed to that. She said in a video:

One of the biggest celebrities here in Tanzania said, ‘I follow you and I love your work but sometimes people drag you because you want it to stop and start explaining everything, and I think it makes sense.

Nothing is ever going to be responded to or addressed on this page, I am trying to be mature. This is the last time I will put any of my relationships on social media all that stuff I am never going to do it.

Honestly speaking, that has nothing to do with the Mai Titi brand, and it disturbs the whole thing when all these things start escalating.

This is a brand and it will remain a brand, if it was a mixed brand it’s now going to be a straight-up brand because of the things that I have learned here, my page is now strictly for business.

Mai Titi is no stranger to controversies as she has for years aired her dirty laundry on social media platforms. She hasn’t shied away from taking to social media details about her divorce, clap-backs to fans, break-ups, and fights with other local celebrities.

7 Zimbabweans on Interpol Red Notice. Tanaka Rusike (33) from Gweru, who has been on the run since December 2017, is wanted for allegedly killing his spouse, Nozipho Tecla Mpofu, in cold blood and leaving their child suckling and cuddling his mother’s corpse for nearly 24 hours before the crime was discovered.

Seven Zimbabweans, including a man from Gweru who brutally murdered his wife and left their six-month-old son suckling from the corpse, have been placed on the International Police Organisation (Interpol) most wanted list for evading arrest after allegedly committing serious offences.

Alert neighbours discovered the child beside his mother’s lifeless body after he started crying the following morning. The seven are among 7 600 criminals who have been placed on Interpol’s Red Notice and are wanted for committing offences ranging from terrorism, corruption, human trafficking and escaping lawful custody.

A Red Notice is a request to law enforcement agencies worldwide to locate and provisionally arrest a person pending extradition, surrender, or similar legal action. The notice is issued for fugitives wanted either for prosecution or to serve a sentence after judicial proceedings in the country issuing the request.

Interpol has issued 34 Red Notices for fugitives wanted in 15 SADC countries, with Eswatini (14) accounting for the most wanted fugitives followed by South Africa (9).

However, Interpol does not publish the names of all wanted criminals, a deliberate tactic to avoid alerting fugitives who will likely limit travelling once they are aware of a Red Notice against their name.

National police spokesperson Assistant Commissioner Paul Nyathi told The Sunday Mail yesterday that Rusike has been on the run for more than three years.

“I can confirm that Tanaka Rusike of Gweru is on the Red Notice list,” said Asst Comm Nyathi. “He is wanted in connection with a murder case involving his wife which took place in 2017.

“Being placed on the Red Notice indicates that he is wanted and can be arrested anywhere in the world where he is located.” Interpol is also looking for Bornface Madunusa (34) of Gokwe, who is wanted by police to answer to charges of murder and has also been placed on the most wanted list.

In 2018, Madunusa, who was based at 5 Infantry, Battlefields in Kwekwe allegedly murdered his 28-year-old wife Eunice Marimbire by strangling her with a rope after accusing her of infidelity.

He fled from the scene leaving Marimbire’s body lying on the floor, covered by blankets before it was discovered by his landlord the following morning. Moreblessing Mavuso (46) from Bulawayo, who is also on the Red Notice, is wanted by police in Eswatini for fraud and corruption.

According to Eswatini media reports, Mavuso, who was married to former parliamentarian Machawe Mavuso, disappeared soon after she was charged for making fraudulent payments while working for the country’s Finance Ministry as an assistant accountant.

Two of her accomplices who worked in the Ministry of Agriculture were arrested and appeared in court. Mavuso is alleged to have taken a three-week leave from work after being summoned by the Eswatini civil service commission to answer to the fraud charges.

She, however, did not report back to work when her leave lapsed. South African police, through Interpol, are looking for Andrew Ndlovu (31), who also uses the alias Andrea Druza, from Gweru to answer to allegations of house breaking and murder.

Xolani Dube (26) and Tumelo Moyo (27) are wanted in Botswana to answer to charges of escaping from lawful custody. Police are also looking for Travor Manata (42) from Hwedza who is wanted for allegedly committing murder.

Interpol is the world’s largest international police organisation, with 190 member countries, including Zimbabwe, whose work includes facilitating cross-border collaboration between law enforcement organisations.

Harare City Council gets $1bn for water, sewer projects. OVER $1 billion in devolution funds will be sunk into 18 high-impact projects meant to rehabilitate Harare Metropolitan Province’s water reticulation and sewer systems, in a development expected to ease the capital’s perennial water and sanitation challenges.

The province also received $70 million from the Zimbabwe National Road Administration (Zinara) for the Emergency Road Rehabilitation Programme (ERRP).

The four local authorities under the province — Harare, Chitungwiza, Ruwa and Epworth — have already submitted devolution projects focusing mainly on water and sanitation.

Harare City Council has been allocated $1,1 billion, which will be directed towards 12 projects, including upgrading and rehabilitation of the Morton Jaffray Water Treatment Plant, the Crowborough Wastewater Treatment Plant and improvement of landfill sites in the capital.

Chitungwiza Municipality, which has been allocated $32 million, plans to procure two refuse compactors and an equal number of ambulances.

The Ruwa Local Board will use its share of $19 million on a waste management projects, while the Epworth Local Board, which will receive $185 million, plans to undertake feasibility studies for the construction of a quarry dam and rehabilitation of wastewater systems, among other projects.

Harare Provincial Development Coordinator (PDC) Mr Tafadzwa Muguti said all the projects were focused on water and sanitation. Local authorities are finalising auditing their books before the funds are released.

“The Harare Metropolitan Province now accommodates about seven million people, so what we have said to the four local authorities is that they should now focus on service delivery,” said Mr Muguti.

“We anticipate that all projects will be completed by December 31. Currently, we are working at upgrading two filters for water at Morton Jaffray Water Works, rehabilitating Crowborough digesters and improving landfills. We want to create landfills in between boundaries of the four local authorities. We are also looking at fleet replacements, especially the refuse trucks. We have also said to the City of Harare they should drill boreholes, whereby they subcontract to drillers who will be paid by Treasury from the $1,1 billion that they have been allocated.”

Progress in the capital, he said, was being delayed by the city’s shambolic accounting system, which is not up-to-date. He said Chitungwiza had been allocated US$185 000 through the Reserve Bank of Zimbabwe’s foreign currency auction system.

“Ruwa is currently crafting their work plans, which will focus on water and sanitation projects. Ruwa has also benefited from the ERRP, so basically some of their roads will benefit from the roads rehabilitation programme.”

Work on road rehabilitation is set to begin this week. “Harare has been allocated about $44 million, while Chitungwiza will get $20 million, Ruwa and Epworth local boards will receive $5 million and $6 million, respectively.”

In his special Independence Day interview with The Sunday Mail Editor Victoria Ruzvidzo and ZBC’s head of television production Merit Munzwemberi, President Mnangagwa said devolution is positively changing people’s lives.

“Indeed, the concept of devolution under the Second Republic, we view it as a proper instrument that addresses challenges at community level, at the lowest level of our communities where the people at that level know what they want best, they know their priorities.

Black market meat back on the menu. But they also brought an unwanted problem — cattle diseases. While Government is progressively winning the war against theileriosis (January Disease) and anthrax due to improved supply of dipping chemicals and tick grease, lumpy skin disease (LSD) — a seasonal viral disease — continues to trouble farmers.

Heavy rains during the just-ended summer season brought welcome relief to areas that had largely been parched owing to two successive years of drought. Unfortunately, the normal to above-normal rains in the summer cropping season created favourable conditions for lumpy skin vector multiplication.

According to the Veterinary Services Department (VSD), there was a 100 percent increase in the number of cattle infected by LSD between October 2020 and March this year.

The average fatality case rate predictably rose to about 11 percent of the national herd during the same period, up from an average 5,6 percent. LSD is usually transmitted by biting flies and occurs during and after the wet season.

It is characterised by an eruption of variably sized skin nodules, swelling of the limbs and lymph nodes. The disease has no cure and causes irreparable damage to the animal hide.

Unsavoury Dish

But it is no longer a problem for farmers only, as meat from the diseased animals is slowly finding its way into many kitchens around the country through unregistered butcheries and illegal meat vendors.

It seems desperate farmers, unscrupulous butchery owners and illegal meat traders have forged a thriving parallel market for meat, some of which is suspected to be contaminated.

“I have since stopped buying beef, particularly in local butcheries. Most of the owners are targeting farmers with sick cattle because of the supposed ‘lucrative’ business opportunities. They buy infected cattle at times for as low as US$80. It is better to buy pork or chicken,” said Gracious Mavambo, who resides in Macheke.

A former butchery owner (name withheld) at Makoni Shopping Centre in Chitungwiza had some disturbing revelations. He was forced to close his business after a sting operation involving VSD officials, police and other Government agencies.

“I was careful not to buy anthrax-infected cattle. Most of those I purchased would have been affected by January Disease or lumpy skin, which is not harmful to humans,” he said.

“I knew it was wrong, but I wanted to rescue my business which was fast sinking. The super-profits led me on until I got arrested together with one of the farmers who was supplying me at that time. That is how my meat business eventually collapsed.”

Maria Kadzere, an informal meat vendor operating in one of Harare’s high-density areas, said she gets her stock from Mhondoro. However, she is not proud of what she does.

“We are a group of eight vendors, so we put our money together, buy a beast every week and share the meat, which we then sell. But, due to the challenging economic situation, we often look for the cheapest cattle on offer.

“Sadly, it is these infected cattle . . . that present best business prospects for us. For instance, we need not less than US$400 for a healthy beast while a sick cow can cost as little as US$100 or less,” she said.

More than a year ago, the Government clamped down on several butcheries after an investigation by The Sunday Mail Society unearthed an unholy network that was selling contaminated meat on the market.

Some of the mischievous retailers were even using embalming chemicals as meat preservatives in order to give it long shelf life.

Cooperation

Authorities believe that it is also incumbent upon communities to report such illegal practices.

“The community are our eyes and ears. Reporting these activities will assist us in bringing the culprits to book,” said Ministry of Lands, Agriculture, Fisheries, Water and Rural Resettlement’s department of livestock and veterinary services director Dr Jairus Machakwa.

“A lot of people in the communities live or interact with these culprits, hence we need their input if we are to successfully fight this rot. We are aware that there are criminals selling contaminated meat. People should be warned that if this meat is consumed, it has serious health complications.”

He advised farmers against panic-slaughtering of affected cattle, as most can be treated through professional assistance. Although lumpy skin affects livestock productivity, it is understood to have a low fatality rate, estimated around five in every 100 infected cattle.

A broad spectrum of antibiotics and anti-inflammatory drugs for secondary bacterial infections are usually administered. There are also several drugs that can be used to successfully treat cattle infected by January Disease, anthrax or any other ailments.

“We encourage farmers to have their cattle vaccinated every year before the rainy season. Some prefer vaccinating the cattle on their own. However, some retail shops have run out of the drugs largely due to the outbreak. But our department has made sure that we always have at least seven weeks’ supply of dipping chemicals at every station around the country,” Dr Machakwa said.

“For anyone whose cow falls sick, the first step is to administer medication, then if it gets worse, they dispose or slaughter it. However, what most people do not understand is that these medicines render the cow unfit for consumption. If it dies, they must either bury or burn it.”

Medical experts opine lumpy skin disease is capable of infecting humans with direct transmission after consumption of contaminated meat. Hundreds of people were last year hospitalised countrywide for health complications that developed after consuming meat from unofficial sources.

However, some communities have become pro-active. Headman Zvinowanda Pfumbidzai of Machera Village, Hwedza, said villagers are now burning carcasses of diseased animals.

“At least 60 beasts have been affected by lumpy skin in my jurisdiction this farming season. However, the village is on high alert for criminal elements who might want to sell their infected beasts.

“We used to sell these cattle to butchery owners or slaughter them for consumption, but that stopped after the vet department and police warned us about the danger to human life. We now burn or bury the carcasses as a community,” said Headman Pfumbidzai.

Biotech Health Group chief executive officer Dr Takudzwa Mutsvanga said consuming contaminated meat has both short- and long-term health effects. In worst cases, unsuspected consumers risk developing antimicrobial resistance to antibiotics.

“Most people think that if they consume the meat today and do not get sick the following day, then they are safe. But that is wrong. Some of the effects are noted when one falls ill some months or years later. Usually this will be when administered medication fail to perform expected purpose. In some instances, people develop health complications like cancer,” said Dr Mutsvanga.

It is not wise, he added, to purchase meat products from street vendors or unregistered butcheries.

Meat consumers are ordinarily encouraged to check for operating licences and health inspection approvals. More than 450 000 cattle have been lost over the past year to a combination of disease, drought and panic-slaughtering.

January Disease (theileriosis) is accounting for most of the deaths, followed by anthrax and lumpy skin disease.

Government has set up a board of inquiry to investigate the cause of Friday’s helicopter crash which killed two Air Force of Zimbabwe (AFZ) pilots and a flight technician in Goromonzi, Mashonaland East Province.

Eighteen-month-old Jade Pfenyere, who was sleeping inside the house, also died in the accident. Speaking to families of the deceased after visiting the accident scene yesterday, Defence and War Veterans Affairs Minister Oppah Muchinguri-Kashiri said the inquiry will determine the cause of the crash.

A board of inquiry is an investigative process conducted in response to an event that adversely affects the performance, reputation and machinery belonging to the military. “Government has set up a board of inquiry to determine the real cause of the crash which will be revealed once we have concluded investigations,” she said.

“Thereafter, we will then look at issues such as state liability and so forth. At the moment there are a lot of questions about what really transpired. “However, we now await the investigations and the outcome.”

Minister Muchinguri also paid tribute to the deceased AFZ staff for their dedication to duty and sacrifice for the country. “Due to climate change, our army and defence personnel are now under new attacks which are non-traditional threats.

“The defence personnel are now being required to fly into disaster areas to rescue citizens and at times deliver foodstuffs. “We witnessed that during Cyclone Idai in 2019, our personnel had to fly into flooded areas. These were the first people to enter the impassable cloudy places.

“So these are the new threats and challenges that our personnel are facing. They need to be trained and equipped with skills that will enable them to be able to fly into such areas.

“That is why they were training in these areas.” Minister Muchinguri said Flight Lieutenant Mapiye flew her and President Mnangagwa to Kwekwe last week where they attended the launch of the Covid-19 vaccination programme in the province.

AFZ Commander, Air Marshal Elson Moyo, said he was saddened by the incident. “We are deeply saddened by the loss of such young and dedicated cadres,” he said. “They have left a gap which will not be easy to fill especially given that the industry has few women pilots.”

In a statement, the AFZ said the crew was dedicated to their work. “Flight Lieutenant Mapiye was born on April 3, 1991 in Harare and was attested into the AFZ on September 27, 2012.

“She earned her flying wings on July 1, 2017 after graduating at Number 6 Squadron at Josiah Tungamirai Air Force Base.” In 2019, she made history when she successfully completed a helicopter conversion course to become the first female combat helicopter pilot in the AFZ.

“Wing Commander Manyowa was a highly proficient helicopter pilot with more than 20 years flying experience.

“In addition to other routine flying tasks, he flew the AB 412 helicopter on a number of operations such as search and rescue missions after the devastating effects of Cyclone Idai in 2019 and the rescue and relief operations after the Tokwe-Mukosi floods in 2014.”

GMB maize deliveries almost 6 000t already. More than 6 000 tonnes of maize have been delivered to the Grain Marketing Board during the first three weeks of the 2021 marketing season, with authorities now finalising the setting up of hundreds of additional buying points in anticipation of increased deliveries over the coming weeks.

The grain marketing season opened on April 1 at nearly 1 400 buying points that have been set up countrywide, while an additional 400 are being established as the season progresses.

All 84 GMB depots have begun operating daily, including on weekends, to facilitate uninterrupted grain deliveries, with supplies expected to start picking up next month.

The grain utility is paying $32 000 for a tonne of maize, $48 000 for a tonne of soya bean and $38 000 for traditional grains, according to a new producer price schedule published last week.

Government has set aside $60 billion to ensure timely payment of farmers, with the GMB undertaking to effect payments to farmers within 72 hours of delivery.

Farmers who deliver their grain to mobile collection points will be paid within five days.

Lands, Agriculture, Fisheries, Water and Rural Resettlement Minister Dr Anxious Masuka said maize and other grain products have been declared controlled products, meaning that they can only be sold to designated buyers.

“The marketing season for maize, traditional grains and soya bean started on April 1, 2021,” said Minister Masuka. “All the 84 GMB depots are open 7 days a week. A total of 1 389 buying points have been identified for the convenience of farmers.

“A further 400 collection points are being identified. The target is to establish 1 800 buying points countrywide, one in each ward. “Furthermore, the 772 cotton depots and buying points will be activated soon to receive additional maize and grains.

“The GMB has adequate grain bags, drying and storage capacity. Additional drying and storage capacity has also been secured with the private sector.”

Government, said Minister Masuka, was availing combine harvesters to farmers through the newly established Agricultural Finance Corporation Leasing Company (Agribank). He said the GMB will be provided with adequate financial resources to mop up all available grain.

Zimbabwe expects to produce between 2,5 and 2,8 million tonnes of maize and 360 000 tonnes of traditional grains, in what is being touted as the largest yield achieved by the country since the Land Reform Programme commenced in 2000.

About two million tonnes of cereals consisting of 1,8 million tonnes of maize and 200 000 tonnes of traditional grains are expected to be delivered to the GMB. Dr Masuka said beneficiaries of Government’s Pfumvudza/Intwasa programme have been directed to deliver their surplus grain to the GMB.

“In terms of Statutory Instrument 145 of 2019 (for maize), SI 96 of 2021 (for cotton), and SI 97 of 2021 (for soya bean), all maize, cotton and soya bean are controlled products whose movement is restricted. The commodities must be delivered to designated contractors. Any side marketing of contracted commodities shall attract penalties.”

He added: “For the avoidance of doubt, all the 2,5 million households contracted under the Climate-Proofed Presidential Input Scheme (Pfumvudza/Intwasa) must deliver all their surplus to the GMB.

“All the CBZ Agro-Yield supported farmers must deliver their maize and soya bean to the GMB.” Grain harvested from previous seasons has been affected by post-harvest losses owing to storage challenges, but this year the parastatal is positioned to avoid losses. As a result, grain delivered to the GMB will undergo rigorous quality control tests.

“Pre-delivery quality testing of the grain will be done free of charge at any nearest GMB depot. This includes a moisture test. Only maize with 12,5 percent moisture content will be accepted. Dryers have been strategically located to assist farmers and GMB staff will also be visiting farmers to do quality checks before the maize is delivered,” said Minister Masuka.

Zimbabwe Farmers Union executive director Mr Paul Zakariya said increasing the number of mobile buying points will help farmers save on time and transportation costs. “ZFU has been constantly in touch with GMB and the Ministry of Lands and Agriculture on the issue of getting ready for the grain marketing season,” he said.

“Grain delivery points have been increased and this will ensure that farmers do not travel long distances to deliver their grain.” Mr Zakariya said the post-harvest producer prices were encouraging and measures should be put in place to combat profiteering in the marketplace.

He said grain deliveries are expected to increase mid-May going forward. “We note with serious concern that prices of many commodities, agricultural inputs included, continue to rise. Such increases will definitely erode value on the part of farmers.

“Grain deliveries will soon pick up. Farmers need to achieve the right levels of moisture content. Access to driers is key at the moment.” Commenting on Government interventions that have spawned this season’s bumper harvest in an interview ahead of the country’s Independence Day commemorations, President Mnangagwa said the Pfumvudza programme was a game-changer.

“We have got 1, 8 million households in the country and if each household does produce for itself, we are almost 50 percent towards solving the problem of hunger in the country. And fortunately when we implemented the Pfumvudza concept, the Grace of the Lord gave us good rains and we expect a bumper harvest.

“And that concept will continue, actually the way it is planned is such that the first plot must feed your family, the second plot is surplus. And we can do it.

Warriors, Bafana 2022 World Cup qualifier clash reignites memories. Fate has somehow conspired to ensure the Warriors and Bafana Bafana rarely clash in both the Africa Cup of Nations and World Cup qualifiers. As Zimbabwe shift attention to their 2022 World Cup qualifying campaign, their opening showdown with South Africa has brought back memories of their last meeting on a similar mission.

But in their quest for a place at the global soccer showcase in Qatar, the two teams would have to outdo each other to clinch top spot in the group and proceed to the last hurdle of the Africa Zone qualifiers.

Although the showdown is on June 5, preparations for the encounter are set to begin in earnest, with Zimbabwe coach Zdravko “Loga” Logarusic expected back in the country on Saturday to ready his side.

Loga had taken a sabbatical and returned to his native Croatia after guiding the Warriors to AFCON qualification last month. But there is no doubting the huge interest that any meeting between the Warriors and Bafana Bafana generates.

This is the first time the Warriors are playing their neighbours in a World Cup qualifier since May 5, 2001 when South Africa won 2-1 in Johannesburg on their way to the 2002 World Cup finals in Japan/South Korea.

The reverse fixture, which had been played at the National Sports Stadium on July 7, 2000, still evokes sad memories as 13 fans perished in a stampede during the match that the visitors were eventually declared 2-0 winners.

Back in those days, South Africa had a talented cast of European-based stars led by the attacking duo of Shaun Bartlett, who was then at Premier League side Charlton Athletic, and Delron Buckley, who was plying his trade in Germany.

Warriors’ talisman Peter Ndlovu was one of the few Zimbabweans in elite leagues, but at that time his Sheffield United were in the English second-tier league.

But as the Warriors look to take another crack at the seemingly elusive World Cup slot, the tables have now turned, with Zimbabwe having a bigger presence in key European leagues such as the Premiership and French Ligue 1.

Percy Tau, who turns out for Brighton & Hove in the English Premiership, is the only player with the highest profile in the Bafana Bafana squad.

Unlike in 2000, the Warriors now boast of having the likes of Marvelous Nakamba (Aston Villa), Tino Kadewere (Olympic Lyon) and Marshal Munetsi in the English and French top-flight, while skipper Knowledge Musona (Belgium), David Moyo (Scotland) and centre-back Teenage Hadebe (Turkey) are also involved in elite leagues.

Zimbabwean players have since 2000 also made their presence strongly felt in the South African Premiership.

It is against this background that the Warriors begin the countdown towards the eagerly awaited renewal of their rivalry with South Africa. “The coach Loga (Logarusic) should be back in Harare on May 1. He was on a short break,” ZIFA technical director Wilson Mutekede said.

There were also concerns about Loga’s qualifications after it was reported the 55-year-old’s UEFA Pro Licence badge, which he used to get the Warriors job, was fake. However, the Croatian Football Federation confirmed that Loga’s qualifications were valid.

While the Warriors coaching post is not a matter for debate, South of the Limpopo, the South African Football Association (SAFA) are yet to appoint a new coach after sacking Molefi Ntseki, who failed to guide Bafana Bafana to the AFCON finals in Cameroon in January.

SAFA postponed announcing the new coach on Friday “due to international Covid-19 travel issues”, which all but confirms they are going for a foreign coach. According to reports from South Africa, Portuguese Carlos Queiroz, Frenchman Herve Renard and Belgian Hugo Broos are the shortlisted candidates.

It is, however, understood that former Real Madrid gaffer Queiroz is the front-runner for another dance with Bafana Bafana. Back home, Loga will fly into Harare to spearhead preparations for the crunch tie amid a public debate sparked by former Everton defender Brendon Galloway’s sensational Warriors U-turn.

The Luton Town defender has expressed interest to finally play for the Warriors despite snubbing the national team on numerous occasions. Galloway successfully renewed his Zimbabwean passport on Friday and increased prospects for a possible call-up.

Sources close to Queens Park Rangers striker Macauley Bonne told The Sunday Mail Sport that the forceful player had also changed his mind. “Galloway’s passport was processed in Harare yesterday (Friday), so chances of him coming are now high,” Warriors manager Wellington Mpandare said yesterday.

Galloway went to England when he was nine and did his Grade One studies in Zimbabwe. Both his parents have Zimbabwean passports. The Warriors manager also revealed that he started sounding out players whom Loga is eyeing for for the World Cup qualifiers “soon after the Zambia game”.

Zimbabwe lost 2-0 against Zambia in their last AFCON qualifier on March 29. The Warriors will, however, bank on the experienced duo of skipper Musona and Khama Billiat, plus the European-based quartet of Kadewere, Nakamba, Munetsi and Hadebe.

There are many who believe the 2022 World Cup is Zimbabwe’s best chance to appear at the global showpiece given the array of talent and deteriorating standards in both Ghana and South Africa.

ZANU PF Youth League indigenisation and empowerment secretary, Cde Mike Chimombe, was on Friday appointed president of the indigenous business lobby group Affirmative Action Group (AAG) at an annual general meeting held in the capital.

He will be deputised by entrepreneur-cum-preacher Passion Java, Ms Anastancia Ndhlovu, Mr Munyaradzi Kashambe and Mr Mabutho Moyo.

Clifford Hlupeko will assume the role of secretary-general, while Mr Scott Sakupwanya is the treasurer-general. Ari Goldenstein will be in charge of communications and advocacy, while Mr Tafadzwa Musukume will be the legal advisor.

Crystal Meth (Gukamakafela) the hurdle in Zim’s drug fight. Crystal meth is perhaps the only substance that has competed with the Covid-19 pandemic in taking Zimbabwean lives over the past year or two. The highly addictive stimulant is hitting the country where it hurts the most, its youth.

GUKAMUKAFELA, Dombo or Mutoriro,’ the beast has many names. Kutsomwa (hot pursuit), is the romanticised street reference describing a person under the clutches of the drug. Sleep deprivation, paranoia, violence and hallucinations are among the behavioural manifestations believed to be a product of the drug.

So bad is Crystal Meth to those who consume it that they cannot drink borehole water as they claim doing so may put them at risk of death. Although the number of people currently enslaved by the drug is unknown, the numbers are evidently far from low.

Last year, The Sunday Mail carried a story in which renowned psychiatrist Dr Sacrifice Chirisa said drug addiction accounts for 65 percent of admissions at mental health institutions.

Despite the growing numbers and the relatively complex drugs which are emerging, the country does not have specialised public drug rehabilitation centres.

Those who find themselves battling strong reliance on substances are admitted at the four tertiary psychiatric institutions namely Ingutsheni Central Hospital (Bulawayo), Harare Psychiatric Unit (Harare), Parirenyatwa Hospital Annex (Harare) and Ngomahuru Hospital (Masvingo).

Experts believe this approach may have worked for other kinds of drugs but the current fight against Crystal Meth may need a more specialised approach, where facilities are specifically designed to help those fighting vices.

Moreblessing Mlilo (name changed), who spent time at Ingutsheni on two occasions over drug abuse and depression, shared his experience.

“The nurses would not take time to understand your needs and concerns, what would happen is you would either get pills or an injection to stabilise you. The whole day you would be subdued, unable to perform a lot of tasks,” he said.

At one point he had a relapse trying to fool the authorities.

“If you are admitted, the medical personnel you speak to have answers they want to hear. So as time went on, I learnt to respond in ways that spoke to their biases and they discharged me. However, the first thing I did as I left the centre was to look for a supplier,” he said.

It took a hard relapse, which almost cost him his life, for him to take deliberate steps towards kicking the habit.

“Over time, I tried to explain to the doctors that I was not mad and I just needed help as I only did drugs to escape issues that were stressing me. They decided to enlist me for therapy sessions, which have been helping. Slowly I am working towards recovery. I feel like my issues are breaking my family apart. I wish they could accept me and try to solve issues with me, every time we disagree they threaten to send me back to Ingutsheni, like it is a prison. For many people there, it feels like one,” Mlilo said.

Founder of Zimbabwe Civil Liberties and Drug Network, Mr Wilson Box, said there is a need to establish specific drug centres to deal with the problem confronting the country.

“Unfortunately, Zimbabwe does not have public rehabilitation centres for people who use drugs. It has public mental health institutions like Annex at Parirenyatwa, Ingutsheni in Bulawayo, Ngomahuru and Mlondolozi,” he said.

Instead of getting help specific to their needs and challenges, people are at risk of getting generic help to complex problems. “A person who uses drugs is not a mentally challenged person. He just needs treatment to wean him from drugs,” Mr Box said.

Due to the stigma associated with enrolling family members in a mental institution, some families are attempting the religious route, trying to pray away the cravings. Mr Box told The Sunday Mail that in his years of experience, families are not able to help members fight off addiction single handedly.

“It depends on the person’s biological make-up but successfully fighting addiction, especially to drugs like Crystal Meth, can take up to a year,” he said.

Public mental institutions have limited capacity for drug addicts, as they also have to accommodate people dealing with varied mental health challenges including stress, anxiety, depression and bipolar disorders among others.

Ngomahuru in Masvingo accommodates 300 at full capacity, Ingutsheni in Bulawayo has a bed capacity of 708, Harare Psychiatric Unit accommodates 100 while Parirenyatwa Annexe Hospital has not more than 40 beds carrying capacity.

This brings the total capacity of tertiary psychiatric institutions to around 1 148. Besides the tertiary psychiatric institutions, there are provincial mental health facilities which exist in Chinhoyi, Gweru, Marondera and Mutoko but they do not add much in terms of numerical capacity.

If figures carried in the Ministry of Health and Child Care’s National Drug Masterplan (2020-2025) are anything to go by, the available facilities appear to be inadequate. The Masterplan says in Zimbabwe it has been estimated that approximately three percent of the adult population (450 000 people) had either a drug or alcohol use disorder.

According to the document, “alcohol and substance use related problems are one of the top three problems seen in mental health services in all 10 provinces.” The shortage of specialised drug facilities as a public good has left families at the mercy of private players.

A weekly session at private facilities costs around US$400 per month, and if a person needs six months to kick out the habit, their family would have to part ways with US$9 600.

For an average employed person earning US$300, this translates to 32 months of their salary without spending a single cent on any other need. This is holding other factors like relapses constant.

Besides the unavailability of drug-specific facilities, there is also a stark shortage of personnel in the general mental health sector, which is at this moment burdened.

The Ministry of Health and Child Care’s National Strategic Plan for Mental Health Services (2019-2023), says there are 917 registered mental health nurses in the country and 17 psychiatrists.

“There are six Clinical psychologists, 13 Clinical Social Workers and 10 Occupational Therapists working in the Government sector. There is a high patient to staff ratio across all disciplines, highlighting a need to recruit and retain mental health professionals and to increase numbers in all available training programmes,” the plan states.

Reports have shown that the drug problem is kicking in from an early age, adolescents and youths in their early teens are being introduced to substances.

In fact, according to the National Drug Masterplan, adolescents and young adults account for the largest share of those using drugs. However, our facilities in their present form cannot accommodate part of the demographic, the adolescents as well as children.

The National Strategic Plan for Mental Health Services says; “There is a lack of admission facilities for children and adolescents, and lack of suitable services for effective occupational therapy.”

Executive Director of Youth against Alcoholism and Drug Dependency (YADD), Mr Tungamirai Zimondi, told The Sunday Mail that the Government is on the right path with the drug fight and what is left is the implementation of the laid strategies.

“Drug abuse and related harm is a major obstacle to sustainable development in all its dimensions. In line with its vision 2030, the Government must be applauded for timeously launching the five year National Drug Master plan in light of the surge in drug abuse around Zimbabwe. What is now required is to ensure that the strategies that have been laid down in this master plan can be expeditiously operationalised,” he said.

Mr Zimondi, who sits on boards of international anti-drug organisations like Movendi International and the African Tobacco Control Alliance (ATCA), said Zimbabwe should draw lessons from other countries in its drug fight.

“Other countries like Thailand and Indonesia have introduced alternative development to cash crops like coffee where opium used to be planted,” Mr Zimondi said.

On the legal side, authorities are taking the drug situation seriously as evidenced by Home Affairs and Cultural Heritage Minister Kazembe Kazembe who read the riot act to drug peddlers in a recent press statement.

In the past two weeks, 201 drug peddlers have been arrested and have had their drug bases destroyed. As the country moves to clamp down on those who are introducing the youth to the substances, there is a need to also see to it that those already hooked are assisted.

In countries like South Africa, public health departments have established stand-alone drug centres where the challenges relating to substance abuse are dealt with in isolation. Perhaps, it could be a path that Zimbabwe may pursue.

Zimbabwe Presidential 2023 Elections have already been rigged. Success also often comes from or after unavoidable physical exertion. As Bishop Lazi once said, typical life in the village is what God intended ever since he cursed the disobedient Adam in the Garden of Eden.

In rural areas, men and women, just as cattle and donkeys, are beasts of burden. Life doesn’t come cheap and easy in the village.

It is all about sweat and toil.

“Cursed is the ground because of you; through painful toil you will eat food from it all the days of your life. It will produce thorns and thistles for you, and you will eat the plants of the field. By the sweat of your brow, you will eat your food until you return to the ground since from it you were taken; for dust you are and to dust you will return,” says God in Genesis 3:17-19.

Where the Bishop comes from, it is invariably hard workers that succeed and are exalted, while lazy sloths are slighted and condemned. While it takes a short trip to the supermarket or grocer for urban folk to put food on the table, in rural areas this can only be possible after a back-breaking cycle of clearing the field, ploughing, sowing and harvesting.

While urbanites endlessly complain about receiving water three days — sometimes four or five days — a week, in rural areas sourcing this basic necessity is an abjectly difficult task.

You have to walk distances to the nearest river, where, in some instances, you have to scoop out frogs or tadpoles that would be leisurely resting in the well. But usually, especially during the dry season, the water often has a musky taste of cow urine, which, we are always told, is medicinal. Kikiki.

Even the most mundane of tasks such as visiting the township to process maize into mealie-meal is unbelievably daunting, as it involves using a wheelbarrow to navigate circuitous and tortuous paths bogged down by sand, rock outcrops and prohibitively harsh terrain.

For girls and women, it is the head, rather than the wheelbarrow, that is used as a convenient carrier for weighty loads over distances.

It is nothing short of punishing, but you have to get inured to it. Some organisations claim that about 33 percent of rural folk do not have access to safe drinking water, while girls and women have to travel four kilometres on average to fetch water every day.

This is why every borehole, trafficable pathway or bridge, among other critical conveniences, is unimaginably life-changing for villagers and communities.

Boiling Frog

Bishop Lazarus has always known that some politicians are hopeless dimwits, but he never thought they could be incorrigibly naïve and daft to the extent of being blind to tectonic shifts happening around the country that are clearly an existential threat to them.

You should have seen how they all laughed and pooh-poohed the recently commissioned bridge that straddles Ruya River and provides an ideal and God-sent thoroughfare to Karanda Mission Hospital.

Most of the narratives obsessed about the suitability of the bridge as a modern carriageway for alien vehicular traffic and reduced beneficiary communities to non-entities whose erstwhile struggles are not worthy of discussion or consideration. Their former daily struggles remained an insignificant footnote for haughty and snobbish political elites.

It was the same drama when Pembi River Bridge was launched on July 15 last year after a major facelift, or when ED commissioned a new borehole to serve three communities in Nyamandlovu, Matabeleland North.

You have to be irredeemably ignorant not to discern the political connotations of such hugely transformative projects. Cde Christopher Mutsvangwa often uses the tale of the boiling frog.

You see, it is believed that when you put a frog in boiling water, it instantly jumps out, but when you put it in tepid water, it feels at home.

Even when the heat is turned on, it tries to adjust until it fatally boils with the water. ED is turning on the heat. The bridge over Ruya River, Pembi River Bridge and the borehole in Nyamandlovu should not be viewed in isolation.

Do you still remember the Chombwe Water Bridge commissioned on December 21 to supply piped water to more than 10 000 households, including schools, clinics and business centres in Chivi, Masvingo?

Such projects, which are changing people’s lives, are already underway in various parts of the country.

In the 2021 Budget, Prof Mthuli Ncube allocated a combined $590 million to Zinwa and DDF to procure drilling rigs, while an additional $741 million was set aside for borehole rehabilitation and maintenance.

Water is indeed life. It is also a critical need that is gradually being met. But not only are lives in rural communities being changed, livelihoods are being transformed as well. You might have heard last week that Causeway Dam in Marondera has been completed and is now awaiting commissioning.

This is not a vanity project.

A masterplan is already being developed to ensure that families, including those that had to make way for the project, benefit from life-changing irrigation schemes that will undoubtedly improve their material wellbeing. A similar project has since taken off in Buhera, where land is being cleared for a major irrigation scheme.

Bishop Lazi always tells folks that if only they could take time away from their desktops to witness the sheer scale and scope of projects around the country, would they really appreciate the ongoing tectonic shift?

Devolution has been an absolute masterstroke and game-changer. Communities are increasingly beginning to notice real change and not mere rhetoric as before. And this year, the $20 billion kitty for the exercise will be massively impactful in more way than one. Need we also talk of the fledgling mega horticultural projects that are in the offing?

Imagine the impact that would be made between now and 2023. This is how elections are rigged; most definitely how the 2023 elections are being rigged — by fulfilling election promises and materially changing lives for the better.

While some political parties see these projects as hilarious, their own campaigns to capture the rural vote have been as laughable as they are tragic.

The optics provided MDC-A secretary-general Chalton Hwende of what is being styled as a rural mobilisation drive couldn’t have been more comical. These chaps simply visit their own supporters, pretend to assist them in the fields, munch their hosts’ food, help themselves to paper-bagfuls of harvested crops before making a beeline for Harare. Kikiki.

If you think the Bishop is lying, just look for pictures of Hende’s visit to Mhondoro. Argh, surely the gods must surely be crazy. Isn’t it ironic that the cities they superintend spend days on end without water, while some of the rural communities they seek to court and capture now have piped water?

It is absolutely ridiculous!

Boreholes, bridges and roads mean the world for communities; more so, projects that give them a shot at decent livelihoods. While they continue laughing, we wait to see who will have guffaws of raucous laughter in 2023.

Married couples urged to have s.e.x using C0ND0MS. Amon Mpofu attributed the high number of new HIV infections in Matebelenad South to spousal separation as married couples are separated by work or migration into neighbouring countries.

The National AIDS Council (NAC) Monitoring and Evaluation Director, Amon Mpfofu has urged married couples to consider using condoms as the latest nationwide HIV estimates show that the risk of HIV infection is high among married couples. He said:

n 2020, the highest HIV prevalence was recorded in Tsholotsho which recorded 21.9% and the lowest was in Binga which recorded 5.3%. The situation is almost similar in Plumtree and Beitbridge. As for Tsholotsho, this high prevalence can be attributed to spousal separation in the province.

As you know, most people in those parts have either migrated or work in South Africa and Botswana and they leave their families here in Zimbabwe.

When they come home and because they would have spent some time away from their spouses, they do not even use condoms for protection hence the high prevalence.

We encourage married couples to use condoms as they are also at greater risk of infection. As long as you have unprotected s.e.x, you are at risk of infection.

A few years ago, we used to conduct a blitz every festive season in conjunction with the Zimbabwe Republic Police (ZRP) where would distribute condoms at roadblocks especially targeting returning Zimbabweans.

Mpofu made the remarks while speaking to Editors and Station Managers during a sensitization meeting that was organized by NAC in Chinhoyi recently.

Exposed: ZINARA Finance Director had only a certificate in Bible Study. The maladministration at the State-owned company was revealed during the presentation in Parliament of the First Report of the Public Accounts Committee on the analysis of ZINARA’s audited Accounts for the year 2017 and 2018 and the Forensic Audit Report.

The Public Accounts Committee of the Parliament of Zimbabwe on Thursday produced a report on the audit of the Zimbabwe National Road Administration (ZINARA), exposing massive corruption and nepotism at the organisation.

Newly-appointed Public Accounts Committee chairperson Brian Dube (Gweru Urban) said ZINARA did not have a Human Resources (HR) policy at the time of the Committee’s oral interview in 2019 even though it was established in 2002.

Among other things, a hair allowance was paid for every lady employee for a hairdo at She and He, Red Rose, and Ladies Hairdo saloons for a total amount of US$24 500.

The former ZINARA CEO Frank Chitukutuku, without proof of an interview, became the Chief Executive Officer of the organisation at a time when he was still in Part B of the Institute of Chartered Secretaries studies.

Christmas hampers worth US$55 700 were bought from OK MART on the 11th of December 2018 from a CBZ Account. Each Board member received hampers valued at US$9 600. The Christmas hampers were accounted for in the records of ZINARA as expenditure for ‘office supplies’.

Debating on the report, opposition MDC Alliance MP Paurina Mpariwa said: If you then look at the qualifications of the people that were managing ZINARA, none of them including the managing director had a proper qualification, not a degree or diploma.

In fact, the Finance Director had only one qualification. The qualification was a Bible Certificate from Ezekiel Guti’s College, nothing else.

This was the person that was supposed to be the Finance Director to oversee millions, not only of RTGS but millions of US$.

The end result was the looting of public funds in an unbelievable manner. This is the reason why I fully support that ZACC should actually get in and let justice prevail.

Norton MP, Temba Mliswa (Independent), blamed white-owned cartels like Univern Enterprise for the bad state of roads currently. Mliswa said Univern had captured some key members of Parliament portfolios and they were no longer able to carry out their oversight roles.

Legendary television actress Sophie Ndaba’s marriage to husband and businessman Max Lichaba is headed for splitsville just a month after they renewed their vows.

A local publication has learnt that Ndaba and Lichaba separated last year just after the outbreak of Covid-19 in March.

The disintegration of their much-publicized union happened after they renewed their vows and wore new weddings bands in February last year.

The two lovebirds are allegedly heading for divorce after trying unsuccessfully to sort out their differences and rekindle their love. If this faltering matrimony crumbles, it will be Ndaba’s third failed marriage in 23 years.

Ndaba, who shot to stardom when she played Queen Moroka in SABC1 soapie Generations, was married to fellow actor Themba Ndaba, who plays Brutus in The Queen, in 1998. The couple divorced in 2007.

She later tied the knot with Bishop Keith Harrington in 2011 and they broke up acrimoniously in 2013. She wedded Lichaba in 2018.

News of Ndaba and Lichaba’s separation, which was kept hush hush, was revealed by the couple’s close friend, who did not want to be named for fear of victimization.

The friend alleged that Lichaba has moved out of their rented house in Joburg and relocated back to his hometown in Kimberley, Northern Cape, while the popular thespian has moved back to her estate house, west of Joburg.

The friend alleged that the couple drifted apart after Ndaba accused Lichaba of cheating on her with a woman from Kimberley, who is known to the publication.

“She said she discovered that he was cheating on her with that woman and when she confronted him, he denied knowing this woman. But she felt that the man was making a fool of her,” said the friend.

The friend added that the alleged mistress had said to Ndaba, when she confronted her about the affair, that Lichaba had told her that they are in the process of divorcing.

Ndaba said: “I have no comment. And to be honest, I don’t comment on my private life.”

The alleged concubine refuted the allegations that she was involved in an adulterous affair with Lichaba. “I don’t know what you are talking about,” she said. Lichaba refuted claims that his marriage has crumbled. “There’s no such thing,” he said.

Girl who survived child marriage scores 12 A Level points. A child marriage survivor in Shamva, Samantha Chidodo, has performed well at her A’Levels scoring 12 points. Rozaria Memorial Trust chief executive, Nyaradzayi Gumbonzvanda, revealed the achievement narrating how the organization helped her get back into school to survive child marriage. Samantha is now looking forward to starting university.

A’Level results came out a few days ago. Narrated Gumbonzvanda: Samantha Chidodo, Nailed it! 12 points at A Level. I am over the moon with joy. 4 Years ago, Chief Bushu approached RMT requesting if we can support this girl who experienced child marriage and is passionate about going back to school.

We took Samantha in through our Education Assistance program. She passed her O levels and we immediately supported her to continue. She went kwaJiti, a school in Shamva district just near pa Chakonda. As we paid her fees, she had to do vegetable vending to support herself and her child. She stays with parents, both are not working.

Last year she formed a community Nhanga which has over 60 other girls and they encourage each other to read, raise their income and to be responsible in relationships. The Chief promised to give them land for their agribusiness.

Now Samantha is a game-changer. She has now been a speaker at many regional platforms. During CSW she was on a special global panel hosted by #OHCHR. Samantha wants to be a lawyer, and her road is now open.

As Rozaria Memorial Trust, we say congratulations to Sama, the sky is the limit. All we have to do now is to mobilise for funding so that she can enroll at the Uni, and wants she is in, the rest is doable. We are reaching out to those who provide scholarships to girls like Sama.

More shocking details emerge on Gweru shooting scandal: Man held kids hostage for 2 hrs. The prominent car dealer, Peter Dube (35), also pointed the firearm at the two children but was refrained by one of the women whom he later shot and is battling for life at Gweru Provincial Hospital.

It has emerged that a polygamous Gweru businessman who went berserk and allegedly shot four people and killed two instantly, initially allegedly held hostage his son and his cousin for two hours while waiting for their mothers whom he later shot.

He shot and killed his second wife’s alleged lover, Shelton Chinhango, a Kwekwe-based car dealer and her friend Gamuchirai Mudungwe (30). Dube also shot and injured his second wife, Nyasha Nharingo (31) and her sister Nyaradzo (34).

Nyaradzo’s 16-year-old daughter, who witnessed the horrific incident said she and her cousin, a toddler, who is Dube’s son with Nyasha, narrowly escaped death after he attempted to fire the gun at them only to be refrained by Mudungwe. Speaking to The Sunday News on Saturday, she said:

One of the shooting victims, Nyaradzo Nharingo is my mother and Nyasha is her sister. On the day of the shooting, my mother, my aunt and their friends went to Masvingo to collect my mother’s passport. She wanted to fly to South Africa on Friday where she was supposed to assume duty on a new job she had got. Dube came home and locked the door. He then told me that we were going to Senga and he also fired the maid and gave her, her salary. I then informed my mother around 8 pm and they said they were in Mvuma on their way back.

When my mother and my aunt arrived in the company of their friends, they asked me to tell Dube to open the door but he refused. He told me to pack all our belongings and leave. My mother started shouting at him and demanded that he opens the door for me to get out.

My mother then told him that they were going to call the police. His first wife also arrived. She said Dube had lied to her saying that he was going to Kadoma to attend to a breakdown and took US$50 which he used to pay the maid.

When my mother went to the police station, he then chucked me out of the house. This was around 10 pm.

She said the police found the children outside the house and assumed the situation was now under control and left but Dube continued to refuse to open the door for the women to get their clothes. She continued:

Dube refused to open the door. His first wife then called his brother Advance Dube informing him about the issue.

Advance managed to convince his brother to open the door. My aunt then started packing and went into the car which was waiting for us downstairs. My mother then went back to collect her bag as well.

Dube then came down the stairs running and went into his car and took a pistol. He then came to the Toyota Hiace that we were in and confronted the driver (Shelton) accusing him of snatching his wife. He cocked his gun and shot the driver in the head. I then opened the door and ran away. He then pointed the gun at me but my mother’s friend Gamuchirai Mudungwe restrained him.

He then turned on her and shot her in the chest. He went upstairs and shot my mother and my aunt. After that I saw the maid coming downstairs screaming for help. The Sunday News reports that the two sisters, Nyasha and Nyaradzo, who are battling for life at Gweru Provincial Hospital are said to have undergone a lifesaving surgery yesterday.

ZTN reports that Nyaradzo has since died to become the third person to die from the incident. Acting Midlands police spokesperson Assistant Inspector Ethel Mukwende said police were still looking for Dube who allegedly contacted his friend and police on Friday promising to hand himself over is said to be on the run.

Harare City Council declares war on residents. The Combined Harare Residents Association (CHRA) has accused the Harare City Council of declaring war on residents through plans to deploy debt collectors, disconnect water supplies and take legal action on defaulting ratepayers. We present the association’s statement in full below.

The Harare City Council is threatening to unleash debt collectors, disconnect water supplies and take legal action on all ratepayers who are in arrears for rates with the local authority.

In some parts of Harare, the Local authority has dispatched letters of demand in a bid to coerce ratepayers to pay their dues. _“Before commencing legal proceedings in terms of the legislation, I am obliged to demand full payment of the amount stated above within 14 days of this notice, failing which, legal action will be effected without further warning to you, with costs charge to your account”,_ reads part of the letter from the Treasury Department.

A New Mabvuku resident who was in receipt of the letter of “final demand” from the local authority said, “It should be residents dragging the Council to court for non-provision of services, right now I live with raw sewerage which they can’t repair, no water we will also organize court action this is not fair.”

The City is also threatening to disconnect water supplies to all its debtors and claims that it is now owed ZWL$5 Billion.

The demand for full payment of debts comes at a time when the local authority is not providing the services which it is claiming payment for which some areas have gone for more than 10 years without water, toilets flooded with sewer and piles of uncollected garbage have become permanent features in high-density areas.

On its social media platform, the Harare City Council has warned “Will soon deploy debt collectors to collect all outstanding amounts. The best thing is to do a payment plan now.”

In 2018 the use of debt collectors was declared unlawful after Well Cash Debt Collectors were hired by the City of Harare were declared unlawful as it violated section 9(2)(b) of the Legal Practitioners Act 27:07. Residents are entitled to law and have a legal right to administrative action that is lawful, reasonable and fair in terms of Section 68 of the Constitution of Zimbabwe.

The recent astronomic increases of rates by more than 400% premised on a faulty software currently used for billing by the local authority have casted doubt over the authenticity of the Council bills.

Some residents who have been religiously paying rates received ballooned bills with payments they have made to the local authority not captured or deducted.

Ratepayers across the City have been flocking to CHRA offices seeking for assistance over their ballooned bills. _“I have paid every month my rates in full but am surprised that I now owe council ZWL30 000”,_ said a dejected Highfields woman.

CHRA reiterates its position that the amounts which the City is claiming to be owed are founded on a chaotic, shambolic and non-functional billing system hence there is a need for a real debt audit for the City debt.

CHRA also warns ratepayers not to be coerced to enter into payment plans on amounts of debts they are not agreeable to with the local authority and they should pay for services rendered.

We further call upon the City of Harare to depart from the SAGE Pastel software it is using for billing and payments and find an effective software that has the ability to show the balance after payments are made in real-time.

Harare City fathers have denied declaring war on residents adding the move to collect debts was good for service delivery.

CBZ calls for voluntary resignations. CBZ Holdings has called for workers’ voluntary resignations from the organisation amid a restricting exercise. The voluntary resignations were announced in CBZ’s internal letter that indicated the applications will have been approved or denied by the 18th of May. We present the letter in full below.

The Covid-19 pandemic has resulted in many changes in the Corporate landscape and the way we do business. It has been essential to us as an Organisation to ensure the preservation of jobs and earnings, and we have committed to that position for the duration of this crisis, and furthermore, provided a range of additional measures to ensure that we support all of our staff and your families.

The manner in which we reach, serve, and provide solutions to our Customers and Clients has changed significantly – most of our work has transitioned to digital platforms and automation has become key. This is an area which will continue to change, and with this comes the need for new business models and different skill-sets.

As we venture into a new and changing business model and new ways of work, we will inevitably need to review our current structures and operations. We acknowledge that there are some colleagues amongst us who may not be willing or able to undertake this journey of change, and will want to take the opportunity to pursue other interests. We are therefore pleased to announce the offer of a Voluntary Severance Package for any employees who willingly, freely, and voluntarily wish to consider pursuing opportunities outside of the Organisation.

Following the Voluntary Severance exercise, the Organisation shall review any remaining positions which have been impacted by the change in the way we do business.

Upon that review of the Voluntary Severance exercise, should it be found that we do indeed need to consider retrenchment, our retrenchment exercise will commence in June 2021, and will take place in liaison with the affected employees, Works Council, Workers Committee and the Management Committee, and will be fully aligned to the legislative guidelines.

We understand that such a time may result in anxiety for many members of staff. Communication is key for us, and we would like to ensure that this process takes place transparently and fairly, and it is this principle that has made it important for us to lay out our future plans.

Donkey-drawn scotch carts have become popular in Bulawayo’s western suburbs, with an emerging trend of young entrepreneurs who have lately resorted to using scotch carts to eke out a living.

In suburbs such as Pumula South, Pelandaba West, Nkulumane, Luveve 5, and Magwegwe, there are several donkey-drawn cart operators.

The practice is however illegal and the scotch cart operators often have to wait for hours for customers as they have to contend with municipal rangers and police.

In areas such as Cowdray Park, scotch cart operators have taken over the business of transporting sand and firewood.

A scotch cart operator, Emmanuel Sibanda, told Chronicle that most of his business revolves around ferrying people between St Peter’s Village and Pumula and surrounding suburbs and also transporting communal farmers’ produce to the market. He said:

In areas such as St Peter’s, residents are now relying on donkey-drawn scotch carts as public transport operators are shunning the route because of poor roads. We are therefore capitalising on that.

Meanwhile, Bulawayo City Council (BCC) officials were adamant that donkeys are not allowed in the city. BCC senior public relations officer Nesisa Mpofu said:

The Bulawayo (Protection of Lands and Natural Resources) by-laws do not allow the keeping of domestic animals on individual properties unless there is authority in terms of the said by-laws, a town planning permission, and Bulawayo (Public Health) by-laws approval. Rangers do attend to reports as they come.

Rangers have issued tickets to the culprits and some animals have been taken to the pound which is at Luveve Gum plantation. The fine for offenders is $832 and is subject to review at council’s pleasure.
